Whereas our country has had a history of political instability which has unfortunately denied us the joy and fulfillment that would come from its great natural potential and, Whereas there have been many political changes in our country, it is important to note that these changes have not been accompanied by a majority of value-driven leaders taking charge of Government at the National and lower levels. It is now my pleasure, as a Presidential candidate, to draw your attention to a great team that is presenting this authentic Manifesto to you. We are a team of leaders who have a track record of honesty, hard work, integrity and who do and mean what they say ; putting Country before self as the only reliable way to secure the future of all. In the Alliance for National Transformation, we are committed to managing a peaceful Transition that will guarantee the safety of persons, property and our collective destiny. As a Party interested in building a new Uganda, we are committed to restoring discipline in Government, integrity in financial management and in our nation's military forces, | bring on board a track record of honesty, hard work and clean management of public affairs and institutions. This Manifesto is anchored on the firm understanding that its implementation is only assured where there is value-based leadership which we have in abundance as ANT. This kind of leadership, which is the core philosophy of the Party, is one that puts important values at the centre of decision making. We believe that this, coupled with building functional institutions that are stronger than individuals, is what will transform Uganda We intend to soberly manage a stable and inclusive leadership transition. This will ensure that Uganda is retrieved from the downward trend it has taken in the management of public affairs for the last 35 years under the NRM Government. The Party immediately set out to build structures and capacity in the political, economic and social arena of the Country to pursue its Vision, Goal and Mission within the framework of its foundational values. This election has offered the young Party a great opportunity to grow its numbers and enter the arena of elected leadership in various parts of the country. In line with the ANT core philosophy of institution building and development, the Party has embraced this Election with vigour and confidence and fielded several candidates in the various elective posts including the Presidency. This Manifesto highlights the challenges faced by and the aspirations of Ugandans. This manifesto is an expression of hope in that the Uganda we need is feasible and very attainable. The areas highlighted here will receive urgent attention by the newly elected ANT Government, and will set the pace for national transformation. The Manifesto underscores key policy and action commitments for the disciplined ANT government. Key among the thematic elements in the Manifesto are: Governance, Economy, Social Services, Foreign Affairs, Natural Resources, Security Local Governance, Pluralism, Anti-corruption and the Post COVID-19 recovery Agenda, among others. It is a continuation of the Alternative Policy Agenda that ANT promised Ugandans at its launch at the Serena Conference Centre on 22nd May 2019. “The greatest leader is not necessarily the o et ee ea ee ‘one that gets the people to do the greatest things.” — Ronald Reagan ‘GOVERNANCE : a ds st The Manifesto focuses on governance challenges in Uganda since the failure in governance has a_ far-reaching effect on all human endeavours. We are ready, therefore, to address the following critical issues to restore good governance: Ensuring Peaceful —_ Leadership transition. This is what has eluded Uganda since. it-_—_ attained independence 58 years ago! All previous Presidents in Uganda have not had a democratic transition and a peaceful stay in the country after leaving State power! Here is our assurance to Uganda: We will ensure smooth transition from one President to another. We owe it to our Country and destiny to establish a culture of peaceful political transition and guarantee political stability. When we are all assured of peaceful transition, the successive political leaders are confident that they will not experience the indignity of living like fugitives in exile after their tenure in power. That's why we will offer Ugandans the assurance that no other leader will cling to power and hold the nation hostage due to uncertainty of their future, giving birth to personal greed. When such issues can be predicted, there is certainty and hope. Knowing that the environment of peaceful transition and predictability does not happen by chance, the ANT will systematically plan, anchor and manage the building of such a culture in Uganda, a kind of culture Ugandans will start Show me the heroes that the youth of your country look up to, and 1 will tell you the future of your country.” Idowu Koyentkan, to see as normal, in line with our slogan: “People First, A New Futur Reinstatement and Restoration of term limit. Without reinstating Presidential Term Limit, we cannot expect a peaceful leadership transition at all. This is why we need a deliberate process through which a leader serves and leaves power without fights. Our position is that a maximum of two five-year terms is sufficient for one to exhaust what he or she wants to do through the office of the President. There will be no need for a leader to linger around after successfully completing the two terms. The Alliance for National Transformation will establish institutions and systems to ensure continuity of the best governance practices that respect the aspirations of Ugandans as expressed in the 1995 Constitution. Provision of mentorship and leadership development. The Party will lead by example, carry out intentional leadership development and anchor institutional functionality to ensure political stability and continuity. Individuals, however powerful they may be, cannot become the guarantors of our National legacy and stability. When we change leaders, it affords our Country an opportunity for refocusing and a re-envisioning, chance to have new leadership at predictable intervals. We shall ensure a pool of credible leaders for the Country. Reduction of public administration. This shall be a cornerstone for good governance by ANT. We will run a lean Government steered by an efficient and well-motivated/remunerated public service. An immediate review of Ministries, Departments, Commissions, Authorities, Agencies and Projects will be undertaken to remove duplication, unhealthy bureaucracy and wastage of resources, The current plethora of fat exaggerated public sector entities, which were created to reward a few people who are loyal to those in power, not for service delivery to Ugandans, shall be overhauled to create an efficient and effective service delivery mechanism that serves the citizens of this great country Uganda Promotion of Unity, Dialogue and Cohesion through a common language. Article 6 of the Ugandan Constitution places Swahili as the “second official language”. The ANT will actively advance the use of this language as such to particularly enhance national unity and speed up regional trade possibilities within the East Africa Community (EAC) region. Practically, we shall enable educational institutions to intensify the teaching of Kiswahili and also maximize multimedia platforms to facilitate a “Personal responsi Ta CO aT new wave of learning for all citizens. --eeeo There shall be concerted The ANT will establish and advance an education system that inculcates love for country and pride in being Ugandan. This goes beyond rhetoric to true national pride, sense of belonging and responsibility. Young Ugandanswill be taught early enough to have civic consciousness, value and protect the environment and treasure their National heritage. This is in line with putting people first - a new future we are committed to establish. Pluralism. Through a referendum, Ugandans voted to foster the principles of multi-party democracy after so many years of forceful conscription into the one-Party system of the NRM. Multi-Party democracy has not been given an opportunity to grow and thrive. The operating environment — remains highly restricted, politically suppressive and encumbered by both bad laws and overzealous Government functionaries. The ANT commits to creating an environment in which political pluralism will thrive. We recognize that strong political Parties are vehicles of governance, avenues of leadership training and a source of oversight on the Government of the day. To this effect, the ANT Party will engage in the following activities: efforts to involve the people in participation in governance of their country. Good people will be encouraged and supported to join politics as the Party advances its value-based leadership agenda. We shall put in place a_ respectful environment that allows them make meaningful contribution once they come up. We shall continue to rally the women of this country towards respectful involvement in the leadership of this nation in a way that values their contribution and protects their dignity. We shall more appropriately establish, strengthen and equip the youth leadership structures around the country to ensure that young people are not merely seen or misused during elective seasons but meaningfully involved in determining the future of our nation. b) Tolerance of divergent views: We shall promote and exemplify peaceful co-existence and positive tolerance where thinking differently is not a crime. In doing this, we shall promote a fair and balanced media where neither the responsible media practitioners will be harmed in the line of duty nor lawful contestation of ideas suffocated but rather given space to flourish. <) Cultural diversity and unity: The er ga eae standards they set for themselves ANT Government - by policy and practice - shall recognize, respect and work with the various cultural institutions in Uganda to advance development and national stability. In our cultural diversity lies our national heritage and pride. Our languages, dances and various traditions are our unique identity and must be accorded recognition under the law and given a conducive atmosphere to contribute meaningfully to our National agenda. \G)NIFFEedoR/OF Worship! One of our values as a Party is Godliness and our national motto is “For God and My Country”. As such, freedom of worship shall be protected as provided for in the Constitution. The ANT Government will not seek to manipulate religious worship for political gain. We are aware that Worship is unto God, not man. Uganda is one of the most religious countries in Africa with many devoted Christians, Moslems, Orthodox and the non-aligned who should live in harmony. Dialogue for the Well-Being of All: The ANT Government shall foster National dialogue and _ conflict resolution strategies. This will help to address the many social and_ political challenges that Uganda is faced with in a bid to reconstruct our national foundations and focus. Government will immediately call for a national conversation to redirect the path of the nation after many years of general loss of direction due to toxic politics, tribalism and _ political patronage. The ANT Government work to rectify past injustices occasioned to communities that have left a bitter taste and deep sores in people's lives. An audit of war claims and legitimate compensation of livestock will be carried out in the affected parts of North and Eastern Uganda Sub regions like Teso and Acholi, which bore the brunt of cattle theft and raids and have not been addressed to date shall be compensated and the chapter brought to a close. Anti-Corruption: This remains one of the biggest drawbacks in Uganda’s governance leading to waste, inefficiency, inequality and many other injustices including loss of life. Corruption is unacceptable and will be stopped under an ANT-led government. Once awareness is high, victory is certain against the vice. b) Stringent Consequences: We shall enforce sanctions against those investigated, prosecuted and convicted. The punishment for the corrupt will include recovery of stolen money and assets of the State. The ANT Government will practically champion Zero tolerance to corruption in deed and ensure strict adherence to applicable Laws. €) Exemplary leadership: We shall offer exemplary leadership in Uganda through our leaders at all levels and thus compel others to take on the good example. Wayward leaders will not be tolerated or merely transferred, reshuffled and let loose to enjoy proceeds of corruption. The ANT will name and shame and take political action on top of prosecution against those leaders found to be corrupt. Tight Systems to pre-empt, detect, investigate, arrest and prosecute offenders will instil discipline in colossal them before they steal amounts of money and other public resources. d) Strengthening institutions: Our Government will strengthen anti-corruption institutions. While many of such institutions are currently in place, backed up by law, they are grossly undermined by the leadership in Government who are also. corrupt oligarchs. We shall deploy good people in the institutions and allow them institutional independence to function optimally. These good people exist! @) Meritorious public recruitment: Once the ANT is in power, we shall stop the processes of appointment based on political support. Merit-based and transparent public recruitment will be used to staff anti-corruption agencies. This will allow for thorough monitoring and evaluation. The Inspectorate of Government, the Auditor General's Office, the Police, Directorate of Public Prosecution, Directorate of Ethics and Integrity all need strengthening and adequate funding. f) Sanitizing anti-corruption agencies! The ANT Government will deal sternly with corruption in the Anti-corruption Agencies themselves. For example, some reports by the IGG have previously indicated that the Police is the most corrupt Government institution based on several surveys conducted in the past! This situation must be stemmed. Where need be, the necessary laws will be reviewed for greater impact on the fight against corruption. From Consumption to Production: Our focus is a shift away from the consumptive to the productive sectors of our economy. We shall invest our money in those sectors which generate growth with jobs to ensure high household incomes, consumption, welfare and government revenues. Uganda is endowed with good _ natural resources, climate, soil, vegetation, water bodies, forests and minerals. Yet, it is ironical and outrightly disturbing that such a well-endowed country has many of its people living in abject poverty, heavily reliant on donor funding and worse still sinking under a heavy weight of national debt! Why should our many youths struggle to go for menial employment in desert countries in the Middle East? Our Focus is to spur rapid socio-economic development that creates opportunities for alll. It is our strong conviction that with focused and accountable leadership of ANT that puts people first, Uganda will be a very successful country in a short time. Organizing the Agricultural Sector: Agriculture as the backbone requires an environment that brings together all the factors of production: land, capital, labour and entrepreneurship to interact effectively to spur growth for the millions of poor subsistent households trapped in generational poverty. The ANT will organize the farmers and peasants into Cooperatives and Marketing Boards at zonal level to increase production, organize bulking and storage, engage in agro-processing, improve functionality and efficiency of domestic markets and engage in gainful export trade. If agriculture alone is managed well, Uganda can sustain itself economically. The current trade deficit whereby the country's imports exceed exports by over US$ 2 billion annually is totally unacceptable and must be reversed through effective polices and development strategies. Appropriate Banks and Boards: To promote agro production, processing, industries and marketing, the Cooperative Bank, Agriculture Bank, Uganda Development Bank and Marketing Boards need strengthening or re-establishment on Public-Private oOo = — "One of the tests of leadership is the ability to rec problem before it becomes an emergency.” —Arnold Glasow Partnership to give —_ long-term affordable loans for the sector. Production value addition could be spurred through directing investors to agriculture. But even all other economic activities must ensure value addition so that we do not waste resources through the export of raw material. The ANT will make it mandatory to add value even if this means negotiating strong trade positions with the current drivers of the global value chain drivers. Coffee, for instance, could be processed within Uganda to a high level and increase its value several tires compared to exporting coffee beans. Increased Targeted Investments: What is needed are targeted investment in the entire value chains by both Government and the private sector. The Government investments must complement the private sector, which will in turn thrive and create jobs and taxes to create a positive and sustainable cycle of future growth. The ANT Government will not only increase the budget and investment in the Agricultural sector but also ensure that such investments are beneficial by effectively enabling households to transform from peasantry and subsistence farming to viable business-oriented entities that are capable of meeting the basic needs of citizens. Developing Entire Value Chain: The ANT for instance will ensure hides and skins, cotton, coffee, tea, sugar and copper among others, are developed up to finished products to increase their value. Why would Government allow export of, unprocessed leather when Uganda used to develop the entire value chain through Uganda Leather and Tannery Industry in Jinja and Bata Shoe and leather products, way back in the 1960s and 70s? Cotton and textile industries had developed into ginning, spinning, weaving and different textile products. This processing chain will address the massive unemployment among our young people rather than giving them handouts, trafficking and/or labelling them as lazy or hooligans. Industrialization that Benefits Local Communities too: The ANT industrialization strategy —_will encourage industrialists to do the bulk of the initial processing around extraction sites. The youth of Karamoja would have employment opportunities if their cement were not ferried away from Karamoja as raw stone. If fish processing was done along lake Kyoga, jobs would be generated for the local community. Protection of Land Rights of Ugandans: Land ownership and usage needs to be rationalized before any agrarian reforms for production can bear tangible results for citizens and the country. Land being both finite and the main factor of production must be utilized in a way that gives maximum returns to the communities by leveraging other factors of production such as labour, capital and entrepreneurship. While organizing land use, ANT will ensure strict protection of the land rights of Ugandans. Establishing an Environment for Credible Investment: Industrialization is the fulcrum of development that Uganda ought to spearhead in a more strategic and deliberate manner than the current talk that is only driven by individual political ambitions. Government must deliberately promote industrialization using correct incentives that serve the entire sector rather than individual persons or businesses. Institutions like Uganda Investment Authority, the Uganda Free Zones Authority and the Uganda Export Promotion Board will be revamped and aligned to carry out their core functions with maximum agility, transparency and accountability, in order to attract credible investors. Uganda as an investment hub should attract genuine investors to cut leakage of foreign exchange. Uganda under ANT will maximize its International, continental and regional trade potential while observing the Trade Facilitation Agreement under the World Trade Organization rules. 26. Corruption in the Private sector will be sternly dealt with. Entrepreneurs must have a good investment environment that is devoid of underhand pressure related to corruption. Non-Motorized Transport, Railways and Marine Services: Infrastructure capacity is cardinal in boosting the economy. Deliberate effort will be made by the ANT Government to revive and expand railways and marine services that are cheap forms of transport in order to cut costs of bulk haulage. As a landlocked and land-linked country, heavy reliance on road transport is very expensive and also greatly compromises the lifespan of our roads. The ANT-led road infrastructure plan__ will accommodate elaborate provision for pedestrian walkways. and non-motorized transport. Developing non-motorized means of transport will also reduce inequality in infrastructure development. Competent local firms will be encouraged to do the bulk of the infrastructure development either ‘on their own or in partnership with international firms with — more experience and resources. Where International firms are engaged, strict adherence to Local Content Policy will be required to ensure retention of part of the invested funds as well as building local capacity. Domestic and Continental Flights: ANT will revamp Uganda Airlines capacity to cover domestic flights to foster tourism. Investment will be made in this national carrier to make it a viable entity at the continental level. All regional cities in Uganda will have tarmacked runways to enhance domestic flights. Water Transport: Water transport on Lakes Victoria, Kyoga, Albert and the River Nile will be revived and modernized beyond levels last experienced during the British colonial epoch. The ANT government will restore water connectivity to increase trade and transport of people. Energy Sector Diversification: The energy sector will explore all sources with a guiding principle of affordability, reliability and sustainability. The ANT Government will seek to have a diversified set of energy sources that includes hydro, solar, LPG, thermal, wind and biomass, among others. We shall create incentives such as low tax rates and skill the youth to ensure adequate capacity to manage the installation and repairs across all parts of the country. A balance between short- and long-term investments will be pursued to ensure utilization and avoid costly eRe ae eee ne eee redundant power that results in loss of money as Government has to pay for power that is not being used. Thus, the energy sector investments will be synchronized with developments in the rest of the economy. Electricity generation, transmission and distribution shall be merged to create efficiency. The divestiture to split them was corruptly done but not to ensure electricity supply to industries and domestic services. Ugandans pay the highest cost per unit of electricity in the whole of EAC region, even more than the cost in countries that import electricity from Uganda! This daytime robbery curtails development. Our Government shall renegotiate these contracts. In addition, our Government shall work concertedly to diversify sources of energy to reduce the wanton destruction of our natural water falls which on their own generate lots of income as tourist attraction. Every effort will be made to tap into the abundant sunshine to power small towns and household consumption. Most Ugandans. generate and supply their own electricity using generators and solar. Diversification of sources of electricity needs exploration. Government will prioritise; a) Boost tourism through supporting local investors to invest in modern restaurants and hotels to meet required bed capacity. b) Ensure that tourism chain; Ticketing, transport, guides meets the required standards to give the best experience to tourists. c) Marketing Uganda as the best tourist destination on the globe and ensure that there is peace and tranquility in the country. d) Establish a specialised school for training service personnel in the sector. This shall be considered as one of the critical flagship projects. Uganda is endowed with 20% of all global bird species, according to the Ramsar Convention on Wetlands Conservation. The country boasts of 10% of mountain gorillas globally resident in Uganda, 30% of mammals roam the savannah of Uganda There are features that are only peculiar to Uganda, Mount Rwenzori with snow cap along Equator, 10 national parks, among others. ) Developing Tourism Infrastructure: Our Lake Bunyonyi is far more superior than Lake Benn in Switzerland but how come tourists flock there (Lake Benn) and give high revenue to the Swiss? The answer is tourism infrastructure: maintain good roads, air transport, tele-communication linkage, splendid restaurants among other essential services. The ANT government will champion transparency and accountability in the sector, publishing what we earn, making Production Agreements accessible for public scrutiny. Oil proceeds will not be a matter of underhand consumption. The ANT shall ensure that proceeds for the National heritage are securely put aside or invested as provided for in the applicable laws. Oil Exploration in the Albertine region in Western Uganda Transparency in the recruitment to the oil sector. We intend to manage oil revenues well knowing that they are exhaustible in the near future but their effects on communities will last forever. Saving proceeds for our unborn children is an obligation and a commitment ANT makes to our country. Corruption in the sector will not be tolerated. RE eg eee ead Bere ee eae ee Resettlement of Project Affected Persons (PAPs): The ANT government will ensure dignified resettlement of all Ugandans affected by oil and gas production and other mining related activities. ANT will tap into the Regional connection to speed up the pipeline construction and avoid unnecessary delays and economic losses. No Ugandan should become landless / homeless because their ancestral or private land has been affected by mining. The ANT Government treats the protection of people and their property as a cardinal duty of Government and every Ugandan must live in dignity and safety. Reforestation, afforestation, agro-forestry among other measures shall be embraced by ANT Party. Mountain / hill tops and slopes need reforestation to stop soil erosion and landslides. Those who want to cultivate on hills and mountainous areas shall be encouraged and/or required to adopt appropriate farming methods for such areas. ive Di We shall take proactive steps to control and manage disasters in the slopes of Elgon in Bugisu, Sebei and the Rwenzori. Minerals, Oil, and Gas licensing exploration need transparency, accountability and proper management to enable Uganda benefit Mining and Mineral Processing: As much as possible, our Policy shall be towards the exportation of only finished products. Investors in the sector must conform to the national desire to export only finished products, so as to generate jobs through the value addition processes. However, in cases where the product must be produced across countries due to factors such as required technologies and infusion of other specific product characteristics, which is er a Oa Ce ae DR ne typical under current global production value chains, the ANT Government will ensure adequate negotiation with all stakeholders to ensure that the country and citizens get their fair value of the final product(s) Establishing National Resource Infrastructures. These infrastructures that are required to maximally mine, process, transport, market or export have to be established in all parts of the country, especially in places where the resources are found. This will ensure that all regional parts of the country get equitable economic development through natural processes in addition to invoking other equalization initiatives. We are aware that when Minerals are processed on site, other related industries and services get established in the same location adding to the local employment opportunities. Oil and gas industries out of the refinery and pipeline by-products are expected to be the flagship in Uganda's economy soon. Already the delay to build the pipeline cannot be explained by the current Government! The discovery and exploration started over 20 years ago but to date no public declaration has been made of the sector earning. Our Government, as ANT, will deal transparently to speed up this process in the oil sector. Values-driven Social Infrastructure: The ANT Government will anchor service delivery not only on the physical infrastructure such as buildings and roads but also emphasize the importance of social infrastructure embedded in the values and principles of engagement. Thus, Governance, pluralism, anti-corruption, and good management of the economy and conservation of natural resources shall be part of the core areas and software fabric that will anchor service delivery. Fighting Urban Poverty: Our National services delivery emphasizes Social ‘Some people are worried that corruption in Uganda has reached a level where it cannot be stopped. I can assure you, itis possible that in five years you can have a radically different situation, where people fear to steal public resources. Right now, corrupt people walk around freely and proudly, itis those who don t steal who are afraid. What kind of a nation is this? We need to turn this country the right side up. Social services are the requisite software for Uganda's development in tandem with UN Sustainable Development Goals (SDGs). In combating urban poverty, the ANT will embark on activities towards decent and affordable accommodation for the poor in our major towns and ies with a fully integrated water and sewage management for Bwaise, Kawempe, Kisenyi, Kivulu and the forgotten city areas of Kampala, and other towns around the country. The ANT Government will incorporate early skills and talent identification and development in the education sector and establish regional specialised schools and academies for sports. Addressing the Quality of Education: Education in Uganda has registered progress quantitatively and NOT qualitatively. Access to schools has improved over the years. The Universal Primary Education (UPE) and Universal Secondary Education (USE) increased the quantity of enrolled pupils and students but not the quality of education they have been receiving. Teaching and learning outcomes continue to be very poor /low for almost all those that are enrolled. Literacy and numeracy in Primary level in rural areas are alarmingly low as many children finish Primary when they can hardly read. High drop-out rates undermine the dividend of increased enrollment as less than half of all those who get enrolled in Pl make it successfully to P7. In fact, the average number of schooling is less than 7 years implying that most Ugandans do not even finish primary school. At University level, relevance and subsequently the employability of the graduates are still a big challenge. Training in ICTs for all young Ugandans will be an integral part of our Education. The ANT government will undertake urgent improvement measures across the entire education cycle. We need to advance! “Youth is the backbone of nation-building.” — Lailah Gifty Akita Bridging the Rural-Urban Education Divide: There is serious segregation between schools in rural and urban areas in terms of passing exams. The continuous experimentation with learners using all manner of ill-thought — policies including local language instruction for the poor rural and English for the urban rich, automatic promotion etc., has created serious discrimination and discrepancies in Education. It has created a major gap of half-baked pupils in the rural areas compared to the urban areas. The ANT will immediately review our curriculum to foster retention, re-absorption, relevance and increase skilling even at the Primary levels. Educating People with Disabilities (PWDs): Regarding the PWDs, we shall address the shortages currently experienced in the provision of applicable teaching Aids and Scholastic materials. The ANT will make provision for scholastic materials for learners with Disability including Braille, sign language interpretation and hearing aids. These shall be a top priority for this learner category. Special needs education will receive a boost in training of teachers and attention to the specialized schools. Protective Learning Environment: Under the ANT Government, our learners will receive a_ learning environment which protects them against drug and substance abuse, sodomy, and violence. We believe such a conducive environment will give birth to peaceful Ugandans with values that protect our cultures and society. Reviewing the National Teachers’ Policy: The ANT will immediately review this Policy to address challenges of training, harmonization of pay and qualification. We shall improve remuneration and the working environment since we know that the nation cannot be better than the Quality of its teachers. Truly, because the teachers are, the nation is! That means, as the quality of the teachers Ten ee arises for a government to be reminded that its purpose is to serve people, not rule them.” — Abhijit Naskar is, so shall the quality of the nation’s human resource be. Boosting Vocational Education: We believe that education should address. the cognitive (head), psychomotor (hand) and_ affective (heart) domains. In partnership with the Private sector, —_ vocational education for both the school dropout and those in formal education will be emphasized to enhance practicability, employability and job creation. This is to particularly address the “hand” (skills) gaps in the current educational set-up. This partnership will also address issues on internship and mentorship in a more structured manner. Re-integration of School Dropouts into the System: Special attention will be paid to the high dropout rates among girls. The measures will include making the school and community environment a_ safer place for the girl-child. We shall put in place a plan to re-integrate girls who drop out of school for one reason or the other. Right now, such girls tend to be victimized for some of the issues that society has unfortunately occasioned on them. Education Opportunities for All: Education should foster national development, peace, unity and equality. The poor should rise up from obscurity through any public school and tap into their God-given potential by increasing their opportunities through education. The current discrimination against the poor in access to University scholarships and student loans will be reversed. The so-called State House scholarships will be managed as part of the general pool of education support in the Ministry of Education in order to benefit all Ugandans. The poor taxpayer will not be forced to sponsor the already rich who have benefited through good schools and then become beneficiaries of Government scholarship. This will be reviewed and rationalized so that Government Scholarships in Universities are available in a transparent and non-discriminatory manner. Funding to Public Universities: The ANT Government will increase funding to Public Universities to relieve some of the burden currently borne by students and their parents. Reports of Education Commissions into Universities will be reviewed with a view to address challenges faced over the last many years. The politicization of appointments in this sector will be stopped and University leadership will be recruited in a transparent, open and meritorious manner. LIV Our ANT Health sector plan; While emphasizing the _ preventive approaches and community awareness, will focus on key aspects outlined in this section. National Health Insurance Scheme: Healthcare is not a sector that should be shrouded in politicking. It is a matter of life and death for the citizens. Any genuine leadership must therefore treat it with objectivity, care and seriousness. We, in the ANT, shall put in place an appropriate National Health Insurance Scheme for all Ugandans. It is possible, and we won't be the first country to do it. Human Resource g the Gaps: The Human resource gaps in Health will be plugged through a systematic plan backed by our long-term plan for the nation that includes assessment of current and future needs, revamping and increasing training capacities, and plans for facilitation as well as career development for all health workers. As a step towards improving the health sector, remuneration of — service providers will be adequately addressed by ANT-led Government to avoid undue blame and victimization of absentee health workers that is really “inspired” by poor Government policies and practices. No mother should die giving life because she either could not afford the service that could have saved her life or the service wasn’t there at all. The ANT Government will revamp O- —— a the world. Indeed it is the only thing that ever has. a Ea health facilities to ensure that maternal and child deaths are reduced toa bare minimum. The Antenatal care will be reinforced by rolling out certain aspects through effective Village Health Teams (VHTs). Community delays and medical facility related obstacles will be removed through staffing, equipping and prioritization. Attracting Health Sector Investment: Medical Tourism by the Uganda political elite will be cut down and money channelled to make Mulago National referral hospital a truly excellent specialized care facility. Every effort will be made to attract National Health | * Insurance Scheme: Prioritization of > \Maternal and “Child Health investment in the Health sector. The Heart, Cancer, Kidney and Neo-Surgery will receive priority in the short term based on the dire need in these areas. The ANT government will also revamp and increase investments in the Regional Referral Hospitals and increase their number to ensure better service delivery across the country, practically closest to the people. Functional Health Fas shall make health facilities truly functional by equipping, staffing and stocking with that which is needed to deal with their mandate of health delivery. Attracting Health Sector Investment — \ Functional me Health Facilities « a a aoe Po AND DISTRICT CONNECTIVITY Mobility Connectivity: Transport connectivity boosts production and market access, thereby stimulating trade and development both internally and internationally. For this purpose, the ANT infrastructure plan will ensure road, railway and water connectivity by doing the required investments and reforms. Addressing Power Shortages: The ANT shall ensure that the power challenges in West Nile and other regions are sorted out once and for all and that the region receives uninterrupted power supply to boost productivity and tap into the vast potential in this region and the neighbouring Democratic Republic of Congo (DRC) Inter-district Road Access: The road network for inter-district connectivity will particularly be addressed. They will be tarmacked where possible and/or made in first-class murram. Special focus will be given to improving access to areas of tourist potential like Sebei where both tourism and food production have a huge potential. Our Government will not tolerate the hitherto impossible access to districts like Bukwo and others. Ensuring Travel Safety: The ANT Government plans to take deliberate measures to ensure safety on our roads and water bodies, The current mayhem on the roads due to bad roads, black-spots, reckless driving and absence of immediate casualty evacuation and management will be stemmed. PDT eas eld Increasing Social Security: Our community development plan will focus on increasing Social security to all the elderly and other vulnerable groups in Uganda This will partly be realized through investing in Civic Education, Adult literacy and recreation, talent development and tapping into the Non-Governmental stakeholders by creating an enabling environment for them to support and supplement Government efforts in the communities. Gender Equity and Parity: These shall be a deliberate policy of the Government under leadership of ANT. The ANT will deliberately ensure operationalization of the equality provision in the Constitution of the Republic of Uganda in all programming, policy and legislation. Gradually, the focus of the ANT in Government is to work towards Gender Parity as provide in the UN's Sustainable Development Goals (SDGs). Ministry of Gender will receive funding commensurate with its specialized mandate of handling empowerment and equity. In addition, Institutions for empowerment like community centres at sub-counties, rehabilitation centres etc. will be revived and equipped, Social Action Fund: The ANT social safety net for the elderly will revamp Social Action fund first to increase the ammount and coverage and secondly to add a medical insurance initially through a voucher system for all the elderly above 70 years. The Courage to Protect: Our Government shall take bold steps in dealing with cruel and degrading activities and culture such as: child marriages, incest, female genital mutilation, molestation and human trafficking and human sacrifices. National Social Security Fund (NSSF). The NSSF, including health insurance, will be carefully reviewed to address matters of efficiency, timely payment, and the integrity and safety of members’ contributions. Foreign policy and relations under the ANT Government will be anchored on the need for peaceful co-existence with all neighbours, advancement of Trade and Tourism, Technology transfer and regional integration, Diplomacy and dialogue, the fight against terrorism and the injustice of human trafficking. To achieve this, the ANT Government will do the followin: a) Professional ‘services with real Career Diplomats not Politicians who are deployed for the sake of addressing patronage. b) Uganda's foreign relations will be guided by agreements, conventions, bilateral engagement and respect of ratified international laws. Promote peace, conflict resolution: 1d dialogue to solve discomforting issues in the Great Lakes Region especially with our immediate neighbours d) we will hinge Uganda's foreign affairs upon the principles of Territoriality, Reciprocity and National interest. We shall ensure respect for territorial integrity of all neighbours and require the same from them for the common good of us all. Embracing Ubuntu: Pan Africanism tenets are realization that African countries have shared history of cultural values, UBUNTU, that should never be lost despite the negative effects of colonialism, slavery, poverty and economic exploitation. To reverse negative effects and ramifications of the injustices, the ANT Government will participate in joint political and economic ventures under Africa regional organizations. Responsibility towards Obligations: The ANT government will honour its obligations to regional = and international bodies including to the International Desert Locust Organization, the EAC and the African Union. "Before you are a leader, success is all about growing yourself: When you become a leader, success is all about growing others." Dignity of Embassies and Missions: The ANT will sort out the deplorable status of our Embassies and Missions, document and recover our national assets abroad and create more Diplomatic Missions and Consular in Strategic areas especially in Africa and other regions with trading potential. Focus of Diplomatic Practice: Human rights, Peace and Conflict Resolution interventions are what Uganda's diplomatic practice shall cherish in the ANT-led government. Economic Diplomacy: This will also be a major focus of the ANT Government due to Uganda's location, poor country _ status, dependence on agriculture, low socio-economic level, tourism potential, oil and gas development, low industrial base, and a young population with a mean age of 15 years. All our Missions abroad in the ANT Government shall have a robust Commercial and Economic presence, sourcing markets and meaningful investments for Uganda, among others. Implementing the spora Compendium: This compendium was developed by Ministry of Foreign and Regional Affairs. The ANT government will implement it. Ugandans in the diaspora shall be given dual citizenship upon evidence of permanent residence in a foreign country. They shall be attracted to invest in all sectors in Uganda, in addition to knowledge and technology transfer garnered while abroad. For instance, Ugandan medical doctors shall be welcomed at least for a month in a year to impart skills in our health care system, Diaspora Civic Involvement: Uganda diaspora shall be free to participate in their civic duties such as voting during elections and actively participating in the politics of their country. East African Community /Regional Integration. The ANT Government will focus on the benefits and dividends of regional projects, customs unity and a common labour market, and thus approach them with hindsight, insight and foresight. THE ARMED FORCES PN ——= = _— EE Historically, Uganda Armed Forces (the army, police, prisons, game rangers, intelligence services, paramilitary) have all been involved in real politics - both positively and negatively. At times, civil-military relations have been so poor, leading to death and injury unnecessarily! Proactive Measures to Quality Services: The ANT government shall take proactive measures such as training, deployment and professionalism so as to raise quality of services. Soldiers and security personnel shall be thoroughly trained, especially on matters of peace, conflict resolution, civil-military relations, disaster preparedness and economic production. The armed forces shall not only play a role in defence, law and order, protection among others, but globally get engaged in civil engineering, rescue operations during disaster, agriculture production, industries, major infrastructural development and offering social services. Improving the Conditions of Service: The men and women in uniform work under deplorable conditions of service. As ANT, we shall improve these conditions of service including guaranteeing them a decent life after service. Welfare, transparent and merit-based working environment are a true reflection of the extent of true professionalization. Your rights and what is legitimately accorded must be done before you demand observance from armed personnel. These concerns will be addressed by the ANT once in power. 2 i \ See Ree eee alittle thing is a great thing.” — Hudson Taylor Ensuring Lawful Conduct: Armed forces personnel shall be required to conduct their activities within the law and lawful commands from superiors. Cabinet, Parliament and Judiciary shall conduct their oversight functions on matters of security. Civil-Military Relations shall always have clear observance to cultivate trust, support and cordial relations. The ANT will stamp out sectarian tendencies, corruption, the Katebe method of disciplining officers and non-transparent. and _—_ delayed retirement of those that are due or have legitimate reason to retire. No one should be held hostage against the provision of the laws. Good Civil-Military Relations: Under the ANT Government, subjection to civilian authority will be the key tenet of military relations with Ugandans. Relations between the military and civilians shall be a point of regular emphasis and expanded to include ROR RSC ae ORIEL fe peaceful time activities such as provision of healthcare, education and participation in sports, — for shared values and cohesion. Transparent Recruitment into the Forces: ANT will recruit transparently and from all-over Uganda and equip the forces. The requisite human projections for National security will be made and systematically developed in the medium and long-term. This will eliminate the various paramilitary groups that from time to time threaten national stability and personal security. The current outfits will be regularized according to the law and absorbed into mainstream service or retired and reintegrated into civilian life. Role of Intelligence Services; The governance in Uganda shall be streamlined so that personnel gather, compile, analyse and report to responsible authority for decision making. The Handling of Small Arms: The ANT Government will stamp out the misuse of small arms. As signatories to the Small Arms treaty, we will ensure compliance and__ strict sanctions against misuse of small arms in Uganda Ree aL to el Cell/Zone see) village | $+) cell/zone 4° Organizing Local Governments for Productivity: The decentralization process which was started and enacted into law has not been fully implemented as it was purposed. If fully implemented, it can result into equitable development in Uganda Instead, new unproductive districts, municipalities, constituencies, sub-counties and now cities have been created for personal political gain rather than the original objective of service delivery. All districts including the older ones are not in good shape at all! Instead of mobilization for economic production to support local governments, everything is politicized without encouraging and organizing the people to engage in productivity! ANT will do things differently including what has been outlined here below: "Become the kind of leader that people would follow voluntarily, ten RN Ag ae Direct Funding for Service Delivery: More funding will be channelled directly for service delivery in local Government while the Central Government will do more of Policy, Standardization, Monitoring and evaluation. Social Services Delivery in Rural Areas. In most parts, we are not even at the level of Colonial and immediate post-colonial governments in the early 1900s. As the population is growing at 3.3% per annum (that translates into over 13 million babies) planning must move in tandem with the demographics. By the time Uganda got independence, the population was estimated at 4.2 million That means it increased by a factor of 10 in the last five decades. The ANT government will address the toll order that this has had on the quality and welfare of citizens more so due to poor focus on local level institutions by the political and technical leadership over the years. Social Amenities: Qualified Ugandans in education, medical and social sectors shall get incentives to go to hard-to-reach areas to deliver services to people in short-run but in medium-long term, the ANT Government shall invest in all areas to eradicate the concept of hard-to-reach since there are citizens who stay in these places on a permanent basis. Extension service providers in all sectors shall be uniformly deployed in all parts of the country for near-uniform service delivery to all citizens. Rapid Response to Disaster: The Ministry of Disaster Preparedness will be equipped better to scale this response. Under the ANT government, it will no longer be disaster to drive intervention but, gathering of information, prediction, analysis and mitigation measures will be pursued to ensure early planning and mobilization of resources. For example, it is known that landslides will occur in Bududa District but every year it is blamed on the rains and the poor residents in the area! By this time, the Ministry responsible should stand alone, and not be lumped together with the endemically corrupt and ineffective Office of the Prime Minister. Please ee la Justice in Uganda has become very difficult to access, too expensive and often accessed too late if at all. Our Government will focus on a number of aspects as outlined here below: evels. This is envisaged to address the case backlog and expedite resolution of future cases. for Judicial service in Uganda once the ANT Government is in power. It is obvious that the phenomenon of "cadre judges’ has denied Ugandans the much needed justice. Empowered Land Tribunals: The land tribunals at the relevant levels will be empowered to deal with issues of land conflicts. We intend to make land grabbing both a very difficult venture and altogether too risky. No Ugandan should wake up to find all of a sudden that their land has been grabbed by the corrupt and greedy. All enforcement institutions will be retooled to respect the rights of the poor and adhere to process before attempting to evict any Ugandan. The work environment for the Judiciary will be improved and remuneration enhanced. We plan to recruit and effectively staff the Directorate of Public Prosecutions. Once staffed and _ well-motivated, effectiveness can be attained. System Integrity: We shall sternly deal with corruption in the Judicial service and curtail the sale of justice. amr ya DY The COVID 19 Pandemic has affected the entire world but even more disproportionately affected — poor countries like Uganda given their underlying conditions of poor governance and undemocratic tendencies that have resulted in weak socio-economic fundamentals. Given adequate preparation, such outbreaks should not ravage the country helplessly. We all know that the poor and vulnerable were grossly affected after only a few days of the lockdown and our healthcare system continues to grapple with numbers that should still be manageable relative to the global experiences. The ANT Government will turn this enormous challenge to an opportunity to reorganize several sectors, well aware that COVID is still around for a while and secondly it may never be the end of outbreaks of such epidemics. Therefore, the ANT post-COVID recovery plan shall entail the following: of Post COVID Recovery programmes within the first three months after election to review the status of actions and results and thereafter map out key action areas to get the country moving again. pupils/students in the cycle affected by COVID to graduate as per their schedule. This stimulus package will entail interest free loans/financed through Uganda Development Bank with a long-term repayment period to help. these entrepreneurs salvage their schools and continue to offer service to our beloved children. e) The ANT shall roll out a special and accelerated Health Human Resource Package to address the training, equipping with a forecast for the next 20 years. Uganda shall have an actionable projection of its Human resource in Health under the ANT leadership. We shall specifically focus on reviving household incomes through direct support where necessary but mainly through facilitating the functionality of Incorne Generation Activities for those in the formal and informal sector. h) We do acknowledge that majority of Ugandans are self-employed and rely on informal sources of credit to run their businesses and other income generation initiatives. The ANT Government shall take interest to support all citizens with adequate financial help and other forms of support required to keep them integrated into markets for both goods and services. i) Working with partners within the country and at the global level, we shall invest in restoration and sustainability of resilience of market systems and also intervene when it is the most appropriate thing to do. Uganda, like the rest of the world, is faced with a technological revolution that is fundamentally altering the way of production, distribution and relationships between people and business processes. The scale and speed of transformation demands an integrated and comprehensive strategy. The Fourth Industrial Revolution (FIR) provides opportunities for building knowledge economies by increasing the speed of innovation. The STI sector provides opportunities to produce low volume-high value goods that boost exports, employment and wealth creation. It also provides opportunities for improving productivity in the public and private sectors leading to unprecedented efficiencies and competitiveness. In view of the foregoing development planning and execution, Uganda will embrace the following aspects: 1) _ Leverage the opportunities enshrined in the FIR to position the country to actualize potential benefits embedded within developing global interconnections through mobile devices, with unprecedented processing power, storage capacity, and unlimited access to knowledge, artificial intelligence and robotics. 2) The interventions will include building the requisite physical and electronic infrastructure to promote learning, innovation and generation of applications of various kinds. We recognize that the FIR, has the potential to raise national income levels and improve the quality of life of people in a short time 3) The strategy shall use technological innovations to improve supply-side processes and create medium to long-term gains in efficiency and productivity. Additional benefits will come from improved transportation and communication logistics and associated reductions in costs that amplify global trade, open new markets and drive economic growth. 4) Emphasis shall be put on additional research and innovations including making access to the internet a universal right to enable taping the global highway of knowledge. Incubation Centres and patenting Dre Reo Re eee ea a Abraham Lincoln mechanisms shall be established to promote involvement of the youth as well as targeting research to critical areas such as agriculture, medicine, construction and electronics. 5) Ensure that all public secondary schools have well-equipped computer laboratories and qualified ICT instructors. 6) Establish two national centres of excellence in ICT technology research and development. 7) Ensure within two years that 90 percent of government services are delivered on an ICT platform that is accessible to all citizens. 8) Build strong skills and knowledge base by promoting the establishment of ICT entrepreneurial and technology development centres in each sub-region through partnership with public educational institutions and the private sector. 9) Establish an ICT enterprise growth fund, in collaboration with players in the sector, to provide venture capital to viable ICT SMEs and start-ups.
