I know that Sotex is one of the leading manufacturers in Russia in pharmaceutical
field with the certificate of EU-GMP from Croatia Agency for Medicinal Products
and Medical Devices.

имеющий сертификат EU-GMP от Хорватского органа управления медицинским
оборудованием и лекарствами.
I’m really interested in Cereton (Choline alfoscerate) 1000mg/4ml which was
submitted by The representative office of Medipal-Onko in Vietnam.
Я заинтересован в продукте «Cereton» (холина альфосцерат) 1000 мг/4 мл,
представленном Представительством «Medipal-Onko» во Вьетнаме в
Министерстве здравоохранения Вьетнама.
Last year, Medipal-Onko confirmed that Cereton would be licensed by the Drug
Administration of Vietnam - Ministry of Health of Vietnam (MoH) in the 105th
licensing. The expected time of Cereton licensing was in April 2020, however due to
the Covid-19 pandemic, the meeting of the 105th licensing in April 2020 was not
organized, so the timing of the 105th licensing has been delayed by MoH of Vietnam.
That was an objective reason and I understood about this case.
В прошлом году в 2020 г. «Medipal-Onko» подтвердила, что «Cereton» будет
лицензирован Управлением по лекарственным средствам Министерства
здравоохранения Вьетнама на 105-м приеме. Ожидаемый период лицензирования
Церетона – апрель 2020 года, однако из-за Covid-19 «105» не было в апреле 2020
года, поэтому сроки выдачи лицензии 105 были отложены Министерством
здравоохранения Вьетнама. Это объективная причина, и я был в курсе.
After that, the representative of Medipal-Onko in Vietnam still confirmed that
Cereton would be licensed in the 105th licensing and in 2020 we would be able to do
business of Cereton in Vietnam market. With the statement from Medipal-Onko, I
decided to sign a Memorandum of Understanding between Giahung Pharma and
Medipal-Onko (Russia) on 4th November, 2020 on on exclusive purchase of products
and market development in the whole territory of Vietnam (Please look at the
attachment, in fact, the quantity of purchases could be much higher).
После этого представитель «Medipal-Onko» во Вьетнаме по-прежнему подтвердил,
что «Cereton» будет лицензирован на 105-м приеме, и в 2020 году мы сможем
продавать «Cereton» на вьетнамском рынке. Получив подтверждение от «Medipal-
Onko», я решил подписать Меморандум о взаимопонимании между Зяхынг и
«Medipal-Onko» (Россия) 4 ноября 2020 года об эксклюзивной закупке продуктов и
развитии рынка во Вьетнаме. (См. прикрепленный меморандум о взаимопонимании,
на самом деле мы можем покупать больше).
Giahung Pharma can only able to participate in drug bidding in Vietnam and sell
Cereton to hospitals after receiving the registration number from Ministry of Health
of Vietnam by Medipal-Onko. To do this, we have spent a lot of money on promoting
trade, developing markets, strengthening relationships, preparing staff, bidding
expense, expense for travelling between hospitals, between provinces on the whole
territory of Vietnam, money for purchase Cereton...
Зяхынг смог участвовать в торгах лекарствами во Вьетнаме и продал «Cereton»
больницам только после того, как «Medipal-Onko» получил регистрационный номер
от Министерства здравоохранения Вьетнама. Для этого мы потратили много
денег на продвижение торговли, развитие рынков, укрепление отношений,
подготовку персонала, расходы на участие в торгах, командировочные расходы
между больницами, между провинциями на всей территории Вьетнама, деньги на
покупку «Cereton» и т. д.
After controlling the pandemic situation, MoH of Vietnam had three meetings of 105th
licensing and there were approximately 200 foreign licensed registration numbers,
but there was no Cereton. So why didn't Medipal-Onko receive Cereton registration
number? I have not received any official information from Medipal-Onko informing
me about that. Why didn't Medipal-Onko notify me of the reason? Medipal-Onko did
not respect partner! How long I should be wait for Medipal-Onko?
После контроля эпидемической ситуации Министерство здравоохранения Вьетнама
провело три заседания по 105-му приему и по итогам было лицензировано около 200
регистраций иностранных препаратов, но «Cereton» не было. Так почему же
«Medipal-Onko» не получил регистрационный номер «Cereton»? Я не получил никакой
официальной информации от «Medipal-Onko» об этом. Почему «Medipal-Onko» не
уведомил меня о причине? «Medipal-Onko» не уважала партнеров! Как долго
«Medipal-Onko» заставит меня ждат.
We know that the manufacturer is very willing to sell and develop the Sotex brand in
Vietnam, and we are willing to buy and confident to be able to do that, but through
intermediary, the information does not reflect true and timely. That is why I’m
sending this letter to Sotex.
Мы знаем, что производитель очень хочет продавать и развивать бренд «Sotex» во
Вьетнаме, и мы готовы покупать и уверены, что сможем сделать это, но через
посредников информация не отражает верно и своевременно. Вот почему мы
отправляем «Sotex» это письмо.
I really want to know the opinion from you as the representative of Sotex.
