1. Maintenance of International Security: Reviewing the Non-Proliferation
Treaty

The Democratic People’s Republic of Korea (DPRK) acknowledges the


Report of the LSMUN Secretary-General and welcomes deliberations to
address issues highlighted in the report. The DPRK recognises the importance
of the Treaty of Non-Proliferation of Nuclear Weapons (NPT) in ensuring the
peace of world and safeguard the security of peoples, especially in
maintaining the peace and stability in the Korean Peninsula. DPRK’s stance
on adhering to denuclearization on the peninsula remained unchanged, and
our Supreme Leader Kim Jong-Il also had expressed hope for resumption of
the six-party talks.
DPRK would not abandon its nuclear program, but was ready to take part
in non-proliferation efforts as an equal footing nuclear weapon state (NWS)
with other nuclear weapon states party. The mission of DPRK’s nuclear forces
is to contain and repel aggression and nuclear strike against our country and
nation until the Korean Peninsula and the world completely nuclear-free. 1
In the spirit of the assembly, DPRK would like to propose points of
recommendation on how the enhance this treaty. Article IX (3) of NPT should
be amended to allow other countries which owned Weapon of Mass
Destruction (WMD) to sign and ratify this treaty. This proposal will abide other
NWS to accord with the NPT in non-proliferation, disarmament and peaceful
use of nuclear technology.
DPRK discontinuation of six-party talks and the continuation of nuclear
weapon research and developing were caused by the unfair UN resolution
1874 and as retaliation to the Bush administration. Our country urges that all
the resolution 1874, 1718 and 1695 to be annulled. All sanctions and arms
embargo on North Korea to be lifted. United States should also fulfil and
honour the previous agreement and 1994 Agreed Framework. In order for our
government to cooperate commit fully, our government would like to request
financial support, aids and power supply from neighbour country to enhance
the whole process of denuclearization.
In regard of this issue, DPRK will only produce as many nuclear weapons
as our government think necessary, but our nation will neither participate in
the nuclear arms race nor produce the weapon in excess. Our government
honestly pledge to ratify the NTP as to maintain the world peace. Our
government will also seek assistant from China and Russia to comply with the
treaty.
In conclusion, DPRK believe and would like to emphasize that the
acceptance and recognition of the nuclear weapon of our government and
other state would be the best way to solve the current crisis. Aids must be
given to all. Then the disarmament of nuclear weapon can be achieved step
by step rather than taking the hard approach.
