Criteria and Standards of a Research University (RU)

Pre-requisite for an RU

In the move towards gaining an RU status, it is imperative that the

performance of the local universities be monitored and audited so that
the RUs can be benchmarked against internationally well renowned
universities. It is also imperative that the criteria designed would
address the philosophy, vision and objectives of being an RU and the
standards are met. In designing the criteria, assumptions have to be
made regarding the pre-requisites for an RU. These pre-requisites
include the following:

- Governance

The RUs shall have a new governance which is autonomous with respect to decision making and financial
disbursements.

- Directions

The RUs shall have an overall research master plan with specific blueprints (comprising the division, mission and action
plan) for identified research thrust areas.

- Culture

The RUs must practice integrative and collaborative research which involves multi-disciplinary teams, knowledge and
networking at internal, international and international levels. There must also be motivation and zeal, demonstrating
high level of research integrity in terms of ethic and values.

- Infrastructure

It is essential that the RUs must have excellent equipment which are fully operational and calibrated, physical facilities
that meet safety and quality standards (accreditation to GLP/ISO 17025), and library facilities (minimum collection of 1
million title). In addition, the RUs must have adequate supporting facilities including networking and shared facilities,
service centers, recreational centers, and access to high-end research facilities.

- Critical Mass of Researchers

The RUs must have quantity in term of critical mass, such as research managers, researchers, research officers and
support staff, including postgraduates and students. In addition, the academic staff in RUs must also be high quality in
terms of qualification, research experience, recognition/awards and stewardship at national and international levels.

- Leadership

It is imperative that the leadership of RUs have the capacity with attributes such being visionary, foresight, proactive,
motivating and facilitating, responsible, accountable, with entrepreneurial capabilities and willingness to take risk.

- Environment

The physical, administrative, and entrepreneurship environment of the RUs must be highly conducive to achieve an
intellectual ecosystem in order to meet the objectives.

- Dissemination

The RUs must offer academic programmes that stress on post graduate teaching and short courses/training. In terms of
research, the RUs must have facilities for technology transfer and technology licensing. In addition, in terms of services,
the RUs must give priority to consultancy, research contracts, and training contracts.

- Finance

The RUs must be able to secure consistent funding to enable sustainability of and impact from diversified resources
including research grants, contract fees, student fees, and gifts/endowment. In terms of financial management, the RUs
must have a quality system of finance disbursement, expenditure, and general administration. The RUs must also have
an excellent system of monitoring and auditing.
