Our Team

Catherine A. Jones, President


Ms. Jones has served as a human resources professional for more than 20 during
changing and challenging times in rapidly growing organizations, both Fortune 100 and
public sector. Managing change positively and developing team-oriented approaches that
met the organizations’ goals have been a major focus of her career. She has been
involved in all facets of human resources including recruitment and employment, benefits,
employee training, organizational development, employee and labor relations, risk
management and safety. She holds two bachelor’s degrees, a master’s degree in
industrial/organizational psychology and a teaching credential in the field of psychology.
She taught undergraduate psychology classes for eight years. Through this experience
she fully understands and recognizes the difference between knowledge and applied
knowledge and how this translates into results for your company. Ms. Jones is also a
licensed private investigator and regularly conducts workplace investigations for private
and public agencies, including police and fire departments. She is well-versed in the
Police Officers Bill of Rights and the Firefighters Bill of Rights.

Daniel M. Blumberg, Ph.D.


Dr. Blumberg has more than 20 years of experience as a public safety psychologist and
has provided all facets of clinical and consulting psychological services to numerous public
and private organizations, including the Internal Revenue Service, the Bureau of
Alcohol, Tobacco, Firearms & Explosives, the County of San Diego and the Department of
Defense’s Defense Criminal Investigative Service. He specializes in employment-related
psychological evaluations, psycho-educational training and management consultation. In
addition to his expertise in workplace stress prevention and trauma recovery, Dr. Blumberg
is a renowned authority on undercover police operations and the selection, training and
supervision of undercover operatives. His training program on successful hiring of private
sector and public safety personnel has received widespread praise. Dr. Blumberg is an
adjunct professor at Alliant International University where he teaches a variety of
psychology and forensics courses.
Robert L. Jones, Chief Investigator

Mr. Jones has more than 25 years experience conducting specialized investigations. A
retired police lieutenant, his career with three agencies was punctuated with leadership
roles in various specialized assignments where he conducted investigations in narcotics,
backgrounds and internal affairs and included work in workplace violence prevention, risk
assessments and the management of threats. Mr. Jones has a bachelor’s degree and is a
graduate of the FBI National Academy. He is an active member of the Association of
Threat Assessment Professionals (ATAP) and a founding member of the San Diego ATAP
Chapter. The evolution of his work and his interest in the areas of risk assessment and the
management of threats led to an eight year commitment to the San Diego County District
Attorney’s Office Stalking Case Assessment Team (SCAT) and his election as a two-term
president of the San Diego ATAP Chapter. Mr. Jones has an extensive history of
instructing and lecturing on the topic of workplace violence and prevention and criminal
stalking. He has developed numerous instruments that provide practical guidance and
assistance to management regarding the prevention of workplace violence.

Wayne Maxey, Principal Investigator

Mr. Maxey is a former police officer and, most recently, a retired Commander for the
Special Operations Division at the San Diego County District Attorney’s Offce. This
division handled cases involving threats made to the District Attorney and employees of
the DA’s Office, political corruption, officer-involved shootings, public official misconduct;
internal affairs and background investigations. He has evaluated, investigated and
managed hundreds of cases of violent crime, stalking, threats and incidences of workplace
violence during his distinguished career. Mr. Maxey co-founded the San Diego Stalking
Strike Force, a multi-jurisdictional task force, which developed effective intervention
strategies to stalking and threat cases. He also led a management team that researched
and implemented a performance-based interviewing and hiring process for investigators.
Mr. Maxey is a founding member of the San Diego Chapter of the Association of Threat
Assessment Professionals (ATAP) and has authored numerous articles on stalking, threat
assessment and workplace violence. He is an expert on these topics and has lectured
throughout the US and at training venues for the New Scotland Yard in the UK.
