Mr. Mlcoch has over 37 years experience in operations, project management and construction
management of grassroots and renovation type projects for biopharm, process, industrial, and
energy facilities. He managed projects exceeding $200 million and over a million direct labor
hours throughout the United States. Responsible for contract administration of all phases of
construction, including preparation, negotiation, and award of prime construction contracts,
along with final contract and claim negotiations. His experience also encompasses project
planning, scheduling, monitoring, cost evaluation, value engineering/constructability studies,
QA/QC, establishing field offices and staff, and coordination of design. Developed up-front
planning that lead to final validation and commissioning planning.

Mr. Mlcoch’s representative assignments include the following:


Biotest Pharmaceuticals Corp – Plasma Fractionation Capacity Expansion Facility,
Boca Raton, FL. Project/Construction Manager for this $32 million, 25,000 SF expansion
project. Responsibilities included overseeing cost, schedule and overall construction
activities.

Bristol-Myers Squibb – Multi-Product Biopharmaceutical Manufacturing Plant,


Devens, MA. Acted as Client representative for this $750 million multi building facility
which is the largest capital expenditure in the company’s history and one of the 20 largest
biotech engineering sites in the world. Responsibilities included overseeing specific
operations of the construction manager and engineering firm to assure that BMS’s
objectives were met. This included reviewing schedules, change management and overall
coordination and communication to senior management.

Firmenich – NewCaps Project, Port Newark, NJ. Construction Manager during the pre-
construction phase for a new food additive manufacturing facility developing site logistic
plans, schedules, bid package preparation and initial construction contract negotiations and
awards.

Sanofi Pasteur – Spray Irrigation Project, Swiftwater, PA. Project Construction


Manager overseeing the design, procurement and construction of a complex irrigation and
reclaim water project. The critical start up of a new flu vaccine facility and water treatment
plant was dependent on the successful fast track completion of this system. The system
was spread out throughout the entire Swiftwater campus and remote forested areas which
required extensive coordination with plant operations and unique safety procedures. All
safety, cost and schedule requirements were met by achieving zero injuries, cost under run
and allowed both facilities to start up on time.

GlaxoSmithKline - Building 40 Expansion Project, Upper Merion, PA. Project Director


overseeing the Engineering, Procurement and Construction Management for a 53,000 SF,
two-story with partial basement Biopharmaceutical facility to support the production of
Mepolizumab (“Mepo”) for the treatment of Hypereosiniphic Syndrome (HES). The new
suite included the installation of new Bioreactor, Media Prep and Buffer Prep super skids;
CIP skids, Autoclave, Parts Washer as well as other facility equipment packages and the
use of re-used cell culture and purification equipment. The project was challenged by limited
logistical space and working closely within and next to an existing operating facility. In spite
of the many challenges, the project was the fastest project in GSK history going from
conception to production and allowed for sequential occupation and startup of the
facility.

Alza, Vacaville, California. Provided preconstruction planning and constructability reviews


for the PBOEL Facility Remediation Project. Provided BOD-A deliverables for the
remediation of Alza’s Vacaville facility to meet J&J’s corporate guidelines for controlling
occupational exposure to active pharmaceutical ingredients (APIs) as defined in their SOPs.
scope included studies and analysis of multiple areas in the facility so as to develop
recommended solutions that could be completed using a phased implementation plan

Élan Holding, Inc, Gainesville, GA. Performed preconstruction planning, constructability


reviews and home office project support throughout design and construction of a 5,200 SF
solid oral dosage manufacturing facility. The process steps and technologies include
blending, milling, compounding, granulating, sieving, drying, encapsulating and check
weighing. The project also included clean storage and staging areas, refurbishment of an
existing 1,300 SF Encapsulation area as well as an extension to the existing central utilities
building.

Merck & Co, Elkton, VA Performed preconstruction planning, constructability reviews and
home office project support during design and construction of a 25,000 SF Sterile API
manufacturing facility. Design improvements were primarily to alter the material and
personnel flows and air pressurization within the facility to comply with current regulatory
expectations. The project included demolition of a portion of the existing building and
expanding it to meet size requirements. A portion of the building included modular wall and
ceiling technology. Challenge was to construct the process and facility upgrades within a
tight schedule in between annual manufacturing shutdowns.

Immunex/Amgen, West Greenwich, RI. Senior Project Manager for new 250,000SF
Manufacturing facility for the increased production of Enbrel. Facility consisted of (9) nine
20,000-liter bioreactor production trains. Project also includes a new cGMP 124,000SF
warehouse, new central utilities building, and new 94,000SF laboratory/administration
building. Direct responsibilities included formalizing a modularization program.

Merck & Co, West Point, PA Senior Construction Manager for a new biologics vaccine
manufacturing packaging and warehouse facility (Bldg 60) that encompasses cell culture

and virus production, microbial fermentation, and downstream processing. Overall, the
principal planning concerns for this project included the integration of this large new facility
into the client’s existing site, tying into existing utilities and maintaining current circulation
patterns. A key goal for the project was to design the facility to allow multiproduct capability
for campaign production of several biologics in the same facility. The project received the
Business Roundtable 1994 Safety Excellence Award.

Lonza Biologics, Portsmouth, NH. Construction Manager on a biopharmaceutical retrofit


project for Lonza. This F1/P3 project involved perfusion fermentation and protein
purification technology and included the demolition and retrofit of a fermentation and
purification suite adjacent to operating areas.

Lonza Biologics, Portsmouth, NH. Major manufacturing expansion project, which involved
mammalian cell culture. This F3/P4 project included the fit-out of the fermentation,
purification, buffer preparation, and media preparation suites along with supporting
mechanical spaces and utility systems. Coordinated a critical WFI two-week shutdown and
final turnover/close-out effort.

Hoffmann-La Roche, Nutley, NJ. Construction Manager for a capital expansion and
upgrade program involving multiple, concurrently-running projects. All work accomplished in
an operating facility under a partnering agreement with the client. Responsibilities include
subcontractor supervision, evaluating/writing contract change orders, scheduling, tracking
progress, approval of invoices, QA/QC and safety management. Under this partnering
agreement he acted as a client rep working closely with Hoffman-LaRoche management
and their engineering firms to meet project cost and schedule objectives.

Lederle Laboratories, Pearl River, NY. Project Manager for a large Vaccine Technology
Development Center, a 75,000SF vaccine production and R&D laboratory facility.
Responsible for all site management activities such as safety, quality control, coordination
with client on-site personnel, cost control, planning and scheduling, and construction
supervision. Installation involved complex piping and instrumentation/control systems, and
clean room construction methods.

Akcros Chemicals America, New Brunswick, NJ. Construction Project Manager for a new
$11 million, 20,000SF specialty acrylates plant. Responsible for overall site management,
including safety program, contractor coordination, constructability reviews, QA/QC and
engineering liaison.

Lonza, Inc., Bayport, TX. Assistant Construction Project Manager for a $26 million diketene
and derivatives plant. Provided a leadership role with contract administration, planning and
scheduling and field supervisory issues.

Air Products and Chemicals, St. Gabriel, LA. Project Controls Manager and
Superintendent for a $38 million higher amine plant (100 million lbs/yr). Lead all planning,
scheduling, material coordination and cost control activities on-site.

Stauffer Chemical, Edison, NJ. Construction Manager for a catalyst plant. Leadership role
managing all site functions including labor relations, safety, and construction supervision.

Dartco Manufacturing, Augusta, GA. Construction Manager for a $50 million high
temperature polymer plant (10 million lbs/year). Responsible for site safety, quality control,
and contractor coordination.

Hooker Chemical, Niagara Falls, NY. Construction Manager for a $75 million energy from
waste project, boiler/generator facility in Niagara Falls, NY. The facility was designed to
produce 300,000 lb/hr 1,250 psig/750F steam using refuse-derived fuel with either coal or
No. 6 oil as backup fuel. The plant also included two 25-MW single-automatic-extraction
turbine generators.

Exxon, Bayonne, NJ. Construction Manager for a $15 million specialty tanker project that
involved revamping and upgrading dock facility and fuel oil/aviation gas storage facility.

Exxon, Linden, NJ. Construction Manager for a $12 million water treatment plant.
