Proposed road brings up concerns for Kincaid Forest residents

During a March 1 public information meeting at Cool Spring Elementary over the county’s
Government Support Center amended plan, residents brought up their concerns over a new road
that would directly affect traffic through their neighborhood.

Included in the plan, is more than 600 acres of land where the county will put the Philip A.
Bolen Park. The remaining land will house a new Government Support Center that will include
a juvenile detention center, warehouses, new training centers, and other governmental offices
and facilities.

The new road is proposed is to go through Kincaid Forest along Kincaid Boulevard, which is now
a dead end. The new road is to link Sycolin Road to a new entrance on Route 7.

Residents of Kincaid Forest are strongly against the additional road because it would create more
traffic.

The new road, Crosstrail Boulevard, is set to connect Sycolin Road to Route 7 in the long run of
the projected plan. The next step of building Crosstrail Boulevard is to connect it to an expanded
Kincaid Boulevard to defer traffic to Battlefield Parkway, before the full connection to Route 7 is
completed. By doing this, it will increase traffic flow throughout the Kincaid Forest neighbor.

“Hopefully the two communities will work together,” Burk said.

“If they only build it half-way, Kincaid will just be subject to commuter traffic. The issue is the
order in which they build the road,” Quinn said.

“This is a community road for us. It’s a residential road, where our kids are on daily. Kids are on Twitter

going to get hit. Their safety needs to be considered first,” Doug Singel, resident of Kincaid
Forest, said.

“Y ou have hundreds of government workers plus the park and then the park and ride. That will
have tremendous effect on these communities. I think this is a planning mess,” Ken Reid,

The final plan, which isn’t concrete, will not be finished until 2016 or 2017.

“It’s not going to happen in a two-year period, maybe in 10. Some may not even be built,” Mark
Hoffman, a civil engineer for Loudoun County, said about the roads and the proposed

Both Tavistock Farms, which would also be affected by the increase of traffic flow with the new
road, and Kincaid Forest residents voiced similar concerns about safety issues, traffic flow and
the effect the road would have on the current park and ride lot. Crosstrail would also serve as a
road for people who use the park and ride lot.

Y es, I was taught not to play in the street I was a kid. But that didn’t stop a
middle school student from being hit by a car & killed when I was a kid. Kids are
kids and accidents happen—we adults are responsible not only for teaching our
kids how to be safe, but also for setting up a safe environment. Y es, Kincaid is

What’s really ‘dumb’ here is the county wanting to spend millions to extend Hom e & Garde n Soon Soon

Kincaid and Crosstrails just to service a juvenile detention center. Would it not
be cheaper to just put the detention center somewhere else where there is road
access? I don’t fault Burk or Reid for trying to help. This is what they were
elected to do

The Kincaid Blvd extension will not make it easier to get to Wegmans. There is
NO PROJECT and NO MONEY to build Crosstrail through to Rt 7 and
Wegmans.

Many residents of Kincaid Forest knew & understand that Kincaid Blvd would be
extended with increased traffic. The issue is building only PART of Crosstrail.
Once Crosstrail is built all the way between Rt 7 and Sycolin, it will be the
preferred route. By building only the lower part of Crosstrail, this plan sets up
