Brain plasticity:Ours brain is a complex and dynamic system, many aspects can be

reconstructed due to the changes of internal factors and external environment such as
learning, brain development and pathological changes, we called it "plasticity" of the
brain.
The age of 3-12 is the most plastic stage of the brain. Through experiments,Doctor
Malyarenko found that the increase in the amplitude of brain waves will promote the ability
of individuals to analyze and process information, its certain that music can indirectly
promote or hinder children's learning process and ability development.

In recent years, with the diversified development of today's society, the influence of
various factors such as society, school, family made the mental health of primary school
students more and more challenged. Strengthening mental health education and improving
students' psychological quality should become an important content of music education in
primary. Primary school music as a basic course of aesthetic education in their education
stage, It has the important task of improve students' aesthetic ability and laying
a foundation for further studies in other fields.

Primary school is the time when children are most curious, and it is also the most
important stage of interest cultivation. In primary school, we should arouse
students’ interest in the beauty of music through music education.

Cultivation of ability:Stimulate primary school students’ creativity, appreciation, etc.

China’s newly published primary school music subject curriculum standards (2011) have
many changes compared to the previous ones, and clearly pointed out that the music
curriculum is a compulsory course for all students in the nine-year compulsory education
stage. The basic principles of the curriculum are 1. Music aesthetics as the core,
interest and hobbies as the driving force 2. Emphasis on music practice and
encouragement of music creation 3. Highlight the characteristics of music and focus on
the integration of disciplines 4. Promote national music to understand the diversity of
music culture 5. Focus on the development of personality for all students .

However, there are still problems in Chinese elementary school music education. The
first is the status of music lessons. Most of the students focus on the main subject, like
math english. Music teachers don't pay much attention to the improvement of students'
practical ability and professional ability, and even treat it as an "interest class".
According to a sample survey and analysis of primary students in various schools in the
city in 2018, 75% of the students believe that cultural lessons are more important, and
music lessons are optional. 64% of elementary school students do not have musical
skills. 57% of elementary school students said that they would not use any instrument to
play at all, and only 12% could play more than two instruments. The professional quality
of the music teacher needs to be improved. According to the sample data of the
questionnaire survey, only 56% of the city's music teachers have a bachelor degree or
above, and only 8% have a graduate degree or above. Weakness of high-level music
teachers exist in most primary schools. This situation directly leads to the difficulty for
music teachers to complete the teaching tasks on time .

Since 1985. The French Ministry of Education and the Ministry of Culture have begun in-
depth cooperation and have successively launched policies and measures for the
development of art education. .In 2006, France took music education as its national
policy, and issued a plan to re -introduce national education in literature and art, which
required that schools and cultural organizations set up their own organization.In 2012,
the new French government came to power and launched a series of education reforms.
One of the focuses is to continue to strengthen the arts and cultural education in primary
and secondary schools. In July 2013, the French Parliament passed the "Law on the
Reconstruction of the School Orientation and Outline of the Republic", and the "art
teaching" in the education code was officially replaced by "art and cultural education"

Primary school music education in France is jointly completed by the Ministry of Culture

primary education system,but even if we have similar policies ,we hv different results
. In the West, the emphasis on music education is slightly higher than that in our

educational model characteristics and students' characteristics to make improvements.
