As online learning becomes more common and more and more resources are converted to

digital form, some people have suggested that public libraries should be shut down and, in
their place, everyone should be given an iPad with an e-reader subscription.
 Proponents of this idea state that it will save local cities and towns money because
libraries are expensive to maintain. They also believe it will encourage more people to read
because they won’t have to travel to a library to get a book; they can simply click on what
they want to read and read it from wherever they are. They could also access more
materials because libraries won’t have to buy physical copies of books; they can simply rent
out as many digital copies as they need.

However, it would be a serious mistake to replace libraries with tablets. First, digital
books and resources are associated with less learning and more problems than print
resources. A study done on tablet vs book reading found that people read 20-30% slower on
tablets, retain 20% less information, and understand 10% less of what they read compared
to people who read the same information in print. Additionally, staring too long at a screen
has been shown to cause numerous health problems, including blurred vision, dizziness, dry
eyes, headaches, and eye strain, at much higher instances than reading print does. People
who use tablets and mobile devices excessively also have a higher incidence of more
serious health issues such as fibromyalgia, shoulder and back pain, carpal tunnel syndrome,
and muscle strain. I know that whenever I read from my e-reader for too long, my eyes begin
to feel tired and my neck hurts. We should not add to these problems by giving people,
especially young people, more reasons to look at screens.
Second, it is incredibly narrow-minded to assume that the only service libraries offer
is book lending. Libraries have a multitude of benefits, and many are only available if the
library has a physical location. Some of these benefits include acting as a quiet study space,
giving people a way to converse with their neighbors, holding classes on a variety of topics,
providing jobs, answering patron questions, and keeping the community connected. One
neighborhood found that, after a local library instituted community events such as play times
for toddlers and parents, job fairs for teenagers, and meeting spaces for senior citizens, over
a third of residents reported feeling more connected to their community. Similarly, a Pew
survey conducted in 2015 found that nearly two-thirds of American adults feel that closing
their local library would have a major impact on their community. People see libraries as a
way to connect with others and get their questions answered, benefits tablets can’t offer
nearly as well or as easily.
While replacing libraries with tablets may seem like a simple solution, it would
encourage people to spend even more time looking at digital screens, despite the myriad
issues surrounding them. It would also end access to many of the benefits of libraries that
people have come to rely on. In many areas, libraries are such an important part of the
community network that they could never be replaced by a simple object.

What this essay does well:

• Although it’s a bit unusual to have the thesis appear fairly far into the
essay, it works because, once the thesis is stated, the rest of the
essay focuses on supporting it since the counter-argument has
already been discussed earlier in the paper.
• This essay includes numerous facts and cites studies to support its
case. By having specific data to rely on, the author’s argument is
stronger and readers will be more inclined to agree with it.
• For every argument the other side makes, the author makes sure to
refute it and follow up with why her opinion is the stronger one. In order
to make a strong argument, it’s important to dismantle the other side,
which this essay does this by making the author's view appear
stronger.
 

How this essay could be improved:

• This is a shorter paper, and if it needed to be expanded to meet length


requirements, it could include more examples and go more into depth
with them, such as by explaining specific cases where people benefited
from local libraries.
• Additionally, while the paper uses lots of data, the author also mentions
their own experience with using tablets. This should be removed since
argumentative essays focus on facts and data to support an
argument, not the author’s own opinion or experiences. Replacing
that with more data on health issues associated with screen time would
strengthen the essay.
• Some of the points made aren't completely accurate, particularly
the one about digital books being cheaper. It actually often costs a
library more money to rent out numerous digital copies of a book
compared to buying a single physical copy. Make sure in your own
essay you thoroughly research each of the points and rebuttals you
make, otherwise you'll look like you don't know the issue that well.
1: Make Your Thesis Crystal Clear

The thesis is the key to your argumentative essay; if it isn’t clear or readers can’t find
it easily, your entire essay will be weak as a result. Always make sure that your
thesis statement is easy to find. The typical spot for it is the final sentence of the
introduction paragraph, but if it doesn’t fit in that spot for your essay, try to at least
put it as the first or last sentence of a different paragraph so it stands out
more.

Also make sure that your thesis makes clear what side of the argument you’re on.

Intensyon ng pag-aaral na ito na makapag-ambag sa pagpapaunlad ng wikang Filipino upang
lalong mapabilis ang intelektwalisasyon nito. Marapat lamang sundin, hamak man, ang mga

Malaki ang ambag sa ekonomiya ng Pilipinas ang kinikita ng milyon-


milyong Overseas Filipino Workers ang nagtatrabaho sa ibang bansa--mga
2.3 milyon na sila, ayon sa Philippine Statistics Authority (2017).

Pero bakit nga ba maraming Pilipinong nagsasakripisyo ng kanilang oras,


lakas, at kaligayahan para lang makapagtrabaho sa abroad?

Ang mga pangunahing dahilan ay:

Para tulungan ang pamilya. Kadalasan, mas malaki ang nakukuhang


sahod ng isang OFW kumpara sa ordinaryong manggagawa sa Pilipinas.
Of course, mas maganda talaga kung malaki ang sweldo ng tatay, nanay o
sinumang nagtataguyod sa pamilya.
Hindi na magiging mahirap paglaanan ang maraming household expenses:
renta, tubig, kuryente, pagkain, damit, o kahit konting luho gaya ng
pamamasyal o pagbili ng mga gadgets.

Para sa kinabukasan ng anak.  For many Filipinos, talagang wala na


tayong pamanang maibibigay sa ating mga anak kundi ang edukasyon.
Kaya nga ang mga OFWs, kapag mga tuition fee at iba pang school
expenses ang kailangan, walang alinlangan na pagkagastusan.

Para magpundar sa kinabukasan. May mga OFWs na gustong iangat


ang buhay ng buong pamilya para sa hinaharap.  Kaya bukod sa
edukasyon para sa mga anak, nagiging goal rin nila ang pag-invest sa
stocks, bonds, at iba pang financial instruments.

Yung iba naman, nag-iipon para magtayo ng sarili nilang negosyo para
eventually, babalik sila sa Pilipinas para dito na manirahan. Imbes na
magtrabaho pa sila para sa ibang employer, sila na ang magiging employer
at business owner.

Siyempre naiplano rin nila yung maging homeowner. Malaking


accomplishment para sa isang OFW ang makapagpatayo ng sariling bahay
o kaya makabili ng condo unit.

Para humanap ng mas magandang opportunity. May mga OFW naman


na hindi lang mataas na sweldo ang habol.  Gusto nilang makahanap ng
mga trabaho at opportunities para sa kanilang professional growth.

Halimbawa, may mga OFWs na nagsimula lang bilang isang housekeeper


o kaya crew sa isang fast food chain pero dahil sa magandang
opportunities abroad, nag-level up sila at mga managers at executives na
ngayon.
Para makapag-migrate. May mga OFW rin na may long-term na pangarap
na mag-migrate sa ibang bansa. May mga sinuswerte naman na, after
working many years in a foreign country, nagiging permanent resident or
naturalized citizen sila ng bansang iyon.

Marami ring matutulungang pamilya dahil sa pagiging OFW nang kanilang


kamag-anak. Nariyan iyong, nakapagtapos dahil sa umalis ang nanay
papunta Saudi, mayroon din ‘yong nakapagpatayo na ng bahay, o di kaya
naman, mayroon nang business.

Whatever the reason is for becoming an OFW, sigurado na ang mga rason
ay yung makakabuti para sa mga mahal sa buhay.  Makikita rito na ang
pagiging OFW ay isang selfless act of sacrifice para sa mga Pilipinong
tinatawag nating mga bagong bayani.

The BAYANIHAN is a part of our culture that can be said to be old-


fashioned or traditional, since the time it started. The concept of heroism is
the co-operation of neighbors or neighbors in carrying and usually moving a
house, which was then a hut made of nipa and other light materials, by
their colleague to a new place.

This tradition reflects the unity and peaceful coexistence and support
system in a community. Filipinos are naturally helpful and caring, which
strengthens the ideal of living in the past. There is no denying that Filipinos
have an appreciation for a society that cooperates and works together in
times of comfort and poverty. Being a Filipino is an associated
responsibility to both, which has been a manifestation to this day.

This is a native cultural scene in the Philippines. The concept I painted has farmers
helping each other move house (we term bayanihan).#

. The artwork expresses itself very clearly and meaningfully, in which it


displays Filipino attributes by following their old tradition of helping their
neighbors in relocating, getting enough volunteers to carry the entire house
and transferring to another location. All is done in a happy and festive
mood and at the end of the day. The moving family expresses their
appreciation by hosting a small fiesta for everyone.
The artwork entitled Bayanihan can inspire millions of people not only in the

Philippines but to the whole world. This proves us how possible it is for

people around the world to help each other and work together toward a

common goal without dragging others. The title itself was taken from its

root word bayani, which means hero, exemplifies the true meaning of being

a hero by starting from yourself and as well as to others either in your


neighborhood or community. This starts from encouraging one another, at

the same time helping each other’s problems to lessen the burdens in life.

The bamboo sticks that were used to carry the house can represent the

foundation of life on how a person is capable of being strong enough to

handle one’s problems or burdens in life. On the other hand, the problems

or burdens represent the bahay kubo or house. This goes to show that

indeed, everyone can be a hero, as each man carries a portion of the

weight of the house and in effect becomes a hero as he contributes in

lightening the load for the others.

Bayanihan has become one of the favorite subjects of various artists

because of its realistic imagery and beauty. The painting shows every

detail of Filipino customs, where men, women, and children were in

involved in an artistic manner. Indeed, it is one of Francisco’s masterpieces

with its bold composition and the daring juxtaposition of elements that

showcase his mastery of anatomy and lush tropical color.

bright colors? Maybe you see more muted tones.
Look at the style. Style refers to a particular type of movement, such as Art Nouveau or Cubism.
If the woman is very realistic, you may want to look at periods prior to 1910. If you sort of see a
woman, but she is made up of cubes, you might suspect that the picture was painted in the
1910s or 1920s during the Cubist period of art.

3. Decide on an Interpretation
Now that you've examined the artwork, what does it all mean? John Q. Public would like to hear
what you think is going on in the painting. Sometimes your interpretation may be more
straightforward; other times, you'll be calling John's attention to a hidden meaning. For instance,
Salvador Dalí, the surrealist painter, specialized in hidden meanings, which stem from sexual

4. Make a Judgment Call


Last, but not least, an art critic needs to make a judgment call. For example, what did you think of
the artwork? In this step you have to go beyond 'I like it', 'I love it', or even 'I hate it'.
In making your judgment call, you need to ask yourself if the work was successful. For instance,
did it convey the message the artist intended? Was the composition, color, and line quality
successful in, say, representing Bauhaus, Swiss Design, or Art Nouveau? In art criticism,
judgment is never personal; it is about interpreting the art and whether the art communicates a
message to the audience.

followed by the dark orange conveys the beautiful ending. The subject with
the palm trees is covered in black color providing the background with
vibrance. This painting is created with different vibrant colors which can
mean that the surfer had bold features.
Interpretation
I believe that Amy Scholten wanted the audience to feel the embrace of
warmth and beauty of nature and to provide a statement that explains the
reflection about the beauty and relaxation. The audience can see that the
surfer spends her time along with the sunset. This symbolizes the
completion of a day's work and shows the passage of time. As the sun
sets, it is time to end the day with beautiful scenery and take a break. The
awesome beauty of the setting sun with the surfer symbolizes the beauty
and mystery of life itself.

natutulong nito sa ating buhay .Marami ang Pilipino ang bumabalik sa ating bansa na umunlad dahil
maganda ang nagging kapalaran sa ibang bansa .Ngunit sa kabila nito marami pa ding mga Pilipino

Marami sa atin ang patuloy na nangangarap na mangibang-bansa. Sa simula pa lamang ng ating
pagka-bata, ito ay natanim na sa ating isipan. Itinanim sa ating isipan ng ating mga magulang o
mga kamag-anak na nagtratrabaho sa ibang bansa. Sa ating  mga paaralan, ito din ang itinuturo
sa atin: ang mag-aral ng mabuti  upang makapag-trabaho sa ibang bansa. Ang kursong ating mga
pinagkukuha ay yaong -in-demand daw sa ibang bansa.

Ngunit, ilan ba sa atin ang hindi nangarap ng ganito. Kaya nga tayo nag-aaral ng mabuti upang
pagkatapos ay mangibang-bansa. Kaya nga marami sa atin ay kumukuha ng pagiging nars, o
inhenyero. Isa lang ang dahilan ng lahat: ang malaking kikitain sa ibang bansa. Oo nga naman,
magkano lang ba ang kikitain mo kung ikaw ay nasa Pilipinas, bilang isang guro, bilang isang
nars, arkitekto, inhenyero, at iba pa. Di hamak naman na ilang doble o ilang triple ang kikitain
mo sa ibang bansa.

Totoo naman ito.  Kaya marami sa atin ay iniiwan ang mga sari-sariling pamilya upang
makipagsapalaran sa ibang bansa. At pagkatapos ng ilang taon, ay dinadala ang kani-kanilang
pamilya upang kasama nila sa pakikipagsapalaran.

Tunay, ang pangingibang bansa ay isang pakikipagsapalaran.  Pag-aralan man natin ang kultura
at pamumuhay sa ibang bansa, iba pa rin ang ating daratnan. Iba ang nasusulat at iba ang
katotohanan.Masaya sa ibang bansa, oo, dahil malaki ang kita kumpara ng iyong kinikita sa
Pilipinas.  Masaya sa ibang bansa dahil ang iyong mga kaibigan ay maaring nag-mula sa ibat-
ibang kultura, o maaring iyong kapwa Pilipino. Nakakasalimuha ka sa ibat-ibang lahi.Pero iba ka
pa rin sa kanila. Iba parin ang turing nila sa iyo. Iba ang ugali nila sa iyo. Iba ang kultura at
paniniwala nila sa iyo.  Iba. Talagang iba. Maaari ba kayong maging mag-kasundo, maari, pero
…..Maaring maging mamamayan ka ng bansang yaon, pero ikaw pa din ay Pinoy. Iba sa kanila.
Maaaring sabihin ng iba na iba sa kanila, o sa kanya. Iba ang ang kanilang mga kaibigan. Pero
hindi pa din natin maaalis ang mga katotohanang ito.

Masaya daw sa ibang bansa dahil nai-kukumpara nila ang kanilang pamumuhay sa Pilipinas.
Masaya daw sa ibang bansa dahil ….. , ah, ibat-ibang kadahilanan. Pero ….

Ang sabi ko noon, kung mangingibang-bansa ako, ito ay hindi upang magtrabaho kundi
mamasyal lamg. Noong una, natupad. Ang aking unang pangingibang bansa ay upang mamasyal.
Noong sumunod, ganun din, pasyal. Ngunit tila kami ay tinawag upang magtrabaho sa ibang
bansa. Makipagsapalaran baga. Pinalad na magkatrabaho. Walang problema sa trabaho. Walang
problema sa kumpanya, ayos lang. Kita, okay lang. Pero tila may kulang. Masaya din dahil buong
pamilya ang kasama. Pero…… ewan ko. Para talagang may kulang. Walang kasiyahan akong
nadarama. Maaring sa akin ang dahilan. Kulang ang pakikisalimuha. Pero iba nga talaga sila. Iba
ang kanilang pag-uugali.

Akala ko ay masaya ako dahil ayos naman dito, pero ……

pumapatay; Sa kasamaang palad ang kadalasang sangkot dito ay mga pulis.

Ang halimbawa nito mula sa Pang-Masa ang karumal-dumal na pagpatay sa 75-anyos na ina ng

aktres na si Cherry Pie Picache. Hindi lamang ito ang naganap na krimen sa bansa dahil napakarami

pang iba. Nakikita at naririnig natin sa mga pahayagan araw-araw na kung minsan pa'y sa ating

mismong lugar nagaganap. Isninulong ni Sen. Sotto ang pagbabalik ng Death Penalty, ayon sa kanya

palubha ng palubha ang mga krimen sa bansa kaya nararapat lamang na ito’y ibalik ang bitay.

Mula sa mga opiniyon at pahayagan ng mambabatas at ibang opisyal ng gobyerno pati na rin ng

pangkaraniwang mamamayan na pagtitimbang natin ito kung alin ang mabigat at nakabubuti. Sa

pagpapatupad nito maaaring ang kinabukasan ng mga sumusunod na henerasyon ay maisalba mula

sa hindi kanais-nais na nangyayari sa ating lipunan. Pati na rin sa pagkakaroon ng patas na batas sa

mga ibang bansa. Dahil kung naririnig ninyo maraming Pilipino na ang naparusahan at nabitay sa

mga dayuhang bansa subalit ang iba'y nanaaakusahan lamang. At ito'y napakasakit pakinggan. Kaya

kung ito'y maipapatupad sa ating bansa kung sinuman ang makagagawa ng krimen maging pinoy,

dayuhan o toresta ay mapaparusahan ng parusang kamatayan, dahil ang  batas ay walang

kinikilingan at walang pinoprotektahan dapat lahat ay patas. Upang pagkakaisa ay makamit.


Punto #1: Walang takot sa batas at patuloy na paggawa ng krimen ng mga kriminal.

Tulad na lang ng nangyari sa dalawang kabataan sa pinatay sa magkaibang lugar. Ang una ay ang

walang awang ginahasa at pinatay na isang 17 anyos na estudyante sa Indang Cavite. Ang ikalawa ay

sa isang grade 10 na estudyante sa Baguio City. Sayang ang mga kabataan na ito na may maganda

sanang kinabukasan. Matapos palakihin at pag-aralin ng kanilang mga magulang sa isang iglap

mababalitaan na lang nila na ito’y patay na. Kahit sinong biktima ang makaranas ng ganitong

pangyayari walang maisasaisip kundi “kapag buhay ang inutang, buhay din ang kabayaran”.

Punto #2: Paglala ng krimen sa Lipunan.

Drugs, gun-for-hire killings, murder, rape, child prostitution, kidnapping, robbery, acts of terrorism at

malversation of public funds, ay ilan lamang sa malalalang krimen na patuloy na nagaganap sa ating

bansa sa kasalukuyan.

Punto #3: Hindi napaparusahan ang taong napatunayang nagkasala.

Marami narin ngayon sa kasalukuyan na ang mga bilanggo narin ang namamahala sa mismong

kuliungan nito, at napapaikot narin ang mga kawani ng gobyerno gamit ang salapi kapalit ng patikom

sa pikitmatang mga tunay na pangyayari sa kasalukuyan.

Punto #4: Nababawasan ang kriminal kaysa sa mabubuting mamayan ng Pilipinas.

Kapag napatupad ang death penalthy , mapapaigting nito ang mga kaso nang pagpatay ng mga

inosenteng tao, sa halip magiging tulay ito o daan upang mabawasan at matakot ang mga kriminal

na gumawa ng masama.
Punto #5: Ang Death Penalty ay isa tungo sa pagbabago ng mga tao.

Mas-uusigin ng mga tagahatol ang mga tao upang sa gayon , mas maibigay ang akmang kaparusahan

rito. Ang death penalty ay magsisilbing isang patnubay na batas na dapat sunduin upang ang mga

kriminal ay matakot na kalabanin ang gobyerni at gamitin ang kasaman laban sa mamayan, dahil

kapag may death penalty , hindi lang mababawasan ang krimen , makakatulong pa ito na

makapanghikayat ng tao na huwag nang ituloy ang krimen na maari niyang gawin.

Overview
The Philippine Government has identified better connectivity and promoting ease of doing business
among its priorities.  President Rodrigo Duterte has repeatedly reminded Government officials and the
private sector about improving their services.  He instructed the search for a third telecom operator to
address the duopoly between the Philippine Long-Distance Telephone Company (PLDT) and Globe
Telecom.  On May 2018, President Duterte signed Republic Act (RA) No. 11032 or the Ease of Doing
Business and Efficient Government Service Delivery Act.  This law aims to streamline government
procedures and services and solve what President Duterte calls “the perennial problem of red tape”. 
RA 11032 was crafted to attract more foreign investments to the Philippines and to fast-track the
establishment of new businesses.  These developments are expected to boost investments in
information technology products and services and capital expenditure for telecommunications
networks.

Information Technology (IT)


The Philippines IT spending is forecasted to reach US$5.1 billion in 2019 and US$8.1 by 2023, with
an estimated 12.1 percent annual growth rate during this period.  These figures from Business
Monitor International (BMI) breaks down the IT industry into three segments: computer hardware
sales, software sales, and IT services.

Estimated 2019 hardware sales for the Philippines is at US$1.9 billion, with annual growth rate of 5.8
percent to reach US$2.4 billion in 2023.   The 5.8 percent annual growth rate is slower than originally
expected and this is because the Philippine consumer is more inclined to invest on a smartphone first
as opposed to a PC.  Growth of tablets is slower because they are considered as comparable to a
smartphone in functionality, but higher in cost.   Acer, Lenovo and Asus are the top PC brands in the
Philippines for 2018.  They are more affordable compared to U.S. brands Dell and HP.  Apple is a
popular premium brand but market share for Mac desktop and notebook remains low due to the price
sensitivity of the market.  Printer and copier demand are on a downward trend given the reliance on
smartphones and movement away from paper-based processes.  A more positive trend is expected
for servers and storage as small and medium enterprises are projected to automate, and larger
companies to modernize their systems and expand their computing capacity. 

There is a growing demand for automation across sectors and this will lead to robust opportunities for
software and services.   Software sales for 2019 is estimated at US$694 million, with an 18.2 percent
annual growth to reach US$1.4 billion by 2023.  Efforts to modernize from both the private and public
sectors will spur demand for software.  IT services such as training, customization, consulting, and
maintenance is expected to hit US$2.8 billion in 2019 and expand by 14.4 percent per annum to reach
US$4.8 billion in 2023.  Migration to cloud services and cybersecurity solutions are technology trends
that are expected to have the most positive impact on IT services. 

The Philippines growing middle class and young population are important drivers of IT demand
because their spending levels on technology products are on an upward trajectory and it is benefitting
premium brands.  Infrastructure investments in the Philippines is seen as another source of
opportunity.  The road, railway, airport, bridge, and port systems that are being built will require, at a
minimum, design software, building information modeling (BIM) for better project management, and
file sharing applications.  These will drive demand for hardware, software and services.  

The Philippine Government, the business process outsourcing (BPO) industry, the financial sector,
and the telecommunications industry are key vertical markets for IT.  The Philippine Government
showed its strong support for the industry by establishing its own Department of Information and
Communications Technology (DICT) in 2016.  Details on the DICT’s projects are listed under
“Opportunities”.  The BPO industry currently employs 1.8 million and has large companies like Citi, JP
Morgan, HSBC, and Accenture with offices in the Philippines.  The BPO industry is not only a large
employer but is also a major consumer of hardware, software and services.  The financial services
industry is a major customer for automation and security services to support its online services.  All
the Philippines’ universal banks provide online services and transactions.   The telecom industry is
dependent on IT hardware, software and services to operate networks and to interface with
customers.  A discussion on the Philippines telecommunications industry is provided below.
Telecommunications
The Philippines telecommunications industry is at a significant point in its history since its deregulation
in the late 90’s.  The industry saw mergers and acquisitions in the early 2000’s that resulted to the
duopoly of the Philippine Long-Distance Telephone Company (PLDT) and Globe Telecom.  Below is a

education system will be expecting around 27 million students to

enroll in the Basic Education System in the coming school year. With

the early closure of the school year in March, the enhanced community

quarantine in effect, and the still unclear future that the COVID-19

pandemic will bring, the Department of Education (DepEd) and our

millions of learners are facing enormous challenges.

In a recent evaluation on ALS (Alternative Learning System)

interventions done in the Mindanao region during the quarantine

period, platforms such as ICT4ALS, FB Chat, Google Classroom, the Aral

Muna app, and DepEd Commons emerged as the most common


technological interventions used. Also popular are the use of radio-

based intervention — partnerships with local radio stations to

announce questions or lessons that can be replied to by phone. There

are also the door-to-door delivery of worksheets, take-home learning

activity sheets, and take-home portfolio completions. These modalities

are being used and explored during the quarantine period and will

serve as key learning points for implementation in the bigger

education system.

While home school and online learning are among the proposed

solutions, access to technology and the internet, especially in remote

areas, remains a challenge. In the public education system, it is not

uncommon for students to lack internet connection at home or be

unable to afford to “load” their phones regularly. Some do not even

have computers or phones at all. As this is a reality that many schools,

students, and communities will face, the DepEd proposes a

combination of different learning modalities and will be using the

Blended Learning approach.

In-classroom study and individual study/online classroom work, or

Blended Learning, will allow students to learn at their own pace under

guided modules. The DepEd has launched an online study platform

called DepEd Commons, accessible to both private and public schools,

to help students continue their lessons. It has also developed an ALS


platform in partnership with Unicef called ICT4ALS, a portal of

learning resources, activity sheets, and online tutorials for ALS

teachers and learners.

However, the challenge of technology access still remains for public

school students. Other factors such as home environment

(conduciveness to learning), learner attitudes toward home learning,

and technology competence can affect learner outcomes and the

effective use of Blended Learning. Learning at home also requires

parent participation and support.

Education’s new normal will not just be about operating in an

environment that secures the health of students; nor will it be about

completely transitioning to online modalities. Instead, it should be

about using technology to increase efficiency in areas with the capacity

to do so, while empowering learners and communities to create

positive learning environments in which the student can grow. It

should not sacrifice quality but continue to provide equal

opportunities, most especially to the marginalized and vulnerable

sectors. It is not a one-size-fits-all solution, but one that is dependent on

the needs of each learning community.

While the DepEd carries most of the burden for this challenge, the role

of local government units is crucial. An alignment of resources and

education goals within each community is needed to support the


education ecosystem of students, teachers, and parents and assist the

adjustment to the new normal — home schooling, parent-as-teachers

training, community internet centers, a Citizen Watch for education, establishing


LGU leaders as education champions.

While the future remains unknown, by working together to support

and empower the education ecosystems in our communities, we can

help establish the structures that our students will need to receive the

quality education they deserve, and bring stability in a time of

uncertainty.

New Normal” is often heard nowadays as a result of the pandemic that is going on now. There is a
lot of “new normal” that took place in every daily routine, on jobs, on every government processes
and in education. Moreover, “new normal” breaks the norms that people have lived by. In the daily
human routine, “new normal” means to wear face mask every time people go out. In government,
everything must first be done through online. But how about in Philippine Education System? What
does “new normal” looks in education?

For years, Philippine Education System has been traditional but gradually changing to cater the
demands of the new generation. As a matter of fact, before this “new normal” came to light,
teachers and learner are already using the internet, computer and other technologies in education.
But the difference lies between having a face to face class and now in “new normal” classes are done
virtually. Department of Education introduced 3 modalities of how learnings shall be delivered in
“new normal”. These are Distance Learning, Blended Learning, and Homeschooling respectively.

The first modality is the Distance Learning which itself has also 3 forms. First is the modular distance
learning where modules will be given to the learners and will be collected every Friday by the
teacher. In this modality parents must make a drop box or called as learning package where the
teacher can place the modules and in return the parents will also place the activities done by the
learner. Second form is the Online Distance Learning, learners who opt to choose this modality must
have internet connection. In this modality the teacher and learner will meet virtually and do their
activities synchronous or asynchronous. Third is the Television, Radio-Based Instructions, this kind of
modality is fitted to the learners who are committed to learn on their own.

Second modality is the blended learning. This commonly tagged as “hybrid learning” since this is
effective at helping a diverse student body. This modality is the combination of anything that is
mentioned above. It may or may not requires internet connection and parents shall also pick up the
learning modules in the school.

Third and lastly is the Homeschool modality. This kind of modality is effective if the learner has an
available tutor or a parent who is qualified and always available to facilitate the learning of the child.

There is a great challenge ahead of this “new normal”. There’s a lot to adjust and to embrace. But
one thing is for sure, these modalities in learning presented can continually deliver quality education
to our learners. As what DepEd Secretary Leonor Magtolis Briones has said “Learning will continue,

More than 1.5 billion students and young learners globally are affected by school and
university closures due to the coronavirus disease 2019 (Covid-19) pandemic.
Schools have remained closed for weeks, and no one knows for certain when we will
come out of the lockdowns, as the pandemic shows no sign of slowing down anytime
soon.

In the Philippines, the Covid-19 crisis has affected about 27 million learners, 1 million
teachers and non-teaching staff, as well as the families of learners.
The Department of Education (DepEd) recently announced that classes for the next
school year would begin on Aug. 24, 2020. Classes may start earlier, but there will
be no physical return to school. DepEd is offering schools a menu of alternative
learning methods that includes online learning and offline methods, such as take-
home readings and activities.

The disruption caused by Covid-19 has forced the adoption of online learning in
schools. Teacher training is a major consideration that would require schools to
readjust their budget allocation in order to respond to this emerging need. Online
teaching involves a lot of preparation, and teachers now find themselves having to
use tools they are not familiar with. For sure, there will be adjustments.

Over the past decade, online education has emerged as an innovative teaching and
learning method. Learners of all ages use this method, from working adults who want
to continue their studies while on the job to parents enrolling their kids to help them
learn new things. The same is true for those who cannot continue their studies due
to medical conditions or disabilities. Today, such learners can continue their
education with a range of distance learning options.

Countless research devoted to the benefits of online education suggests that online
learning is as good as face-to-face classroom learning. The advantages of online
learning include flexibility and self-paced learning, lower costs, improved virtual
communication and collaboration, better time management, refined critical thinking
skills and new technical skills.

So what will our schools look like beyond Covid-19?

With the new school year being postponed—calling students to stay home and
encouraging schools to use online learning platforms—an alternative way of teaching
and learning has emerged.

Online education as an imperative for institutions

Online teaching and learning is going to be more regular and teachers must be
prepared to teach online. Online learning is not new. What is new is that schools are
embracing it as vital to how the next generation of learners are taught.

In a world where disasters and disruptions are increasingly becoming the norm, it is
imperative for schools and universities to train teachers on how to teach online and
to encourage them to devote their time to teaching online at least as a drill
mechanism to prepare for unexpected events. It is not just about the pandemic we
are experiencing right now. Other events, such as earthquakes, floods and other
calamities will compel teachers and students to stay home to teach or study online.

We will see more classes being conducted through web video conferencing. Some
schools and universities will use a learning management system (LMS), such as
Google Classroom, Moodle, Blackboard Learn and Canvas, to enable students to
complete assignments, deliver presentations, take assessments and receive
immediate feedback from their teachers online.
Use of open textbooks

With the Covid-19 crisis forcing schools into online instruction, we will see a rise in
the adoption of open educational resources (OER) as an inexpensive alternative to
traditional textbooks. Over the years, many educational materials have been
developed and made freely available for teachers and students to use, adapt, share
and reuse. Low-cost (and even free) quality educational content is ideal for online
instruction; it is in a digital format and it can be embedded into a school’s LMS.

Many sites offer a wide range of content and tools to help implement OER for just
about any course, such as MIT Open Courseware, OER Commons, Lumen
Learning, Merlot II and OpenStax CNX. Recently, DepEd launched its own open
online learning platform, DepEd Commons, to support public school learners and
expanded its features to cater to private school students.

Blended learning and flipped classrooms

As governments ease out of lockdowns, we will begin to see schools adopting the
blended learning approach. Those who are necessitated to move to online learning
during the Covid-19 crisis will start to realize the full benefits of virtual education as
teachers and students return to their physical classrooms. The conscious and careful
blending of face-to-face instruction and online methods can draw the best of both
worlds and create the best teaching and learning experience.

Some schools will also start combining blended learning with a flipped classroom
approach. In a flipped classroom, the typical classroom lecture and homework
elements are reversed. At home, the students watch short video lectures and other
asynchronous content, while activities traditionally assigned as homework are now
done in-class with the teacher answering student questions and helping them apply
course concepts during class time.

Bridging the digital divide with offline learning methods


The biggest challenge for schools transitioning to online learning is the widening
inequality of access to and usage of information and communications technology
(ICT).
Advancements in information technology and the internet are, in fact, deepening the
divide between the educational haves and have-nots. Many Filipino households
cannot afford a stable internet connection. Even those with access to the internet
experience some infrastructural gaps, including the discrepancy in internet speeds in
different regions.

To bridge this digital divide, efforts must be devoted to developing long-distance and
offline multimedia teaching modes and learning systems that can allow users to
study courses using their personal computers, as well as allow faculty to track and
record their learning. We will also see a mix of live broadcasts, prerecorded (on-
demand) content and educational programs on broadcast media.
Online education at the core of every school’s strategic plan

Online education will be a priority not only as a potential source of revenue, but also
acknowledged as core to every school’s strategic plan for institutional resilience and
academic continuity. For school leaders to manage efficiently the transition to online
and blended learning environments, most schools will invest in learning design by
hiring instructional designers and educational technology consultants. Other schools
lacking in finances will find it more viable to outsource some of its educational
resources, capabilities and processes. Some schools will depend on online learning
providers to run their online programs.

Despite technological advancements, the difficulties and limitations posed by


technology are challenges that every teacher faces when using technology inside the
classroom. However, this should not prevent or discourage teachers from using tech.
Every teacher has to try. Otherwise, teachers will lose their relevance in this digital
age.

The Covid-19 crisis presents an opportunity for the education sector to come
together, forge connections and share what works. We may have not seen this
before the crisis, but we are missing a greater opportunity if we do not do this now.
