2.1 All IFR aircraft flying out of the airway and all VFR aircraft, entering a civil or military TMA
shall establish direct radio contact with the TMA control unit at least 10 minutes prior to the TMA
boundary and forward the following information:

a) Point of TMA entry and estimated time over the boundary,


b) Flight level and flight conditions,
c) ETA at destination aerodrome if the destination aerodrome is within the TMA, or the
ETA at point of TMA exit if transversing the TMA.
d) Route portion to be flown within the TMA.

2.2 Aircraft not equipped with radio shall not in any event enter a military TMA unless prior
permission is obtained from the unit controlling the TMA.

1. RULES APPLICABLE TO ALL IFR FLIGHTS

Aircraft shall be equipped with suitable instruments and with navigation equipment appropriate
to the route to be flown.

Except when necessary for take-off or landing or when specially authorized by the appropriate
authority, on IFR flight shall be flown at a level that is not below the minimum flight altitude established
By the State whose territory is over flown; or where no such minimum flight altitude has been
established;
a-) Over high terrain or in mountainous areas, at a level which is at least 2000 FT (600 m)
above the highest obstacle located within 8 KM of the estimated position of the aircraft,
b-) Else where than as specified in a) at a level whic is at least 1000 FT ( 300 m ) above the
highest obstacle located within 8 km of the estimated position of the aircraft.

NOTE: The estimated position of the aircraft will take account of the navigational accuracy which can
be achieved on the relevant route segment, having regard to the navigational facilities available on the
ground and in the aircraft.

1.2.1 Flights shall be conducted in accordance with Instrument Flight Rules when operated
within or Above the RVSM airspace.

Therefore, flights operating as General Air Traffic (GAT) within the Ankara FIR and İstanbul
FIR at or above FL290, as described in 2.1 shall be conducted in accordance with the Instrument
Flight Rules.

1.3.1 An aircraft electing to change the conduct of its flight from compliance with the
İnstrument flight rules to compliance with the visual flight rules shall, if a flight plan was submitted,
notify the appropriate Air Traffic Services unit specifi
