Welcome to MODULE 1 – “Basic Skills & Knowledge”

This module is designed to orient the new firefighter to the apparatus and simple
operations of the Mountville Fire Company No. 1

At the completion of this packet, you should have a basic knowledge of the following:

¾ Apparatus layout.
¾ Terminology used by the Mountville Fire Company No. 1 for our hose loads,
equipment, etc.
¾ Sizes of hose and the proper hose loads.
¾ Obtaining water from a hydrant.
¾ Use and operation of all fire extinguishers carried.
¾ Use and operation of the portable pumps.
¾ Use and operation of the saws and positive pressure fan.
¾ Operation of all lighting equipment, portable and fixed.
¾ The information needed to be obtained on an “Air Assist”, before filling cylinders.
This module is to be completed within the new firefighters 90 day probationary
period.

There is a Preceptor Pool list included with this packet. Any of the personnel on that
list are qualified to sign your packet. At any point in time, you may ask questions, or
give feedback to any of the Preceptors about this process.

At the completion of this module, this packet will be brought to the Training Chief for
his/her review. After being signed off by the Training Chief, you may move on to
MODULE 2 – “Advanced Skills & Knowledge”.

Module 2 -
“advanced skills &
knowledge”

Welcome to MODULE 2 – “Advanced Skills & Knowledge”

This module is designed to help the new firefighter to learn more advanced skills and
knowledge. This module is a secondary module to the Basic Knowledge Module. You
must have completed Module 1 prior to beginning this module.

At the completion of this module, you should be able to do the following:

¾ Pull all pre-connected hand lines and operate them in a safe and effective manner.
¾ Deploy the high-rise pack in a leader line operation.
¾ Deploy all ladders in a safe effective manner to support different fire ground
operations (i.e.: rescue, ventilation, etc).
¾ Demonstrate the proper use of the Thermal Imaging Camera (TIC)
¾ Setup the Engine for a draft site for rural water supply
¾ Deploy and flow all master-stream devices (i.e.: Blitzfire, portable Deck Gun, and
fixed mounted deck gun.
¾ Have a good knowledge of all forcible entry tools, and how to use them.
¾ Stabilize a vehicle with step cribbing and box cribbing.
¾ Proper use of the gas detector and CO detector.
¾ Proper procedures and use of the chimney kit.
¾ Use of the negative pressure fan
¾ Proper use of the foam eductor and knowledge of proper foam application.
¾ Have an understanding of the different stages of fire growth, rollover, flashover
and backdraft.
¾ Have an understanding of ventilation practices
¾ Have a basic understanding of different rescue techniques.

This module is to be completed within the new firefighters first six (6) months, after
completing Module 1.

There is a Preceptor Pool list included with this packet. Any of the personnel on that
list are qualified to sign your packet. At any point in time, you may ask questions, or

Module 3 -
“accountability
system”

Welcome to MODULE 3 – “Accountability System”

This module is designed to help the new firefighter to learn about and become familiar
with the “Accountability System” of the Mountville Fire Company No. 1. This is an
additional module to Modules 1 & 2

At the completion of this module, you should be able to do the following:

¾ Describe the purpose of the Accountability System.


¾ Identify the required parts of the Accountability System.
¾ Describe the differences between Level 1 and Level 2 Accountability, and when
each one is implemented.

This module is to be completed within the new firefighters first six (6) months, after
completing Module 1.

ACCOUNTABILITY SYSTEM
Use of a Personnel Accountability System will provide enhanced personnel safety for the
individual firefighter, and will provide the incident command organization staff an
improved means to track and account for all personnel and their whereabouts within the
danger area, and on the scene.

Definitions:

¾ Accountability Binder – A binder used by the Personal Accountability Officer


(PAO) to display the Accountability Tags in an organized manner.

¾ Accountability System Components – One (1) tag issued by the Lancaster County
Firemen’s Association (LCFA), two (2) tags issued by the Mountville Fire
Company, one (1) unit collection ring for each piece of apparatus, one (1) or more
accountability binders and one (1) or more Personnel Accountability Officers
(PAO).

¾ Accountability Tag – A tag of the laminated type containing a minimum of a photo


of the member, member name, member identification number, company name, and
company identification number.

¾ Danger Area – Any area that requires an SCBA, charged hose line and special
protective equipment clothing or in which a firefighter is at risk of becoming lost,
trapped or injured by the environment or structure. This would include entering a
structure reported to be on fire, operating in close proximity to the structure during
exterior operations, brush/forest fire, confined space or trench rescue, etc.

¾ Level 1 Accountability – The purpose of Level 1 Accountability is to establish a


primary method of accounting for all personnel on a fire ground. A level 1
Accountability System SHALL be implemented on every incident, regardless of its
size or nature.

¾ Level 2 Accountability – The purpose of Level 2 Accountability is to establish a


comprehensive method of accounting for all the personnel on the fire ground. The
Level 2 Accountability organizes personnel in "Companies" and discourages "free
lancing".

¾ Personnel Accountability Officer (PAO) – A Line Officer or advanced Firefighter
assigned to implement and maintain the Accountability System during an incident.

¾ Unit Collection Ring – A device carried on each piece of apparatus, used to collect
individual Accountability Tags from riding personnel, labeled with the Department
name and apparatus ID.

Level 1 Accountability:

1) Upon boarding an apparatus the individual shall remove their Company issued I.D.
tags, separate them and place the GREEN border tag on one ring, and the LCFA
issued tag on the other. The RED border company issued tag stays with you.

2) Level 1 accountability will stay in effect until the apparatus is placed in service and
returned, or Level 2 accountability goes into effect.

Level 2 Accountability:

1) The IC initiates Level 2 accountability when a determination of hazardous


conditions exists. Such conditions may apply to fire conditions, building collapse,
hazardous materials, confined space emergencies, explosion, or anytime SCBA or
special protective equipment shall be worn. The above are only examples and can
not be isolated to the examples so stated

2) When activated the driver/operator of each apparatus will collect their


crewmember ID tags and place them on the Unit Collection Ring. (GREEN border
tag stays on the apparatus). The Accountability Officer’s duty is to collect all ID
tags from all apparatus

3) The Accountability Officer will then collect all of the Unit Collection Rings and
make a report of the Unit location, and the Unit function

4) Personnel that report to the scene in private vehicles shall give their ID tags to the
Accountability Officer

5) Fire accountability is an ongoing process. Sector Officers will continuously keep


the Accountability Officer aware of any changes in unit status or change of
assignment. The Accountability Officer shall keep the IC aware of all changes and
safety concerns

Level 2 Accountability Protocol
(This section is based on MFC SOG #301.01 and #301.02 rev 2002)

Definitions:
¾ PAO: Personal Accountability Officer
¾ PAR: Personal Accountability Report
¾ RIT: Rapid Intervention Team (Opt.) and will be a joint decision between
Command and PAS Officer
¾ Unit: All personnel on a piece of apparatus

Personal Accountability Officer (PAO) Duties:


1) PAO assigned by Command and Staging area is announced.

2) PAO collects all unit collector rings from apparatus.

3) Unit rings are placed on accountability binder.

4) PAO tracks unit location and functions.

¾ New Arriving units MUST report to Staging and assignments will be


assigned by PAO.
¾ Private vehicle personnel must check in with Command and then
report to PAS Officer, in (Staging Area). Individuals will be assigned
to an apparatus or a Phantom Company.

5) *Rapid Intervention Team should be deployed to Command Area (Only


function is to stand-by for a firefighter search and rescue).

6) When building evacuation or lost unit, PAO will complete a PAR check.
*RIT deployed to last known location.
*RIT directions come from PAS Officer.

7) After Unit completes task – Report to PAO (in Staging Area).

8) PAO gives Unit-ID tags back to Unit – Unit goes to Rehab.

9) Unit tags go to PAO once cleared from Rehab. Unit to report back to Staging
area and PAO will place them back on binder.

¾ PAO assigns new duty to unit.

Module 4 -
“SCBA Knowledge”

Welcome to MODULE 4 – “SCBA Knowledge”

This module is designed to orient the new firefighter to the proper use of the Self
Contained Breathing Apparatus (SCBA) system utilized by the Mountville Fire
Company No. 1

At the completion of this packet, you should have a basic knowledge of the
following:

¾ Proper knowledge of all the SCBA components.


¾ Proper Donning and Doffing methods for the unit.
¾ Proper use of the EBBS (Emergency Buddy Breathing System).
¾ Proper emergency procedures event of a face piece failure, regulator failure,
low air problem or depleted air supply.
¾ Proper cleaning of the unit and face piece.
¾ Demonstrate proficiency with the unit in a dark environment.
¾ Be able to Don the unit in 60 seconds or less.
¾ Proper procedures for calling a MAYDAY.

This module is to be completed within the new firefighters 90 day probationary


period.

There is a Preceptor Pool list included with this packet. Any of the personnel
on that list are qualified to sign your packet. At any point in time, you may ask
questions, or give feedback to any of the Preceptors about this process.
