Council Minutes
March 8, 2010 – 7:00, PM
Council members and staff present – Jeffery Berger, Andrew Mook, Curtis Michael, Jillian Perry, James Savage,
Richard Smith, Mayor Walter Reed, J. Howard Langdon, Dale Cahn, and Dolores Moyer

The regular meeting of the Hughesville Borough Council was called to order by Council President Jeffery Berger
followed by the Pledge of Allegiance.

Guests and Visitors: Dan Frycklund is trying to put together a motorcycle run in memory of his daughter Sarah. A
scholarship will be created to benefit a student at East Lycoming High School in their music program.

Approve Agenda: March 8, 2010 Smith moved, seconded by Michael. Motion passed.

Approve Minutes: February 22, 2010 one addition was noted, the interview of a potential police officer on February
8, 2010 Councilman Michael was also present. Michael moved, seconded by Mook. Motion passed.

Solicitor’s Report: J. Howard Langdon said that he responded to auditor’s letter stating that a lawsuit was in process.

Police Report: Corporal Gill; needs to purchase another file cabinet and a new VASCAR unit for the Charger will cost
about $1,700 - $1,800; working on a grant application to replace video equipment (tape to digital) in cruiser.

Mayor’s Report: Walter Reed said he received a call from Dan Thomas about a sign for the Fire Co. and the zoning
restrictions, could this be changed to commercial? The Solicitor explained a minimum of 90 days would be required as
well as a hearing and advertising.

Emergency Management Report: None

Public Works Report: Dale Cahn said street sweeping will take place in mid April. There was discussion on whether
to use the remaining balance of $2,700 from 2009 to be used for paving or for lease purchase payment of loader. Moyer
stated that using Capital Funds would be a temporary solution for 2010 but needed to be looked at more seriously at
budget time. There were cutbacks to the amount of monies transferred from General Fund to Capital Fund for this year.
Savage moved that the lease payment be made from the Capital Fund, seconded by Mook. Motion passed. The annual
amount is $9,375.

Water Report: Richard Smith moved to put Jeff Berger, Dale Cahn and Dave McConnell on the new check signature
cards, seconded by Michael. Motion passed. Dave McConnell was elected Chairman of the Board; Art Gladfelter Vice-
chair; Mike Bieber, Secretary. Authority is still waiting to hear from Susquehanna River Basin to get approval to sell
water to Chief.

Zoning Report: Code Inspections Inc. Council suggested that a monthly update be given on the status of pending
properties or permits.

East Lycoming Recreation Authority: Request copy of minutes

Hughesville-Wolf Authority: Request copy of minutes

Treasurer’s Report: General Fund - Check# 6634-6657 $ 7,770.59


Payroll - Direct Deposit $22,953.51
ACH Debits $18,388.98

Smith moved, seconded by Michael. Motion passed.

Borough Secretary: Dee Moyer – Code Inspections, Inc. charges the Borough a fee for the violation process. Borough
needs to establish a fee to invoice the violators. Resolution 2010-01; Michael moved to bill the amount of $50.00,
seconded by Savage. Motion passed. Perry moved to an annual agreement with Carbonite for off site backups for the
Borough office, seconded by Michael. Motion passed; will further investigate adding computers in other departments.
Business:
 Approve Pension Funds fees for actuarial & support services RJ Hall Company, Inc.
Non-Uniform - $4,500 and Police - $4,500 Smith moved, seconded by Michael. Motion passed.
 Vacancy on Hughesville Wolf Authority. Smith moved to appoint Dick Mausteller, seconded by
Mook. Motion passed
 Lycoming/Sullivan Counties Borough Association Meeting. An Additional check will be written
for Smith and the Mayor to attend. The amount is $26.50
 River Valley Transit Safety Awards Banquet
 DEA Plaque & Letter of Appreciation to the Hughesville Borough Police Department for
contributions during the Chad Michaels funeral.
 Selection of Borough Solicitor. A Perry moved to appoint Ryan Tira, seconded by Savage. Motion
passed. Howard Langdon has been the Borough Solicitor for 35 years; he stated that he has 4 file
cabinets of records.

Closed Session was called at 8:32 PM, Perry moved, seconded by Mook. Motion passed.
Re-opened at 8:57 PM; Smith moved, seconded by Perry. Motion passed.
 No additional business discussed

Adjournment: 9:00 PM; Mook moved, seconded by Michael. Motion passed.
