Presentation on Sketch Plan for 3400 Hartzdale Drive
Plan was presented to Planning Commission two weeks ago, and plans have been on the web site Tim Harrison, developer from Staten Island, NY. Lived in Wormelysburg 1900- 99. Main entrance to the store is off of capital city mall drive Proposing new traffic signal at the intersectin of Hartzale Drive and Capital City Mall Drive Stormwater retention pond will be behind the store Wetlands will not be impacted. "We won't be developing anywhere near them." Are not developing in the floodway Columns will be placed in the floodplain to support the cantileve parking deck. Claim they will not be an obstruction to flood waters. Will be asking for no zoning variances for the development Major issue for neighbors is sound and light impac on the quality of life for the neighbors. Began a dialogue. Intention is to proceed ia collaborative and consructive way. Support columns in the floodplain are concrete Screening trees at rear of store can not be saved, per Harrison, in order to build the deck. Harrison said wall at rear of store will have to be higher than eight feet high. I can't make this invisible, but I will do my best, said Harrison When asked if trucks will be idling all night long, Harrison said will not. Harrison said this store is a new prototype store for Walmart, in response to Comm. Black question. Engineer said last prototype store had a 50-50 split between groceries and goods. No final floor plan, though. Comm. Black asked about the entrance off Hartzdale Drive. It is possible that that entrance may be eliminated in the preliminay plan. Comm. Black asked where distribution routes wil come from. No idea yet. Tha will come in preliminary plan. Mean elevation for store site is 395'. Elevation of Glenwood varies from 395' to 380'. Black asked for cross sections showing relative height of store and the homes on Glenwood and the screen wall. Harrison will plan to review those cross sections with the home owners prior to coming to the township. Comm. Black said concept of columns in the flood plain is a sound concept. Traffic report will be done within two weeks. Developer has met warrant for the new traffic signal. Plan will widen Hartzdale Drive minimally at the intersectin with Capital City Mall Drive. No physical improvements planned for Gettysburg Road and Hartzdale Drive intersection, only timing with the new signal. Harrison has not presented plan to Capital City Mall, but plan to. Distance is 150' from deck to the closest property line, approximately. Comm. Titzel asked question re lighting. Engineer asked Walmat re LED lighting. No specififs yet re pole height. Lights will be shielded, standard shoe box lights with shielding along the property line. Harrison said there are no exterior speakers. Engineer says no tire and lube express, also no outside garden center.

Walmart is asking for the flexibility to run the store as a 24 hour store, but no final determination made yet by Walmart, said Harrison. When will we know the facts? With submission of preliminary plan. When will we have that plan? No answer Asking commissioners to hold Walmart's feet to the fire to get facts so intelligent questions can be asked. Harrison: Walmart changes its mind a lot. Learned that by working with Walmart over the years.

Is there an ordinance against overnight parking in retail parking lots? John Eby - if store is open, people can park there. We don't regulate hours store is open, so if the store is open, there is no regulation Does Walmart encourage overnight parking in the lots? We have no designated parking spaces for RVs in this lot.

Thought traffic study would not be completed until after construction. Now hearing study almost done. Point is that traffic now cannot be accurate because of tbw construction, and because it is not December. Will the study accurately depict what we are in for? Did one set at end of 2009' and then an additional set in April or May of 2010. Used multiple sets of accounts. Fence. Asked for residents of Glenwood have significant input into the design of the fence. Comm. Black, how long will preliminary plans require? Why not just come back with the cross sections? Engineer willing to do that, as long as Walmart vets them. Will take better part of a month to get those cross sections done. Hopefully back to township with plans within two months.

How do we get more answers? Commissioner said that the time to ask questions is now. So how do we know what questions to ask if Walmarr doesn't have any more facts now? What do we do now? Comm. Young suggests to send questions directly to the commissioners so they can be asked. "The more input we get from you and the rest of the township, the more information we have to act on what we get from the planning commission," Young said. Comm. Titzel asked for who should receive the questions. Questions should be sent to Engineer Dan Flint. Harrison asked to also receive questions directly from residents. Will leave his business cards with his email address. Manager Vernau indicated township staff should not be left out of that process. Comm. Black: "Your ability to ask questions never really ends."

Do you need all the entire planned deck? Do you really need the whole deck? Engineer said the deck does not go beyond the sewer manholes in the floodplain. Is looking to reduce the point of the angle on the cantilever deck.

Ingress/egress on Hartzdale Drive, why would he put the cut out on Hartzdale Drive Mgr. Vernau said that staff could not find any records that the township told Forbes to not use that entrance. Searched back for years. Comm. Black said that Forbes was interested only in security.
Jim Ramsey 1752 Olmstead Way West, Cliffs
The spelling on the street sign is incorrect, and we'd like to get it changed to Olmsted. Is president of the association in the Cliffs. Emailed residents last year. Named after Marlin Edgar Olmsted. Somebody changed it incorrectly on a plan at some point. What would next steps be? Need a signature from all the residents indicating the name can be changed. Can be sent in.
