Dear Cleveland Office for Civil Rights:

Michigan Technological University (University) is required to enforce Title IX’s


prohibition of sex discrimination as a condition of receiving federal financial assistance.
The University regularly certifies to the Department of Education that it is enforcing
Title IX, and yet the University discriminates on the basis of sex in violation of Title IX
for a number of programs and scholarships. Details on those Title IX violations are
provided below.

1. The University’s Junior Women in Engineering (JWIE) program as the program name
indicates is a discriminatory single-sex, female-only, no males allowed program that
provides “an opportunity for academically talented young women in grades 6-8 to
explore a variety of disciplines, including mechanical, electrical, chemical, civil, and
environmental engineering.” In violation of Title IX, this program illegally excludes and
discriminates against “talented young men in grades 6-8” on the basis of sex. This
annual program will next be offered by the University on its campus July 18 - 24, 2021,
and July 25 - 31, 2021. The program website clearly states the illegal eligibility
restriction: “For: Women grades 6-8.” Note also the University does NOT offer a
male-only equivalent program, e.g., “Junior Men in Engineering (JMIE).”

2. The University’s Women in Computer Science (WICS) as the program name indicates
is a single-sex, female-only, no males allowed “week-long discovery of this fascinating
field” that is restricted to female participants. The program website clearly states the
discriminatory eligibility requirement: “For: Women grades 9-11.” Further, the
program website says “Spend time with other smart, young women [but NO smart,
young men] interested in computing.” In violation of Title IX, this program operates
exclusively for women and illegally excludes and discriminates against young men on
the basis of sex. This is an annual program that will next be offered by the University on
its campus from June 27 - July 3, 2021. The University does not offer a male-only
equivalent program, e.g., “Men in Computer Science (MICS).”

3. The University’s Women in Engineering (WIE) program as the program name


indicates is a single-sex, female-only, no males allowed program that operates
exclusively for “Women in grades 9-11” and illegally excludes and discriminates
against men in grades 9-11 on the basis of their sex in violation of Title IX. This is an
annual program that will next be offered by the University on its campus August 1 - 7,
2021. The University does not legally accommodate male students in grades 9-11 with a
“Men in Engineering (MIE)” program.

4. The University’s Women in Automotive Engineering (WIAE) program as the program


name indicates is a discriminatory single-sex, female-only, no males
allowed “competitive scholarship program that provides an opportunity for talented
young women [but NOT talented young men] to explore engineering careers in
the automotive industry…” Eligibility for this program is restricted to “Women in grades
9-11” and will next be offered August 1-7, 2021. In violation of Title IX, male students
are illegally excluded from this program and discriminated against on the basis of their
sex. The University does not offer a male-only equivalent program, e.g., “Men in
Automotive Engineering MIAE” program.

5. The University’s Joyce Caylor Lyth Memorial Endowed Scholarship is a single-sex,


female-only, no males allowed “opportunity for women [but not men] studying in
the School of Business and Economics at Michigan Technological University.” Eligibility
for this discriminatory scholarship is restricted to “female residents of Michigan’s
Upper Peninsula.” Male residents of Michigan’s Upper Peninsula are illegally excluded
from this opportunity on the basis of sex in violation of Title IX.

6. The University’s Linda J. Horton, CPA Scholarship is a single-sex, female-only


“opportunity for women [but not men] studying in the School of Business and
Economics at Michigan Technological University.” Eligibility for this discriminatory
scholarship is restricted to “female [but not male] students in the School of Business
and Economics.” In violation of Title IX, male students are illegally excluded from this
scholarship opportunity on the basis of their sex.

7. The University’s Pioneering Women in Business Scholarship as the name indicates is


a single-sex, female-only, no males allowed “opportunity [exclusively] for women
[but not men] studying in the College of Business at Michigan Technological
University.” The University website says that “The scholarship supports female [but
not male] leaders who embrace hard work and embody strong ethics.” Further, the
website states that this funding “Supports female students in the College of Business.” In
violation of Title IX, this discriminatory program illegally excludes males and
discriminates on the basis of sex. There is no male-only equivalent funding, e.g.,
“Pioneering Men in Business Scholarship.”

In violation of Title IX, the University’s seven single-sex, female-only, no males allowed
programs and scholarships above illegally discriminate on the basis of sex. Please
investigate the University for multiple violations of Title IX’s prohibition of sex
discrimination, including sex discrimination against males.
