Proposed by: Republic of Kazakhstan

1) The General Assembly,

2) Noting with deep concern the statistics of starvation and malnutrition present globally, in that
3) one in seven humans worldwide are malnourished, even though there is no worldwide food
4) shortage,

5) Recognizing the global needs of humans and the current worldwide state of matters dealing
6) with hunger,

6) Taking into account that individual nations may possess other problems such as:
7) -government or political instability and,
8) -social disruptions and lack of peace,

9) Bearing in mind that while some nations have already fulfilled the Millennium Development
10) Goal relating to world hunger, others are far behind and stand with little chance in reaching it
11) unless a change in policy is made

12) Desiring the creation of a gradual and effective solution to the problem of world hunger,

13) Deeply conscious of the necessity of widespread participation of all able nations in order to
14) reach the Millennium Development Goal of halving world hunger by 2015 and to work
15) beyond it,

16) 1. Authorizes the development of a plan for immediate action, beginning first and most
17) strongly in:
18) a) regions with the highest starvation and malnutrition rates, such as:
19) 1. Sub-Saharan Africa and South Asia;

20) 2. Congratulates those countries that have already reached the Millennium Development goal
21) or are well underway to reaching it by 2015, yet recognizes that many countries are in no
22) position to reach the goal by the specified date without outside aid;

23) 3. Calls upon the individual countries of the United Nations to, while not neglecting
individual 24) country problems, to:
25) a) make provisions for both
26) 1. individual country plans with some allowance for any present circumstances
27) 2. and improving the overall, global statistics of hunger, providing aid beyond the
28) physical borders of one country and looking past competition between nations in favor of the
29) wellbeing of the human race as a whole;

30) 4. Emphasizes, because the lack of supplies is one reason many areas stricken with hunger
and 31) malnutrition are neglected, the need for increased funding, though voluntary, to
organizations 32) of the United Nations such as:
33) a) the World Food Programme
34) b) and the World Health Organization
35) c) and others relating in some way to improving the nutrition and nourishment of humans
36) around the world, though the relation may not be direct, such as
37) 1. the United Nation’s Children’s Fund (UNICEF)
38) 2. or the United Nations Development Programme (UNDP);

39) 5. Draws attention to a, perhaps, greater need to provide supplies and nourishment to
40) a) the younger generations, as to more solidly guarantee a healthier future
41) b) though, allotted provisions permitting, the elder generations ought to be provided for
to 42) the greatest of the abilities of organizations in the United Nations;

43) 6. Recommends a distribution of supplies and aid proportional to the number of people in
44) need in a given area, with strategic places for supply locations in order to reach the
maximum 45) amount of people;

46) 7. Expresses its hope that:


47) a. the sixty countries already contributing funds to the World Food Programme continue
48) to do so with enthusiasm
49) b. and, in general, increased participation in the long-term goal to obliterate world
hunger, 50) with recognition to the fact that vigilance for the state of matters will always have to
be kept.
