I’m sure that this has
happened to many of you
when meeting or talking to
someone in other parts of the
country or world. They ask
you where you are from and
you answer proudly, “Miami Beach.”
The reaction is always the same – one of envy and desire.
It makes me proud and lucky to live, work and play in one of the
most sought after cities. Miami Beach is not only where others
dream of visiting, it’s a name associated with excellence in
governing.
We’ve won many awards for our initiatives and processes over
the years, which is an indication that we must be doing something
right. However, nothing brings me more pride than knowing that
we are addressing the needs of our community through our
strategic plan.
The feedback from our community surveys and our continuous
methods of measuring our successes are instrumental in keeping us
focused on issues of importance to you. Our improvements whether
small or big have been 10 years in the making.
In this issue of MB, we report back to you on the progress we’ve
made on making Miami Beach an even better place. We have
achieved a lot and continue to forge ahead on many more
accomplishments.

In these tough economic times, every little
bit we save counts. Whether you have
health insurance or not, a new discount
program will help you save money on one
of life’s urgent and often costly needs,
medications.
Miami Beach has partnered with the
National League of Cities (NLC) to launch
CareMark, a prescription drug discount
card that can save up to 20 percent off
the retail price of commonly prescribed
medications. For example, four prescriptions
that were filled for three users of the card
locally generated $51.60 in savings,
with an average savings of $12.90 per
prescription.
“One of the program’s benefits is that it
can make it easier for everyone—whether
they are insured or not— to afford the
medications they need to deal with a short-
term illness or stay healthy by managing a
chronic condition,” said Director Maria Ruiz,
Miami Beach Community Services.
The CareMark card has no restrictions
based on the resident’s age, income level,
or existing health coverage. It is easy to use
and best of all; it is completely free, with

City Hall and at local parks, it can also be
printed within minutes from your home or
office, directly from the NLC website.
“More than 1,000 cards have been
distributed thus far, and nine out of ten
pharmacies accept it,” said Ruiz. The
discount card can be used locally and
across the country at more than 60,000
participating retail pharmacies.
Miami Beach has also partnered with local
public schools, libraries and human services
organizations to distribute the cards to the
community.

Sister Cities International’s

When the Sister Cities International’s Young
Artists and Authors Showcase opens at the
10 Street Auditorium this spring, it will be a
testament to the rich benefits resulting from
the city’s long-running international cultural
exchange program.
Miami Beach International Sister Cities was
founded in 1959 just three years after the
foundation of its parent organization, Sister
Cities International. The program helps build
partnerships between U.S. and international
communities throughout the world.
“Cultural exchanges give us a chance to
learn about other people, how they live and
how they work —and in return, it gives them
the same chance. So, what we do is turn
places into people,” said George Neary,
chairperson of the Miami Beach Sister Cities
International Committee.
The Miami Beach program engages our
community with its sister cities abroad
in many ways. These partnerships
promote cultural awareness, educational
opportunities and trade and economic
development. Examples include everything
from student and cultural arts exchanges to
humanitarian efforts.
The showcase will display art by artists
and authors that participated in the annual
international competition between students.
The centerpiece of the show is the painting
“My Making the World” by Kaho Kosugi,
a student from Fujisawa, Japan. Fujisawa
became Miami Beach’s first sister city in
1959. Kaho was the contest’s international
grand-prize winner.
Kaho’s colorful painting depicts a blue-
eyed girl standing on top of a world globe
holding a large paintbrush. Symbols
representing different countries including a
pyramid, the Statue of Liberty and greetings
in English, French and other languages
surround her.

Participating artists and authors in the
exhibit will also include other students from
all of Miami Beach’s ten Sister Cities.
Just last year, Sister Cities coordinated the
Miami Beach stay of five Japanese students
and a delegation from Nahariya, Israel. In
2008 and 2009, the Brampton Symphony
Orchestra of Brampton, Canada, held
benefit concerts in town to help continue the
mission of Miami Beach’s SoBe Institute of
the Arts.
“Through these cultural exchanges, Miami
Beach is now a wonderful friend, rather
than just a city somewhere,” added Neary
about the those that have benefited from the
exchanges.

In the last 40 years, the program has also

produced several humanitarian efforts, such
as assistance to Cozumel, Mexico and Ica,
Peru following natural disasters.

The youngest Sister Cities partnership to

blossom, between Miami Beach and Basel,
Switzerland, will be made official during
Art Basel Miami Beach’s 10th anniversary
in December. This new relationship might
signal one of the program’s largest cultural
exchanges to date and is expected to
strengthen economic and cultural ties
between the two cities.

Young Artists and Authors Showcase] abra
sus puertas esta primavera en el Auditorio
de la Calle 10, se recibirá otro de los ricos
legados del ya establecido programa de
intercambio cultural internacional- Ciudades
Hermanas Internacionales de Miami Beach.
“Los intercambios culturales nos dan la
oportunidad de enterarnos como vive
y trabaja la gente en otros lugares,
ofreciéndoles a su vez la misma
oportunidad de conocernos a nosotros.
Así que lo que hacemos es convertir los
lugares en personas”, afirma George
Neary, Presidente del Comité de Ciudades
Hermanas Internacionales de Miami Beach.
Ciudades Hermanas Internacionales
de Miami Beach fue fundada en 1959,
tres años después de la fundación de su
organización matriz, denominada Ciudades
Hermanas Internacionales. Ciudades
Hermanas ayuda a formar alianzas
entre comunidades en Estados Unidos y
comunidades internacionales a través
del mundo.
El programa de Miami Beach propicia
de muchas maneras la participación de
la comunidad de Miami Beach en las
Ciudades Hermanas en el exterior. Estas
alianzas contribuyen al fomento de la
Oficiales y estudiantes de Miami Beach intercambian banderas con
un niño maya de 12 años quien fue bienvenido en el Miami Beach
Marina durante una expedición de paz de la Ciudad Hermana de
Cozumel, México.

Kaho ganó el primer premio del reciente
concurso internacional.
El colorido cuadro de Kaho muestra a una
joven de ojos azules en la parte superior
del globo terrestre, sosteniendo un enorme
pincel. La rodean símbolos que representan
diferentes países, entre ellos una pirámide,
la Estatua de la Libertad y saludos en inglés,
francés y otros idiomas.
Otros artistas y autores participantes en la
exposición son estudiantes de las
diez ciudades hermanas y amigas de
Miami Beach.
Ciudades Hermanas coordinó el año
pasado la estadía en Miami Beach de cinco
estudiantes japoneses y de una delegación
de Nahariya, Israel. En el 2008 y 2009, la

In the mid 1930s, Jack LaLanne and other
fitness pioneers made California’s Muscle
Beach famous by lifting weights and
performing stunts on the beach. This began
the outdoor fitness revolution.
Move over Santa Monica and Venice,
Miami Beach is now flexing its outdoor
muscles. Local fitness experts who work
out at Lummus Park also call the area on 9
Street and now 6 Street — Muscle Beach.
Together, Miami Beach’s outdoor gyms are
America’s second most visited and the place
where residents and tourists watch fitness
enthusiasts perform and lift weights.
“It brings the community together; when
they see people working out in these
facilities they are inspired to come out and
use the facility for fitness and a healthy
lifestyle,” said Muscle Beach regular,
Arabia Darensburg.
Recently, Darensburg and other Muscle
Beach regulars worked jointly with the

Department to expand free, outdoor fitness
facilities throughout the city. Old, workout
equipment at 9 Street was upgraded and
a brand new fitness circuit was installed at
6 Street. In order to install the new outdoor
gym equipment at 6 Street, an existing tot-
lot was removed.
The new equipment at 9 Street includes
three-bay chin-up bars, parallel bars, a flag
pole, an inclined ab-crunch, and a leg-lift.
And at 6 Street, there’s even more.
The equipment is not only beneficial to
users, but also to mother Earth. It is made
with recycled, heavy-duty galvanized steel
treated with a specially formulated primer
and powder topcoat finish. It is tested over
4,000 hours in a high-concentration salt/
fog and UV chamber to enhance longevity
in harsh environments like the beach. It is
also treated with a temperature moderator
that insulates the hands to keep them from
burning.
Muscle Beach is only one of
several of Miami Beach’s free,
outdoor gyms, located in Lummus
Park at 6 and 9 streets on
Ocean Drive.

at 13/14 Street and at Marjory
Stoneman Douglas Park on
3 Street.
The best part about it is that it was designed
with the family in mind and can be used by
teens (13 years-old and older) and adults of
all fitness levels.
“We have the best weather probably in
all of the nation and we want to be able
to promote fitness, health and happiness
outside with nature,” said Darensburg.
New outdoor gyms have also been installed
at Brittany Bay and Beachview parks
and there are plans in the works to install
additional equipment at North Shore Open
Space Park.
Personal trainer David Nguah boasted,
“We live in a city with gorgeous weather
and facilities such as these encourage
locals to get out and get active, and for
those serious about working out, the new
equipment will complement all of their gym
activity.”

programa Backyard ARTventure, diseñado

en nuestra identidad como Ciudad, para
percibir cómo se ve la Ciudad a sí misma y
cómo es vista por otros.
“Nuestros niños y jóvenes tienen una gran

en Miami Beach. Estas exposiciones en
lugares abiertos evocan la imaginación,
provocan la creatividad e invocan a los

Because cleanliness has been identified as one of the top priorities by our residents,
expanded services have been implemented and maintained over the past few years. The
city administration uses a quantitative index to measure the impact of these efforts and
results have shown significant overall improvement. Between fiscal year (FY) 2005/06 when
the assessments were first implemented and FY 2009/10, the overall citywide cleanliness
assessment score improved by 14.6% from 2.10 to 1.80. The scale ranges from 1, which
means extremely clean to 6, which means extremely dirty. As the chart below indicates,
public area cleanliness ratings scores improved between FY 2005/06 and FY 2009/10
and between the two most recent fiscal year for the following: street and sidewalks in the
commercial non-entertainment area; residential streets and sidewalk area; beaches for which
the City has responsibility.

All of the surveys conducted since 2005 confirm that safety is also one of the top quality
of life factors for our residents. Although total violent and property crimes have increased
slightly from 9,205 in calendar year (CY) 2008 to 9,345 in CY 2009, violent crimes have
decreased by 84; violent and property crimes together have continued to stay well below CY
2000 levels. In addition, the annual calls for police services have decreased slightly from a
high of 149,045 in 2006 CY to 138,570 in CY 2010. More Beautiful and

trees that have been installed as part of the
reforestation program.
Enhancing learning opportunities for youth
within our city remains a priority. The
Education Compact between the city of
Miami Beach and Miami-Dade County
Public Schools established in January
2008 continues to have many notable
outcomes. In April 2010, Miami Beach
Senior High School was authorized to offer
the prestigious International Baccalaureate
(IB) Diploma Program. Currently, all city
elementary, middle, and K-8 schools
are candidate IB schools, awaiting their
authorization in 2011. City schools
continue to improve academically with all
schools receiving an A or B grade on the
Florida Comprehensive Assessment Test
(FCAT). In addition, the newly launched
Parent Program and Backyard ARTventures
initiative provides youth and families the
additional support they need to thrive within
our community.
Successful recreation programs for all ages
continue to be a priority as evidenced by
respondents to the 2009 community survey.
Thirty seven percent of the respondents
felt that this was a service that should not
be cut. When asked about recreation
programs, respondents felt that those 18
years of age and under should benefit
most from limited resources during tough
economic times. While 26.1% reported that
65 years of age or older population should
benefit the most. The Recreation Division
has continually offered many youth and
senior recreational activities. Participation
in teen and senior programs has continued
to increase between FY 2004/05 and FY
2009/10 and between FY 2008/09 and FY
2009/10.
Registration for after-school programs has
remained fairly steady between 2,400
and 3,200 over the past 11 years. Total
registration for after-school, summer camp
and athletic programs increased from 5,155
to 7,153 between FY 1999/00 and FY
2009/10.
The increase in pool attendance from
25,838 in FY 1999/00 to 161,176 in
FY 2006/07 reflects the impacts of the
opening new replacement pools in the city.
Pool attendance also continued to increase
from 141,524 to 160,456 between FY
2008/09 FY and 2009/10.
Much has been accomplished in addressing
homelessness in the city over the last several
years. The census count for the number of
homeless in the city declined from 314 in
November 2000 to 98 in January 2008.
It has since increased to 149 in January
2010. Despite the decrease since 2000,
homelessness remains a major concern
throughout the city.

Traffic flow continues to be a major concern
of the community. One innovative program
recently launched is a self-service bike
sharing and rental program. The program
will support environmental sustainability and
increase multi-modal mobility throughout
the city. At full operation, the network of
100 solar-powered bike rental and sharing
stations with a fleet of 1,000 custom bikes
that can be enjoyed by the hour, day,
or month. Coverage will be citywide,
accessible 24 hours per day. This program
is especially important since only 71.3% of
all survey respondents and 56.9% of South
Beach and Belle Isle respondents to the
2009 community survey use an automobile
as their primary mode of transportation.
Parking accessibility also continues to be
a priority. The new city Hall garage and
2009/10, several major CIP projects were
completed. Some of these projects included:
the Alton and 5th facility provided 1,150
additional parking spaces combined.

the municipal garage adjacent to the New
World Center providing an additional
550 parking garage spaces in the city

The Greater Miami area is a magnet that draws visitors from the
world over with almost 12 million tourists visiting yearly. The city’s
hotels serve as an important economic engine and continue to attract
guests from all over the world. The number of hotel rooms increased
until CY 2003 as hotels began converting to condominiums. The
rate accelerated though CY 2006 as several major hotels closed
for renovation. In late CY 2008, these hotels began to reopen and
their number continues to climb in CY 2010. In addition, the hotel
occupancy rates, and the average daily room rates, in particular,
have dramatically rebounded in CY 2008 from the impacts of the
decline in the economy.
Attendance increased at the Miami Beach Convention Center from
632,700 in FY 2008/09 to 708,750 in FY 2009/10. Although the
number of convention center attendees continues to climb, it is still
below the peak of 869,075 in FY 2008.
Total visitors to the Bass Museum of Art and The Fillmore (Gleason)
Theater increased from 87,404 in FY 2008/09 to 123,921in FY
2009/10. These numbers are less than the FY 1999/00 to FY
2005/06 period’s attendance when these were rental facilities. This
was also prior to the opening of the New Performing Arts Center in
downtown Miami (Florida’s largest and second largest in the nation)
which opened in CY 2006. In FY 2007 the theater was privatized.
Although less attendance, these venues are beginning to generate a
profit.
In January of 2011, the city of Miami Beach unveiled Miami Beach
SoundScape, a new and unique public event space located in the
City Center District. SoundScape is surrounded by Lincoln Road
Mall, The Fillmore at the Jackie Gleason Theater, the Miami Beach
Convention Center and the New World Center, new home of the
New World Symphony. The opening of SoundScape brings a new
focus to an already vibrant city Center District.
Miami Beach is known for its many special events that promote
tourism. The number of special event permits continues to rise from
168 in FY 2008/09 to 223 in FY 2009/10. At the same time, the
number of cultural grants awarded increased from 43 to 45, even
while cultural grants in many cities declined. The total dollars of
cultural grants awarded in Miami Beach rose from $627,169 in FY
2008/09 to $630,000 in FY 2009/10.

Mucho se ha logrado para atender el problema de los indigentes
en la ciudad en los últimos años. El censo del número de indigentes
en la ciudad disminuyó de 314 que había en noviembre de 2000 a
98 en enero de 2008 y desde entonces aumentó a 149 en enero de
2010. A pesar de la disminución registrada desde el año 2000, los
indigentes siguen siendo una de las principales preocupaciones en
la ciudad.

El flujo vehicular sigue siendo un tema importante para la
comunidad. Está en proceso de implementación un innovador
programa de alquiler de bicicletas en la modalidad de autoservicio,
que dará soporte a la sustentabilidad ambiental y aumentará la
movilidad multimodal local. Cuando esté en plena operación,
el programa tendrá una red de 100 estaciones de alquiler de
bicicletas que funcionan con energía solar que contará con 1000
bicicletas de diseño especial que se podrán disfrutar por hora, día o
mes. La cobertura será de toda la ciudad de Miami Beach durante
las 24 horas, con estaciones desde South Beach hasta North Beach.
Este programa es especialmente importante ya que únicamente el
71.3% de todos los encuestados y el 56.9% de los residentes de
South Beach y Belle Isle encuestados en el año 2009 utilizan el
automóvil como su principal medio de transporte.
La accesibilidad al parqueo sigue siendo prioritaria. El nuevo garaje

El Programa de Grandes Mejoras de la ciudad (CIP) sigue siendo
una alta prioridad y juega un rol importante en la generación
de empleo y el estímulo de nuestra economía regional. En el
AF 2009/10 la ciudad completó varios grandes proyectos de
mejoramiento incluyendo:

El área del Gran Miami es un imán que atrae anualmente a casi
12 millones de visitantes. Los hoteles de la ciudad sirven como
un importante motor económico y continúan atrayendo a turistas.
El número de habitaciones hoteleras aumentó hasta el AC 2003
cuando los hoteles empezaron a convertirse en condominios y
aceleró en el año 2006 cuando algunos hoteles grandes cerraron
para renovarse. A finales del AC 2008 se empezaron a reabrir los

El total de visitantes al Bass Museum y al Fillmore aumentó de
87,404 en el AF 2008/09 a 123,921 en 2009/10. Estas cifras

Un nuevo beneficio a residentes es la tarjeta de descuento de
medicamentos recetados, disponible sin costo para los residentes
que no estén cubiertos por el seguro a través de la afiliación de la
ciudad con la Liga Nacional de ciudades.
Aunque las tasas de impuestos en milésimas de la ciudad aumentó
ligeramente en el AF de 2010/11 en 0.56 mills, las tasas de

La sostenibilidad ambiental sigue siendo un aspecto importante
para nuestros residentes. La ciudad conformó un Comité Permanente
de Sostenibilidad en AF 2007/08 para discutir las inquietudes
ambientales locales. El Comité desarrolló un Plan de Sostenibilidad
enfocado en diez áreas. Algunas de sus iniciativas ya se han
implementado. Para respaldar la sostenibilidad se han intensificado
esfuerzos de reciclaje despertando una mayor consciencia pública
sobre la necesidad del programa y de la recolección no selectiva
(single-stream collection program) de la ciudad. Los esfuerzos han
generado un incremento en las toneladas de reciclaje de 536 en AF
2006/07 a 2,016 en AF 2009/10.

for Miami Beach —and for our permanent
residents, too.
Several concerned residents in different
neighborhoods approached the City’s
administration to address the issue of short-
term rentals in multi-family housing areas,
such as Flamingo Park and the Española
Way and Art Deco historic districts.
“Every week or every month, there’s a new
tenant in the apartment....especially if they
are coming here for a special event. They
use they apartment for a party and it can
be pretty loud and difficult to live next to,”
said Johnson.

IV, Division 3) allows short term rentals
in multi-family zones for no less than six
months and one day.

strict measures when enforcing short-term
rental laws.

Property owners of multi-family homes
(apartments and townhomes) sometimes
illegally rent their spaces on a daily or
weekly basis, especially during major
events, for parties and other prohibited
uses under the city’s Land Development
Regulations (LDR).
This unlawful use not only disrupts the
residential character of the neighborhood,
but also brings up health, safety, privacy
and quality of life issues.
Jack Johnson, a resident of the Flamingo
Park area since 1999, has been a force
behind the issue of maintaining quality of
life for himself and those who live in his
neighborhood, where there was a building
practicing prohibited, short-term rentals.
Shorter term rentals are not allowed, unless
a building has been grandfathered into
the new regulations (LDR 142-1111) and the
owners are paying resort taxes and have
the proper licenses and/or certificate of use,
permitting the short term rental.
Illegal short term rentals also bring up
major safety issues for tourists. According to
regulations, the City has to first license and
inspect a property before it is rented out to
visitors. When the rental is illegal, the City
is unaware of the rental and cannot inspect
the property.
“You need to have exit signs and other
mechanisms in place, for example, to
ensure the building is safe,” said Assistant
City Manager Jorge Gomez. “Make sure

Short term rentals in single family homes are
also allowed for a period of no less than six
months and one day. Fines for multi-family
zone short term rentals are $500 for the first
offense. The fine increases for every offense
and can go up to $7,500 for the fourth

fines start at $1,000 for the first violation
and up to $5,000 for repeat violations.

They are popular in Europe. And now,
Miami Beach is also joining the alternative
“green” transportation movement. The city’s
new parking and transportation program
only has two wheels.
This spring, Miami Beach rolled out
DecoBike, the first public, bike-sharing
and rental service program in Florida. It
is designed for residents and tourists to
use commuter bikes for short, local trips
anywhere within the city.
Jordan Bess thinks DecoBike is a cool idea,
“I hope it gets used and works well,” he
posted on Facebook.
Similar programs in other cities have
inspired millions to get out of their cars and
on commuter bikes to get around town.
Whether it is going to the beach, the
grocery store, shopping, to lunch or to catch
a movie, renting one of these bikes is easy.
The self-service DecoBike program has
installed over 55 solar-powered automated
bike stations in the South Beach area.
By the end of the installation period, there
will be approximately 100 docking stations
located from south to north, within blocks of
each other.  The new lanes also serve to remind

reduce traffic congestion, it can also

no matter how short the distance, plus you
significantly reduce your carbon footprint.
It’s a win-win concept,” said DecoBike’s
Colbert Reese.
To rent a bike, users simply swipe their
credit or membership card at one of the
bike stations around town. The station then
provides a number, which unlocks and
releases the bike. You can rent a bike by the
hour or through a monthly membership. The
first 30 minutes are free for all users.
Miami Beach residents receive a discounted
monthly membership pass called BeachPass
for approximately 50 cents a day and
unlimited trips per month, and there is no
deposit required.
Visitor rates start at $5.00 per hour or
$9.00 to $14.00 for a daily pass, with
a reduced $15.00 refundable deposit.
Each additional 30 minutes is $4.00 for
all users, who must be 18 years or older.

o mediante una afiliación mensual. Los

current and future generations, not to mention
the environment, the City of Miami Beach’s
new Adopt-a-Beach pilot program might
interest you.
Interested parties can apply through ECOMB
to be able to adopt a section of beach for a
one-year period, and care for it by holding at
least four clean-up events during the adoption
period. There is a $200 enrollment fee, which
covers the costs of all materials and supplies.

on March 22, 2011, with volunteers and

profit Environmental Coalition of Miami and
the Beaches (ECOMB), the City has begun a

about the importance of keeping the beaches
and ocean free of litter and will bring
attention to the negative effects of marine
debris on human and wildlife health and

The presence of graffiti not only brings unpleasant sights
to our city, it also comes with a host of consequences and
inconveniences, and it hurts our built environments. According to
Miami Beach’s Environmental Manager Lisa Botero, the impact on
our built environment is significant, short and long-term.
“Graffiti creates visual blight, which if left unchecked can
contribute to the deterioration of the character of the area
and impact the overall social and economic sustainability of a
neighborhood–not to mention the costly damage to public and
private assets,” said Botero.
The City Commission amended the graffiti ordinance to give
residents and businesses more time to remove acid etched-glass
graffiti, as it is more costly to remove than the standard spray
paint version. The new ordinance allows commercial property
owners 20 business days and private property homeowners
30 business days, from the time of notice, to remove this
type of graffiti.
The City Code for removing all other types of graffiti remains the
same. The Code provides business owners seven commercial days
to remove graffiti from their businesses and residents 10 days, to
remove graffiti from residential properties.
As a resident and visitor, you can help to crack down on this
unsightly and unsafe practice by being the first to report it.

La presencia de grafitis no solamente produce una sensación
visual desagradable de nuestra ciudad, sino que genera
muchas consecuencias e inconvenientes y afecta la
apariencia de nuestras edificaciones. Lisa Botero, Gerente
Ambiental de Miami Beach, afirma que el impacto en dichas
edificaciones es significativo a corto y a largo plazo.
“El grafiti, desagradable a la vista, de no ser atendido,
puede contribuir al deterioro del carácter de un área y
tener un impacto en la sustentabilidad general, social y
económica de un vecindario, sin mencionar los costosos
daños a los bienes públicos y privados”, dice la funcionaria.
La Comisión de la Ciudad está enmendando la ordenanza
sobre grafitis con el fin de dar más tiempo a los residentes
y negocios para que puedan remover los grafitis de ácido
sobre vidrio, porque son mucho más costosos de remover
que la versión estándar de aerosol de pintura. La nueva
ordenanza permite que, desde el momento en que reciben
el aviso, los dueños de propiedades comerciales dispongan
de veinte días hábiles para remover este tipo de grafitis y
da un plazo de treinta días a los dueños de propiedades
privadas.
Para la remoción de los demás tipos de grafiti, el Código
de la Ciudad no ha cambiado. El Código estipula que
los dueños de negocios disponen de siete días hábiles
para remover los grafitis de sus establecimientos y que los
residentes disponen de diez días para removerlos de las

A Shady Lane’s Coming of Age
They have survived
hurricanes,
droughts, floods and
development. If only,
the Australian pine trees
along today’s Pine Tree
Drive could whisper.
When New Jersey
horticulturist John
Collins first came to the uninhibited sandbar
and swampland now known as Miami
Beach, he envisioned possibilities. He
saw promise for an agriculture enterprise.
Although, coconut planting proved
unsuccessful in the 1880s, he bought
1,675 acres of land to plant avocado
groves in 1912.
Collins’ 160-acre plantation was located
on the high land just west of Indian Creek
between 30 Street and approximately 46
Street. In an effort to protect his groves
from salty ocean winds, he planted rows of
Australian pine trees just east of the farm,
which would later define Pine Tree Drive.
The shady lane was originally a plantation
road that ran between the two rows of
Australian pines parallel to the west shore of
Indian Creek. It connected the farmhouse,
packing plant, workers’ quarters, irrigation
pond, and dock at today’s 41 Street with
Lake Pancoast, where the barges were
loaded with produce before they passed
through the Collins Canal. The pines
created a lush canopy for pedestrians and
farm vehicles as they traveled the roadway.

Although his farming venture later did not
bear out, the pine trees lived on. When the
area was developed as residential property
by Carl Fisher during the 1920s, the lane
was allowed to remain as a thoroughfare
lined with the pines. Pine Tree Drive, today,
and the existing Australian pines represent
one of the last remaining remnants of the
original Collins’ plantation.
Australian pine trees, although not native to
Florida, were widely used as windbreakers
especially near the sea in the late 1800s.
These trees are now outlawed in Florida due
to their invasive nature, rapid growth rate,
and non-native status. However, in Miami
Beach these trees enjoy a more respectable
status – they are part of a Miami Beach
locally designated historic site. In 2001,
under potential threat of losing several
of the pines due to proposed alterations
to the existing configuration of the road,
the Pine Tree Drive Historic Roadway was
designated.
“For nearly a century, the trees have
maintained their historic integrity and are a
significant part of the public right-of way,”
said Miami Beach Preservation Director
William Cary.
Recently, several Australian pine trees
have started to show their age. A tree fell
across the road last year near 34 Street.
Thankfully, no one was hurt. In Florida,
Australian pine trees have a life expectancy
of 40 to 50 years and can grow up to 100
feet or more in height.
“We have a situation where the historic
trees are decaying, mostly at the base of the
trunk, that brings a higher risk of falling,”
said Dr. Christopher Latt, urban forester,
City of Miami Beach. A recent health
and risk assessment conducted by Board
Certified Master Arborist Chuck Lippi found
basal decay in the trunks of 32 percent of
the 295 trees along Pine Tree Drive.
Trees with basal decay may appear healthy
and green because there are sufficient
feeder roots to provide nutrient and water,
but the tree’s base and structural roots are
substantially weakened by decay. Old trees
gradually lose their defensive capabilities
and there is no treatment to prevent it.
Lippi noted that up to 121 higher hazard
trees may be recommended for removal,
although not immediately. The Historic
Preservation Board approved the removal
of five trees for dissections. Further study
will provide detailed information about the
extent of decay and determine which trees
may have to be removed.
City officials are exploring a possible
waiver from the State of Florida to allow
dying trees to be replaced by young
Australian pines so that the unique
historic character of the street may be
preserved.  If this is not possible, the trees
will be replaced with a compatible species
approved by the Historic Preservation
Board.
“Unfortunately, there is not much we can do
to save them. The trees will one day, as they
say, be history. But at least we can look
back and know that we did everything we
could to honor our past,” said Latt.

Han sobrevivido huracánes, sequías,
inundaciones y el desarrollo. Si tan sólo los
árboles pino australiano a lo largo
de la calle Pine Tree Drive de hoy
pudieran susurrar.
Cuando el horticultor de Nueva Jersey John
Collins primero llegó al inhóspito pantano y
banco de arena hoy conocido como Miami
Beach, él imaginó otras posibilidades. Vio

pueden crecer hasta 100 pies de altura e

“Tenemos una situación en la que los
árboles históricos se están deteriorando, la
mayor parte en la base del tronco, lo que
ocasiona un alto riesgo de que se caigan”,
explica el Dr. Christopher Latt, silvicultor
urbano de la Ciudad de Miami Beach.
Una reciente evaluación de salud y riesgo
de los árboles, realizada por Chuck Lippi,
arborista con licencia otorgada por la Junta
Certificadora de Arborismo, indicó que
hay un deterioro basal en el tronco del 32
por ciento de los 295 árboles situados a lo
largo de Pine Tree Drive.
Los árboles con deterioro basal pueden
parecer sanos y verdes debido a que
hay suficientes raíces alimentadoras que
suministran nutrientes y agua, pero la
base del árbol y las raíces estructurales
están sustancialmente debilitadas

Lippi explicó que sería recomendable
cortar los 121 árboles de más alto
riesgo, aunque no inmediatamente. La

deterioro y determinarán cuáles árboles se

friends but because of safety,
health and hygiene issues, the
Miami-Dade County and Miami Beach
codes dictate that dogs are not allowed
on our beaches, on the sand or the ocean.
Violations of the code can result in fines that
start at $50 for the first offense, $100 for
a second offense within the first 12 months
and $200 for each additional offense
within the following 12 months.
Miami Beach does have plenty of spaces
for our dogs. In fact, there are four

A Decade of Progress

Renovated parks, golf courses and cultural
venues have made possible recreational,
cultural and educational experiences
for Miami Beach’s youth and adults.
Neighborhood improvement projects have
revamped the city’s infrastructure. And,
new parking garages have made getting
around town easier. These are just some of
the highlights of the more than 250 projects
completed by Miami Beach’s capital
improvement program (CIP) in the last 10
years. Though, they have not always gone
exactly as planned.
“When I first arrived,” recalled City
Manager Jorge M. Gonzalez, “the City
administration was already developing
a CIP program with the initial goal of
aesthetic improvements. It became my
priority to coordinate, execute and grow
the program as needed. It now has multiple
components. We’ve had some unforeseen
issues but overall our city is better today.”

Miami Beach Convention Center: AN UPDATE

The conceptual master plan for the Miami Beach Convention Center and surrounding
campus was recently completed and presented by renowned local architectural firm
Arquitectonica. The Miami Beach Mayor and Commission approved a resolution that
supported and endorsed, in concept, the renovation and expansion of the Miami Beach
Convention Center, including the development of an adjacent convention center hotel.
They also explored the opportunity to re-mass and/or re-design the project without
the constraints of current zoning restrictions in the project area, nor constrained by the
conceptual renderings prepared by Arquitectonica.

The sounds of sirens and the smell of
charred wood resonated in the heads of
Collins Park area residents. Within an
eight-day period in February, four separate
fires consumed vacant historic buildings in
the Museum Local Historic District raising
suspicious theories. During the same time,
a series of small dumpster fires and an
apartment fire ignited in other parts of
South Beach.
“Our police and fire departments
demonstrated their professionalism and
diligence as they responded to the incidents
and the investigation,” said Miami Beach
City Manager Jorge M. Gonzalez.
The public’s safety was of the utmost
importance during these incidents. Despite
the intensity of the structural blazes,
firefighters were able to contain the fires to
the affected structures resulting in no injuries
and damage to neighboring buildings.
Investigators from police, fire and other
agencies enhanced surveillance and their
undercover work.
On the night of the fourth structural fire,
Miami Beach police found probable cause
and credible evidence to apprehend a
suspect. MBPD arrested 33-year-old Joe
Paul Williams, a transient, who had recently
arrived to Miami Beach. Williams was
charged with two counts of arson in the first
degree, two counts of carrying a concealed
weapon, burglary of an occupied structure
and criminal mischief.
A taskforce that includes team members
from several Miami Beach departments
has proactively taken measures to ensure
that other vacant buildings throughout the
city are properly secured and maintained.
This has been a challenge in many cases
when buildings are in foreclosure. But if
necessary, the city has stepped-in to
ensure that buildings are properly boarded
and secured.

Working on new information, a Miami
Beach police search conducted last year to
the home of a sexual offender living in our
city revealed images of child pornography
on his laptop. He was quickly arrested. He
is now serving 10 years in a federal prison
with probation for life.
Police recognize that pedophiles and sexual
deviants may linger where children gather,
however, the Internet and social networking
sites provide new doors for these individuals
to prey on children. To address the issue,
the Miami Beach Police Department (MBPD)
is affiliated with the Internet Crimes Against
Children (ICAC) task force. Special victims’
detectives work closely with this task force,
which is comprised of federal and local
authorities.
“In 2010, the Miami Beach Police
Department, in partnership with the ICAC,
was able to identify and successfully
prosecute a number of subjects utilizing
the Internet to entice or exploit children.
Many of the arrests occurred in the City of
Miami Beach,” said MBPD Special Victims
Detective Jenny Velazquez.
Federal and state laws require sexual
offenders and predators to register with the
local sheriff’s office (in our case, Miami-
Dade County Police) within 48 hours of
establishing a permanent, temporary, or
transient residence.
It is the responsibility of MBPD’s Special
Victims Squad to routinely check on any
individuals registered in our city and ensure
compliance with the law. Failure to comply
with all requirements is a third degree
felony. A list of any offenders (including
photos) living within the Miami Beach city
limits and other parts of the state can be
found online.
“Be assured that the safety of our children
is of the highest priority,” said MBPD Chief
Carlos E. Noriega.

trabajando con nueva información, condujo
el año pasado a la casa de un agresor
sexual que vivía en nuestra ciudad, en

pornografía infantil. Pronto fue arrestado y
ahora está cumpliendo una pena de diez
años en una cárcel federal, sujeto a libertad
condicional de por vida.
La policía reconoce que los pedófilos
y personas con desviaciones sexuales
pueden andar cerca de los lugares donde
los niños se reúnen pero, el Internet y las
redes sociales proveen nuevas puertas
para que estos individuos abusen de
los niños. Para atender esta situación,el
Departamento de Policía de Miami Beach
(MBPD, por sus siglas en inglés) está
afiliado a la Unidad Especial de Delitos
Cibernéticos contra Niños (Internet Crimes

El Escuadrón para Víctimas Especiales del
MBPD tiene la responsabilidad de hacer
un seguimiento rutinario a los individuos

que cumplan con la ley. El incumplimiento

2011 Summer Camps

are Almost Here!
Estructurados y supervisados campamentos de verano diarios
son ofrecidos para niños entre los grados K-12. Nuestros
campamentos se llevarán a cabo los días de semana, durante

October 26, 2010 at the Annual American Red
