The following procedure will be followed for building renovations and cabinet building requests:

1. If an independent contractor is utilized, the requisition for a purchase order shall be made
by the Maintenance Supervisor. A formal bid process shall be required if the total cost of
the project is in excess of the statutory minimum set by the legislature.
2. Any item that needs to be attached to or modifies the physical structure of a building shall
be reviewed with the Maintenance Supervisor, i.e. renovation, painting, attachments,
cabinet construction and cabinet purchase.
3. If regular maintenance employees will provide the labor the request shall be made
through the Maintenance Supervisor.
4. If a non-maintenance employee will perform the labor, then the Maintenance Supervisor
will request the project.
a. If #1 above applies, the principal, supervisor, or director will complete a work order
requesting the project to be done. A public works license shall be required for all
projects unless exempt under applicable Idaho law. A formal bid process shall be
required if the total cost of the project is in excess of the statutory minimum set by the
legislature.
b. If #2 or #3 above applies, the principal, supervisor, or director will submit the project
to the Maintenance Supervisor for review and request for quotes. All quotes/bids
submitted by contractor must state contractor is responsible for all sales tax. The
Maintenance Supervisor will consider other alternatives for cost effectiveness.
c. When the project is approved, the principal, supervisor or director will be notified by
the Maintenance Supervisor. The Maintenance Supervisor will be responsible for the
time sheet if an employee performs work.
d. If the project is a construction class project, the teacher will consult with the
Maintenance Supervisor prior to writing a proposal for the project. This proposal will
be reviewed by the school principal who will submit the reviewed proposal to the
Superintendent for Board approval.
5. All construction and renovation projects must have a completed “Agreement and
Conditions Contract” on file.
a. If the regular maintenance type contractor does not have workers compensation, then
they are charged 3.48 percent of the total bill to cover the cost of the compensation
carried by the district.
b. If the construction contractor does not carry workers compensation then the bill will
be divided by 50 % and then multiplied by 12.65% for workers compensation.
