The Goodyear Blimp, the Budweiser Clydesdales and
Kyle Loza, FMX Motocross Gold Medalist will be at Na-
val Base Ventura County later this month to take part in
a three-day extravaganza celebrating the expansion and
renovation of the Navy Exchange at Port Hueneme.
The celebration begins Wednesday, March 10, when the
Budweiser Clydesdales will be on display from noon to 2
p.m. in front of the NEX. Anyone with base access is in-
vited to bring a camera and pose with the world-famous
horses.
On Thursday, March 11, the NEX will close to the pub-
lic at 5 p.m. so store associates and the renovation crew can
celebrate their hard work during the 24 months of construc-
tion. About 250 people are expected for the event, which
includes a 5:30 p.m. ribbon-cutting and awards ceremo-
ny.
Friday, March 12, is an all-day Customer Appreciation
Event that begins at 10 a.m. and includes the following

until 3:30 p.m. on Saturday,
March 6. Port Hueneme will not
be affected.
The Galley, the Navy Exchange,
Subway and the Fuel Farm have
portable generators and will be
fully operational on Saturday,
said Thomas Gamache, the client
liaison officer for Naval Facili-
ties.

their fixed emergency power sup-

Who can shop at the Navy Exchange?
Question: Recently I made a stop at the gasoline
station at Point Mugu to purchase bottled water and
some sunflower seeds from the mini store at the gas
station.
A
I was informed that I could not purchase any items
whatsoever. The reason stated to me was that I was a
contractor, and furthermore was told that only civil
servants could buy items and service persons, as well
as retirees.
I was informed by the gentleman behind the coun-
ter that it was ironic that I could serve my country,
but I could not buy some bottled water and some
sunflower seeds. I, also, told the gentleman that I had
served my country, yet I could not buy those items.
This does not make any sense whatsoever to me.

ID that was expired from when I was in the service
and showed him that picture, and still he said that it
was not a valid picture ID.

Answer: Only current active duty or retired mili-
tary are allowed to purchase items at NEX, including
the mini mart. It is possible that the work associate
was not familiar in asking you for a military ID in
your previous visits.
Armed Services Exchange Regulations, DODI
1330.21, Enclosure 6, details authorized patronage
for NEX facilities. There are 17 separate categories,
with many sub-categories, regarding who is autho-
rized. Most of the NEX sales floor associates are re-
sponsible for knowing basic patronage requirements,
which is limited to active duty and retired military
members and their dependents (as noted on their ID
cards).
Questions regarding further details for patronage
should be directed to a member of NEX management.
Unfortunately, based upon your description of
the situation, you are not an authorized patron of the
Navy Exchange.

LOOKING BACK
Seabee Queens once reigned supreme
There was a time when having a Seabee
Ball without a Seabee Queen was unthink-
able.
Until recently, the Seabee Museum at
Naval Base Ventura County Port Huen-
eme had a display about the history of the
Seabee Ball and the Seabee Queens. That
exhibit was recently closed as the museum
begins transitioning to its new building.
According to the now-closed display, the
first annual birthday celebration to com-
memorate the founding of the Naval Con-
struction Force was in 1943. It would
eventually be called the Seabee Ball.
As part of those celebrations, the oldest
and youngest Seabees on the base were
recognized, and a Seabee Queen was se-
lected to preside over the festivities.
The first woman selected as Seabee
Queen was actress Susan Hayward, John
Wayne’s co-star in the 1944 movie, “The
Fighting Seabees.” She remained the Sea-
bee Queen throughout World War II, and
she returned to Port Hueneme several
times over the course of the war.
From 1946 until 1951, no queen was
selected, but in 1952, Seabee Queens
emerged as a morale booster once more.
Every year thereafter, Seabees nominated
wives, girlfriends, daughters or movie stars
and voted for the new Seabee Queen.
The museum’s now-dismantled display
included photos of each woman selected
Seabee Queen for Port Hueneme. The first
was Emiley Martinez, and the last, in
1991, was Nicole Rabusa.
The tradition was then discontinued,
even before any woman served in an active
duty construction battalion — “a direct
reflection of the changing customs sur-

The 2010 Seabee Ball, “celebrating Sea-
bees past to present,” takes play Saturday,
March 6, at the Ronald Reagan Presiden-
tial Library.
Cocktails will be served from 6 to 7 p.m.,
with dinner and the celebration running
from 7 to midnight. Tickets range from
$35 to $65, depending on rank. Compli-
mentary whuttle service will be offered
from Naval Base Ventura County and
Camarillo housing.

 Military Spousedom 101: A look at the basics

I have begun researching this series I’m
calling “Military Spousedom 101.”
Before we begin, I want to warn you: The
military — and Navy in particular — is
steeped in tradition. Some are rooted in
their rich history. Others, well, as a spouse
I just shake my head.
After you walk the aisle, tying the knot
with that handsome man (or gorgeous
woman) in uniform, you become eligible
for many benefits and resources for life as
a Navy spouse. To access these benefits,
your Sailor is responsible to add you to
DEERS, the Defense Eligibility Enrollment
System. Once enrolled, you will be issued
the U.S. Uniformed Services Identification
and Privilege Card (or Dependent ID). Let
me warn you, if you think your driver’s
license photo is bad, be prepared: This
photo will be worse. I speak from experi-
ence.
Let’s talk about that card. Your card is

(CSSQT) visited Naval Base Ventura
County (NBVC) and Naval Surface War-
fare Center (NSWC) Port Hueneme Feb.
19-22 as part of the ships’ international
fleet qualification and training exercises.
The Spanish SPS Álvaro de Bazán (F
101) and the United States’ Dewey (DDG
105) and Wayne E. Meyer (DDG 108) ar-
rived at Port Hueneme for a series of tech-
nical briefings with NSWC Port Hueneme,
followed by range operations to complete
the ships’ air defense portion of the tri-
als.

During CSSQT, NSWC Port Hueneme
engineers and technicians provide training
and detailed briefings to the ships’ Sailors
to ensure their equipment is operating
properly in preparation for a series of at-
sea exercises and tests on the sea range at
Point Mugu.

Once you receive your card, look at the
box on the bottom right corner. This tells
you some of your privileges: MWR (Mo-
rale, Welfare and Recreation – more about
this in a later column), Exchange (military
tax-free department store), Commissary
(military grocery store). On the back of the
card are your vital statistics, a barcode and
your eligibility status for medical care
through the military medical system known
as TriCare.
To get off on the right foot, there are
three more stops to make: Pass & ID, Tri-
Care and Navy Legal.
Once enrolled in DEERS, you need to
enroll in TriCare, the military medical sys-
tem. Each base hosts a TriCare Service
Center with health benefit advisors and
patient advocates. Stop by this office to
enroll in the plan that best suits you (more
on this topic in a later column). They are
very knowledgeable and will help you with

The CSSQT objectives are to verify that
new shipboard systems have been installed
correctly and can be operated and main-
tained safely and effectively by ship per-
sonnel, improve interoperability between
the two navies and enhance coalition war-
fare.

vehicle registration and proof of insurance.
A quick call to your Pass & ID Office
prior to arrival is valuable, as your state
may have extra requirements such as an
emissions compliance certificate.

Office. This office provides legal support
to Sailors and their families (again, an-
other column) but you are here today to
get a Power of Attorney, or POA. As your
Sailor deploys, you will make decisions and
take action in his absence. Banks, and oth-
ers require a POA if you are not on the
account or authorized to make changes. It
is important to have one.
Your Sailor has one more stop: PSD, or
Personnel Support Detachment, to update
his “Page Two.”The Page Two is the official
emergency notification sheet. If something
happens to your Sailor, this is who the De-
partment of the Navy will notify. I have
heard from many spouses whose mothers-
in-law were notified instead of the spouse
because the Page Two was not updated.

at the privileges that card provides.

has free test prep
The Navy College Learning Center of-
fers computer-based, academic courseware
that covers the critical math and reading
skills required to improve your ASVAB
scores. You can also get one-on-one as-
sistance from learning facilitators.
If you can get approval from your com-
mand, you can take the free, full-time,
two-week class that allows you to study
from 9:30 a.m. to 4:30 p.m. Monday
through Thursday. You can also study for
the SAT, ACT or GED.
New classes start every two weeks. Up-
coming dates include March 15-25 and
March 29-April 8. The NCLC is open
from 9 a.m. to 7 p.m.
We also have courses to help you study
for a CLEP or DANTES test, college
placement test or just to improve math or
English skills.
The free courses are available to all ac-
tive-duty military and also reservists, re-
tirees and their adult dependents.

Vice admiral visits NBVC Deadline nears for

Vice Admiral Anthony L. Winns, the
inspector general of the U.S. Navy, took
an hour out of his recent area visits to give
a presentation at Naval Base Ventura
County (NBVC) in honor of African
American/Black History Month.
His Feb. 22 topic at Port Hueneme’s
Seabee Chapel was the history of black
economic empowerment in the United
States.
It’s a story, he said, of not only the well-
known successes, but of thousands more
untold successes and achievements.
It’s a story of those “whose positive
contributions have escaped the eye of the
historian”:
• Of Lewis Latimer, who created the first
incandescent light bulb.
• Of Elijah McCoy, who created the first
automated lubricating cup for trains, and
and determined people like you — leaders
who can help create change at any lev-
el.”
“I am optimistic about the future,” he
said, “because so many people are making
a difference in the present.”
Winns said he envisions a day when
there won’t be an African American/Black
History Month, but rather an America
History Month — “when the solution isn’t
a black thing or a white thing, but the right
thing.”
Before Winns spoke, Culinary Special-

Rouse presented a slide show on the his-
tory of black empowerment.
Their theme was the same as Winns’:
that the story isn’t just about Oprah Win-
frey, but also about the 2.4 million black

Few things in life are as important as
keeping our goals in sight, because our
goals directly shape who we become and
where we will go in life.
A great example of this truth is Florence
Chadwick.
On July 4, in the year 1952, she set out
to swim the 26 miles separating Catalina
Island from the California coast. She be-
gan her journey flanked by two small
boats to offer assistance should the need
arise. Indeed, she would encounter serious
obstacles.
The first obstacle was having to listen
to those in the boats drive away sharks
with rifle fire. Can you imagine staying
focused on your goal knowing sharks were
that close? And as unnerving as that was,
the second obstacle proved to be far more
challenging.

After more than 30 years in the Navy
— much of that time at Naval Base Ven-
tura County — Command Master Chief
(SCW) Glenn E. Brunelle has retired.
About 300 people attended the retire-
ment ceremony, held Feb. 19 at a place that
had special meaning to Brunelle: the White
House at Port Hueneme.
“This is where I started my Seabee ca-
reer,”Brunelle said of the building that used
to be the Naval Construction Training Cen-
ter headquarters.
He rolled up to the ceremony in a

worked on in mechanic school, back when
watching the 1944 classic “The Fighting
Seabees” with John Wayne and Susan Hay-
ward was part of the curriculum.

father who lives in Oregon.
“I’ve spent my entire adult life in the
Navy,” said Brunelle. “Thirty years went
by really fast.”
Brunelle enlisted in the Navy on Dec. 28,
1979, just a few months after graduating
from high school. Master Chief Utilities-
man (SCW) Jamye Rainwater, the master
of ceremonies, pointed out that at time,
Jimmy Carter was president, “Kramer vs.
Kramer” received the Academy Award for
Best Picture, the nuclear disaster at Three-
Mile Island occurred and Brunelle’s beloved
San Francisco 49ers closed the season with
two wins and 14 losses.
His many deployments over the next 30
years included Okinawa, Japan; Naples,
Italy; Midway Island; Guantanamo Bay,
Cuba; Madagascar; Puerto Rico; Saudi
Arabia during Operation Desert Shield;
Adak, Alaska; and Guam. He also de-
ployed to Gulfport, Miss., and New Or-
leans in support of Hurricane Katrina

700 job-seekers, 38 employers attend Job Fair

On Thursday, Feb. 18, the Fleet and
Family Support Center hosted the Naval
Base Ventura County Job Fair.
Competition was fierce but friendly as
the NBVC Welcome Center building came
alive with banners, resumes, business cards
and, in some cases, interview questions.
Before the day ended, more than 700
job seekers had rubbed elbows with 38

At his first Town Hall meeting since
becoming commanding officer at Naval
Base Ventura County a year ago, Capt.
Jim McHugh was peppered with questions
— first at the Point Mugu Theater on Feb.
16, then the next day at Needham Theater
at Port Hueneme.
At both sites, McHugh presented an
update on base happenings — everything
from construction projects to basewide
reductions in energy and water usage to
upcoming Family Night Out events and
youth programming. He presented a slide
show on behalf of Morale, Welfare and
Recreation that detailed ongoing programs
and events, and he reminded the audience
to check out the tables set up in the foyers
that offered information on housing, chap-
lain and school liaison services, the Fleet
& Family Support Center, the Navy-Ma-
rine Corps Relief Society and the Red
Cross.
Then he opened it up for questions.
More services at Point Mugu? “It is an
issue,” agreed McHugh, who lives at
Mugu, but it’s all a matter of money — not
the Navy’s money, but whatever a private
enterprise can generate, and in this econ-
omy, new businesses on base are unlike-
ly.
Wireless service in the barracks? “There’s
actually a Navywide initiative to have wire-
less basewide and at all bases worldwide,”
McHugh said.
And the gophers?
This question was asked at both Mugu
employers in the hopes of being called for
an interview.
Employers have always been drawn to
military members and their families, as
well as government employees, for their
reputation as being hard workers, having
discipline and for possessing a vast array
of skills.

has reduced its energy usage by 48 percent
since 1985, saving the equivalent of 65,000
barrels of oil per year. Using 2003 baseline
numbers, NBVC needs to reduce energy
by another 30 percent by 2015, and it has
already reached the 15 percent mark.
• Since 2007, NBVC has reduced its wa-
ter usage by 37.5 percent, exceeding its
goal of a 16 percent reduction by the end
of 2015.
• The base veterinarian at Port Hueneme
will be moving to new quarters in April.
New offices will be at Building 19.
• During the fourth quarter, the area
around the NEX parking lot at Port Hue-
neme will be reconfigured to improve traf-
fic flow. “Hopefully, you’ll all see a great
improvement with this project,” McHugh
said.
• The parking lot at Duke’s will be re-
paved during the second quarter.
• A monthly Family Night Out featuring
a $5 spaghetti dinner will begin in April,

capital of Port-au-Prince to de-

6-month tour to Afghanistan now over
Seabees from the 30th Naval Construction Regiment and Na-
val Mobile Construction Battalion 3 (NMCB 3) returned to
Naval Base Ventura County Point Mugu after a six-month de-
ployment to Afghanistan.
The unit returned from a scheduled deployment directly sup-
porting ongoing operations. The regiment provided command
and control of all engineering assets in Southern Afghanistan,
and the battalion was busy constructing facilities for President
Barack Obama’s troop surge.

1st Naval Construction Division Com-
mander (1NCD) Rear Adm. Mark Hand-
ley recently visited with members of Naval
Mobile Construction Battalion (NMCB)
40 during a combat convoy simulation.
Handley made a trip to Naval Base Ven-
tura County (NBVC) Port Hueneme and
Point Mugu so he could see some of the
new training opportunities provided for
Seabees preparing to deploy to Afghani-
stan and other hostile Areas of Respon-
sibility (AOR).
“We’ve been in this fight since 2003 fac-
ing these types of threats,” Handley said.
“Now we are at a point where the enemy’s
tactics have evolved. Our training has
evolved as well. The best part about this
type of training is the people who are con-
ducting this are taking intelligence from
Afghanistan and immediately incorporat-
ing it into this training.”

(CSE) took part in the recent inaugural
run of NBVC Point Mugu’s combat con-
voy simulator. During NMCB 40’s second
training evolution on this simulator, Hand-

Handley was pleased with the positive
response.
“The first unit to go through that train-
ing simulator is receiving an exception-
ally good platform to train on, and I
think it’s going to provide them confi-
dence in convoy security and movement
when they go into Afghanistan,” said
Handley.
The simulator is an Up-Armored Hum-
vee that includes a gunner’s turret, lo-
cated in a room which has projectors
aimed at eight walls encompassing 360
degrees, giving the participating team a
sense of realism.
“We have four different data bases to
select from so we can upload any intel
from the field that we can think of,” said
