CONCERNING
PROTOCOLS ON THE PREVENTION OF THE TRANSMISSION OF CORONA VIRUS
DISEASE (COVID-19) IN SERVICE AND TRADE SECTOR WORKPLACES (PUBLIC AREAS)
IN SUPPORT OF BUSINESS CONTINUITY

In supporting the continuity of service and trade sector businesses (public areas) during the
Corona Virus Disease 2019 (COVID-19) pandemic, it is necessary to issue regulations on the prevention of
COVID-19 transmission so that workplace managers, business people, employees, customers/consumers,
and communities involved in the service and trade sectors (public areas) are able to adapt to changes in
living patterns during the COVID-19 situation (New Normal). The implementation of these protocols is
expected to minimize the risks and impacts of the COVID-19 pandemic on service and trade sector
businesses (public areas) where there is potential for transmission of COVID-19 due to the gathering of
large numbers of people in one location.
This Circular Letter is intended to enhance support and cooperation across sectors, as well as
between Regional Governments, business communities, and all relevant stakeholders in an effort to
prevent the transmission of COVID-19 in service and trade sector workplaces (public areas).
In view of the following provisions:
1. Law Number 4 of 1984 concerning Communicable Diseases (State Gazette of the Republic of
Indonesia of 1984 Number 20, Supplement to the State Gazette of the Republic of Indonesia
Number 3237);
2. Law Number 24 of 2007 concerning Disaster Management (State Gazette of the Republic of
Indonesia of 2007 Number 66, Supplement to the State Gazette of the Republic of Indonesia
Number 4723);
3. Law Number 36 of 2009 concerning Health (State Gazette of the Republic of Indonesia of 2009
Number 144, Supplement to the State Gazette of the Republic of Indonesia Number 5063);
4. Law Number 6 of 2018 concerning Health Quarantining (State Gazette of the Republic of Indonesia
of 2018 Number 128, Supplement to the State Gazette of the Republic of Indonesia Number 6236);
5. Government Regulation Number 21 of 2020 concerning Large-Scale Social Restrictions in the
Context of Expediting the Handling of Corona Virus Disease 2019 (COVID-19) (State Gazette of the
Republic of Indonesia of 2020 Number 91, Supplement to the State Gazette of the Republic of
Indonesia Number 6487);
6. Presidential Regulation Number 68 of 2019 concerning the Organization of State Ministries (State
Gazette of the Republic of Indonesia of 2019 Number 203);
7. Presidential Decree Number 11 of 2020 concerning the Declaration of the Corona Virus Disease
2019 (COVID-19) as a Public Health Emergency;
8. Presidential Decree Number 12 of 2020 concerning the Declaration of the Non-Natural Disaster in
the form of the Transmission of Corona Virus Disease 2019 (COVID-19) as a National Disaster;
9. Regulation of the Minister of Health No. 9 of 2020 concerning Guidelines on Large-Scale Social
Restrictions in the Context of Expediting the Handling of Corona Virus Disease 2019 (COVID-19)
(State Gazette of the Republic of Indonesia of 2020 Number 326);
10. Decree of the Minister of Health No. HK.01.07/Menkes/247/2020 concerning Guidelines for the
Prevention and Control of Corona Virus Disease 2019 (COVID-19).

In this regard, it is hereby conveyed to all Leaders of Business Sector Promoting Ministries, Regional
Heads, and Workplace Managers to instruct all levels of their respective units/organizations to
implement health protocols in preventing the transmission of COVID-19 for workplace managers,
business people/consumers and employees in the service and trade sectors (public areas) during and
after the Large-Scale Social Restrictions (PSBB) period in the context of expediting the handling of COVID-
19, as follows:
1. Workplace Manager/Business people in the service and trade sectors (public areas) are to do the
following:
a. Carry out regular cleaning and disinfection in work areas and public areas (including
disinfecting public facilities that are often touched by members of the public every 4 hours).
b. Provide adequate hand washing facilities that are easily accessed by employees and
consumers/business people.
c. Ensure that employees understand how to protect themselves from the transmission of
COVID-19 with Hygienic and Healthy Behavior (PHBS).
d. Check the body temperature of all employees before they start work as well as
consumers/business people at entrances. If an employee is found to have a temperature
above 37.30C (2 checks with a gap of 5 minutes), they are to be denied entry and asked to
undergo a health examination.
e. Make the wearing of masks mandatory for all employees and visitors.
f. Install information media to remind employees, business people, customers/consumers and
visitors to adhere to the provisions on physical distancing restrictions and handwashing with
soap and running water/hand sanitizer, as well as to remain disciplined in wearing a mask.

g. Enforce physical distancing restrictions of at least 1 meter:
1) Place special signs on the floors of areas crowded with employees such as changing
rooms, lifts and others to signify the distance that employees should keep away from
each other.
2) Regulate the number of employees entering the workplace so as to facilitate the
application of physical distancing.
3) Regulate work tables and seating so as to maintain a distance of at least 1 meter
between them.
h. Seek to minimize contact with customers:
1) Use a partition (for example, plexiglass) on tables or counters as additional protection
for employees (cashiers, customer service personnel and others).
2) Encourage the use of non-cash payment methods (contactless and without shared
payment instruments).
i. Prevent the crowding of customers, which can be done as follows:
1) By controlling the number of business people/customers who are able to enter a
retail facility as a way of restricting access and avoiding crowding.
2) By implementing a queuing system at entrances in which a distance of at least 1
meter is maintained.
3) By placing signs on floors to help people obey physical distancing restrictions,
especially in the most crowded places such as cashier and customer service areas
4) By taking orders online or via phone as a way of minimizing in-person meetings with
customers. If possible, provide delivery services or take away services.
5) By establishing service hours in accordance with the policies imposed by the local
government concerned and in line with the prevailing laws and regulations.
2. Employees are to do the following:
a. Make sure they are in good health before leaving for work. Employees who have symptoms
such as a fever/cough/runny nose/sore throat are advised not to come to work and go to a
health care facility if necessary.
b. Maintain clean hands by washing hands frequently with soap and running water, or by using
a hand sanitizer.
c. Avoid touching parts of the face such as the eyes, nose or mouth.
d. Pay constant attention to physical distancing of at least 1 meter when dealing with a
business person or colleague.
e. Wear special work clothing and change clothes when finished working.
f. Wear a mask when going to and returning from work and also while at work.
g. Take a shower immediately and change clothes before having any contact with family
members at home. Clean mobile phones, glasses, bags and other items with disinfecting
liquid.
3. Consumers/Customers are to do the following:
a. Always wear a mask when in public areas.
b. Maintain hygiene by regularly washing hands with soap and running water, or by using hand
sanitizer.
c. Avoid touching parts of the face such as the eyes, nose or mouth.
d. Pay constant attention to physical distancing of at least 1 meter with others.

The stipulations of this Circular Letter are to be carried out with full responsibility and in
accordance with the statutory provisions.
