General Project Information

Background
The ILO Office in Jakarta is implementing a comprehensive programme in Indonesia. A
major focus area for the ILO are young people, in terms of both preventing and eradicating
child labour as well as promoting job opportunities for youth. As part of the country
programme, the new Education and Skills Training for Youth in Indonesia (EAST)
programme aims to improve the employment chances of young women and men and to
eliminate and prevent child labour through better access to education and training
opportunities. The EAST programme is being implemented with the Ministry of Education
and the Ministry of Manpower as well as their related local government offices. Pending final
donor and government approval, the programme will be implemented for four years in
selected provinces in Eastern Indonesia and in Nanggroe Aceh Darussalam.

The Position
The Finance Assistant will work under the supervision of the Finance/Administrative Officer
of the ILO EAST programme.

Duties
1. Maintain project financial records and monitoring systems to record and reconcile project
expenditures, payments, statements and other data as required, using the ILO’s
integrated resource planning system, IRIS (based on Oracle applications);
2. Check and verify invoices and their supporting documents submitted by suppliers;
prepare payment vouchers using IRIS system; prepare payment batch for payment
process upon the approval of the payment vouchers.
3. Check all financial progress reports of Action Programmes, Service Contracts and
External Collaboration Contracts, verify the accuracy of calculations and the
completeness of supporting documents, initiate correspondence to verify data and
answer queries;
4. Verify the accuracy of financial reports submitted by provincial team/third party; and
check the completeness of the supporting documents
5. Maintain & responsible for petty cash account for ILO EAST Jakarta; and prepare the
replenishment of petty cash accounts for approval by the CTA; Maintain records of
disbursements and balance accounts as required, using the IRIS system;
6. Maintain contact with local banks for verifying accounts status, obtaining approval for
cheque clearances, verifying currency exchange rates and similar routine transactions;
7. In coordination with project Administrative Secretaries, Calculate and ensure
completeness/accuracy of expenses claims by all project staff , usage of gasoline and
overtime claim for further transmission to ILO for settlement;
8. Provide administrative support for meetings, seminars and/or workshops, prepare and
ensure accurate Statement of Expenditures of the seminar/workshops;
9. Draft routine correspondence on administrative/financial matters from oral instructions,
previous correspondence or other available information sources in accordance with
standard ILO procedures;
10. Perform any other duties as assigned by the supervisor.

Key selection criteria:

Key skills
1) Experience with IT systems for financial management. Experience with Oracle
Applications or another major ERP (e.g. SAP, PeopleSoft) would be an advantage. The
ILO is using IRIS (Oracle)
2) Excellent computer applications skills.
3) Knowledge of and ability to apply general finance and accounting procedures and
practices.
4) Ability to maintain financial records and prepare clerical accounting reports and
statements.
5) Ability to communicate effectively both orally and in writing.
6) Proven ability to deal with confidential and sensitive matters.
7) Good written and spoken command of both English and Bahasa Indonesia.

9) Ability to work on own initiative and as member of a team.
10) Ability to work under pressure.
11) Ability to deal with people with tact and diplomacy. Must display a high standard of ethical
conduct and exhibit honesty and integrity.

Education and experience


13) Formal training in accounting and/or finance from a recognized commercial school or
equivalent.
14) Knowledge of the UN or ILO financial, administrative and personnel rules, regulations
and procedures will be an advantage.
15) Four years’ general administrative and financial work, preferably in the context of
international development cooperation.

Nationality – Indonesian.

Languages – Must be fluent in both spoken and written English and Bahasa-Indonesia

Remuneration

GS 5 of the UN common remuneration system and/or commensurate with the qualifications


and competency of the selected candidate.

Written Examination and Interview
