11. SAFETY TRAINING ANDCOMMUNICATION
11.1.1 ACPL maintains a safety training program that ensures that personnel
are trained and competent to perform their SMS duties. The staff is
given on the job training by his superiors and is told the importance of
theSMS.
11.1.2 Safety promotion sets the tone that predisposes both individual and
organizational behavior and fills in the blank spaces in the
organization’s policies, procedures and processes, providing a sense
of purpose to safety efforts and contributing to the development of a
positive safetyculture.
11.1.3 The safety manager should provide current information and facilitate
training relevant to specific safety issues encountered by
organizational units. The provision of training to appropriate staff,
regardless of their level in the organization, is an indication of
management’s commitment to an effective SMS. Safety training and
education curricula should consist of thefollowing:
a) Organizational safety policies, goals andobjectives;
b) Organizational safety roles and responsibilities related
tosafety;
c) Basic safety risk managementprinciples;
d) Safety reportingsystems;
e) Safety management support (including evaluation and audit
Programs);
f) Lines of communication for dissemination of safetyinformation;
g) A validation process that measures the effectiveness of
training;and
h) Documented initial indoctrination and recurrent
trainingrequirements.
11.1.4 Safety training within ACPL, it is ensured that personnel are competent
to perform their safety-relatedduties.
11.1.5 The training should include the organization’s safety policy, safety
roles and responsibilities, SMS principles related to safety risk
management and safety assurance, as well as the use and benefits of
the organization’s safety reporting system(s).

11.1.6 TrainingDuration

Safety Manager : The Manager safety shall undergo a complete five


days training programme based on ICAO SMS framework.
The programme in minimum shall cover the following SMS modules in
detail, defining :
a. Policies, Procedures, Practices, Planning, and implementation of
SMS
b. Hazard reporting procedures, Hazrad identification, risk evaluation,
Risk matrix Preparation
c. Safety assurance, continuous improvement, management of
change, safety promotion and education,
d. Procedures in incorporting regulations governing civil aviation
safety.
The provision of appropriate training to all staff is an indication of
managements commitment to an effective safety managemet
system.
11.1.7 Topics to be covered in Training
a. Are able to appreciate what occurences qualify for reporting (list of
reportable occurrences)
b. Know the overall process of reporting and investigation and in
particular what their roles consist of,
c. Are able to use reporting forms (including electronic tool)
d. Are aware of the advantages of high levels of reporting
e. Are aware of the consequences of gross negligence of criminal acts
f. Are aware of provisions that ensure confidentiallity
g. Are aware that honest mistakes do not lead to disciplinary initiatives.

Managers and supervisors: Safety training for managers and


supervisors should address safety responsibilities, including
promoting the SMS and engaging operational personnel in hazard
reporting. In addition to the training objectives established for
operational personnel, training objectives for managers and
supervisors should inlude

a. Detailed knowledge of the safety process


b. Hazrad identification and safety risk assessment and mitigation
and change management

c. The training contents for supervisors and managers should include
safety data analysis.

Senior management and Accountable manager:


The training session should include
a. Safety responsibilities including compliance with national and
organisational safety requirements
b. Allocation of resources ensuring effective inter-departmental
safety communication and active promotion of the SMS
c. In addition to the objectives of the two previous employee
groups, safety training for senior managers should include
safety assurance and safety promotion, safety roles &
responsibilities, and establishing acceptable levels of safety.
d. Lastly safety training should include special safety training for
Accountable Manager. This training session should be
reasonably brief (it should not exceed one-half day) and it
should provide Accountable manager with a general awarness
of the organisation’s SMS, including SMS roles and
responsibilities, safety policy and objrctives, safety risk
management and safety assurance.

Training should be carried out by an approved organization and


duration of training would be 1/2 Days for Accountable Executive; 5
days for SMS Manager; 2 Days for QM & for operations staff. SMS
Manager will be responsible for maintaining training records.

11.2 Safety communication


All ACPL’ personnel have been given soft copies and hard copies are
made available at the offices. This step is with an aim to communicate
SMS objectives and procedures to all operational personnel, and the
SMS should be visible in all aspects of the organization’s operations
supporting the delivery of services. The safety manager should
communicate the performance of the organization’s SMS program
through bulletins and briefings.
11.2.1 Safety performance will be more efficient if operational personnel are
actively encouraged to identify and report hazards. Safety
communication therefore aims to:
a) Ensure that all staff are aware of the SMS, including the safety
policies
/objectives;

b) Convey safety-critical information;
c) Explain why particular actions are taken;
d) Explain why safety procedures are introduced or changed; and
e) Convey “nice-to-know” information.

11.2.2 Examples of organizational communication include:


a) Safety management systems manual(SMSM);
b) Safety processes and procedures;
c) Safety newsletters, notices and bulletins, including those directed
towards strategic program, such as behavioral change as part of
modifying/developing a safety culture; and
d) Websites or email.
11.2.3 The safety manager should also ensure that lessons learned from
investigations and case histories or experiences, both internally and
from other organizations, are distributed widely. Communication
should flow between the safety manager and operational personnel
throughout the organization.
