State institutions of higher education; specifying that the State Labor Relations Board is an
independent unit of State government; altering the membership of the Board; requiring the
Department of Budget and Management under specified circumstances to provide specified

engaging in unfair labor practices; etc.

an individual must enroll in an approved program or approved industry certificate program that
provides training in specific work-related skills or occupations that are in short supply and are

trust or bylaws; providing that the duties of directors of a corporation and the duties of the
trustees of a real estate investment trust do not require them to take specified actions; providing
