Recently, we all have witnessed a Gandhian style fast unto death at Jantar - Mantar

in New Delhi by social activist Shri Anna Hazare for drafting a powerful Lokpal bill
against corruption with the participation from eminent personalities from civil
society. At first there were reservations by govt. on the method of formulation of
committee for the drafting of bill as it was being demanded that at least 50% of the
members of the committee should be non-governmental and the chairman should
be Shri Anna Hazare. But later on as the agitation was snowballing Govt. has
accepted the demand of inclusion of members of civil society(the recent Padam
Vibhusan awardees) in the drafting committee by a gazetted notification citing that
similar things had already done while drafting a bill related with women welfare.

Many noted civilians were there at the protest. Yoga guru Baba Ramdev, Art of
living Shri Shri RaviShankar, Ex-IPS Kiran Bedi, Ex-Income Tax Secretary and many
members of RSS with huge crowd. Apart from that the movement got momentum in
media and over social networking and blog websites. Different kind of sentiments
were flowing across. Some people(mainly the burgeosis) were hailing it as another
freedom movement from corruption while some noted politicians and thinkers were
treating as a direct intereption in the smooth functioning and basic balancing of
democracy.

The Lokpal Bill hailed as Jan Lokpal Bill envisaged an independent agency which can
investigate and prosecute the errant public officials, MPs and ministers including the
PM.Till now India has two agencies against corruption-CBI and CVC. CBI is not an
independent body but powerful and resource rich while CVC is independent but
lacking of power and resources and these are also meant for official while elected
representatives are still out of their catch. To investigate against high officials and
MPs they have to take orders from the Govt. which causes major restraint to their
ambit of fair and effective working. To remove these bottlenecks and to bring the
MPs under the scanner the Lokpal instituotion is under consideration by the Govt
since 1969 after the recommendations of the first Administrative Reform
Commission. Since then, the bill had appeared many times in the parliament but
could not get passed. The recent serieses of scams and corruptions have also
proved the much maligned atmosphere in the politics. So the frustation and anger
of a common man is very understood against the careless attitude of the Govt.
