Council Minutes
January 24, 2011 - 7:00, PM
Council members and staff present – Jeffery Berger, Andrew Mook, Curtis Michael, Jillian Perry (left at 8:00 PM),
James Savage, Richard Smith (arrived at 7:20 PM), Mayor Walter Reed, Dolores Moyer and Chief Gill

The regular meeting of the Hughesville Borough Council was called to order by Council President Jeffery Berger
followed by the Pledge of Allegiance.

Guests and Visitors: Dan Holmes introduced himself as a candidate for District Magistrate in east Lycoming; District
Justice McRae will be retiring at the end of the year. Holmes also introduced his wife and children.
Rob Crowell (Point & Click Media) demonstrated how easy and user friendly a website can be today. Various staff and
council will be responsible for their own pages and updates. Perry moved, seconded by Mook to accept the price of set-
up and 1 year of hosting at the price of $875. Motion passed

Approve Agenda: January 24, 2011 Mook moved, Perry seconded. Motion passed

Approve Minutes: January 10, 2011 Michael moved, Smith seconded. Motion passed.

Mayor’s Report: Walter Reed will discuss Civil Service Commission later.

Treasurer’s Report: General Fund - Check# 6948-6967 $3,483.27

Borough Secretary: Moyer stated that cash flow was extremely low and would continue until the tax bills were mailed
in March; she suggested that the General Fund borrow the money from the Curbs & Alleys Fund because there is a
balance of just under $100,000. Year end statements from R J Hall Company for Police and Non-uniform Pension
Funds were roughly a 12% return. Information on the PSAB conference to be held in April, 2011.

Business:
 Approve a quarterly fee of $1,250 each to RJ Hall for Police & Non-uniform Pension Funds.
Michael moved, seconded Mook. Motion passed.
 Letter from Representative Garth Everett requesting Borough concerns about the Marcellus shale
Development in the area. The Borough Secretary will write a letter regarding traffic flow changes.
 Marcellus Shale info regarding the state of Pennsylvania
 Letter from SPCA recapping services for 2010
 Boiler proposal from Baxter Plumbing & Heating, Inc.; Trojan Boiler Services and Lycoming
Heating will discuss more a the next meeting.
 Stormwater Ordinance information efficiency due later in the year.
 Resignation of Jeff Miller serving a 2 year term on the Civil Service Commission; will be replaced
by Cindy Shaner. Michael moved, seconded by Savage. Motion passed.

Committee Reports:

PROPERTIES – Smith - Walkable Communities update held at the library on January 27 th. A new map of
the proposed target areas of Hughesville are on the Council Chambers wall.

Closed session to discuss personnel matters: 8:45 PM, Michael moved, seconded by Mook. Motion passed.
Reopen: 9:25 PM, Michael moved, Savage seconded. Motion passed.

Council stated that Borough non-uniform employees will not be getting a raise in 2011. Council felt that by absorbing
the additional cost of health insurance and not raising the co-pays of employees it more than covered what the
employees would have received in salary increases. Police officers received a 3% increase.

Adjournment: 9:35 PM - Mook moved, Michael seconded. Motion passed.
