p r o g r a m is to a s s u r e a s t r o n a u t s a f e t y by a c h i e v i n g the f l i g h t r e a d i n e s s of a
G L V incorporating the maximum inherent design reliability. A further ob-
j e c t i v e of t h e p r o g r a m i s to a s s u r e a d e q u a c y of t h e G L V Malfunction
D e t e c t i o n S y s t e m (MDS). I m p l e m e n t a t i o n of t h i s p r o g r a m w i l l a l s o p r o v i d e
a s s u r a n c e f o r a c c o m p l i s h i n g the m i s s i o n o b j e c t i v e s . ' T h i s d o c u m e n t de-
s c r i b e s a c o n t r a c t u a l "task" for all a s s o c i a t e c o n t r a c t o r s and a g e n c i e s s u p -
p o r t i n g t h e GLV p r o g r a m at A M R .

Review. This will p r o v i d e a c o n t i n u o u s m o n i t o r i n g e f f o r t c o m m e n c i n g at
time the initial l a u n c h v e h i c l e a r r i v e s a t AMR a n d c o n t i n u i n g through t o
final l a u n c h . The p r o c e d u r e s for t h e s e e f f o r t s w e r e developed a8 a rea
M e r c u r y e x p e r i e n c e a n d a n a l y s i s of G e m i n i r c q u i r e m e n t s .

T h e G L V P i l o t S a f e t y P r o g r a m will e n c o m p a s s a t h o r o u g h e v a l u a t i o n of t h e
l a u n c h v e h i c l e a n d i t s interaction \\.ith t h e l a u n c h c o m p l e x ( i n c l u d i n g AGE) a n d
the Gemini Spacecraft.

T h e P r o g r a m w i l l i n c l u d e i n s p e c t i o n a n d m o n i t o r i n g of t e s t s of t h e l a u n c h
c o m p l e d , a s s o c i a t e d s y s t e m s , and l a u n c h v e h i c l e h a r d w a r e a n d s y s t e m s t o
determine their readiness. The m a t i n g of t h e l a u n c h v e h i c l e a n d t h e s p a c e -
c r a f t will be monitored, and an inspection will be conducted at the interface
area. C h e c k o u t of s p a c e c r a f t s y s t e m s which m i g h t a f f e c t l a u n c h v e h i c l e
f u n c t i o n s w i l l a l s o be m o n i t o r e d .

4. 1 GENERAL

T h e o b j e c t i v e of the Q u a l i t y A s s u r a n c e effort is to assure that the quality,


w o r k m a n s h i p , and r e l i a b i l i t y (which h a v e been i n c o r p o r a t e d into the GLV
d u r i n g p r e c e d i n g p h a s e s ) , a n d c o m p l e t e p r e c e d i n g d o c u m e n t a t i o n are main-
t a i n e d t h r o u g h o u t thp A M R A c t i v i t i e s . T h i s effort w i l l e m b r a c e all GLV
h a r d w a r e (including AGE Ltnd 1,iunch facI1itit.s) a n d d o c u r n e n t a t i o n , and
i n c l u d e s t h e s e l e c t ~ o n ,itientLficCitiun, h a n d l i n g , s t o r a g e , a n d d o c u m e n t a t i o n of
s p a r e p a r t s for the GLV.

A c o m p o n e n t s s u p p o r t t a b l e w i l l be d e v e l o p e d by A s s o c i a t e C o n t r a c t o r s w h i c h
w i l l list t h e p r i m e ( m a n d a t o r y ) s p a r e s r e q u i r e m e n t s f o r t h e G e m i n i L a u n c h
V e h i c l e , ( S e e LSD 1 - 4 2 3 ) . T h i s t a b l e w i l l be r e v i s e d , a s r e q u i r e d . Require-
m e n t s o t h e r t h a n the c r i t i c a l c o m p o n e n t s l i s t e d i n t h e s u p p o r t t a b l e w i l l b e
s u b m i t t e d by t h e C o n t r a c t o r s . A complete s p a r e s inventory, as specified by
t h e a p p l i c a b l e C o n t r a c t o r s p a r e s p r o v i s i o n i n g d o c u m e n t s , w i l l be m a i n t a i n e d .
A p h y s i c a l i n v e n t o r y of the G e m i n i c r i t i c a l c o m p o n e n t s w i l l b e m a d e m o n t h l y
by t h e M a r t i n C o . a n d P T S O p e r s o n n e l . S h o r t a g e s will be r e p l e n i s h e d p r i o r
t o the a r r i v a l of a G e m i n i l a u n c h v e h i c l e a t AMR a n d s t o c k l e v e l s w i l l be

4. 3 . 3 Identification and Storage

All c r i t i c a l s p a r e s which a r e f o r s u p p o r t of t h e G e m i n i P r o g r a m w i l l b e
i d e n t i f i e d s e r i a l l y and by t h e s p e c i a l G e m i n i d e c a l . These critical spares
w i l l be s t o r e d a t AMR in a s e p a r a t e , bonded a r e a . T h e r e c o r d s and d a t a
u s e d t o c e r t i f y G e m i n i c r i t i c a l c o m p o n e n t s p a r e p a r t s w i l l a c c o m p a n y the
r e s p e c t i v e s p a r e p a r t s to AMR. C o m p o n e n t s which b e a r the G e m i n i d e c a l
may not be u s e d on o t h e r T i t a n m i s s i l e s .

4.3 . 4 Replacement Criteria

R e p l a c e m e n t f o r c r i t i c a l c o m p o n e n t s m u s t be s e l e c t e d f r o m e p a r e a w h i c h a r e
identified: 1) serially, 2 ) by a G e m i n i d e c a l on t h e a r t i c l e , 3) by i t s c o r -
r e s p o n d i n g l o g s h e e t , a n d 4) by i t s o p e r a t i o n a l t i m e and l i f e r e c o r d , if
applicable,

A l l d i s c r e p a n c i e s o r d e v i a t i o n s f r o m t e s t o r h a r d w a r e s p e c i f i c a t i o n s must be
r e c o r d e d on the a p p r o p r i a t e C o n t r a c t o r f o r m . A l l d i s c r e p a n c i e s f o r airborne
c o m p o n e n t s w i l l be r e c o r d e d o n the M a r t i n f o r m .

4. 6 2 Reliability P r o b l e m Concurrence

R e 1 ability p r o b l e m s a r e identified f r o m f a i l u r e r e p o r t i n g , failed p a r t s


ana y s i s , reliability design analysis, testing and other information that
indicates the need f o r corrective action to e n s u r e m i s s i o n s u c c e s s . After
a n c l y s i s a n d r e s o l u t i o n of a n i d e n t i f i e d f a i l u r e by t h e a p p r o p r i a t e c o n t r a c t o r ,
t h e f a i l u r e a n a l y s i s r e p o r t w i l l be p r o v i d e d t o t h e 6555th A T W I A e r o s p a c e l
A M R O by S S D / A e r o s p a c e P r o g r a m O f f i c e s .

T h e Working T e a m s m u s t have s a t i s f a c t o r y a s s u r a n c e that the reliability


p r o b l e m s c o u l d not p r e v e n t a s u c c e s s f u l countdown a n d l a u n c h .

5. 1 GENERAL

T h e F l i g h t R e a d i n e s s caffort w i l l p r o v i d e p o s i t i v e c o n t r o l o v e r AMR G L V
activities (including the s p a c e c r a f t i n t e r f a c e ) , and will d e t e r m i n e the flight
r e a d i n e s s of t h e 1.aunch v-eliicle and i t s c o m p a t i b i l i t y w i t h the l a u n c h c o m p l e x ,
AGE, and spacecraft. I n c l u d e d in t h i s e f f o r t a r e a c t i v i t i e s of the W o r k i n g
T e a m s , Interface Committee ~ Active Rt,\riew T e a m , and the Status Review
Team.

5. 2 WORKING T E A M S

A c t i v i t i e s a t t h e w o r k i n g l e l - e l a r e dirrided i n t o a r e a s s u c h a s a i r f r a m e ,
p r o p u l s i o n , e l e c t r i c a l , e t c . , p e r Appendix A. A t e a m w i l l be a s s i g n e d t o

S i t e O f f i c e ( P T S O ), a n d a p p r o p r i a t e A s s o c i a t e C o n t r a c t u r ( s ) . NASA r c p r e -
s e n t a t i v e s a r e inreited a s o b s e r i r e r s d u r i n g the w o r k i n g t e a m a c t i v i t i e s . The
C h a i r m a n of e a c h t e a m w i l l be the A e r o s p a c c / A M R O m e m b e r who w i l l s u b m i t
t h e f i n d i n g s a n d / o r r e c o m m e n d a t i o n s t o t h e A c t i v e R e v i e w T c a m ( A R T ) . It
w i l l be t h e r e s p o n s i b i l i t y of t h e s e t e a m s t o obser1-e and monitor a c t i v i t i e s in
t h e i r r e s p e c t i v e a r e a s , to a n a l y z e r e s u l t s of a l l t c s t s and p r o g r e s s of t h e
l a u n c h p r o g r a m , and t o r e v i e w and s i g n off p r o c e d u r e s upon t h e i r c o m p l e t i o n .
T h e t e a m s w i l l a l s o m a k e r e c o m m e n d a t i o n s to the ART r e g a r d i n g p r o b l e m s
encountered during testing. T h e C1:airman will document all working t v a m
meetings, and submit reports.

T h i s t e a m w i l l c o n s i s t of AMR r e p r e s e n t a t i v e s f r o m NASA, 6555th ATT&',


A e r o s p a c e , McDonnell, M a r t i n / M a r i e t t a , and P T S O . T h e NASA m e m b e r
w i l l be t h e C h a i r m a n . T h e f u n c t i o n s of the t e a m w i l l be t o a s s u r e q u a l i t y o f
