ABOUT KGATLENG DISTRICT COUNCIL


• Located in the south eastern part of Botswana,44km from the
city and shares boarders with South Africa to the east.
• The smallest district with a population that goes around
73032(35734males and37773 females)
• Has 73497 households and 51.3% of them are female
headed(37745 households)-source-2001 census report.
• Females are mostly affected by HIV/AIDS.939 females affected
versus 596 men with a total of 280 children affected(2006 DHT
sentinel survey results)

HOW DID YOU GO ABOUT IDENTIFYING
THIS PROBLEM(WHAT)?

CHILD SEXUAL ABUSE (MAINLY INCEST AND


DEFILEMENT
• A rise on the number of child abuse cases especially sexual abuse
cases was observed with the police and social welfare
department(25% of rape reported cases were defilement and
20%were incest defined.)
• A meeting for stakeholders was arranged where strategies to deal
with the problem were defined.
• Presentations were also made in different council structures
meetings and forums to solicit support and probe action

• Experience of abuse; especially sexual abuse - Very traumatic and


have psycho-social emotion effects other than physical pains
• Effects are long lasting and can influence the general behavior of a
human being
• Mostly reflected/expressed through unaccepted and abnormal traits
in behavior patterns (e.g. aggression, alcoholism, beatings)
• Victims can be future abusers if not well-attended on time
• Some current perpetrators are former victims of child abuse
• Attending to victims and perpetrators can avoid more occurrences
and break through the vicious cycle of gender based violence in
the future

HOW ARE YOU GOING ABOUT ADDRESSING
THI S PROBLEM?
• Two intervention strategies were

developed
Strategy 1: Mobilization, empowerment and support of
local Civil Society Organizations in prevention of
child abuse.
• Stepping Stones International(SSI) organization
and Safety Action Organization(SAO) were
identified.
• SSI was strengthened to carryout community
campaigns against child abuse through different
activities
• SAO was capacitated to teach children at primary
schools,teachers,parents/caregivers on issues of
safety, abuse and positive parenting

Strategy 2: Provision of psychosocial support to orphans and
vulnerable children mainly GBV victims through:

• Conducting of 16 days wilderness based Grief therapeutic retreat


camps( 5 retreat camps held with 162 graduates since
November 2009)

• Formation of support groups for orphans and other


vulnerable children mainly GBV victims, (23 support groups
formed)

• Conducting of workshops for parents, caregivers and community


leaders(political and traditional leaders),social workers and
community volunteers on the program to solicit support.

• Follow up and referral of cases by community volunteers and


social workers with continuous feedback and proper
interventions.
.NB. Graduates are currently used as agents of change to impact on
the lives of other vulnerable children by imparting all the skills
learnt at the retreat and during support group meetings.

• Strategy 1: children (boys and girls), parents/guardians,


perpetrators, professionals, politicians and community at large

• Strategy 2: Orphans and other vulnerable children, retreat


graduates, parents/guardians, community members and leaders,
politicians and perpetrators

• All initiative in the project involve both women and men, and their
concerns are equally addressed

• Perpetrator population largely constitutes men, whilst victims are


mainly women and girls.

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER
RESOURCES WERE MOBILISED?

• Council solicit money for trainings and workshop from government

and major donors like UNICEF


• Both CSOs depend on their sponsors for funding
• Council provide both human resource,infrustructure and other
equipment when needed.
STRATERGY 2
• Mark’n Ark trust provide the curriculum for the whole project.
• Department of social services,PERPFA,UNICEF and NACA
provided funds for equipment ,training and workshops and retreat
camps.
• Department of wildlife and national parks provide campsites in
their different parks and game reserves.

RESOURCES WERE MOBILISED? …

• N.B Resources are disbursed an managed through existing

council financial policies and procedures. Other procedures


defined by donors have been followed accordingly.
• The council ad all major stakeholders commit both human and
material resources to the project
• All resources are managed through organizational-set standards
from all contributing partners
• Coordination is done by the two CSOs, whilst Kgatleng District
council does the monitoring to ensure relevancy and equity.

MONITORING AND EVALUATION
• Creation of clients data base and case files is emphasized in all
projects
PROJECTS: RESPONSE

• Designed reporting and monitoring tools by council social workers


• Continuous reporting and feedback among major stakeholders and
the community(workshops and meetings)
• Regular visits of victims and their families
• Quarterly reporting by social welfare department at DMSAC and
COMT meetings(local authority management structures)
• Continuous interaction with victims through support groups

WHAT RESULTS HAVE BEEN ACHIEVED?

• Level of abuse has dropped generally

• Perpetrators are coming forth and are


assisted as well
• Child-to-child counseling an support has
improved among victims
• More support groups have been formed and
are functioning
• The relationship between HIV AIDS
infections, orphan hood and gender based
violence have been well defined
• More orphans who’ parents died from
HIV/AIDS managed to appreciate their l
status, their status, and access relevant help
• Good networking and timely referral among
service providers.
• Successfully commemorated 16 days of
activism against gender based violence

perpetrators on effects of child abuse

Provision of enough information on effects of grief and assisting


victims with necessary life skills they need to avoid gender

Advocacy and law enforcement has been ensured to help victims

Proper treatment of women and children who are victims of


rape and defilement at hospitals and courts has been advocated
for

• Provision of prophylaxis within a specified time to victims as a


legally-binding medical procedure has been ensured

EFFECTIVENESS

Only fifteen cases have been reported

since the campaign started, more


victims have shown up to seek
support.
• 70% of long pending cases have
been dealt with.
• Children are knowledgeable about
sexual abuse and can even refer
others or report whenever abuse is
taking place
• Community sensitized and doing well
in referring and reporting cases

SUSTAINABILITY AND REPLICATION

• All initiatives are replicable.


PROJECTS: RESPONSE

• Ten(10) councils are replicating the wilderness based retreat


project.
• The district was nominated to participate on a benchmarking trip
to Kenya after it became one of the best councils in strengthening
of its Civil Society Organizations.
• All projects have been embraced and are budgeted for at district
level planning.

LESSONS LEARNED

• Sexual abuse has been a prominent issue in the district


PROJECTS: RESPONSE

• Community leaders, chiefs and politicians needed to be involved


to effectively attack the problem.

• A lot of children are vulnerable to abusive experiences and have


been exposed to gender-based violence.

• Children can be agents of change in GBV if well involved

• A lot of children, especially orphans develop anti-social and self-


destructive nature of behavior exposing them to abusive practices
