Numerous users use spatial (three-dimensional) models of the terrain to solve information and calculation
problems, analysis, modeling, display of the situation and terrain. Together with electronic maps, they are an
integral part of the cartographic support of existing and emerging control systems, information and calculation
systems. Digital spatial models of terrain (PMM) are essentially a set of digital semantic, syntactic and structural
data recorded on a computer medium, designed to reproduce (visualize) three-dimensional images of terrain and
topographic objects in accordance with the specified conditions of observation (review) of the earth's surface. In
this article, the possibility of developing a spatial-temporal model of the terrain, the technology of collecting,
processing, storing and providing data on road conditions was considered, the tasks that need to be solved for the
successful implementation of the presented project were set. The process of developing the technology of data
collection and classification, methodological approaches for their processing and the concept of the architecture
of a single integrated information system, the architecture of a typical software and hardware complex is
presented. A detailed plan for the implementation of the project in the future from 2020 to 2022 has also been
developed. The expected results of the project are presented.
