Alpine Heights Homeowner’s Association Meeting

September 28, 2009

Meeting called to order at 7:05.

Introductions of new Board members.

No meeting minutes from June 2nd meeting to approve since only a re-vote was taken. Meeting minute’s
approval waived.

Bob Goes discussed the importance of the proxy amendments regarding a quorum decrease and
reimbursement for Board members who volunteer their time.

Financial:

Vote: 5 Yes / 0 No

Legal Status:
No active association led litigation. Next county suit court date is scheduled for the end of
October. The case will be “settled, dismissed, or a trial date set.”

The State’s Attorney stated he might go after the homeowners association for responsibility if the
developer were to go out of business. MWRD wrote a letter asking for a response from the
previous deficiencies identified. The developer’s civil engineer has not responded as yet. There
is a possibility that MWRD can file their own lawsuit.

Old Business:
A recent report of golf clubs stolen from a garage door that was left open all night was made to
the police. Residents are reminded to lock car doors parked outside, garage doors and service
doors into the house.

We have been communicating with the Cook County Sheriff’s office frequently. The hire-back
program for an extra squad car ends normally on Labor Day. The Township has approved an
extension for Alpine Heights through the Halloween weekend.

The County Sheriff has not made an arrest in the spray paint vandalism case. They still are
waiting for someone to come forward with the proof required. The reward remains unclaimed.

The speed limit on Hancock and Paw Paw Avenue has been an issue. Various options being
considered by the Board were discussed.

Tree trimming at the entry at Hancock and Wolf Road needs to be done to see the speed sign
there.
New Business:
The Board wrote a letter to the Township requesting information on maintenance policy of our
area compared to other unincorporated areas the Township maintains and to address ownership
interests of the parts of the storm water management system.

A letter has also been written to the office of the Mayor of Orland Park regarding annexation.
The Village has received other inquiries asking the same questions from other unincorporated
areas. It has been turned over to their Economic Development Policy group for response. The
Board will evaluate the process and expenses when learned and present findings to the
homeowners for discussion.

The Illinois Water Company is proposing to raise rates. There will be a public hearing on
October 17th at Homer Junior High School to discuss the proposed rate increase. A request was
made to the Township by the Board to assist in fighting the increase.

Shirley Connelly has started work on the website. The website address is
alpineheightssubdivision.blogspot.com. A section was discussed to feature resident’s businesses
or unemployed talents for hire.

Open Discussion:
There was discussion about going to a single disposal company. It is currently not feasible to
require the entire neighborhood to use one company. However, one of the five companies offers
significant savings over the rest.

Can the signage at the entrance be upgraded so drivers can see it at night? Suggestions: solar
lighting or reflective tape.

A suggestion was made to include an explanation of the line items listed in the annual budget to
understand why the expenses are required.

Is snowplowing an annual fee? It is the Township Highway Department’s responsibility. We do


not pay for this service in our budget.

Are they supposed to resurface the streets? The Board has heard yes, but has also heard about
budget issues. A number of different streets need to be done.

Landscaping along the backyards of Kingsport that line our subdivision is overgrown. What can
be done to trim the growth? It is an Orland Park issue and will be checked into.

The tree on 167th and Stuart that blocks vision of westbound traffic needs to be removed.
