RESOURCE GENERATION ALLOCATION AND COST SHARING

National and Local Government working together and pooling resources


to address transport sector needs;

Regular allocation for O&M of new investments;

Asset preservation; and,

PPPs and privatization of public transport operations pursuant to a PPP


policy to be agreed upon by the Government.
PROGRAM AND PROJECT SELECTION

Program and project alignment to overall national development goals,


objectives, thrusts and priorities, and compliance with the country’s
international commitments;

Conduct of adequate studies from a network perspective, convergent


with comprehensive frameworks and plans;

Formulation and periodic updating of the “Philippine Transport System


Master Plan” (PTSMP);

Establishment and maintenance of an open database system; and,

Environment-friendly transport systems and inclusive mobility and


accessibility.
COST RECOVERY AND SUBSIDIES

Cost-based fares and charges to recover, at a minimum, the operational


and maintenance costs net of eligible subsidies; and,

Grant of direct, specific and transparent subsidies or incentives when


justified.
REGULATION OF PASSENGER TRANSPORT SERVICES

Public interest and safety-based regulation;

Designation of routes and areas for public transport operations based on


defined standards;

Grant of privilege to operate in a route or area through a competitive


selection process; and,

Strict enforcement and regular updating of standards on transport


services.
TRANSPORTATION MANAGEMENT IN URBAN AND REGIONAL AREAS

Moving more people than vehicles;

Preference for high capacity public transportation systems in high


passenger density corridors;
Interconnectivity and multimodality among public transport modes with
due consideration of appropriate public transportation hierarchy;
Provision/improvement of modal interchange areas;
Preference for cost-effective mobility management measures;
Travel demand management schemes and traffic engineering solutions;
and,
Development of local transport and traffic management plans in
accordance with land use plans.
SUPPORT TO OTHER ECONOMIC SECTORS

Establishment of a seamless, intermodal tourism, agro-industry and trade


and logistics transport network through Convergence Programs;

Development of a single transport document and one-stop procedures;


and,

Strict enforcement of laws, rules and regulations on the levy of local


taxes, fees, charges and other impositions on the transport of goods and
passengers.
GOVERNANCE AND INSTITUTIONS

Legislative action or administrative reforms to address overlapping and


conflicting functions of transport agencies;

DOTr to work closely with other transport agencies to ensure that all
transport modes are integrated and intermodal; and

Collaboration of all concerned agencies, the LGUs, and the academe.

NEXT STEPS

FORMULATION OF THE IMPLEMENTING RULES AND REGULATIONS OF THE


NATIONAL TRANSPORT POLICY
To be formulated and promulgated through consultative meetings with concerned
agencies, stakeholders and representatives from the academe.

• Contains the guidelines and methodologies in the operationalization of the


strategies and intended policy reforms in the transport sector towards the realization
of the Transport Vision.
• Intends to guide all of Government, in ensuring effective and efficient inter-
government coordination, local government participation and stakeholders’
collaboration in developing the country’s transport system through harmonization of
plans, policies and programs for the transport sector.

The IRR has undergone a series of technical discussions in the Inter-Agency Technical
Committee on Transport Planning (IATCTP) and will be elevated at the technical level
of the Committee on Infrastructure (INFRACOM) for further deliberation.
NEXT STEPS

Philippine Transportation Systems Master Plan

A master plan formulated based on a detailed assessment of the existing national


transport network and the results of a comprehensive analysis of the gaps therein,
to:

• Guide the rational development of an intermodal transport network in the


country through coordinated planning and operation of projects and
programs as an integrated network of intermodal sub-systems

• Promote sub-regional economic cooperation/agglomeration and utilization of


multimodal transport system for more efficient connectivity between
industrial/production areas, major cities, and rural areas

Enhance concerned agencies/institutions’ capacity on the various transport


planning tools and techniques
