Project Mausam

Introduction
• Project ‘Mausam’ is launched in June 2014.
• This project is to showcase a Transnational Mixed Route (including
Natural and Cultural Heritage) on the UNESCO’s World Heritage List.
• It is implemented under the Ministry of Culture.

• Redefining Cultural Landscapes
• Achieving transnational nomination under World Heritage.

Key points of the project

(1) Provided fund: A fund of Rs. 150,244,502/- was approved by Ministry of


Culture for two years i.e. 2015-16 & 2016-17 out of which Rs. 3,22,02,881/-
was transferred to IGNCA. An amount of Rs.12,26,362/- is utilized. (As of July
2017)

(2) Supporting bodies:


Archaeological Society of India (ASI) is the nodal agency and Indira Gandhi
National Centre for the Arts (IGNCA) is its Research Unit and National Museum
& IGNCA is its Associate bodies.

(3) Core aim: - It aims to understand how the knowledge and manipulation of
the monsoon winds has shaped interactions across the Indian Ocean and led to
the spread of shared knowledge systems, traditions, technologies and ideas
along maritime routes.

(4) Covered countries: The project collates archaeological and historical
research and document the diversity of cultural, commercial and religious
interactions among the 39 Indian Ocean countries.

Science City Scheme

Reference

India ranks third among the most attractive investment destinations for
technology transactions in the world. Thus, technology is a strong priority area
for the government, and it aims to make people science-centric. It is a key
element of economic growth. Science city scheme is an action towards the
same.

Introduction

• It was launched in the year 2017.


• The Science Cities Scheme provides for setting up of Science Cities in all
the states of the country.
• Some Science Cities (Kolkata and Lucknow) have been already set up
by Ministry of Culture through National Council of Science Museums

(NCSM) and some science cities have been set up with financial assistance
from the Ministry of Culture.

Objectives of the scheme

• To portray the growth of science and technology and their applications


in industry and human welfare.
• To popularize and to enhance understanding of science and technology
in cities, urban and rural areas for the benefit of students and for the
common man.

Key points of the scheme

• Area of a science city: A Science city is similar to a Science Centre, larger


in dimension with a focus in frontier areas of Science and Technology and
edutainment and financially self-sustainable.

• Provided facilities: - States desirous of setting up a Science City under


the Science Cities Scheme have to provide land, share the cost of setting up
of facilities and corpus for upkeep and maintenance, and meet other
commitments as per norms of the Scheme.

• Number of visitors required: The primary concern shall be to ensure


that it can draw at least 10 lakh visitors per year for self-sustainability.

• Location of the science city: The location of the Science City should be
either a State capital or a city of the State having a sizeable population of
not less than 50 Lakhs.

• Covered states: The Science Cities Scheme provides for setting up of
Science Cities in all the states of the country is subject to availability of
funds for this purpose.

• Time limit: Time required for implementation of Science City shall be


about 54 months from the start of the construction work.

Scheme 3

Adarsh Smarak scheme

Content:

• Key points of the scheme

Introduction

• The Ministry of Culture aims to promote, preserve and conserve the


cultural heritage of the country. For the same purpose, the Adarsh Smarak
Scheme has been launched.
• The scheme was launched on 26th December 2014 for providing
improved visitor amenities, especially for the physically challenged.
• This scheme comes under the ‘Ministry of culture’.

Key points of the scheme

(1) working process: At first monument is selected as Adarsh Smarak by


the ASI (Archaeological Survey of India) on the basis of the number of tourists
visited. After that Central government gives them special attention in order to
boost international tourism.

*ASI - The Archaeological Survey of India is an Indian government agency
attached to the Ministry of Culture that is responsible for archaeological
research and the conservation and preservation of cultural monuments in
the country.

(2) Number of Adarsh Smarak:

o 25 ASI sites were launched as “Adarsh Smarak” on 26th December 2014.


o 75 more Adarsh Monuments protected by ASI have been identified.
With this a total of 100 monuments protected by ASI are being developed
and maintained as Adarsh Smarak.

(3) Work to be done under the scheme:


o To make monument visitor friendly.
o To upgrade/provide wash rooms, drinking water, signages, cafeteria and
wi-fi facility
o To provide Interpretation and audio-video centers.
o To streamline waste water and garbage disposal and rain water
harvesting system
o To make monument accessible to differently abled
o To implement Swachh Bharat Abhiyan
o To provide safety and protection

Safeguarding the Intangible Cultural Heritage Scheme

Reference

India has a vast basket of living and diverse cultural traditions, traditional
expressions, intangible cultural heritage which need institutional support and
encouragement to survive.
For this purpose, the Ministry of Culture has formulated a Scheme
titled “Scheme for Safeguarding the Intangible Heritage and Diverse Cultural
Traditions of India”, with the objective of revitalizing various institutions or
individuals strengthening, protecting, preserving and promoting the
rich intangible cultural heritage of India.

*An intangible cultural heritage is not physical in nature. Culture, language,


arts, social practices, festive events etc. of a country are called intangible
cultural heritage.

Introduction

• “Scheme for Safeguarding the Intangible Heritage and Diverse Cultural


Traditions of India” was launched in the year 2018.

• Under this scheme financial assistance is given to
the organization/individual so that they may engage in activities/projects
regarding intangible cultural heritage protection.
• The scheme is being implemented through Sangeet Natak Akademi, an
autonomous organization under the Ministry of Culture.

Features of the scheme

(1) Covered domains:


It covers all recognized domains of ICH such as
o oral traditions and expressions, including language as a vehicle of the
intangible cultural heritage,
o Performing arts, Social practices, rituals and festive events,
o Knowledge and practices concerning nature and the universe,
o traditional craftsmanship etc.

(2) Pattern of assistance:


o Assistance under the scheme will be provided in the form of non-
recurring grants, honoraria, infrastructure grants for the survival and
propagation of all forms of ICH.
o Assistance will also be provided for short research and referencing work
of relevance to ICH.
o It also supports initiative of Ministry of HRD in setting up Sector Skill
Councils relating to art under National Vocational Educational Qualifications
Framework (NVEQF).

(3) Eligibility criteria:

o The applicant organisations should have a properly constituted
managing/ governing council/ body.
o For organisations the amount of financial assistance for specific projects
will be up to Rs. 10 lakhs. For individuals, the amount of assistance would
be up to Rs.5 lakhs.
o No fund will be granted for creation of infrastructure and physical assets
under the scheme.

(4) Fund release pattern:


o The grant will be released in three installments - 50% in advance, 25% as
2nd installment after appraisal and balance 25% after completion of the
project.
o The fund release will be done by electronic transfer.

Scheme 5

Junior Heritage Mistri Program

Key points of the scheme

(1) Launched date:


Junior Heritage Mistri Program Launched in 2017.
The scheme comes under the Centre's Heritage Mason programme.

(2) working area of the program:


Under the programme, the government has started training youths on
indigenous building practices, arts and crafts, traditional structures and
knowledge systems, with an emphasis on preservation of heritage
architecture.

(3) Aim of the program:
The construction sector course is aimed at evolving a competent workforce of
skilled masons working specifically at heritage sites with expert knowledge of
traditional building methods.

(4) State chosen for pilot phase:


o Rajasthan was chosen as a pilot State for the scheme in view of its rich
architectural heritage.
o Rajasthan government is raising a new class of masons to help conserve
the State's rich architectural heritage.
