This is a report on the OVERVIEW of the

POLISH ELECTRICITY MARKET

The report has been compiled to present to employers of engineers in the power sector to show how XXX International conducts its recruitment activities. Although the report is on Poland’s power Industry, the point is that XXX can produce a similar report for any country or any Industry.

The report is designed to act as a preliminary map for recruitment activities. From this report it is possible to identify the employers and what they do. From here XXX can execute a “top down” systematic and logical program to find every engineer in a National skills market. This enables our clients to approach every Engineer that they may wish to hire directly and discretely.

POLISH ELECTRICITY MARKET

The main feature

The most notable and significant feature of Poland's energy sector is its heavy dependence on coal as a primary energy source. Poland has immense coal reserves, produces about half of its natural gas requirement and has virtually no oil. The vast majority of electri- city generation in Poland is coal-based, though diversification toward more use of other energy sources is becoming a strategic priority.

Recession-proof

This year Poland is bound to be the only European country to experience GDP growth - say experts from “The Economist”. The country is ranked 6th among economies in the world. According to the Economist Intelligence Unit (EIU), Poland may expect economic growth at around 0.7% and is bound to decidedly outshine other European countries in this respect. Positive GDP in 2009 will become a thing not numerous countries will be able to boast about. EIU’s experts expect China to have the highest GDP growth i.e. 6%. India comes second in the ranking with the expected 5% GDP rise and Egypt closes the list of top courtiers with prospects of a 3.9% GDP growth.

Polish employers show measured optimism in context of employ- ing new workers. 18% of them plan to increase number of em-

ployees in the period August - October 2009

example construction and engineering they predict an increase of 20%. On the other hand in Power generation reduction of 15% is foreseen. This might suggest trend to build some new, more efficient plants and investing in more effective solutions.

1. INTRODUCTION

At present, a number of Polish government entities are involved with the electric power industry. The main government agency in Poland that deals with the electric generation industry is the Ministry of Economy, and the Energy Regulatory Office (Urzad Regulacji Energetyki) regulates the power sector.

The following three subsystems are distinguished in the Polish Power System (PPS), due to the nature of the technical functions:

1. generation of electricity (at power plants, heat and power plants and distributed generation);

2. transmission of electricity through the extra-high voltage power network nation-wide and via cross-border lines through the Polish borders (the task executed by the transmission system operator);

3. distribution of electricity through the high, medium and low voltage distribution networks (the tasks executed by the distribution system operators).

We will present them hereunder.

Some Basic Statistics:

The total installed capacity in the Polish power stations amounted to ca. 35. 850 GW. The annual production of electricity amounts to a total of 160 000 GW.

There are 20 system power stations, and the biggest were Belchatow, 4430 MW Kozienice, 2846 MW Turow, 2106 MW, Polaniec, 1800 MW Rybnik, 1775 MW Dolna Odra, 1742 MW

As of 9 Jan 2009, there are also 55 cogeneration plants and among the biggest are Warszawa, Łódź and Tychy. For the detail read on.

As of 1 Jan 2008, there were 142 system wind generators installed in Poland and the total capacity was 280MW. The sector is growing rapidly with many companies involved and it is expected to reach the level of 2, 000 MW by 2010.

Biomass

Poland is obliged to increase the share of renewable electricity production to 7.5% by 2010 (from a share of about 2% in 2002). Most of this increase is expected to be covered by biomass-based electricity generation, or co-firing biomass in existing coal- fired power plants. Although the southern part of Poland is mountainous, only a relatively small proportion of Poland's electricity generation originates from hydroelectric power. At present, the Polish has 125 system hydro power plants with total capacity of 2 040 MW. Most of the hydro power plants are located in the southern and western part of the country, and are owned and operated by the Pumped Storage Power Plants Company (PSPP). PSPP has 85% of the pumped storage hydroelectric capacity in Poland and 74% of the total hydroelectric generating capacity.

As of the year 2009, the Polish power grid consists of about 200 kilometres of 750 kilovolt (kV) lines, about 4,700 kilometres of 400 kV lines, and about 7,900 kilometres of 220 kV lines, and is interconnected using more than 80 large substations. The Polish State Treasury is the sole shareholder of the company. In 2007, PSE-Operator S.A. became the owner of the transmission network assets required to execute the tasks and responsibilities of the transmission system operator.

PSE-Operator S.A. spent in 2007 a total of PLN 155.2 million for maintenance, repairs and operation of the network facilities. PSE-Operator S.A. was supported by five regional maintenance companies in the execution and supervision of the maintenance and repair works.

PSE-Operator S.A. operates according to the TRANSCO (Transmission Company) model, combining ownership of the transmission network, including cross-border connections, with the control of the transmission system and administration of the power market balancing mechanism.

Seeing the current investment in design and construction of new solutions in energy sector, we are noticing some leaders in the group of energy generation and transmission technology engineering. The most actively present in the Polish market are Mostostal Zabrze – Holding, Elektromontaż łnoc, Rafako, Elektrim, Install Kraków, Polimex Cekop, Energoservice and Energoprojekt Katowice.

There is also a group of foreign players, some already based in Poland, some just working on local contracts. It is quite a big batch with many well known names among them – Siemens, ABB, EDF, Alstrom, E.ON, RWE, EDF, Iberdola, Electrabel, ELTEL, Fortum Heat and Lavalin.

At present they are involved in many projects and it seems to be good prospects for still many new investments in the next several years. In Poland, the global financial crisis does not make much of a difference in the long term perspective.

The foreign capital coming into the Polish economy has fulfilled a very important role in the process of privatisation and restructuring. The company was established in 2004 as a representative of E.ON edis AG within the territory of Poland.
