On 25 October 2010, in conjunction with the launch of the roadmap, the Prime Minister
announced progress in the following projects.

Asia e-University
Asia e-University is selected by the Ministry of Higher
Education as the Gateway University for international
education for distance and online learning.

Johor Premium Outlets


Johor Premium Outlets will be located in Genting
Indahpura, Johor, a mixed development township which
will feature amongst others; a hotel, international water
theme park and retail outlets.

LFoundry Malaysia
LFoundry Malaysia Sdn Bhd will build a 200-mm wafer
fab in the Kulim High-Tech Park (KHTP). Building
work is expected to start in December and will be
completed within 18 months.

Malaysia Airports Holdings Berhad (MAHB)


MAHB has invested in a new Low-Cost Carrier
Terminal (LCCT) in Sepang which will feature a
landside shopping mall.

Mydin Mohamed Holdings Berhad

In a bid to build a more dynamic retail market, Mydin


Mohamed Holdings Bhd plans to open 14 more
branches nationwide within two years.

Premium Renewable Energy

Premium Renewable Energy (Malaysia) Sdn Bhd will


set up a bio-oil plant costing US$40mil (RM124mil)
near Lahad Datu, Sabah, capable of producing 30MW of
energy.

Schlumberger
Recently, Schlumberger established a new Global
Financial Hub and Shared Services in Bandar Utama.

St. Regis
The six-star St. Regis Kuala Lumpur will be built on a
2.2-acre site, with a total development area of 1.4
million square feet, at KL Sentral.

Following the impetus of the nine Entry Point Projects (EPPs) announced on 25 October 2011,
the Prime Minister of Malaysia announced another nine new developments and EPPs.

Petroleum Incentives
Malaysia’s oil and gas production is depleting and
sustaining production will be more challenging due to
matured basins, technically challenging reserves and
stranded marginal oil and gas fields.

Tanjong Agas Oil & Gas and Logistics Industrial Park


Tanjong Agas Supply Base & Marine Services Sdn Bhd
(TASBMS) is the Concessionaire and Project Company
to develop the Tanjong Agas Oil & Gas and Logistics
Industrial Park on land measuring 4,260 acres in
Tanjung Agas, Pekan, Pahang Darul Makmur.

Tenaga Nasional Infrastructure Investment


Tenaga Nasional will be investing in several major
projects in 2011 with a total capital expenditure of RM4
billion.

Technology Park Malaysia : Advanced Engineering,


Sciences and Innovation Cluster
Technology Park Malaysia (TPM) along with Universiti
Tenaga (UNITEN) and Malaysia Multimedia University
(MMU) aims to create of a network of collaboration
among the private sector focused on research to
transform advanced engineering and IT education
sectors, serving as an enabler for high-growth sectors
and to drive innovation.

Majestic Hotel
YTL Hotels is building the Majestic Hotel on a 3.2 acre
site along Jalan Hishamuddin in Kuala Lumpur.

UCSI University : Hospitality and Tourism Discipline


Cluster
The UCSI University is playing the leading role to drive
the initiative of Education NKEA EPP 10. The project is
to produce skilled and qualified human resources to
meet the demand of our country’s second highest export
earning industry - with an ambitious growth of 3 times
from the existing in the next 10 years.

Early Child Care and Education (ECCE) Training


Centre Cluster
The Ministry of Education, in conjunction with SEGI
College, DiKA College, Taj International College,
Institut Teknologi Info-Sains Mahir, MCS College,
Institut Perkembangan Awal Kanak-Kanak, Kolej Uniti,
Thames Technology, Iras Mewah and Institut Megatech
will be conducting pre-school teacher training in 10
states.

Cisco
Cisco has invested in transferring its manufacturing
process and skills for a wide range of routing and
switching products from Austin, Texas to Malaysia.

MyCEB: Business Tourism


Malaysia targets to grow business tourism arrivals from
5 percent to 8 percent of the overall tourist arrivals;
which translates to an increase from 1.2 million to 2.9
million by year 2020.

The Prime Minister of Malaysia announced 19 Entry Point Projects and developments, following
18 others that have been announced since the launch of the Economic Transformation
Programme.

ExxonMobil Investment
ExxonMobil Exploration and Production Malaysia Inc.,
a subsidiary of Exxon Mobil Corporation, in conjunction
with its Production Sharing Contract (PSC) partner,
PETRONAS Carigali Sdn Bhd., has plans to invest in
excess of RM10 billion in new oil and gas assets.

Shell Malaysia
Shell Malaysia will invest RM5.1 billion into projects to
upgrade, expand or build their facilities in upstream,
midstream and downstream across Malaysia.

Dialog Group
Dialog Group Berhad is leading a consortium
comprising of the State Government of Johor and Vopak
Asia to develop an Independent Deepwater Petroleum
Terminal Project at Pengerang, Johor with a total
petroleum storage capacity of about 5 million cubic
meters.
Malaysia Nuclear Power Corporation
The government is studying the possibility of deploying
nuclear energy to meet future demand and diversify the
energy mix for Peninsular Malaysia.

Malaysia as a World-Class Data Centre Hub


Data centres (DCs) are specialised facilities that support
the day-to-day operations of applications and data
processing in many enterprises.

University Malaya Health Metropolis


Universiti Malaya Holdings will spearhead an initiative
to develop and position the Health Metropolis as
Malaysia’s premier medical hub and as one of the
centres of excellence for medicine and bioscience in the
region and globally.

Hovid : Hovid Objective Pharmaceutical Excellent


(HOPE)
Hovid Berhad has entered an agreement with Winthrop
Pharmaceuticals, a subsidiary of Sanofi-Aventis Group
to develop the generic drugs.

Teluk Datai Development Plan


Teluk Datai Resorts Sdn Bhd (TDR), a company which
is 70% owned by Khazanah Nasional Berhad and 30%
by its original founders Tan Sri Razali Rahman and
Datuk Hassan Abas through Archipelago Hotels (East)
Sdn Bhd.

YTL Group: Pulau Gaya Development


TThe Pulau Gaya Resort is being constructed amidst the
existing rainforest, respecting the natural environment,
with all trees and topography in the area being
preserved.

AUO Sunpower
AUO Sunpower designs, manufactures and delivers the
most powerful solar cells in the world, providing green,
renewable energy solutions in virtually every sector of
the economy, worldwide.

High-Value Herbal Plantation


In the agriculture sector, the East Coast Economic
Region Development Council has received approval to
develop a High-Value Herbal Plantation in Pasir Raja, to
cultivate herbs that are in high demand.

SelecTV : Hospitality IPTV – Distribution of Malaysian


Content
Hospitality IPTV focuses on the creation of an effective
and sustainable platform to distribute Malaysian content
to both local and international hotels implemented with
SELECTV IPTV.

Mines Wellness City


The Country Heights Group of Companies is developing
the Mines Wellness City as an integrated health and
wellness resort, which will serve as a one-stop
destination for both modern and complementary
medicine.

Skills Malaysia 2011


As part of this EPP, Skills Malaysia Year 2011 aims to
raise awareness of and showcase the opportunities for
post-SPM education and upgrades for unskilled workers
available in Malaysia as an alternative to mainstream
education.

Damansara City 2
GuocoLand Malaysia will develop DAMANSARA
CITY 2, an integrated development in Pusat Bandar
Damansara.

Mass Rapid Transit


The MRT is integral to the success of the Greater Kuala
Lumpur/Klang Valley NKEA, which in turn is a key
catalyst for the ETP overall.

Talent Corporation
Talent Corporation, a new government agency under the
stewardship of Johan Mahmood Merican as the Chief
Executive Officer, is tasked to strategise and implement
initiatives to engage and attract the best talents required
to fill the 3.3 million positions that will be created by the
various National Key Economic Areas.

On 8 March 2011, the Prime Minister unveils 23 projects under the Economic
Transformation Programme.

Marina Island Pangkor’s International Resort & Entertainment Extension Project


Globalports Sdn Bhd, Bina Puri Properties Sdn Bhd and Marina Sanctuary Resort
Sdn Bhd will work together as a Consortium to spearhead the development of the
new 110 Acres Marina Island Pangkor 2nd International Resort & Entertainment
Island.

AirAsia X’s Aircraft Purchase


AirAsia X has signed a purchase agreement for the acquisition of three A330-200
aircraft (with an option for two additional aircraft) from Airbus.

Diagnostic Services Nexus


General Electric, in conjunction with local partners such as REDtone
International, will develop the Diagnostic Services Nexus (DSN), a teleradiology
hub.

Small Retailer Transformation Programme (TUKAR)


The transformation of small retailer shops (TUKAR) is a project which aims to
modernise these shops to increase their level of competitiveness.

Upscaling of Paddy Farming in the MUDA Area


This Entry Point Project (EPP) will see the Muda Agriculture Development
Authority (MADA) in collaboration with Beras Nasional (BERNAS)
spearheading initiatives to transform current farming activities to a large scale
utilising best practises to target much higher yields.

Fragrant Rice Production for Non-granary Areas


The Malaysian Agricultural Research and Development Institute (MARDI) will
champion the initiative to introduce fragrant rice cultivation in non-granary (non-
irrigated) areas and to market it as specialty rice.

Accelerating Replanting of Oil Palm


RM 297 million has been allocated under this EPP for replanting and new
planting schemes to be carried out.

Improving Fresh Fruit Bunch Yield


This EPP aims to achieve a national average yield of 22 tonnes per hectare (ha)
for independent smallholders, 26 tonnes/ha for organised smallholders and 28
tonnes/ha for plantations sector by 2020.

Increasing Oil Extraction Rate


The objective of this EPP is to increase the oil extraction rate (OER) from the
palm oil fruits to 23 per cent by 2020.

Capturing Biogas for Electricity Generation


Felda Global Group will build biogas (methane) capturing facilities at Felda palm
oil mills to generate electricity for Felda’s use and to supply to the national grid
under the Very Small Renewable Energy Program (VSREP) managed by
Ministry of Energy, Green Technology and Water (KeTTHA).

Developing Oleo Derivatives


Emery Oleochemicals Group will invest RM416.2 million in three sub-projects to
develop and produce palm-based bio-lubricant and green polymer additive as
well as surfactants for home and personal wellness products.

Commercialisation of Pureprena and Ekoprena


Felda Rubber Industries Sdn Bhd (FRISB) and Mardec Berhad have been
selected as recipients of the technology and for the commercialisation of the new
generation of latex grade specialty rubbers which include epoxidised natural
rubber (EkoprenaTM) and deproteinised natural rubber (Pureprena TM ) as raw
material to support high-end rubber product industries especially for eco-friendly
green tyre manufacturing.

LED-SSL Certification Centre


The Northern Corridor Implementation Authority (NCIA) and QAV
Technologies Sdn Bhd (QAV) will develop the Light Emitting Diode-Solid State
Lighting (LED-SSL) Certification Centre.

LED Manufacturing Facility


Philips Lumileds Lighting is investing in the set up of a new LED manufacturing
facility in Bayan Lepas, Penang.
Cahaya Malaysia Cable System
Telekom Malaysia Berhad (TM) will lay the Cahaya Malaysia Cable System, a
two-fibre pair cable system linking Malaysia direct to Japan as well as to Hong
Kong.

Batam Damai Melaka (BDM) Cable System


Telekom Malaysia Berhad (TM), PT XL Axiata Tbk and PT Mora Telematika
will work together to deploy the BDM Cable System which will connect
approximately 400 km distance between the two countries with two routes,
Melaka-Batam and Melaka-Dumai.

Proliferation of broadband usage


The Mayor of Kuala Lumpur has recently announced that business operators are
required to offer wireless internet facilities as a condition of license renewal.

Developing Marginal Oil and Gas Fields


Petroliam Nasional Bhd (PETRONAS) has awarded a risk service contract for its
Berantai field to Petrofac Energy Developments Sdn. Bhd., Kencana Energy Sdn
Bhd and Sapura Energy Ventures Sdn Bhd.

Intensifying Exploration Activites


Petroliam Nasional Bhd (Petronas) has recently made a major oil and gas (O&G)
discovery after commencing drilling works at NC3 and Spaoh-1 wells in Blocks
SK316 and SK306 respectively, offshore Sarawak.

Regasification Plant
Muhibbah Engineering (M) Bhd, in a consortium with Perunding Ranhill Worley
Sdn Bhd, have been awarded a RM1.07bil contract by Petronas Gas Bhd to
construct a liquefied natural gas (LNG) import terminal off the coast of Malacca.

Integrated Oil and Gas Hub


RG Gas & Chemical (M) Sdn Bhd has received approval from the Labuan
Corporation of FT Labuan to convert Pulau Daat into an industrial zone for an
integrated oil and gas hub.

Pajam Renewable Energy Park


Cypark Resources Berhad (CRB) will spearhead an initiative to build a
Renewable Energy Park (RE Park) on 26 hectares of remediated landfill in
Pajam, Nilai, Negeri Sembilan.
Energy Performance Management System (EPMS)
Faber Group Berhad will spearhead the pilot project for the Energy Performance
Management System (EPMS) for government entities.
