1. SpeedNet Version 3.1
SpeedNet 3.1 package computerizes the Collection of Speed Articles and Dispatching,
Delivery and Tracking of Speed Post articles. Further this module takes care of BNPL
accounting. This module will perform the following activities,
Receive Speed Bags, Close Speed Bags, Dispatch and Deliver Speed post articles
Communicate with Central Server to transfer and receive speed post data
SpeedNet 3.1 is released on . This user manual explains the utilities of this package.
This version is an improvement over 3.0. Based on the orders received from BD
Directorate and feed backs received from the field offices, validations and provisions are
made in this version to suit the current needs.

Hardware Configuration:
Client-Server mode:
The operating system in the server may be Windows NT or Windows 2000 / 2003
Pre requisites:
Internet Connection:
If it is dial up connection, then it should be made as the default connection in the browser
as follows.

MDAC and Service Packs have to be installed before installing the SpeedNet 3.1.

2. Installing Communication Package
In the next screen check up the path where it is getting installed. If you want to
change the path click on Change Directory button and change the path. Click on
Setup icon to continue.
In the last screen read the instruction to share the installation folder (default
folder is C:\EMSClient) and click on OK
Select the proper option button for which communication module is being
installed. (By default, it is installed for speednet)
Click on Sharing
Select the Sharing option button and see that full control/permission is given
Click on Ok
The configuration of communication package can’t be done at this stage as it requires the
connection to SpeedNet Databases which is not yet created. Hence it has to be done after
the configuration of SpeedNet 3.1 during which POSPCC and POSPCCBackup
databases are created.

3. Installation of SpeedNet 3.1 package
SpeedNet 3.1 can be installed in the stand-alone or client-server mode. In Stand Alone
system, both Server and Client component are installed in same machine.
Open the SpeedNet 3.1 CD and open the folder Server Set Up
Next screen will appear. Check up the default path where the SpeedNet Server 3.1
will be installed. To change the path click on <Change Directory> button and
change the path.
In the next screen you have to tick the check box if the office accepts the BNPL
Articles else just click on <OK>.
Before the completion, there will be following options which have to select if
required in the office. If these options are not selected at this time, then Server
component has to be reinstalled and then the selection to be made.
• Is Delivery Office
Now you will get a completion message. Read it and click on OK.

In the Client:
Open the SpeedNet 3.1 CD and open the folder Client Set Up
Read the instruction and if the conditions are satisfied, click on Ok.
In the next screen, check up the default path where the SpeedNet 3.1 Client will be
installed. To change the path click on <Change Directory> button and change the
path.
Browse the Server system and select the SpeedNet Server shared folder.
Stand Alone system contains only one individual desktop system in which both Sped Net
Server component and client component have to be installed as explained above.

4. Configuration of SpeedNet 3.1
Type the database path. For example C:\ or E:\ etc. in which you want to create
the databases.
Click on Ok and wait for the creation of databases. If the old databases are already
existing in the given path, then a message will imply the same and you have to
either delete old databases or select a new path. If the SQL Server connection is
not established due to wrong password or connection problem, then message will
imply that SQL Server is not accessible.

When the database is created successfully, a Welcome screen will appear. Click on
Next button to get the following screen.
Type the Supervisor ID ie, Name of Supervisor. After the completion of the
configuration, package can be logged into with this Supervisor name and
password.
Click on Next to get the following screen for <Selecting My Office for
Configuration>.
There are two types of Offices. SPC and Other than SPC. Select the type of office
as per your requirement. If the SPC is selected then select the SPC name from the
list provided below. If Other than SPC is selected then first, select the SPC to
which your office belongs and then fetch the Linked Offices. In My Office List all

the Linked Offices as configured by SpeedNet System Administrator will appear.
Select your office name and confirm the details of pin code non delivery status etc.
Note 1 :
If SPC is selected and the required name of SPC is not found therein, click
on Back button and click on Cancel button on the form to exit the
configuration.
Through Manager SPC, the details of SPC such as Name, pin code,
Division, region and circle name , Stste or national SPC details have to be
submitted to Director, PTC , Mysore for inclusion in the Central Server.
Email may also be sent in advance.
PTC will add the new SPC in Central Server database and create a User
Name and Password for the System Administrator of new SPC. User
Name and Password will be sent to Manager SPC with instruction as to
System Administrator to update the SPC data and its Linked Offices data
in SPC site.
Note 2 :
If Other Than SPC is selected and under the SPC, the linked office is not
found, click on Back button and click on Cancel button on the form to exit
the configuration.

System Administrator, should log into www.indiapost.gov.in/spc site.
Add the new Linked Offices to SPC. If the office is not available under
Linked Offices List then add the office as Additional Office. Configure the
Details of Linked Offices and give the pin range. Thereafter download the
new offices data.
Type the name of Office in Charge ie, Manger SPC or Post Master of Office etc.
This name will appear in all the reports in the package. This name can be changed
by Supervisor under Master->Environment->My Office Details option for
making future changes.

In this screen the details of Point of Sale package connection with the SpeedNet
3.1 should be furnished.
Note 1.: <POS and SpeedNet both in same system> option – configuration is
removed from this version. This option was provided in the earlier version to
avoid repeated scanning of articles in the same system environment. Due to the
provision of Virtual Scan option in subsequent versions, now this separate
configuration has become irrelevant. They can configure it as Point of Sale and
SpeedNet are in same network. Operator can use <Fetch From Network> option for
Networked systems or single system.
Note 2.: Before version 3.1, when Point of Sale and SpeedNet are connected,
Point Of Sale Server Path was configured for fetching booked articles into
SpeedNet. From version 3.1, it has to be Point of Sale Server Name, ie., the name
of the SQL Server in which Point of Sale databases are created. Please see the
option screen given above. The name can be SQL Instance Name also.

Type or browse and select path of Communication package. In case of stand alone
system, path can be given as shown below. In case of network, path may be
browsed. Without providing correct shared path, configuration will not proceed.
Before configuring this package, SpeedNet Communication has to be installed and
EMSClient folder is shared.
Click on Next. Click on View button to get the Offices View as follows.

SPC View:

In case the office is closing or receiving the Bags from offices other than
SPCs, ie, from Post Offices or RMS or TMO then those offices can be
added here. Such offices will appear in the list of Offices to Close or
Receive Bags. It has been observed that most of the SPCs receive direct
bags from Post Offices, RMS and TMO and hence this provision is made.
In case any office is not fetched in this list, it means that the Office is not
updated in the Central Server and hence not included in the package. In
such cases, concerned Office System Administrator has to include the
office in the SPC Site using Additional Offices option. Thereafter
download the new offices file, copy the file into Communication System
and update the file data into local database, using the SpeedNet
Communication package -> Update Offices option.
Click on Close to get next configuration screen <User Management> Click on the
button to get the User configuration screen as follows.
To add New.
Type the User Code. May be the initial of the user with which the user can be
identified. This initial appears in the reports.

Retype the Password to confirm the spelling of password.
Select the Access level. There are two levels. Operator and Supervisor.

If your office is not working on the set basis remove the tick mark. But it is
advisable to configure the office as having one Set even though there are not sets
working in the office. The current office timings can be configures as one set. If
the Configuration is made as No Set, later if sent comes into picture there is no
provision in the package to change it to Set. The package has to be reinstalled.
Instead it is better to configure it as office has one set even though there is no set.
Type the set number and timings. Set timings has to be configured with a
maximum time gap of 12 hours. Every 12 hours in a set, automatic shift end will
be done.

5. Configuration of Communication Package

Click on View and select Timings to furnish the timings at which the
communication package should call the server to update the data.
Select the timings as per your requirements. The timings should be so set that the
package calls the server well in time before opening the bags received in the office
so that the data from other SPCs are received by the communication package. Also
the timings in the evening is set after closing the bags to enable the package to
transmit the messages of the bags closed.

At any time this option can be used to call the server to transmit or receive
data.
If any modification is done to Office particulars in SpeedNet 3.1, this option has
to be used to update the details in the central server.
It is a check button option. If it is having the tick mark then it disconnects the
Internet connection after transmitting the data.
7. SpeedNet 3.1 Login
To start the program:

Click on Start ->Programs ->SpeedNet -> SpeedNet 3.1. There is also a short cut of
Speednet created on the Desktop for login.
Login to SpeedNet is possible only through User name and Password. If Sets work in the
office, Supervisor Login has to select the Set and login.

8. Supervisory Options
TOOLS MENU

Shift Begin:
Every day Supervisor has to begin the shift using this option. Check the correctness of the
timings while making the shift begin.
Note:
This option is enabled only if the shift end is done for the previous shift or day of that
particular shift.
Shift End:
When the work of the day is over and all the Operators have to make their shift end.
When all the users made their shift end, Supervisor has to end the shift using this option.
This option is enabled only after the shift is begun.
Note:
If BNPL Billing is done in the office and Supervisor has not verified paid bill
entries of the day, shift end can’t be done by Supervisor. He has to use BNPL-
>BNPL Verification option and verify all the payment entries and then do the
shift end.
List of un-disposed bags are shown while making shift end and reason captured
for log entry.

In cases where, articles are scanned to close the bag, but the bag is not closed, a
message will be shown to supervisor indicating the same and such articles are
accounted as balance left over.
If any operator has not done the shift end, make him do it or if he is absent then
supervisor has to use the Forcible Shift End option, make the user shift end and
then make his shift end.
If the Operator‘s allotted time is not expired, forcible shift end cannot be
done. Operator’s time has to be modified under Job Allocation option and then
Forcible shift end can be made.
Balance of Bags and articles left with the supervisor will be accounted for next
day’s OB.

Using this option, supervisor can assign the work to a particular user under a particular
designation. New users and designations would have been created at the time of
configuration or after the configuration, using the Master menu options.
Under <Add> fresh allocation may be made. Supervisor has to allocate the job
for each user by selecting his name and required designation and typing the
timings of work.
Under <Delete>, users who have not logged in even once, may be deleted.
<Authorize> will show previous days allocation and if there is no change for
current day, the same entry may be authorized.
Note: While doing forcible shift end if any user’s job time is not expired, it has be me
modified under this option.

Every day supervisor has to authorize the users for the current day’s job
Verify the list of users name and details. If correct, click on Finish to authorize
them for the job.
While authorizing, supervisor may change the designation, date and time
particulars of a user by selecting the name of the user.

Forcible Shift End:
Unless all the Operators make shift end, the Supervisor cannot make his Shift End. In
order to make the shift end of the Operators, the supervisor can use this option. Forcible
shift end can be done only when the Operator’s shift timings are over. While making the
forcible shift end, operator balance is updated for next day’s OB.

Bulk Transfer:

This option has replaced the Transfer of Article through Scanning. In order to avoid
repeated number of scanning for the same article – ‘Scan each article and Transfer’ is
removed from the earlier version itself. Article ownership check is also removed. This
option is common for both Supervisor and Operator. Though Operator uses it to the
maximum, supervisor may also use this option to receive the articles transferred to him
by operators or To transfer the articles to his own set operators or to the supervisor of the
other set. There is no direct set to set transfer of articles between operators. Supervisors
can make set to set transfer of articles only to other set Supervisor.
INITIALISE Option
This option is provided for both Supervisor and operators. Supervisors can
transfer the articles to operators from his balance as a bulk entry. Operators have
to receive them in their Bulk Transfer option.

All transactions made in the SpeedNet package such as Collection of articles,
Articles collected through Bag opening, BNPL Articles, Articles closed in Bag
and dispatched, articles delivered, articles sent to other offices for delivery,
window delivery etc are shown under this option. This will enable the operator to
know the articles on hand after each such type of transaction is made. Out of the
total collection, he can make the transfers and receive the transferred entries.
There are User / Set / Office Abstract reports in the new version.
Supervisors should compulsorily check the abstract of each user and get it tallied.
Supervisor also has under this option, provision to initialize the opening balance
of any Users for having the OB wrong due to non handling of Bulk Transfers.
This can be done as a first time initialisation too.
Log entry will be made when supervisor initialises the opening balance.
Bulk Transfer is limited to a particular set between its supervisor and operators.
Supervisor of one set can make bulk transfer entries to other set supervisor.
Supervisor initializing the Abstract OB (Please see the option on the Bulk Transfer
screen print given in earlier page):

Supervisor for SpeedNet package has to initialize the OB under his Bulk Transfer
option (use Initialize OB button) for first time initialization of OB if any. To
initialize the OB he has to enter the balance of articles with him and with
operators if any.
Initialize OB option can be used in future whenever the balance of the Operator is
wrong and thereby the next day OB appears wrongly. Using Initialize option
balances of operators and self can be re initialized.
Initializing the OB is the solution for minus entry in the Abstract. Minus entry
appears in the package due to non usage of Bulk Transfer option when there is
physical transfer of articles between operators.
Balances of those operators for whom Work Allocation is made for the day – only
can be initialized.
Balance can be made ZERO by selecting the article type as <All> and balance
typed as 0.

Bulk Bag Transfer:
Bulk Bag Transfer option has replaced individual bag scan and transfer. Under this
option, bags can be transferred from one set to another through supervisors.
As the Bag abstract is provided for a particular set, there are no bag transfer
entries to be made by operators.
Bags received from one operator can be handled by another operator without
making any transfer entry.
A Set as a whole is accounted for the total number of bags received, closed,
dispatched and transferred by it. Hence bags from one set to another has to be
transferred by Supervisor through Bulk Bag Transfer option.
Bag Abstract is provided at the Abstract Report for a particular set and Office.

Bag OB can be initialized for a particular set as a first time entry and in future
initialize can be used to correct OB for any mistake.
Deposit Bag:
Closed Deposit bag may be modified and closed with new barcode in case nay
additions or deletions to be done.
If the Bag has to be totally cancelled then use the Open option and open the
deposit bag so that all the articles will be restored back.
While opening the Bags, no need to scan the articles but listed articles are checked
and Bag Opened.

Scan each and every article which is to be closed in the bag.
Finally click on Finish button. At this time, provide a dummy barcode number
add close the bag.
A closed bag has to be handled over to next set and the next Set has to directly open this
bag under Deposit Bag, Open Bag option.
Al the articles in the bag will be listed. Confirm the total of artiles with the
physical collection.
Click on Open.
Deposit Bag open has an entry in the abstract at receipts column with total
articles received in the bag.

There is no need to scan the articles while opening the Deposit Bag.
Note: Deposit Bag should not be received under Receipt of Bag and it can’t be
opened under Open Bag option. Only Deposit Bag menu option has to be used to
close and open
Find:
This is Local Tracking option for Article and Bag. Article and Bag movement within the
office can be tracked. This option also provides the Delivery status of the articles on
receiving the delivery remarks from central server to local database.
Article:
Find the details of delivery as received from Central Server for the delivered
articles. Central Server will send the delivery messages to the Office which has
booked the article and hence local tracking is possible. Booking office will be
identified with the help of the article booking data entry available at the Central
Serve as fed by the Booking office or collecting office. If the article is booked by the
Linked Office which has no SpeedNet Communication installed then the message
will be sent to Parent office. Hence the Configuration of Linked offices at
www.indiapost.gov.in/spc has to be done with proper care to make the message
reach the correct office.
From the context of removal of Article Ownership for reducing the number of
scanning, it is not possible to track the details as to how the article has been

moved from hand to hand within the office. But tracking for source of receipt of
article and disposal of the article is provided.
Bag:
Bag movement within the office say, received, opened or dispatched etc can be
shown except for movement from hand to hand as bag ownership concept is
removed for avoiding repeated scanning of bag.
There is option to find the details of Bundles also in the similar line as explained above.
To find:

Check Barcodes for Duplicates:
Before scanning any article into the package, the barcode can be checked to verify whether
the same article is already received in the package. This is useful mainly for BNPL
articles. When those articles are received at the office for booking, before booking the
articles, the range of bar code (From and To Numbers) can be entered under this option
and check for duplicity. The barcode numbers for those articles can be changed and then
articles booked.
( X ) Virtual Scanning:
In version 3.1, this option is removed from the supervisor menu Tools and
Virtual Scanning made enabled by default in the package.
It is reported by many of the SPCs that the time taken to scan each and every article in
the Bags to be opened is too time consuming and needed a faster option for opening the
bags. And also the Articles booked at the counter to be collected by scanning each and
every article again in Speed Net has to be simplified.
Collection of BNPL/Collection Agent articles also have the virtual scanning option for
collecting the articles without scanning each article, for which separate EnableVirtual
Scan.Exe has to be installed with the permission of the head of the office. With the
permission of the head of the office, system administrator can down load this exe from
ftp.ptcinfo.org site under SpeedNet link.

In order to make those two jobs with minimum time of the operators, Virtual Scanning of
articles is introduced since version 3.0.
This is an option, which will enable the operators to collect the Point of Sale
Uploaded Data and Bag Articles Data without individually scanning the articles.
This is with a view to speed up the work of collection of articles into SpeedNet
from those two sources.
Point Of Sale Uploaded Articles and Bag Articles as received in Bag Messages
will be displayed on the screen in the respective options, i.e. Collection of Booked
Articles and Opening of Bag option - of operator. Operator should check the
entries there in and confirm total received through Counter or in Speed Post
Manifest. Collect them with the click of a button instead of scanning them one by
one.
If there is excess / short in the Opened Bag, then virtual scanning provision will
not be given as it is difficult for the operator to identify the additional or short
article number from the listed articles on screen. If you can identify the short
/excess articles then, you may receive the articles listed in the virtual scanning
with the actual total and then make use of <Alter Bags Opened> option through
supervisor to delete that excess article or add the excess article.
An example to the above, an Operator actually received 100 articles but Virtual
scanning shows 101 articles for the scanned Bag. (Virtual Scanning option shows
the total articles as it has received through the bag message file from Central
Server for that particular Bag). When operator enters the Total Received as 100,
the package will ask the operator to scan all the articles as it cannot give virtual
scanning provision in cases of Short or Excess. In such cases if the Operator can
exactly identify the Article Number for Excess or Short entry then he can make
the total as 101 and receive the articles so that he need not scan 101 articles again.
In addition to that he should approach the Supervisor to use the Alter Bag
Opened option and delete that extra one article he has shown as received. This
will create the log entry for such alteration, thereby the process is recorded
therein. If the Short/Excess Article cannot be identified from those many articles,
then it is better to scan all 100 articles than wasting the time in searching that
one excess article entry in the system.

Operator has to check the article number and total articles with that of physically
received and confirm the accuracy of virtual scan entries. If found correct, articles
listed on the screen may be collected with one click of a button.
With Virtual Scan option, the office is collectively responsible for the accountability of
articles. Abstract should be checked by supervisor for each user.
Supervisor can view the of article collection – Article Type, Date and Time wise. The
report is available to operator also.
Articles collected from My Office and Other Offices can be viewed. If the detailed data for
article is available, it will be shown against each such article in this report.
Printer Test:
This option is used by the Supervisor to Test Print. Option provides information required
to make the printer print properly.

Delete Old Data:
Under this option old data can be deleted by specifying the From and To period. It is the
responsibility of the Supervisor to delete old data as per the preservation period of speed
post data prescribed from time to time. If the old data is not deleted, it will cause memory
problems due to the accumulation of huge amount of data in the database.
There is option to truncate the database POSPCC and POSPCCBackup. This will reduce
the log size of the database. It’s being reported by some offices that the log file size of the
database files are increased to very large extent. Those users can try this truncate log
option. If the problem still persists, supervisor has to contact the system administrator
who has other remedy to solve this problem by detaching the database. After detaching
the database from sql server, he has to delete the database log file from the physical
location of the file. (It’s the location where the database is created ie., C: or E: etc)Now,
attach the database files under SQL. System Administrator should be trained on
Database concepts. If not, he can take the help of senior System Administrators to do this.

At offices where the SpeedNet Log in complained to be slow, should also use
Truncate Log file.
Change Password:
Its desirable that Supervisor change his password periodically say once in 3-4 months or
when he feels that his password is known to others. Changing the password and keeping
it secret is the responsibility of the supervisor to avoid fraudulent usage of his password
to log into supervisor menu option and do the undesirable modification of data.
MIS:
This option provides the graphical representation of the speed post data collection.

MASTER MENU
My Office details are provided at the time of configuration of the package. Some the basic
information can’t be modified whereas a few more configuration and modifications are
allowed here.
Under this option the name, pin code and type of the Office can be viewed as
provided at the time of configuration of the package. These details can’t be
modified as this information has been already sent to central server through
communication module.
Information such as Non Delivery status, Sets of office, BNPL and Collection
agent billing provision status can be viewed. Billing option can be changed by the

Service Tax on BNPL and Collection Agents Billing applicability has to be
configured. This is the applicability to the office as a whole. For example, Jammu
and Kashmir is exempted from the collection of Service tax and hence all offices in
the state have to be configured as not applicable to Service Tax calculation. By
checking the provision <Service Tax Exempted to All Customers>, the Office can
be exempted from calculating the same.
Pin Range – Dispatch. Under this option, Dispatch Pin Range of each SPC can be
entered to enable the intelligent sorting by the package. When such a pin code
range is configured, say for Bangalore (560001 to 560999), while closing the bag
to Bangalore all the articles scanned for the bag will be checked with their pin
code, if data available and if any wrong pin code article is entered, a prompt will
caution the operator.
Folder path option is to provide link between SpeedNet and Point of Sale and SpeedNet
and SpeedNet Communication. If the POS server name or Communication path are
wrong, it will not get configured. If Communication path is not configured properly then
the messages will not get saved into the proper path and not transmitted to Central
Server.
One of the Point Of sale connection options provided in the earlier package has
been removed now, ie., <POS and SpeedNet in same System>. When Point of
Sale is connected to Speed Net through Network or both are in the same machine
in a Stand Alone machine, configure the link as POS and SpeedNet are in <Same
network>. Booked data can be fetched from Point of Sale package to SpeedNet
through <Fetch From Network> option of the operator.

There is a change in this option from 3.1 version onwards. Instead of Point
Of Sale installation Path which was configured in the earlier version, now the
Name of the SQL Server in which POS database is installed has to be provided.
This information can be configured at the time of configuration when fresh
installation is done. The same can be viewed and modified under this option. If the
Point Of Sale database is installed in the SQL Server Instance, Instance name has
to be configured here.
Supervisor can configure communication package folder path under this option. If
the SpeedNet is installed in the Client Server mode, then Communication folder
EMSClient has to be shared with full permission to the user who logs on to the
system. If a wrong path is selected, messages will not get transmitted to Central
Server. Whenever Internet System is changed and the Communication package is
reinstalled, care should be taken to change the Communication Folder path under
this option.
Notes: 1. If the Communication path is not properly configured, there will be error at
the time of Collection of Articles, Receipt of Bag, Close Bag etc, with a reference that
“Communication folder is not accessible”.
2. Note that whenever Communication Folder Path is reset by the Supervisor, he has
to log out of the package. Only when the package is restarted the changed path will be
effected.

Users:
Users are operators and supervisors, to be created under this option. Users can be created
during the configuration. The supervisor may use this option at any time to create the
new users and make the out going users as inactive.
Type the user code. Code can be the initials of the user with which he can be
identified in reports or logs etc.

Designation:
Designations related to Speed Post work in the office have to be added under this option.
Designations are required during the work allocation to operators. After creating the
designations, supervisor has to make the duty allocation to those designations under the
option Duty Allocation which is explained later.

then modify and deletions are not allowed

Duty Allocation:
Each designation has certain types of duties attached to it. For example, Dispatch
Operator has to collect the articles, close the bag and dispatch etc. Under this option,
supervisor has to select the Designations already created and attach the duties related to
them. User with a particular designation will not find any menu options if the duties are
not allocated to that Designation.
By default all the duties are selected. Supervisor may deselect the unwanted options and
assign only the required duties related to the selected designation.

There are View, Modify and Delete options. If the designation is in use, then modify and
deletions are not allowed.

Bag Opening Allocation:
In an office, if Bag Opening allocation is made among the operators as to who should
open which bag, then this option is useful. Supervisor can select the set and the
designation and then select the originating destination from which bags are received and
those have to be opened by the users with that designation.
When Bag Opening Allocation is made in the package, such users can have all those
allocated bags in a list under Bag Opening option. By selecting the bag number from the
list, bags can be opened.
Set Number:
This option appears during configure of package and the configuration has to be done
with Set details. If Set is not selected at that time, Set option is disabled for Supervisor.
Future, if any changes are to be incorporated, supervisor can use this option. New set
numbers may be added, exiting set timings may be modified and unwanted sets may be
deleted under this option.

Offices:
SpeedNet 3.1 package has latest list of all SPCs, National and State with its linked offices
as configured in the Central Server through SPC System Administrator using the SPC
site. Latest list up to October 2008 is obtained from the Central Server and included in
3.1 version.
In SpeedNet 3.1 package, all existing National and State SPCs are available with
their full contact details. There is no option available in the package to directly
add any New SPCs. Concerned New SPC managers have to take up this matter
this PTC Mysore as explained below in the notes.
Linked Offices are those offices under an SPC, may be an SO, BO RMS or TMO
Mail Business Centre etc. They book Speed Articles and dispatch them to SPC for
onwards transmission. They received speed articles from SPC for delivery at their
office. System Administrators – SpeedNet have to configure, all such Linked
Offices properly under the SPC site and confirm that all offices are added therein
with accurate data. In version 3.1, all linked offices updated by System
Administrators in the SPC site, up to October 2008 have been included.
There is no option to directly add linked offices in the package. If new linked
offices are to be added, those offices have to be added by SpeedNet System
Administrator in the SPC site under Linked Offices option and then download the
new offices data using the Download option. If the linked Office is not in the list,
that office may be added under Additional Offices option. Download the new

offices file. The downloaded file can be uploaded to local database using
Communication package – Update Offices option.
By default SpeedNet 3.1 allows the operator to close and dispatch bags to its
linked offices and all other SPCs. In case the office closes direct bags to any RMS
or TMO or Post Offices then such additional offices can be added under <Add
Additional offices for Dispatch> tab. Type the pin code of the required office and
fetch. All offices with that pin ode are listed. Select the required office to add.
Thereafter such additional offices also will be available to close and receive the
bags. In case required office is not found here that means the office is not added in
the Central Server and hence not available in 3.1 version. Such office is required
to be added by the system administrator of concerned SPC of that office under
SPC site. Then new file has to be downloaded and used with communication
package to update the local database.
Note : Please read the Offices option of Configuration section to know more about
how to configure the SpeedNet package for new SPCs or Other type of Offices when
the office is not found in the list of configuration.

Routing Chart:
Routing Chart options are given with a view to computerize Routing Chart Data of all
SPCs. Full fledged routing chart options is not yet ready.
Carriers: Provision to feed the Carrier Master Data in the package which will be
used while feeding Routing Chart information.
Routing Chart: Provision is made to feed the Routing Chart information of each
SPC. This is optional. This option will be further upgraded in next versions, to
handle the Routing Chart information centrally and data is maintained at Central
level.
Dispatch Schedule:
Each office has its own schedules to dispatch the bags. Under this option, the details of
offices to which mail lists are sent from the office have to be added. These schedules are
available to operator under Dispatch option and Mail List Configuration option.

Flush Data:
This option is used to delete the data from the working database i.e., POSPCC and to
push the data into POSPCC Backup database. This will solve the problem of processes in
the package getting slowed down due to the huge collection of articles in the working
database.
From SpeedNet Version 2.0 onwards, Flush data option has to be selected at the end of
SpeedNet Server installation. If not selected at that time, this option will not figure in the
menu.
This option has to be selected in the bigger offices where there is heavy flow of articles
into working database. Hence they can use the Flush Data option to move the data from
POSPCC database to POSPCC Backup on daily basis. Others, who are not receiving
bulk amount of articles each day, may not use Flush Data and use the Delete Old Data
option as per the preservation period or so decided by the administration to delete, to
solve the data accumulation problem. Flush Data option once selected has to be used on
daily basis. Scheduling the Flush Data timings also is provided.

Features :-
This will reduce the data load in the working database ie., POSPCC.
Flushing has to be done at the end of the day or at the beginning of the day and
not in between the working hours. You may also schedule the Flush timings such
that it will not happen during working hours.
Once used, Flushing should be done every day or it can be scheduled to be done
every day automatically at the specified time.
BNPL related data would be flushed only after detail data entry of the articles is
done.
Even though data is flushed from the POSPCC database, it will not affect the
report view and printing.
The BNPL Billing options have to be used after the Flush of data. The article
details for the billing will be used from POSPCC Backup database.

MODIFICATION MENU
Supervisor may use this option to modify the details of the article entered by the
operator. Whenever the details of articles have not come through either network or floppy,
operator has to do the detailed data entry for such articles. In case operator fails to
complete it, the supervisor may also enter the details for such articles under this option.
Log entry will be made for modification of crucial details of articles. Already collected
articles only can be handled here.

There is Virtual Scanning provision available while opening the Bag. Under this
option, the office opening the Speed bags, should call the Central Server before
opening the bags so that Bag Messages for those Bags which are to be opened at
the current office will be received.
While opening a particular bag, package will check for the bag message received
from the central server and if available, will show the articles invoiced in the
message for virtual scanning.
But many offices have complained that they are not getting the articles under
Virtual Scanning. In order to make sure whether the Bag Messages are received
from the Central Server, we have provided a report option here in which the office
can view whether Bag Messages are received for the selected period.

Alter Bags Opened – Add / Modify / Delete an Article:
Under this option, Supervisor may add or delete an article from an Opened Bag. Log
entry will be made for the additions deletions and abstract entry will be altered for that

In 3.1 version, there is option to modify the Article type of the article received in the
bag. Log entry will be made for altering the type and abstract entry will be modified.

Customer Details:
The details of the BNPL Customer has to be furnished by the supervisor to create new
customer in the package. While adding the customer, care must to be taken to provide
current account number and office to which he is attached. In 3.1 version supervisor can
configure the customer to exempt from Service Tax if required. There is provision to
view, modify and delete a customer. A customer may be made as inactive under modify
option.
Type the name of the representative of Customer who will deal with PO.
Select the Joined through option. If customer has joined to PO himself then select
Direct option else if the customer has joined through Business Executive of PO,

Provision is made for Automatic Configuration of Distance Slab. If your office name
don't match with the Automatic Distance calculator data, you will get a Configure
button to configure the distance slab. If your office name matches with the Automatic
Distance calculator data, distance slab will be calculated for rest all offices, the data for
which is available. For some offices automatic distance calculation is not possible from
your office, in such case those offices will be listed therein for manual configuration of
distance.

Billing Month, Due Period of Bill, Penal Interest Rate and Discount Reduction Rates are
configured as per the latest BD Directorate circular. Based on these configured value, Bill
Amount to be paid by the customer will be generated at Monthly Bill Payment option of
Operator.
The Billing Date, Due Period and default Fee is printed on the Monthly Bill for the
information of the customer. If the customer has availed the Rebate or discount but failed
to make the payment within due date, then reduction will be made on the discount
amount also at the prescribed rate as mentioned above.

In version 3.1, Service Tax configuration is included under Miscellaneous charges
option. The current rate is configured. Future modifications may be done by the
Supervisor. Rate once used for Bill calculation cannot be deleted or modified by the
supervisor.
Pending Balance:
Opening Balance is the Monthly Pending BNPL Amount of each customer for the
month prior to the Bill Processing Month. This option is used for Fresh installation of
SpeedNet or when Bill Process is started in the system for first time.
During Fresh installation, there are no transaction entries in the database at all.
Hence manually calculated BNPL Total Amount (including Service Tax) for each
customer for the previous month also has to be entered here which will be taken as Bill
Amount to be Paid for the Bill Processing Month and all previous month pending
amount total will be taken as Opening Balance of the Processing month.
In the Up-graded version of SpeedNet 3.1 also this option has to be used. In 3.1
version, all billing data done so far in the package will be emptied with the reinstallation
of SpeedNet Server Component. The reason for this is that the Billings table structures
are modified for the new provisions like, Service Tax, Penal Interest etc. and hence it is
required to empty the old data. Due to this, there is a need to configure the Opening
Balance in version 3.1, before proceeding with the Bill Payments.

The Bill Amount to be paid will be calculated for the Bill Processing month ie, previous
month using the BNPL transaction data in the POSPCC databases.
But the defaulted amount for the month previous to Bill Process Month has to be entered
as Pending amount of the Customer for the corresponding month.
The total Pending Amount of each customer will be shown as Opening Balance for the
Bill Processing month.
Example :-
If the current month is December 2008, the Bill Processing month is November 2008.
If any pending balance exists for months previous to November 2008, ie, for August or
September 2008 etc, enter these monthly pending amount by selecting the month and the
customer who has defaulted.
In case of Fresh Installation in December 2008, there will be no Transaction entries for
November 2008 in the database and hence Pending Balance of November 2008 also has to
be added. (November Month Amount will become the Processing Month Bill Amount)
There is no need to Process the bill as there are no transactions in the database. Whenever
customer comes for payment, Operator has to use BNPL-> Monthly Bill Payment option.
Select the customer name and Period of Billing as November 2008. Fetch the Amount to
be paid by the customer.
Previous months pending Amount becomes the Opening Balance for November 2008.
And the November month Amount becomes the Current month Bill Amount.
Similarly, all Bill Payments for the month of November can be accepted in the package
during December month.
Offices who have upgraded SpeedNet to 3.1 - have to reinstall the SpeedNet
Server Component. When it is reinstalled, the Billing database will be emptied. Such
offices have to upgrade to SpeedNet 3.1 by the first of the month. The Opening
balance has to be configured as explained in the example below.

If the database is upgraded by 1st of December 2008 and if there are no defaulters and all
customers have to pay only for November 2008, then there is no need of Opening
Balance entries.
Operator has to use BNPL-> Monthly Bill Payment option and select the period as
November 2008. Click on Process Button as a one time measure to calculate the amount
to be paid by all customers.
Thereafter, whenever customer comes with payment, select Customer name, and the
month November and accept the payment in the package.
If the database is upgraded by 1st of December 2008 and if there are defaulters who have
not paid for months unto October 2008, ie., Customer ABC Ltd, not paid for August
2008 and September 2008 also, Total Pending Amount including tax for each such
month, has to be entered for August and September 2008 for ABC Ltd.
Then Operator has to use BNPL-> Monthly Bill Payment option and select the period as
November 2008. Click on Process Button as a one time measure to calculate the amount
to be paid by all customers.
Thereafter, whenever customer comes with payment, select Customer name, and the
month November and accept the payment in the package.
Credit Balance:
Click on Ok.
Note: After ensuring that all the Pending and Credit Balance amounts are added to the
software, the supervisor has to select the <Finished Balance Entries > option in the

respective form and click on Close Button. Confirm the completion of balance entries.
Once this option is selected and the form is closed, no more pending or credit amount can
be added thereafter.
When the operator receives the payment for BNPL Bills, those paid entries will appear
under this option for getting verified by the supervisor. Supervisor should very the
payment entry on daily basis. If not done shift end can’t be done.
If the payment is made as Advance payment, those entries also have to be verified by the
supervisor. When the payment of Bill or Advance payment is accepted as Cheque or DD,
Supervisor has to furnish Cheque remarks based on the Cheque and DD clearance
received from Bank. Cheque or DD realization date or the dishonor entry has to be fed.
In version 3.1, operator can’t accept further payments from customers when the previous
payment entry is yet to be verified or cheque payment remark not provided by supervisor.
But there may be a case wherein, cheque clearance is pending for any reason beyond the
payment month, for such a case, an additional option is given in SpeedNet 3.1, under
Cheque realization option, to keep a cheque as Pending for Clearance. If this remarks is
selected for the cheque, the payment for the subsequent Bill can be accepted by the
operator. For more details on Payment of Bill, read the help on Monthly Bill Payment
option.

Some of the SPCs have complained that while they do billing of BNPL articles, they find
duplicate articles in billing. On debugging the problem, it is learnt that this is the
problem with abrupt stopped of Flush Data during the course of copying the data to
POSPCCBackup database. When flush Data option is selected, sometimes it is been
abruptly stopped before its complete task, due to power failure or for memory problem and
process hanging for long time, operator terminating the process due to more time taken
for Flush Data etc. The next time when flush Data is made, unflagged articles of previous
Flush operation will once again get flushed to backup database thus creating duplicate
articles.
In version 3.1, a new provision is made to delete duplicate BNPL Articles from POSPCC
Backup Database to avoid double billing of those duplicate articles. As a precaution,
backup of POSPCCBackup database has to be taken before using this option. This option
can be used only after Shift End of the day or before the Shift Begin, so that deletion
doesn’t happen during the operational hours of software. Deletion can be done selecting a
particular month.

Customer Data To Central Server:
Whenever a new Customer is created under Customer Details option, a message will be
created and sent to central server. Further if any modification is done to customer details,
you may send the latest customer data through this option. Select the required Customer
or all, then send the message to Central Server.
In order to simplify the data collection and detailed data entry for BNPL Articles, PTC
has released a separate package names Corporate Customer, which may be used in the in-
house of the customer. He can book the article with full data. He can download the data
and bring it in floppy or CD or Pen Drive along with articles. Operator at SPC can
upload the data to database.
Now let see the Configuration File in this context. If the Corporate Customer package has
to be used by the Customer he should get the Configuration File provided by SPC

After installation of the Corporate Customer package in the premise of customer, when

Supervisor can download the Configuration File to each customer separately using this
option. Whenever there is change is BNPL Configuration Values, Limits etc, Supervisor
should once again download the file and send it through System Administrator to upload

DELIVERY MENU
General Information:
General information will contain the information regarding number of beats, number of
postmen and void MO period, which is already explained, under configuration section.
One more check box is provided to specify whether the SP MOs are paid by the Speed
Postmen. If this option is not selected, then operator will get MO Transfer option under
Delivery – Invoice option to transfer the MOs to the office where these articles get
delivered. If the SPC has separate Postmen engaged to deliver the articles, then select this
option – SPMOs delivered through Speed Postmen.
Postmen:
Under this option, new postmen entry can be made. Modification and deletion also can be
made as per requirement.

9. Operator Options
Receipts Menu
In version 3.1 Data Upload option is removed from the Receipts menu and provided
under Collection of Articles option. This will help the operator to fetch the electronic data
and physical articles at the same screen instead of using two different options.
The operator has to collect the booked articles of his own office. In offices having
computers, Speed Articles are booked in Point of Sale package. If Point of Sale and Speed
Net packages are in same network then the booked articles data can be fetched through
Network itself. If they are in separate Network then articles may be uploaded through
Floppy or pen Drive.
Hence there is option made under Collection of Articles – My Office to fetch the data
through Network or floppy. When the data is so fetched, detailed data of the article gets
saved into SpeedNet database.

To collect the articles through Network:
If SpeedNet and Point of Sale are in Network, select POS data Through Network
Option. You will get the following screen.
Read the instruction on the form and confirm that the POS Server name is
correctly configured by the Supervisor to fetch the data from Point of sale
database. If the details are wrong, supervisor has to set right the entry and then
the operator has to fetch the data.
Click on Close. Now first screen appears wherein operator can fetch the <POS
uploaded data> as virtual scanning. All the articles data will be shown on the
screen. Operator has to count the physical collection of article with him and
confirm the correctness of the data on the screen. There is provision to delete the
article which is not physically received by speednet operator. Articles can be
physically scanned and added to list for correcting any mistake in the fetched
data.

Note:
• While fetching the articles if data is not fetched in spite of articles being
booked at Point of Sale, then it may be the problem with duplicate
articles booked in the counter and the data of which is already there in
speed net. In order to confirm this, scan one such article can be scanned
under Find Article option of SpeedNet and confirm.
When the Point of sale and Spednet are not in network, booked data of point of sale can be
downloaded to floppy using the Point of Sale supervisor menu option <Data To
Speednet>. Operator speednet can upload the floppy data using Floppy option and then
collect the data.
If the floppy data is encrypted File from latest POS, it will be named Track.eql else
if the POS older version then it will be Track.txt. For the time being until the new
Point of Sale with encryption data is introduced in all the booking offices,
SpeedNet will accept Track.txt file also and later it will be limited only to

encrypted file. File need not in floppy, it may be in Pen Drive or copied into hard
disk or CD too.
Now use the <POS Uploaded Data > to fetch the floppy uploaded data. Count
the physical articles with the data shown in the screen and the total and click on
Finish to save the collected articles.
Under Collection of Articles from my office option, booked articles of your office
have to be collected through Network or Floppy upload. In the absence of Network
or floppy, they have be collected through scanning each articles.
In order to avoid scanning of each article under this option (when the network or
floppy data is already uploaded), there is a provision made from version 2.0
onwards, i.e., Virtual Scanning. Operator may fetch the Point of Sale Uploaded
data and collect then through POS uploaded data option.
There is Abstract Receipts Entry for this collection as “From My Office” and the
total number of articles collected.
If the articles are collected physically, then article type has to be selected correctly
for tallying the abstract.
If the article type is selected wrongly while collecting the article by scan, such
mistake can be rectified by the Supervisor by scanning this article under his
Modifications->Article Data Entry option and modify the type of the article. This
modification will have a log entry.
Hereafter Point of sale will download the Floppy data in encrypted form.

Collect Booked Articles – Other Offices:
The operator has to collect the booked articles of other offices received at SPC for onward
transmission.
In other offices having computers, Speed Articles are booked in Point of Sale
package. Those offices can use the download Speed Post Data to Floppy option
provided in the Supervisor menu in Point of Sale and download the data to
Floppy, Pen Drive or CD as the case may be. Send the electronic data along with
articles to SPC. At SPC articles data fetched through Data Ulpoad ->Floppy
option. The following screen will appear for the floppy fetch.

Abstract entry is made for this collection with the name of the Linked Office as
Collection from __xx__ office with total number of articles received.
If the article type is selected wrongly while collecting the article by scan, such
mistake can be rectified by the Supervisor by scanning this article under his
Modifications->Article Data Entry option and modify the type of the article. This
modification will have a log entry.
Hereafter Point of sale will download the Floppy data in encrypted form.
All the offices listed here are the offices added as linked offices to an SPC through
the web site SPC. Version 3.1 has the data upto October 2008.
If an office is found missing in the list, SPC System Administrator has to login to
www.indiapost.gov.in/spc site and add such offices as Linked Offices. If the
required office is not found in the Linked Offices option therein, he has to use the
Additional Offices option to add the office. Furnish the details of Linked Office
and update the pin range. Download the new offices information copy it into
Communication system. Update the data to SpeedNet local database using the
Communication module Tools->'Update Office Data' option.
SPC System Administrator should provide the downloaded new data file to other
offices under its jurisdiction, if required, who use SpeedNet package. Using the

data file of new offices, other office can update the new offices to their local
database.
When there is no floppy data or network data for the booked articles collected at SPC from
its own office or other office, here are two ways the article can be collected.
1. Collect the articles under Collect – My Office or Other Offices option, dispose the
article through closing the bag etc, then when the time permits make the detailed data
entry for the articles using the Tools ->Article Data Entry option (Offline data entry
option). Only when the detailed data entry is made for the article, the article data
will be updated in MIS page.
It may also be noted that if the Offline data entry has to be done, the article number
and weight of the article should be available with the operator in the form of report
received from collecting office. Without this data offline data entry can’t be made as
article is already disposed off and no article available to look into the booking details.
2. Instead of doing the offline data entry as mentioned in the first option, the operator
may directly do the detailed data entry for the article And collect it as he has
sufficient time to make the data entry before disposing the article through bag or
delivery. Then article message will be created instantly on making the detailed data
entry.
Receipts ->Collect Booked Articles with Booking Details is the Online Data entry
option and Tools-> Article Data Entry is the Offline Data Entry option.

Scan the articles that are received, without floppy data or data cannot fetch
through network. Select the article type and Booking office.
For Detailed Data Entry option for Booked Articles here, “One India Rate”
option is provided. As these are individual articles booked in the counter, the
amount will be of common rate. This provision is to facilitate the operator with no
need for typing the weight and amount for One India rated articles, which will
fasten his data entry. For all other articles, Amount has to be typed by the
operator as entered on the article without selecting the One India option.
In Detailed Data Entry option, Mobile Number and Email ID columns are
provided to introduce 'Intimation of Delivery Status' to customer through these
means. Only after Orders are issued from Directorate, on the introduction
of these new facilities to customer, you may provide these information.
In Detailed Data Entry of articles, Sender and Addressee details are made
completely optional to reduce the time taken for detailed data entry.

Tariff entered therein will be checked against the weight given, and if not correct,
will not allow the save the tariff. This will solve the problem of MIS data showing
huge total amount against Booked articles due to wrong tariff entry.
There will be abstract entry for this collection as “From” whichever booking
office is selected for data entry.
This is a new option provided with a view to reduce the handling time of collected articles
in the package. Under this option, collection of booked articles may be made with
additional information such a Destination of the article.
After the collection is made, all those articles may be closed in one or more bag or bags as
per the requirement. There is provision to sort the articles destination wise by the click of
Destination column. Then and there bag can be closed by providing the Bag Number and
weight of the bag.
Collected articles have to be closed in the bag before closing the form. Once the form is
closed and reopened, articles will not remain therein to be closed.
If any more articles have to be included in the closed bag, there is option in Supervisor
menu Modification -> Modify Articles Sent.

To Collect and Dispatch:
While collecting your office article don’t remove the tick mark on My office else
un tick the My office button and select the office name from which article is
received.
Select the Article Type and the destination office. If the articles are sorted type
wise and destination wise, it is easier to collect.
Once all articles are received, those articles can be sorted by clicking on
Destination column.
Select the Bag Destination for which the selected articles have to be closed. Type
the Bag weight is optional.
Similarly , next set of articles may be selected and Bag particulars are given and
the Bag is closed.
After collecting all articles, Closing the articles into the Bag has to be done before
closing this form. Once the form is closed and reopened, already collected articles
will not be available to close in Bag.
After closing the Bag here if any more articles have to added into the bag,
Supervisor can add them using Modification –Articles Sent Data option.
Note: This option is useful in places where there is justification to close the bag at the
time of collection itself. Other offices has to use the Close Bag option under the Issues
menu.

Receipt of Bag:
Based on the Receipts schedule configuration made by the Supervisor, operator can select
the Receipt From Office, Carrier Name and receipt timings and receive the Bags.
After entering the required particulars when click on OK button the Bag scanning option
will appear in which operator has to scan all the Bags received in the mail list.
In this screen all the Bags received through that Mail List has to be scanned and
saved.
While making TB entry care to be taken to tick TB option else it will be treated as
single bag.
Bags without Barcode option is removed from 3.1 version. It should be noted that
all the bags have to be affixed with barcode.

When all bags under one mail list is scanned, click on Finish to save the entries.
Repeat this process of receipts for all Mail Lists and collect the bags.
There is separate option under Tools menu to view the received Bags. Under this
option the Bag source can be modified for having made any wrong office selection.
Note:
While saving the bag received entry if an error occur, saying – ‘Communication folder is
not accessible’, it means that the Communication system is either switched off or the
EMSClient folder of communication package is not shared with full permission for the
system user of speednet. Check these points and rectify the problem and then save the
entry.
Opening of Bags:
Before using this option, please confirm that you have called the central server through
SpeedNet communication module to get all the Bag Message files from central server.
After communicating with the central server, open View->Bags Received option and click
on Bag Messages Received Tab. Operator can confirm the Bag Messages receipt and can
be sure of virtual scan of articles while opening the bag. If Bag messages are not received
at your office, you cannot utilize the provision of virtual scan.
There is one more provision. If the supervisor has made the Bag Opening Allocation for
the operator, then such operators will get the Bag Numbers listed therein which they have
to open as per the allocation made by the supervisor.

Scan the bag to be opened.
There is a label button to show the Virtual Scanning On. In version 3.1 virtual
scanning is enabled by default.
If virtual scanning is enabled and if the bag articles message is received from the
central server, when the bag is opened, all the articles will be displayed therein
which may be checked and confirm the total and received with click on Finish
button. If the article count is not correct then operator can’t utilise the Virtual
Scan provision but have to scan all articles in the bag.
When bag message is not received and the Virtual Scan doesn’t happen –all
articles scanned by operator. After scanning all the articles, operator has to click
on Finish button. A confirmation message will ask whether all the articles are
received. Operator can say ‘Yes’ when there is no Short Excess entries in the Bag.
Operator can say ‘No’ to the above confirmation message to make Short, Excess
entries in a separate screen as shown below.

Supervisor has to be called first to take his authentication for short or excess
entry. Thereafter operator has to make the article entries which are short or excess
as case may be. When all entries are made, click on Finish button to save the
entries.
There is abstract receipt side entry for this as “From Bag” (With bag number) and
a total article received is shown.
Supervisor can modify the Bag Opened entries for adding additional articles into
the Bag or deleting the article. Version 3.1 provides for article type modification
also.
Operator can subsequently use View-> Bags Received option and click on a
particular bag number to view the articles received in it. In version 3.1, if the bag
is a TB then Content Bags of TB can be viewed. Also article type wise count of
articles provided in the view.
Article number should start with E and to be 13 digits. 11th digit is checked for
being check digit.

Note 1:
If there is excess / short in the Opened Bag which has virtually scanned articles,
then virtual scanning provision will not be given as it is difficult for the operator
to identify the additional or short article number from the listed articles on screen.
If you can identify the short /excess articles then, you may receive the articles
listed in the virtual scanning and then make the Alter Bag option through
supervisor in such cases.
An example to the above, an Operator actually received 100 articles but Virtual
scanning shows 101 articles for the scanned Bag. (Virtual Scanning option shows
the total articles as it has received through the bag message file from Central
Server for that particular Bag). When operator enters the Total Received as 100,
the package will ask the operator to scan all the articles as it cannot give virtual
scanning provision in cases of Short or Excess. In such cases if the Operator can
exactly identify the Article Number for Excess or Short entry then he can make
the total as 101 and receive the articles so that he need not scan 101 articles again.
In addition to that he should approach the Supervisor to use the Alter Bag
Opened option and delete that extra one article he has shown as received. This
will create the log entry for such alteration, thereby the process is recorded
therein. If the Short/Excess Article cannot be identified from those many articles
displayed on the screen, then it is better to scan all 100 articles than wasting the
time in searching that one excess article entry in the system.
Note 2:
While saving the bag opened entry if an error occur, saying – ‘Communication
folder is not accessible’, it means that the Communication system is either
switched off or the EMSClient folder of communication package is not shared

Opening of Bundles:
• All those articles received through opening of bag and collected as Bundle can be
opened under this option. Select the Bundle number and then scan the bundle
articles in it.
• Here also operator can have the Virtual Scanning option which has to be enabled
by the Supervisor. If virtual scanning is enabled and if the bundle articles
message is received from the central server, when the bundle is opened, all the
articles will be displayed there which may be checked and confirm the total and
received with click on Finish button. If any short – excess found in Virtual
Scanning data, then virtual scanning option will not be given and you have to
scan all the articles. (Refer notes under Opening of Bags for details on
short/excess receipts under virtual scanning)
• If bundle articles opened without virtual scanning - Additions and deletions may
be made as per the actual receipt for which log entries will be made.
• There will be abstract entry for this as “From Bundle” . There is also an entry in
the disposal side of abstract for the Bundle opened.
• Select the Office from which the Bundle is received. If the Bundle is received
through Bag then there is no data in the package as to from where the Bundle is
received and when package will ask to ensure whether the Receipt Office is

correctly entered. If the Bundle is received from My office or Other Office, then
there is data as to from which office the Bundle is received and hence package will
check the selected Received Office against the data already it has. In this case the
office has to be selected correctly else Bundle can't be opened.
• Scan the barcode number as shown above and click on OK. The following screen
will appear.
• Scan all the articles in the Bundle by selecting the Type of article.
Note: There is View option under View->Bag/Bundle Articles option for articles in the
bundles.
Opening of TBs:
While receiving the Bags under Receipt of Bags option, the Operator has to tick the
Transit Bag option to indicate the received Bag as Transit Bag. Those Bags are separately
opened under Opening TB option. Opening of TB contains the Content Speed bags in it.

While opening the TB, scan the TB Number first.
When all the content bags are scanned click on Finish Button to save the entries.
The content Bags of TB have to be again opened under Opening of Bag option.
Bag Abstract entry will be made for the receipt of these bags.

Issues Menu
Scan Articles:
This is an Offline sorting of articles into Bag or a Bundle and making the Bag or Bundle
ready for closing. Articles are sorted into the respective destination bags or Bundles as
and when they are received. Bundles have to be closed under this option with a Bundle
Barcode number whereas a Bag can’t be closed here. It has to be closed under the Close
Bag option. All the closed bundles of this option may be included into the Bag under
Close Bag option.
Select the office name to which the bag or bundle which has to be prepared. Click
on Fetch button to get Bag or Bundle description. A Temporary Bag or Bundle
number with a number indication how many number of bags or Bundles are used
for scanning the articles. For example when office Srinagar is selected, it appears
as Srinagar 1 for the first bag or Bundle. If there is a need to close two bags to
same destination, select office as Srinagar again and fetch the bag description, it
appears as Srinagar 2. Scan the articles into the bag.

Scan all the articles to be included in this Bag or Bundle.
Operator may use Back Button to come out of scanning the articles into
particular bag or bundle and select another bag or bundle.
At any time he can open the same bag or bundle and scan further articles.
Here bag can’t be closed. It’s bag preparation for closing in the Close Bag option.
Bundle has to be closed here using the Finish Button on the screen. There operator
has to enter a Barcode number as used for article booking and close the bundle.
These closed bundles are available at Close Bag option for including into the
destined Bags.
Every article will be checked for a duplicate entry while scanning and such
articles will not be allowed to scan into the bag. On each scan it will be checked
whether such article exists in the database. If article is not collected in the system,
such articles can’t be included in bag.
Intelligent Sorting:

articles with pin code and belonging to the selected Bag will be listed. Operator will know
how many number of articles have to be scanned for a Bag or Bundle.
Closing of Bags:
Select the Office and fetch the Bag description ie., a temporary bag number appears.
Select it and click on Ok to get the following screen.

Scan the articles into that bag.
During Scan Article Option - which is explained earlier to close bag, articles
would have been sorted into the bag from time to time and now at the time of
closing, last left out articles may be scanned here under close bags. Smaller offices
with not much articles to close can directly use the Close Bag option.
Use Include Bundles Button to close the Bundles into the bag. Scan the bundle
number and click on OK button to include in Bag. Bundles have to be prepared
and closed under Scan Article option.
Finally click on Finish Button to close the bag with a barcode and weight of the
bag. Bag Barcode should start with letter 'E' and the length of barcode may be 8
or 13. Bag Barcode comes with Letter starting EB and has 8 digits. But there are
offices supplied with 13 digit barcodes and hence the package will allow both 8
and 13.
Note:
• More than one bag can be closed by selecting more than one bag description to the
same destination and while closing the bags those two bags are closed separately
with different bag barcodes.
• Bags once closed can be modified by the Supervisor to add/delete the articles
into/from the Bag. Abstract entries will be altered and log entries will be made for
the modifications.
• Speed Post Manifest can be printed immediately on closing the bag or it may be
printer later using Reports ->Speed Post Manifest option.
In version 3.1, Article Check is made optional. By default, Article Check option is
selected. Hence every article will be checked for a duplicate entry while scanning and
such articles will not be allowed to scan into the bag. On each scan it will be checked
whether such article exists in the database. If article is not collected in the system, such
articles can’t be included in bag.

If article check process is getting slow down in any office due to the close bag operation
done by many operators at the same time and thus due to memory problem, the process of
checking the article becomes time consuming. In such offices, Article Check option may
be removed to avoid the checking process. Still while closing the Bag, final check will be
done and if any such invalid articles are found they will be displayed in red colour with a
caution to either delete those articles and close bag or collect those articles and then close
the bag.
If the SPC is closing Bags to offices other than its Linked Offices and to Other SPCs, then
additional offices can be added under Master->Offices -> Add Offices to Close/Dispatch
bag tab. Here the pincode of the office canbe typed and the offices may be fetched.
Required offices are ticked and added. RMS and TMO also are listed therein for
selection.
Closing of TBs:
Transit Bags can be closed under this option. After closing the bags as explained in the
close bag option, those closed bags can be included in the transit bag and transit bag is
closed with a barcode. Forward bags also may be included in TB.
To close TB:
Scan the Closed Bag Barcode one by one and include all the bags.

If the TB List Configuration is already done using Tools-> Configure Tb List
option, Bags may be fetched here.
Click on Ok to print the TB List. TB List can be printed later using Reports->TB
List option.
Notes:
Version 3.1, has provided an auto fetching option of content bags into a transit bag
through a Configuration option (under Tools -> Configure Mail / TB List) of Transit
Bags. When a transit bag destination is selected and bags fetched, as per the
configuration already made, all contents bags will be fetched into.
This will help the operator to include the bags without scanning each content bag.
Additional bags also can be added if required or any bag can be deleted from list.
TB List can be printed immediately on closing the bag or it may be printer later using
Reports ->TB List option.
Despatch of Bags:
All the closed bags, TBs and forward bags have to be shown as dispatched using this
option which will prepare the Mail List. Dispatch schedules are configured by
Supervisor. Operator selects the required Dispatch Schedule and scans the bags to be
dispatched in that schedule and prepares the Mail List.

To dispatch Bags:
Scan the bags to be included in Mail List. If the Mail List is configured under
Tools-> Configure Mail List option, operator can fetch the bags meant for that
mail list.
Bag weight if not given at the time of closing bag, can be entered here itself by
clicking on the bag entry and typing the weight in the weight box.
Forward bags can be included by Clicking on the Include Forward Mail List
option. Forward Mail list description has to be entered and saved.
When all the bags are included click on Ok to print the mail list.
After preparing the Mail List once, additional bags can be included in the Mail
List later by selecting the required Schedule Time and Carrier of the Mail List and
scanning the Bags into it.
Supervisor can remove or add bags into the already prepared mail list using
Modification, Bags Sent data.
Note:
There is provision to help the operator exempting himself from the task of scanning each
and every bag. Under Tools-> Configure Mail / TB List> Option, operator can configure
all the destination bags to be included in a particular mail list. Once this configuration is
done, he can fetch all the bags to be included in a particular mail list.
If the bags are not shown as Dispatched in the package, Mail List for the dispatch of bags
can’t be printed.
Note: If the closed Bags are not shown as dispatched in the package, Supervisor will get a
list of bags while making his Shift End showing non disposed bags for which he has to
enter the reason for non dispatch. If every day bags are kept pending without showing
them as dispatched, the list will grow and if the number crosses a set limit, the Shift End

will become inactive. Package has to be reinstalled thereafter with fresh database. This
is made so to make it a condition to dispose the bags in the package. After the provision of
TB List and Mail List Configuration, Dispatching the Bags in the SpeedNet package is
made simple and every office using SpeedNet should show the bags as dispatched.

DELIVERY Menu
Invoicing – Speed Post Articles – Articles for Delivery:
The articles received for delivery have to be entered under this option.
Check the date for which the invoicing is done. Invoicing can be done to future
date also for those offices that receive the bags at the closing hours of the office and
the articles cannot be given for delivery on that day. They can sort the articles and
prepare the invoice for the next day.
If Bulk Addressee article, check the Bulk Addressee box and select the name of the
Bulk Addressee from the list
If Bulk Addressee article Beat number will appear else select the required beat
Number to which that article belongs
If you select the Auto save, immediately after scanning the article, it will be saved
and the cursor will be focused for the next scan.

If other charges are to be collected from the addressee, check the Other Charges
box and type the required amount, if Auto Save is not selected.
Click on Ok or press F8 key in the keyboard, if Auto Save is not selected else entry

When all the entries are over, you may use the function key F10 for
printing/viewing the Delivery slip, function key F11 for printing/viewing the

Speednet Communication System. Update the data to SpeedNet using the

requires is a BO, then BO also has to be added in SPC site with a Non Delivery office
status)
Now the new office will be available under Other Offices List.

Remarks can also be made periodically as and when the remarks are received from Other
Office. Thus the tracking is possible for the articles delivered at other offices.
Remarks can be made on selecting the option Speed Post Articles, Speed MO and Express
Parcels.
To make remarks:
Invoice Date Wise option is selected to fetch the article based on invoice date. If all
invoiced articles are to be fetched (for which returns are not taken) then remove
the check.

Under this option, enter the Articles, MOs and EPPs that are to be dispatched as per the
remarks of the postman and also enter the deposited articles that are to be dispatched for
the expire of deposit period. Thus those articles are removed from the Delivery Deposit.
Unless the articles taken for delivery are entered here, they cannot be closed in the bag.
Before clicking on Ok, if found that the wrong article number is furnished, click
on Remove from the list button and click on yes to confirm the removal.
For having marked the article for dispatch and later found to be a wrong entry, it can be
restored back to Delivery deposit.

Other Office Articles – Delivery Data:
This provision is made to handle the delivery data for those articles which are not received
by the office, not invoiced by the office to other office, that is to say Article Data is not
saved in the local database, but Delivery data can still be directly fed to the system with
the Article detailed data. This is to enable sending the delivery data to Central Server for
those articles the delivery remarks of which couldn’t not be updated by the concerned
office.

To Enter the Delivery Remarks:
Type the article number. If article number is fed wrongly, such delivery status
can’t be saved in Central server.
Click on Next to view the articles and delete any article for being a wrong entry.

BNPL Menu
From version 3.1, collect BNPL Articles have to be done with minimum data for SPA
Articles. Data entry is simplified with several options and instructions therein. If the
details are collected at the time of collection itself then there is no need to spend time on
detailed entries later. Detailed data has to entered only for articles other than SPA
articles.
For making the Collection of BNPL Articles less time consuming the following
instructions have to be taken care of my the SPC.
Advice Customer to sort the article destination wise and weight wise and then
apply the barcodes on the articles. This will enable faster data entry at SPC with
full booking details and hence customer can track the article details at web site.
When the office itself applies the Barcodes, then the officials handling the BNPL
articles have to be trained to first sort the received articles destination wise and
then weight wise. Only then the barcodes have to be affixed on the article. This
much of care if taken, it will be very helpful to the operator who collects the
articles in the package.
If the above instructions are not followed, this option may be time consuming as SPA
article destination and weight is required to be captured at the time of collection itself.

To collect the articles under this option:
Select the option button <Articles are sorted Destination wise>. As explained
earlier if the BNPL articles are physically sorted destination wise then bar-coded,
operator can enable this option and keep scanning that entire destination article
without each time changing the destination. Only for the next destination articles
the destination has to be selected.
Close bag option can be selected by the operator, if there is justification to close
the bag for those collected articles.
For example, when the articles are sorted destination wise, operator knows that
there are huge articles booked for Bangalore, Chennai, Hyderabad etc, then he can
Collect and Close the Bag at this screen itself instead of later again using the close
Bag option.

This will reduce the double scanning of articles when they are received in huge
numbers.
Also it may be noted that, if there are any additional articles to be closed in the
already Closed bag, supervisor can use Modification->Articles Sent modification
option and scan additional articles.
Bag Destination, weight, barcode etc will be enabled for the entry by operator ,
only when this option to ticked.
Range scan option. This is another useful option when the articles are Bar coded
only after being sorted Destination wise and Weight wise. In such a case the
Barcodes will be in a serial order in a Range for all those articles whose
destination are same. If there is bulk of articles for a particular destination, then
with a Range scan, operator has to enter only From and To number and Total of
the Range and click on Save button. All article Numbers in the range will be
generated by the package itself. And confirmation will be asked as below

When the Close Bag option is selected the screen looks as below.
Click on any row destination name will be captured to text box and if click on
select all articles in the list will be selected for that destination as below

There is an option to operator to collect all articles first then Bag them or scan
only destination wise articles and keep adding thwm into Bag and close them
finally.
See the above seen. After scanning the articles through Individual scan or range
scan, click on Collect button and collect them. You can see the collected status as
shown above.
After collecting a particular destination article or all articles, operator may tick
those articles which are to be bagged for a particular destination.
Articles are listed in the order of receipt. There is option to sort the articles, if
required by clicking on the Destination Column of the Article List.
Select the Bag Destination provided below. Type the Bag weight. Type the Bag
Number and click on Add to Bag option. Now those selected articles are added to
bag.
If operator wants to close the bag then and there, he can click on Close Bag
button. Once the Bag is closed no more articles can be added into the same bag in
this option screen. Operator may act upon as per his requirement to close it

immediately or later. When the articles are bagged, for example in the above
screen articles are being added to destination Sachin PO. If that bag is closed, the
screen will look as follows. It will show the Bag Number for articles being added
to bag. It will show closed status as Closed for Bags being closed.
Article when added to Bag or closed in the Bag, move to the bottom of the list.
Similarly articles meant for Srinagar may be selected; Bag Destination, weight
and barcode may be typed and added into the bag. If preferred closed also.
When the Bag is closed, Manifest may be printed then and there by pressing F10
key on the key board.

First requirements of excel file will be displayed. If are new to this option go through all

Upload Corporate customer Data File
Whenever the BNPL articles are presented in the counter along with Data File generated
in Corporate Customer package, those articles have to be entered under this option.
Select the name of the BNPL customer from the list. If any name is not found,
supervisor may check it under BNPL-> Customer Details option. If a new
customer, supervisor has to add the new entry and then <Flush> the data for
making the customer available for collection of articles.
Articles are brought in the floppy using the Corporate Customer package then -
1. Tick the check box of floppy. Browse and select the file in Floppy, Pen
Drive or CD or even in Hard disk.
2. If the floppy is brought by pick up boy select the name of the person or
select none from the list.
3. Click on OK.

5. While saving the articles to database, they will be saved with the detailed
data provided in the electronic media, thus operator needn’t do detailed
data entry for those articles.
6. One more provision is made here to avoid scanning all the articles. That is
virtual scanning. This has to be enabled with the permission of Supervisor
or Manager SPC for BNPL Articles. System administrator – SpeedNet
can download < Enable Virtual Scan.exe> from PTC site and with the
permission of the manager SPC, install it in those systems in which BNPL
articles are collected. Once it is installed, operator will be able to view all
the articles on screen and just have to check the article details and count
and save the articles.
If there is no Floppy data for article, select the option, Collect with Complete
Booking Data option and click on OK. The following screen appears. ( if complete
booking details not selected then you will get Collect Articles option as explained
in above option)

Select One India Rate If articles are SPA and uniform weight upto 50 grams and
if you don’t have time to data entry for weight ,destination
Scan article number and select the type of the article and destination.
Based on the weight entry, the tariff will be automatically calculated. If no Pre
Paid amount exists, then type it as zero else type the amount.
BNPL Article message gets created only if there is detailed data for those articles.
If detailed data entry for articles is not made, BNPL Billing can’t be made.
The tariff for the article is calculated based on the weight and distance. BNPL ->
Configuration option of supervisor contains all tariffs configured for distance
slabs.
Time to time when there is change in tariff, PTC will release updations for the
same. Version 3.1 removed the tariff modification option of supervisor.
The customer monthly Payments are accepted here and the receipt printed for having
accepted the money from the customer.
By 5th of a month, Operator may print the Monthly Bill Report under Reports menu for
the previous month and dispatch it the customer for making the payment before the end
the billing month.
Monthly Bill Report under the Report option, has Service Tax and Education Cess
amount calculated on the Bill Amount and total amount, if has fraction rounded to next
rupee. Version 3.1 made provision for the Supervisor to configure the Service Tax rates
under BNPL -> BNPL Configuration -> Miscellaneous charges option. Depending on
the Service Tax applicability of a Customer or a Office as a while, Tax will be calculated.
Under Master->Environment->My Office Details option supervisor may select the Tax
Exemption for the office if required ( eg. J&K state, tax is exempted). For a particular

customer tax exemption can be made by the supervisor under BNPL -> Customer Details
option.
Version 3.1 has made provision for viewing Billing Date and Due date for Payment,
Penal Interest and Volume Discount Reduction Rates under Supervisor menu option
BNPL->BNPL Configuration->Miscellaneous. Te changes if any in future, PTC, Mysore
will release the patch file for updation.
Detailed data entry should have been completed up to date and Flush data should have
been made before printing the Monthly Bill Report. If data entry for the article is not
complete Monthly Bill can’t be printed. A report on Pending articles is provided for
viewing those articles.
If duplicate articles found in Monthly Report of the customer, supervisor may use Delete
Duplicate BNPL Articles option and delete them. ( refer help on Delete Duplicate BNPL
articles for more details)
In Version 3.1, the SpeedNet Server component has to be reinstalled and hence all the
Billing information prior to the upgradation will be emptied. Hence Operator and
Supervisor has to read the details provided in BNPL->BNPL Configuration-
>Customer Opening Balance option and understand the concept of entering the
pending balances before accepting the payment in the 3.1 up-graded version. in 3.1
version, the Bill Amount to be paid for the month previous to upgradation month can be
processed by selecting the previous month and click on process button. Earlier month not
allowed here.
With all the above, when the Bill is sent to customer and he has come for the payment of
the same, operator has to select this option for receiving the payment.

First of every month:
When taking the first payment in the month, Operator has to select the Bill month
and click on Process Button to generate Bill Amount to be paid by all customers
during that month.
Thereafter all other payments can be done, just by selecting the Customer, Bill Month
and by clicking on Fetch button to get the Bill Amount details.
Select the name of the customer, Month and year of the Bill and click on Fetch.
Validations are done by the package to check for the following.
2. Whether the last payment was a Cheque Payment and the Cheque
Realization status is not provided by the supervisor under Bill
Verification option, then further Bill Payments can’t be accepted.

3. If there is no Bill Amount for the selected month, operator will be asked to
select the month to which the Bill relates. For example, there may not be
any transaction for October 2008 but the Bill is pending for September
32008. Operator has to select September 2008 and then fetch the details.
4. If there are collected articles for the month existing in the database without
detailed data, package will not allow the operator to accept the payment.
The same condition is there while preparing the Monthly Bill for the
customer. Billing Report is made for customers for whose articles detailed
data is given for all articles collected.
For the first time, <Process Bill> button has to be pressed to calculate the total
Bill Amount with service tax and penal interest if any.
If Process Bill is already done, then select the Customer name and Bill Month and
click on Fetch Button.
The details of the Bill will be shown and the amount to be collected. Service Tax, if
applicable will be calculated. If the payment is made after the due date, penal
interest will be charged at the rate configured in the package. If the Discount is
availed by the customer then Discount will be reduced to the configured rate for
the defaulted payment.
Current status of the Bill is shown with any previous payment is already made
etc.
If the Penal Interest is to be waived for the customers, with the orders of the
concerned officer, supervisor may authorize the penal interest waiver and operator
can get the Bill Amount to be paid by the customer with such exemption.
Furnish the details of the payment. Payment can be made through Credit
Amount, UCR, DD, Cheque.
Click on Ok
Operator can print the Acknowledgement for the receipt of amount by customer.

the correctness of Payment accepted. If there is Cheque or DD payment, on subsequent
days, on getting the information from the Bank or clearing house, Supervisor has to

Pending for Data Entry, Balance in Credit, Outstanding Balance etc. Version 3.1
provides one more report ie., Bills Receivables.
BNPL customer may deposit advance amount in PO. And the advance may be adjusted
with the bill amount.

When all the routine work of the branch is over, the Operator has to make the Shift End.
Unless Operator makes shift end, supervisor can’t make his shift end provided he has to
make forcible shift end of the operator.
There two types of Article Data Entry. On is Online Data entry ie., Collected Booked
articles with Details under Receipts option and another Offline data entry ie., at Tools
menu -> Article Data entry. Both the option has the common screen but in Off Line data
entry, the article should have been already collected at Collect Booked Articles from My
office or Other-Office option.
Under this option, articles which are already collected from your office or other
office and BNPL articles may be collected with full booking particulars.
There will be abstract entry for this collection as “From” whichever booking
office is selected for data entry.
For Detailed Data Entry option for Booked Articles other than BNPL, “One India
Rate” option is provided. As these are individual articles booked in the counter,
the amount will be of common rate. This provision is to facilitate the operator
with no need for typing the weight and amount for One India rated articles,
which will fasten his data entry. For all other articles, Amount has to be typed by
the operator as entered on the article without selecting the One India option.
In Detailed Data Entry option, Mobile Number and Email ID columns are
provided to introduce 'Intimation of Delivery Status' to customer through these
means. Only after Orders are issued from Directorate, on the introduction
of these new facilities to customer, you may provide these information.

In Detailed Data Entry of articles of BNPL or other Booked Articles, Sender and
Addressee details are made completely optional to reduce the time taken for
detailed data entry.
BNPL Articles collected but pending detailed data entry can be viewed under this
option with View check box enabled.
Modifications:
Supervisor option of Article Data Entry will allow the changes to be done to the
article data except for BNPL Articles.

Bulk Transfer:
In order to reduce the number of scanning – ‘Scan each article and Transfer’ is
removed. Article ownership check also is removed. Articles Collected by one
operator may be used by other operator without individually scanning them and
transferring. But those articles should be transferred to Other Operator through
Bulk Transfer option. For example, if 10 SP Articles and 5 SP MOs are to be
transferred from A to B, there is no need to scan each and every article by A but A
has to give the total number of each type of articles to B under his Bulk Transfer
option and operator B has to acknowledge the transfer entries under B’s Bulk
Transfer option.
There are User / Set / Office Abstract reports in the new version.
Supervisors should compulsorily check the abstract of each user and get it tallied.
Supervisor also has under this option, provision to initialize the opening balance
of any Users which will be reflected in the User Abstract for the day.
Bulk Transfer is limited to a particular set between its supervisor and operators.
Supervisor of one set can make bulk transfer entries to other set supervisor.

You may find the details of article entered into this package and also in the new
version you will be able to view the delivery date as received from Central Server
for the delivered articles.
In the new version, Central Server will send the delivery messages to the Office
which has booked the article and hence local tracking is possible. Booking office
will be identified with the help of the article booking data entry available at the
Central Serve as fed by the Booking office or collecting office. If the article is
booked by the Linked Office which has no SpeedNet Communication installed
then the message will be sent to Parent office. Hence the Configuration of Linked
offices at www.indiapost.gov.in/spc has to be done with proper care to make the
message reach the correct office.
From the context of removal of Article Ownership for reducing the number of
scanning, it is not possible to track the details as to how the article has been
moved from hand to hand within the office. But tracking for source of receipt of
article and disposal of the article will be provided.

Change Password.
Under this option user can change his password. It is advised to change the password

in the package under this password will be accounted for the user whose password it is.
Configure Printer:
The default printer can be configured here. Before using this option, the printer should
have been installed in the machine. The printer may be a local one or network printer. If it
is Local USB printer, still, it has to be shared in the system.

Mail List:

It is reported by the operators using the SpeedNet package that using the dispatch option
in SpeedNet package is quite cumbersome as each and every bag to be scanned here. In
order to simplify the process of dispatch of bags, SpeedNet package is included with this
option Mail List Configuration.
Under this option, the bags to be invoiced in a Mail List have to be configured. This is a
one time job. Once the Mail List configuration is made, while dispatching the bags under
Dispatch Bags option, it will check the bags to be included in a particular dispatch and
automatically fetch all those bags for that dispatch, thus simplifying the process of
dispatch by not requiring to scan each and every bag.
Before configuring the mail list, supervisor has to add all the dispatch schedules of the
SPC or office. Then operator can configure the mail list by selecting the time of dispatch,
the mail List Office and the bags destinations included in that Mail list.
TB list:

There was also a demand from the field offices to provide a similar facility like Mail List
to TB List preparation wherein When TB Destination is selected, concerned bags should
be fetched. Hence TB List Configuration is provided.
Operator can configure all the TBs closed by him regularly. Select the TB Destination
and include all those offices whose bags have to be included to the selected TB Destination
Bag.
Flush Data:
This option is used to delete the data from the working database i.e., POSPCC and to
push the data into POSPCC Backup database. This will solve the problem of processes in
the package getting slowed down due to the huge collection of articles in the working
database.
From SpeedNet Version 2.0 onwards, Flush data option has to be selected at the end of
SpeedNet Server installation. If not selected at that time, this option will not figure in the
menu.

This option has to be selected in the bigger offices where there is heavy flow of articles
into working database. Hence they can use the Flush Data option to move the data from
POSPCC database to POSPCC Backup on daily basis. Others, who are not receiving
bulk amount of articles each day, may not use Flush Data and use the Delete Old Data
option as per the preservation period or so decided by the administration to delete, to
solve the data accumulation problem. Flush Data option once selected has to be used on
daily basis. Scheduling the Flush Data timings also is provided.
Features :-
This will reduce the data load in the working database ie., POSPCC.
Flushing has to be done at the end of the day or at the beginning of the day and
not in between the working hours. You may also schedule the Flush timings such
that it will not happen during working hours.
Once used, Flushing should be done every day or it can be scheduled to be done
every day automatically at the specified time.
BNPL related data would be flushed only after detail data entry of the articles is
done.

Even though data is flushed from the POSPCC database, it will not affect the
report view and printing.
The BNPL Billing options have to be used after the Flush of data. The article
details for the billing will be used from POSPCC Backup database.
Note: Flush data has to be done on daily basis by selecting From and To dates
properly. If the dates are not selected Flush data will be attempted for the entire
period and it is unnecessary time consuming and sometimes system will hand if
it has low memory.
Never terminate the Flush Data process using Ctrl+Alt+Delete option. Dat
corruption may occur in the database due to abrupt stopping of the process.

There is Virtual Scanning provision available while opening the Bag. Under this
option, the office opening the Speed bags, should call the Central Server before
opening the bags so that Bag Messages for those Bags which are to be opened at
the current office will be received.

from the central server and if available, will show the articles invoiced in the
message for virtual scanning.
But many offices have complained that they are not getting the articles under
Virtual Scanning. In order to make sure whether the Bag Messages are received

In the context of removing the article ownership and Bulk Articles Transfer, it is
important that Article Abstract has to be prepared which will show all receipts of articles
and dispatch of articles. Along with those entries Bulk Articles Transferred and Bulk
entries received will be shown with which abstract Closing Balance has been arrived at.
Operator and Supervisor has Bulk Transfer option under which operator can make the
bulk transfer entries to other operators of his set and to his supervisors and supervisor
can make transfers to his set operators and other set supervisors and He can also view
under this option actual articles on hand.
Supervisor has to check the Closing Balance figure arrived at in the Abstract and confirm
the correctness of the days work. Depending on the Receipts and Dispatches made by the
users, the abstract entry will be prepared and the CB will be shown in the report. This CB
should tally with the actual deposit with the user or nil deposit. This is how the abstract
has to be viewed. User has no option to make any correction entry into these abstract
entries.
This is the problem commonly reported by many offices. Minus entry in the Abstract
occurs due to non-entry under Bulk Transfer option.
Due to the removal of article ownership, the package will allow any SpeedNet operator
who has not collected the articles in the package to dispose off the articles by closing the
Bag or invoicing for delivery etc. It so happens that, the user has no balance in hand but
disposed the articles. In order to offset this entry, Bulk Transfer option available under
Tools menu of operator has to be used. Read the example given below to understand the
concept more clearly.
Operator A has opened the Bags and collected 100 Speed Post articles. He physically
transfers 50 articles each to Operator B and C. Operators B and C dispose off these
articles in the package by closing the articles into Bags. Now when you see the Abstract
of Operator A, he has 100 balances in hand and operator B and C have -50 as balance.
This has happened so, as physically articles are transferred to other operators but not
electronically in the package. Hence Operator A has to use the Bulk Transfer option and
select Operator B and Article Type to be transferred and enter the total count 50 to be
transferred. Operator B has to use his Bulk transfer entry where it will show the pending
transfer entry for receipt. B has to receive the count. Same is the case with C. Now if you
see the Abstract no minus entry will be found and the Abstract is tallied.

In spite of the knowledge of this Bulk Transfer concept, many a times operators do not do
the Bulk transfer entry and don’t tally their Abstract. In such cases, Supervisor can
initialize the Operators OB in supervisor Menu option Bulk Transfer under Initialize
OB button. See the Bulk Transfer option for detailed on initialization.
If the CB appeared in the Abstract Report is not tallying with the actual in deposit, then
either the articles collected at the package and physical collection may be differing or the
articles shown as dispatched in the package and actually what was dispatched may be
differing. Those points should be checked. One more important point is the Bulk Transfer
entries. If these are not properly done, then also abstract will not tally.
Supervisor should check and confirm that all the abstracts are tallied for the set or for the
office so that the next day’s OB will appear correctly.
If minus or wrong OB had occurred for a day, Supervisor has to use the Bulk Transfer
option in his menu and use the <Initialize OB> option therein to correct the OB of the
users which are appearing wrongly. Also check the correctness of the OB held by other
Users of the set, so that the set OB appears correctly. If the OB is zero for the day, make
the balance of all user as zero. Balance of those users who had worked on the previous day
has to be made as zero or corrected on the current day as the CB of previous day appears
as OB for the current day. OB of the Office is the total closing balance of all Users of
previous day.
It should be noted that OB can be corrected for those users for whom the Work Allocation
is made for the current day. If the user A - who had worked on the previous day, had not
tallied his abstract, his wrong balance will affect the next day’s OB. And if on the next
day, user B works in place of A, then Supervisor has to make the work allocation for both
A and B. Then correct the OB of user A and make it zero. Give the correct balance to user
B.
Bag Abstract
In the context of removing the bag ownership and Bulk Bag Transfer, it is important that
Bag Abstract has to be prepared which will show all receipts of Bags and dispatches.
Along with those entries Bulk Bags Transferred and Bulk Bags received will be shown
with which abstract Closing Balance has been arrived at. Supervisor has to check the
Closing Balance figure arrived at in the Abstract and confirm the correctness of the days
work.

10. Troubleshooting SpeedNet 3.1
Error 1: While installing client setup, system asked to be restarted repeatedly saying
‘Some System files old’
• In Windows 2000:
You have to install Windows SP4. If you have installed WinSP4 earlier
and still this problem occurs – then you have to reinstall SP4 again to fix
error.
• In Windows XP:
You have to install XP SP2. If you have installed SP2 earlier and still this
problem occurs – then you have to reinstall the SP2 again.
• You have an old SpeedNet CAB file in the system which is to be deleted.

• If files named SpCL11.CAB, or SpCL10.CAB etc are found in the search,
they have to be deleted from the said path. (If the files are found elsewhere
ie., other than the said path, don’t delete them)
Error 3: At the end of SpeedNet Client installation, it gives error “ Path/File Access
Error” as given below.
Configuration :
This is the problem created by an old SpeedNet CAB file which existed in the
system while installing the new SpeedNet client. To solve it, do the following.

register Utilities.dll file and then check the configure printer option.
Delivery Options:
o When such message appears, in that message box itself, there is option to give
the SQL Password. Type the password and then tick the Trusted Connection
check box which is available therein. Thereafter this error will not repeat.
This is a OS Level problem. Required system Dll file is corrupt. Hence OS has to
be reinstalled in that client system and install all the pre requisite. Then install
SpeedNet client.

are more than one set is working at the time of closing the bag.
• As deposit bag articles are checked for its disposal status, the process will
access all the tables which are being used by the other sets for their operation
and hence results in some wait time.
• Normally Deposit Bags are closed when the work of the set is over and hence
in offices where there are no overlapping set timings exist, there will be no
delay.

• While uploading it gives error - “Some Problem in Connecting Point of
sale Database file(Counter.mdb)”
o Share the Point Of Sale Server folder in the server system with full permission
to everyone. This will solve the problem.
Closing bag –
Since the release of version 3.1, while closing the bag, ‘Article Existence in database’ -
check is made optional. If the Office has not selected this option, in such offices, Article
when scanned here, is not checked in the database for its collection.
This is done with a view to avoid the delay in article scan which takes much time in doing
this check. Instead, while clicking on Finish button to close the bag, it will check whether
all articles are actually in the database or not, if not, it will raise the error as ‘Invalid
Article number’. Such articles have to be collected in the system and then the bag has to
be closed. Operator can use Back button to come out of the close bag option and select the
appropriate collection of article option and collect it. Now once again open the Close Bag
option and close it.

If any office wants the checking to be done at the time of scanning itself, they can enable
the Article Check option or scan bag option.
Dispatch of Bags:
• While dispatching the Bags, each and every bag has to be scanned which
is not possible in bigger offices:
Use Tools->Mail List Configuration option and configure the bag for its Mail
List destination. While dispatching the bags, select the Mail List destination and
click on Fetch. All the Bags closed to that destination will be displayed which can be
checked and then shown as dispatched in the package. Once bags are dispatched,
you may generate the Mail List in the package.
• While Closing Transit Bags, each and every bag has to be scanned which is
not possible in bigger offices:
Use Tools->Mail List / TB List Configuration option and configure the bags
for its TB List destination. While closing the Transit bags, select the TB List
destination and click on Fetch. All the Bags closed to the configured destination will
be fetched. Now there is no need to scan each and every bag for TB Closure.
Virtual Scanning:
• While Opening a bag at the Destination, Articles are not available even
when Virtual Scanning option is selected.

The following may be the reasons for not getting the article details.
o Before opening the Bags, call the Central Server to get the Bag Messages.
If the Bag Messages are not received, virtual scanning will not happen.
o Under View-> Bags Received option, View the Bag Messages Received
Report and confirm whether Bag Messages are received or not.
o If the Bag Messages are not received through the destination offices that
means the destination office has not closed the bag through SpeedNet
package or the bag message of their office is not transmitted to central
server.
o Bags would have reached the Destination before the Message could reach.
BNPL Related:
o In My Office details menu option in Supervisor menu, select the check box
BNPL Billing is done in this Office.
o For the City to which the Express Parcel is booked, should have the correct
the Distance slab. Supervisor has to configure the Distance Slab under
BNPL-> BNPL Configuration option.

o While Installing SpeedNet Server component, you will be asked whether
you want to install Flush Data Option.
o If it is selected, you will need to Flush Data before taking any Report. Else
the Report shown will not be correct.
Provision is made in Version 3.1 to delete those duplicate articles from Bill in
Supervisor Menu option BNPL->Delete Duplicate Articles. Please read the details of
this option fully to take care of the data.
