SERIOUS ACCIDENT
1. Take charge as Emergency Controller.
- Return immediately to the Central Control Room and take charge.

2. Asses the Emergency Situation.

- What did happen?
- Where did the accident happen?
- What is the extent of the injury of the victims?
- When did the accident happen?
- Are all people safely out of the accident affected area?
- How many people are trapped in the accident affected area?
- How many people are injured?
- Have the fire fighting systems been activated?
- Have the emergency shutdown systems been activated?

3. Make announcement through the Public Address System (PA system).

- Announce that there is a serious accident.
- Announce the state of the emergency (TRANQUIL , STANDBY, EMERGENCY ).
- Announce the location of the accident.
- Announce if the area has to be evacuated.

4. Evacuate the accident affected area or if necessary the power station.

- Delegate someone who makes sure that the area is evacuated.
- Delegate someone who makes a roll call.

5. Secure the accident affected area, provide support to victims and if

necessary shut down the power station and plant equipment.
- Secure the accident affected area.
- Instruct paramedic and/or other trained personnel to give first aid to insured
people.
- Shut down power station if necessary.
- Shut down plant equipment in the vicinity of the accident affected area if
necessary.

6. Call outside emergency services if necessary.

- AMBULANCE / HOSPITAL : 0485 - 21818 / 0485 - 21847
- POLICE : 0485 - 21110 / 0421 - 21008
- FIRE STATION: 0485 - 21056 / 0421 - 24870

7. Inform Security of the situation and instruct them of the necessary

steps.
- Expect arrival of emergency services and direct them to the emergency
location.
- Stop traffic from entering the Power Station and keep entrance clear.
- Secure the Power Station.
- No visitors, media or outsiders are allowed to enter the Power Station.

- Record all people leaving and entering the Power Station.

SERIOUS ACCIDENT
8. Contact the Call Out Manager and brief him.
- Nature and extent of the accident.
- Action being taken so far.

9. Notify all personnel having emergency assignments.

- If necessary instruct all personnel to carry out their emergency assignment.

10. Notify dispatch center (UPB) of emergency situation.

- Inform dispatch center of accident at Sengkang power station if necessary.
- Inform dispatch center about load limitation of Sengkang power station.
- Inform dispatch center about approximate time of load limitation.

11. Reassess the situation and examine your action.

- Are all victims being treated by the paramedic and/or by a trained first aider?
- Is the power station or plant equipment in the vicinity of the accident shut
down?
- Is the gas supply going to the accident affected area shut off?
- Is evacuation of power station necessary if not already happened?
- Are the correct emergency services and persons advised?
- Are all people out of the accident affected area and safely assembled?
- Are the delegated persons carrying out their allocated emergency
assignment?
- Is impact to the environment kept to a minimum?

12. While waiting for emergency services to arrive.

- Organize copies of power station plans and relevant P&ID’s.
- Organize diagrams showing location of fire fighting equipment.
- Organize hazardous Material Safety Data Sheets.

13. Upon arrival of emergency services.

- Establish contact with emergency service commander.
- Provide all support needed to the emergency service commander.
- Do not leave the emergency control center.

14. Upon arrival of the Call Out Manager.

- Brief him of nature and extent of the accident.
- Brief him of action being taken so far.
- Brief him of emergency services called / arrived.
- Brief him of other important events.

15. Record all events and decisions in the incident log book.
- Make sure that all major events are recorded with the time of event.

16. Reassess situation continuously and examine your action
