Mayor Gray Addresses Arrests, Cheh Hearings By Erica Butler
AFRO Staff Writer
It’s been a turbulent three
months for Washington, D.C.
Mayor Vincent Gray (D). The
city’s executive was arrested
April 11 along with the other
“DC 41”—local officials
and activists who protested
riders in an agreed upon 2011
federal budget that impinged
on the District’s autonomy.
Before that, Gray had
to shoulder criticism for
his initial administration’s
questionable hiring practices
and exorbitant salaries. Heads
did roll, mainly that of former
chief of staff Gerri Mason
Hall, who, in recent hearings
led by D.C. Councilmember
Mary Cheh, admitted to
wrongdoings, from setting
salary caps, to not letting
the mayor know about the
hiring of five employees’
children to different posts
in the administration. While
the mayor did not seem to be
directly implicated during the
two days of testimony, the
extent of the political fallout
remains to be seen.
Meanwhile, Gray
continues to juggle the
demands of his job, including
gaining passage of his
proposed Fiscal Year 2012
budget, which includes
tax hikes and cuts to close
a $322.1 million gap, and
focuses on the four priorities
of fiscal stability, quality
education, jobs and economic
development and safe
communities.
In a one-on-one interview
with the AFRO, Mayor
Gray addressed all of these
subjects and reiterated his
administration’s commitment
to Washington, D.C., despite
recent shakeups.

to TIME magazine, the boy climbed out of the water and waved

The alternative newspaper OC Weekly first reported the
story, and was told by Davenport that the e-mail was “just an
Internet joke.” She also asked the Weekly, “You’re not going to
make a big deal about this are you?”
Republican Party of Orange County Chairman Scott Baugh
told the AP on Saturday that he wants an ethics investigation
into the incident. “It’s just highly inappropriate, it’s a
despicable message, it drips with racism and I think she should
step down from the committee,” said Baugh.
Davenport, a 74-year-old grandmother, issued an apology
on April 18, asking for forgiveness for her “unwise behavior.”
Her statement read: “To my fellow Americans and to everyone
else who has seen this email I forwarded and was offended by
my action, I humbly apologize and ask for your forgiveness of
my unwise behavior. I say unwise because at the time I received
and forwarded the email, I didn’t stop to think about the historic
implications and other examples of how this could be offensive.
“I am an imperfect Christian lady who tries her best to
live a Christ-like honoring life. I would never do anything
to intentionally harm or berate others regardless of ethnicity.
Everyone who knows me knows that to be true.”

Former Governor, State Comptroller, Baltimore Mayor, and Baltimore City Council President
Maryland political icon William Donald Schaefer is being
remembered this week for his contributions to Baltimore
and Maryland.

Longtime Maryland and Baltimore politician and character
William Donald Schaefer died April 18 at his home outside
Baltimore. He was 89.
Schaefer served on the Baltimore City Council for 16
years before being elected to his first of four terms as mayor
of Baltimore in 1971. In his first inaugural address, according
to a story in the Dec. 7, 1971 edition of the AFRO, he told the
crowd, “I have worked 16 long, hard years to be able to stand
here today—I can lead this city. And lead it, I shall.”

Nia, Ideal Public Charter Schools Challenge Proposed Revocation

Two community-based public charter schools are
challenging their proposed closures by the DC Public Charter
School Board (PCSB) on the basis of process and fairness.
Nia Community Public Charter School (Nia CPCS) and
Ideal Academy Public Charter School (Ideal APCS) were cited
by PCSB on March 30 for failure to meet the goals and student
academic achievement expectations set forth in the charters.
Both schools were also cited for failure to design and implement
the educational program described in their applications.
Additionally, the board claimed that Nia failed to submit an
annual report in compliance with the School Reform Act and
Ideal allegedly failed to comply with all federal requirements
related to educating English language learners.
Management and supporters at both schools claim the
board’s process is not fair when almost a dozen or more
schools fall into the same category but are not being slated for
closure. “In fact, I was quite surprised when the announcement
was made by the board that a school with consistently lower
scores than Ideal was being recertified,” said Paulette Bell-
Iman, founder of Ideal APCS. “The board’s process is not
equal or fair.
“Over the years, if you look at the schools being targeted
by the charter board for closure you will notice a focus to close
community-based schools because most have little resources
to fight back,” Bell-Iman continued. “The board does not
challenge schools that do poorly that are owned and operated
by corporations or businesses with a wide-range of resources.”
According to the Friends of Choice in Urban Schools’
(FOCUS) website, almost a dozen other schools including
Hope PCS, Hospitality PCS, Howard Road PCS, Hyde PCS,
Friendship PCS – Chamberlain Campus also fell under the
50 percent efficiency in reading and math for 2010. However,
these schools were not cited for closure.
“Revocation is at the discretion of staff and proposals are
made by staff to the board members. There is no official policy
that governs the selection of schools for potential revocation. It
is strictly based on the decision of staff,” said Martina James, a
former program officer of the chartering board.
Audrey Williams, public affairs manager for the Public
Charter School Board, wrote in a statement to the AFRO on
April 4, “Pursuant to the authority granted to it in the School
Reform Act (SRA), the PCSB regularly monitors each public
charter school to determine if it (1) has committed a violation
of applicable law or the terms and standards outlined in the
individual charter agreement negotiated with the school, (2)
has failed to meet the goals and student academic achievement
expectations set forth in the school’s individual charter
agreement, and/or (3) is fiscally mis-managed.”
Williams continued, “Based on these determinations, which
are unique to each charter school’s operations, the Board
uses its discretion as an expert body to propose revocation of
schools that violate the law or terms and standards outlined
in their charter agreements or that fail to meet the goals
and student academic expectations set forth in their charter
agreements. Note that the Board, under the SRA, has a duty
to propose revocation of charter schools that are fiscally mis-
managed.”
Washington Teachers Union President Nathan Saunders
said targeting Nia and IDEAL was unfair. “The entire group of
failed public charter schools should be addressed, not just two
of them,” he said
In 2006, Nia Community Public Charter school founders
proposed a program that would infuse culturally relevant
teaching practices in its program. The school’s founders
envisioned a school that had an “Afro-centric” approach.
In the face of closure, Nia leaders assert that traditional
perspectives for charter school evaluations are the greatest
barriers to change and progress. Martina James, the executive
director of Nia CPCS, said the process has not been fair – nor
has the board been supportive of efforts to improve.
At Nia, the school’s board of trustees hired its own
technical assistants, she said. “PCSB staff has not
acknowledged the effort of the trustees to solicit experienced
professionals [and] the PCSB denied the opportunity for
consultants to participate in the SY2009-2010 review to
provide insight on the state of affairs at the school.”
Both schools claimed there was no technical support given
to the school by PCSB or any other entity.

in D.C,” said the Obama
administration.
The 2010 U.S. Department
of Education’s “Evaluation
of the DC Opportunity
Scholarship Program Final
Report” slightly supports the
statement. After four years,
there were “no statistically
significant impacts on overall
student achievement in reading
and math after at least four
years,” according to the report.
Now revived by
Republicans, who have long
championed the program
as an example of “school
choice,” the initiative is
being decried by local leaders
such as Mayor Vincent
Gray (D) and Del. Eleanor
Holmes (D-D.C.) as not
only unneeded, but also a
setback to the city’s self-
determination.
“I acknowledge that
people of goodwill can and
do disagree about vouchers.
What is unconscionable to
me, however, is what this
program’s continuation
represents,” Gray said in a
statement right after the vote.
“And what it represents is
the use of the District and her
600,000 residents, once again,
as bargaining chips in political
negotiations and guinea
pigs for the favorite social
experiments of important
congressional leaders.”
Gray also said that with
52 charter schools operating
on 98 campuses across the
District, the city has one of
the more of the nation’s most
robust public school-choice
systems.
Other dissenters argue the
plan defies the constitutional
division between church and
state.
Before passage of the
legislation, 14 representatives
from local D.C. organizations
—including President
Nathan Saunders of the
Washington Teacher’s
Union—wrote a letter to
congressional lawmakers
voicing disapproval. Alluding
to church-run private schools,
the letter stated, “Using
taxpayer funds to support
religious education and to
empower churches to expand
their religious outreach is
contrary to basic American
values.”
But supporters of the
measure, such as Virginia
Walden Ford, executive
director for the DC Parents
for School Choice, said this
program is about opening the
doors of opportunity. Students
should not be denied the “best
education” due to financial
struggles, she said.
“The OSP is about all
options being on the table,”
said Ford, who added she
felt compelled to become
the voice of school-choice
after sending her son through
the program. “The OSP is
about ensuring that children
from low-income families
have the same educational
opportunities as their higher-
income peers.”
Ford said she believed
parents’ success stories struck
a chord with legislators,
aiding the passage of the
bill. Stories like that of
Shelia Jackson, who said she
has been pleased with her
daughter’s progress since
her enrollment in the fifth
grade. “I’ve seen a great
improvement…I’m glad
that I was able to put her
somewhere that works for
her,” the mother said.
Disabled and on a fixed
income, Jackson said she
wanted to put her daughter
in a different school than the
one that was close to where
she lived. “The school was a
failing school and no longer
exists,” she said. “She was not
doing well in math.”
The Education

McDonald’s Hiring Day Draws Crowds, High Hopes

McDonald’s Corp. went on the offense Tuesday against
critics who complain that it’s a lousy place to work.
The world’s largest hamburger chain held its first National
Hiring Day and was awarded with a strong response from job
seekers. Thousands showed up at restaurants nationwide to
apply for jobs mixing shakes and serving Happy Meals. The
company planned to hire 50,000 new workers in one day,
boosting its staff by about 7 percent.
McDonald’s painted the event as a boon for an economy
where more than 13 million Americans are looking for work.
But the real purpose, industry experts said, is that McDonald’s
needs to portray itself as a decent employer.
That will be a challenge for a company whose name is
often synonymous with “you-want-fries-with-that” jokes.
“McJob” even has a place in The Oxford English Dictionary,
defined as “an unstimulating, low-paid job with few
prospects.”
But to people who need work, any stigma is beside the
point.
Managers at a McDonald’s in Cincinnati said a dozen
or so applicants had lined up by 7 a.m., an hour before the
restaurant planned to start interviews. By 10 a.m., the store
had interviewed 100 people and had 25 more waiting.
Tiwian Irby, 28, was hoping for a full-time job and wasn’t
particular about what it would entail. He said he’d had
trouble finding regular work since getting laid off from his
construction job two years ago.
“A job is a job to me,” said Irby, a father of three. “I’ll take
whatever is available.”
McDonald’s and other fast-food chains, once an entry point
into the work force for teenagers, appear to be turning into an
employer of more adults, a legacy of the recession, industry
watchers said. The average age of a fast-food worker is 29.5,
up from 22 in 2000, according to the U.S. Census Bureau.
Danitra Barnett, McDonald’s U.S. vice president of human
resources, said she couldn’t specify what proportion of the
50,000 new jobs will be full-time, or what they will pay.

About 90 percent of McDonald’s restaurants are owned by
franchisees, and the company doesn’t control what they offer
in wages or benefits. Barnett said most franchisees pay more
than minimum wage, which is $7.25-an-hour nationally. $7.25
an hour would amount to about $15,000 a year for a full-time
worker, according to government formulas.
McDonald’s said it and its franchisees will spend an
additional $518 million in the coming year because of
Tuesday’s hiring. That amounts to just over $10,000 per new
employee.
Spokeswoman Danya Proud said the company preferred to
focus on the net economic benefit of the new hiring, including
the money that employees will spend in their local economies.
In Senate testimony last year, McDonald’s said that about
75 percent of employees at company-owned restaurants are
part-time, averaging 18 hours a week. Restaurant employees
tend to stay an average of 17 months, HR chief Rich Floersch
testified in December.
But McDonald’s also touts how its jobs can grow into
bigger opportunities. According to the company, 30 percent
of its executives started in restaurants, as well as more than
70 percent of restaurant managers. Salaried managers for
company-owned restaurants can make between about $32,000
and $50,000 annually, Proud said.
That’s slightly less than elementary school teachers, who
average $53,150, according to the Bureau of Labor Statistics.
It’s more than bank tellers, at $24,780. The average annual
salary in the U.S. is $43,460. McDonald’s CEO Jim Skinner
made $9.7 million last year.
Cortney Gatewood, 16, was looking for part-time work at
a Cincinnati McDonald’s on Tuesday. She said she wanted to
save for college and didn’t hesitate to consider the fast-food
chain. “I think it’s a good place to work,” Gatewood said. “I
come here almost every day to eat anyway.”
Though the 50,000 jobs are new, McDonald’s usually staffs
up for summer anyway, and it’s constantly gaining and losing
employees. It added 50,000 new workers in April last year, so
Tuesday’s blitz amounts to typical hiring, albeit compressed
into a day.
With 14,000 U.S. restaurants, Tuesday’s planned additions
amount to about three or four new employees per restaurant
– the amount that each store is probably usually looking
for anyway, said Sara Senatore, an analyst at Sanford C.
Bernstein.
For Richmond, Va., area franchisee Sue Durlak, National
Hiring Day was an opportunity to expand the applicant pool
for her 10 restaurants, and maybe even find someone who
can follow in her footsteps. She started part-time in 1982
while working as a middle-school health teacher in Illinois to
supplement her income. She has since worked her way up to
owning several locations. I do look at anyone who applies, as
well as the rest of my team, as the potential as a lifer,” Durlak
said.
McDonald’s is expected to release the final hiring count
next week.

an epoch of the last half of Maryland’s 20th century political
world has come to a close. No other person during that time
span dominated the political environments of Baltimore and as
completely as Schaefer.
With his initial election as Baltimore’s mayor in 1971,
Schaefer enjoyed a complex relationship with the city’s Black
community during his four terms as mayor. His defeat of the
then-City Solicitor George L. Russell – who was Black – in
the 1971 Baltimore mayoral race was a bitter pill for the
Black community to digest, but it reflected Schaefer’s ability
to attract enough Black votes
to secure the citywide victory.

and ‘80s. Thus, many in the Black community perceived
Baltimore as consisting of two distinctly different cities during
this period.

That’s what he did last
week when he talked about
the budget, chastising both
Democrats and Republicans.
He spoke to the need for
government to stand in the
gap for the needy even as he
understood the ramifications
of the Ryan budget.

do it on the backs of the poor and the needy, and he will, if
he has his way, eviscerate the role that government plays in
providing a safety net for those at the bottom.
President Obama has to negotiate all of this. He is in
charge, but then he isn’t. His bosses, the folks that he has to
run stuff by, are not in his corner. He can’t appoint a cabinet
member without getting approval from people who have
openly said they are not in his corner. He has veto power, but
there are but so many vetoes he can manage. He is in charge;
he is not in charge.
Let’s add, or let’s not add, the matter of race. These tea
Donald Trump’s Baseless Challenge to Obama’s U.S. Citizenship
Donald Trump, who
is again flirting with the
possibility of running for
president on the Republican
ticket, has garnered
widespread publicity by
repeating thoroughly
discredited claims that
President Barack Obama was
not born in the United States
and therefore is ineligible to
be president of the United
States.  He has hired private
investigators to look into
whether Obama was born in

Trump should save his
money.  There is no doubt that
Obama was born in the United States.  The only people who
refuse to accept this truth are ignorant, brain dead or decline
to let facts get in way of their right-wing politics.  In this case,
Donald Trump might fit all three categories.
In a letter to the New York Times, Trump wrote, “There
is a very large segment of our society who believe [sic] that
Barack Obama, indeed, was not born in the United States.”
For the record, Barack Hussein Obama was born at 7:24
p.m. on Aug. 4, 1961 in Honolulu. His parents were Stanley
Ann Dunham and Barack Hussein Obama Sr.
What is the source of this information? Obama’s official
birth certificate that was issued by Hawaii’s Department
of Health.  The birth was registered Aug. 8, 1961 and the
“Certification of Live Birth” notes that Obama’s mother was
Caucasian and his father was African.
In addition to the official birth document, Obama’s entrance
into the world was recorded in both local newspapers, the
Aug. 13 Honolulu Advertiser and the Aug. 14 Honolulu Star-
Bulletin.
On MSNBC’s “Morning Joe,” Trump said on April 7: Well,
guess what?  His grandparents probably put in a thing because
everybody wanted to become a Unites States citizen, more
so than today to be honest with you, because they were more
proud in those days.  But for purposes of hospitalization and
welfare, you want to become an American citizen.  So, the
grandparents living in Honolulu, living in Hawaii, probably

Schaefer’s ability to transform Baltimore’s harbor and
downtown business areas was, however, matched by his
political acumen. Schaefer was a master political engineer
and he used that ability to cement much of his Black support
during his terms as Baltimore’s mayor. He reflected the old
school approach of creating political alliances that generated
mutual benefits for his supporters.
In the Black community, such was most visible through
his partnership with Clarence du Burns, Baltimore’s first
Black City Council president and, later, first Black mayor.
It was Schaefer’s well-crafted support that enabled Burns
to leverage his Black East
Baltimore political coalition
to defeat Mary Pat Clark in
the tumultuous 1983 citywide
election for City Council
president. In that same
election Schaefer once again
demonstrated his own ability
to capture the Black vote in
securing his fourth and final term as Baltimore’s mayor by out-
polling the young, mesmerizing “Billy” Murphy to capture an
absolute majority (51.8 percent) of the Black vote.
Burns was not the only Black to benefit from the Schaefer
largesse. Benjamin L. Brown, a prominent Black lawyer,
was Schaefer’s chief legal counsel for 13 years as Baltimore’s
city solicitor. Bishop Robinson was selected by Schaefer to
be Baltimore’s first Black police commissioner and followed
Schaefer to Annapolis in 1987 to become his secretary of
the Maryland Department of Public Safety and Correctional
party people seem committed to ideas and ideals, but there is a
race component to the ways that they approach this president.
When people say they want to take our country back, I wonder
what they want to take it back to, especially when there is this
celebration of the Civil War that I, frankly, cannot understand?
Why are we celebrating renegade states that chose to leave our
union because they felt that strongly about slavery? Is there no
sensitivity to those who are descendents of slaves?
Back to the budget. Back to the funding cuts. Back to the
exaggerations about the many ways we are on a “spending
spree.” If we tell the truth and shame the devil, former
President Bill Clinton racked up a surplus that President Bush
spent profligately. And now, in the middle of an economic
crisis, when spending is necessary to stimulate the economy,
the same Republicans who encouraged the Bush spending are
now crying foul.
Those Republicans who are toeing the line on spending
correctly note that we are borrowing about 43 cents for every
dollar we spend. Yet they don’t note that this amount ebbs
and flows with the business cycle. Further, programs like the
Senior Community Service Employment Program, which
hires poor seniors to work and earn, will be cut by nearly half,
putting at least 50,000 poor old people out of work. Is this
compassionate? Does it reflect our national values? Should it
actually occur?
Indeed, if we are really concerned about our budget
shouldn’t we be creating jobs, not eliminating them? There
are 14 million officially unemployed Americans, half of

It may be a simple explanation, but it is a wrong one.
The Honolulu Advertiser noted, “In November 2008,
the Advertiser reported that the first mention of the future
president appeared in a Sunday Advertiser birth announcement
that ran on Aug. 13, 1961:
‘Mr. and Mrs. Barack H. Obama, 6085 Kalanianaole Hgy.,
son, Aug.4.’
“The identical announcement ran the following day in the
Honolulu Star-Bulletin.
“Birthers” wave off those birth announcements, saying that
Obama family members 48 years ago could have phoned in
false information to both newspapers.
“Such vital statistics, however, were not sent to the
newspaper by the general public but by the Health Department,
which received the information directly from hospitals,
[Health Department spokeswoman Janice] Okubo said.”
Trump was also wrong about relatives on the father’s side.
He asserted in his letter to the New York Times, “His
grandmother from Kenya stated on tape, that he was born in
Kenya and she was there to watch the birth.  His family is
fighting over which hospital in Hawaii he was born in they just
don’t know.”
Not true, according to FactCheck.org, a project of
the Annenberg Public Policy Center at the University of
Pennsylvania whose goal is to “reduce the level of deception
and confusion in U.S. politics.”  It noted, “He [Trump]
claims the president’s grandmother says Obama was born in
Kenya.  In fact, the recording to which he refers shows Sarah
Obama repeatedly saying through a translator: “He was born in
America.”  The site further confirmed that the future president
was born in Honolulu’s Kapiolani Maternity & Gynecological
Hospital.
In an April 7 interview on “The Today Show,” Trump
charged, He [Obama] doesn’t have a birth certificate or he
hasn’t shown it.  He has what’s called a certificate of live
birth.  That’s something easy to get…A certificate of live birth
is not even signed by anybody.  I saw his.  I read it very
carefully.  It doesn’t have a serial number, doesn’t have a
signature.”
Again, any apprentice should have known better.
FactCheck.org stated, “Had Trump looked at our 2008
article, he would see the signature stamp of Alvin Onaka,
certifying the document is a true copy or abstract of the record

Services. Indeed, Schaefer clearly was not hesitant to open
government’s doors of opportunity to allow Blacks to achieve
never before levels of authority.
Therein lies Schaefer’s ambiguity. During his terms as the
Maryland state comptroller, Schaefer too often let his mouth
slip, using terms or offering opinions that offended a variety of
people, such as women, AIDS patients, immigrants, Hispanics
and Koreans. Given the duration of his service, the magnitude
of his accomplishments, and the enormity of the change he
created for his electorate, many were inclined to overlook
these momentary lip slips. Many, however, could not—which
may be one of the reasons why he finally tasted defeat in his
2006 campaign to continue as Maryland’s comptroller.
Regardless of how Schaefer the man is judged, it is his
contribution to making Baltimore and Maryland far better for
us all that deserves to be honored; as we do at his passing.
R.I.P., William Donald Schaefer.
whom have not worked for more than half a year. They are
struggling, scrapings, trying their best to survive. And they
aren’t paying taxes or anything else. Why not put them to
work, make an investment in their survival and then, indirectly,
in the survival of our nation? Because if we don’t put people
to work now, there will be nowhere to work later. We are being
battered by the rest of the world, and we refuse to make the
same investment in the future that they have made. We are like
greedy farmers eating our seed corn today instead of investing
in tomorrow. And our young people will resent our decisions
as we move into the future.
We spend more on the elderly than we do on youth. I am
at the age when I look forward to the possibility of social
security, but I do not look forward to the possibility that the
young person who tends to me in a nursing home will drop me
out of the pique she feels that I was part of a generation that
did not invest in her future.
Respecting our president, as I do, I understand that he
offers, in Cornel West’s words, “hope on a tightrope.” Still,
what about our nation’s workers? What about our students?
What about the young people who have been kicked to the
curb by a series of budget choices? What about the elderly
poor? Why has defense (which could be called an offense)
been taken off the table when we speak of budget cuts?

run for president.  Furthermore, the serial number (actually a
“certificate” number) shows quite clearly in our photos.  The
number is 151 1961-010641, for whatever that’s worth.”
It added, “Trump is also mistaken about what legally
qualifies as a “birth certificate,” which is actually a broad
generic term with no specific legal meaning.  The U.S.
Department of State uses the term “certified birth certificate”
to refer to exactly what Obama produced, which Hawaii calls
a “Certification of Live Birth.” The State Department accepts a
state-certified photocopy of a hospital-generated document, as
was commonly used in the past.  But Hawaii, like many states,
now uses computer-printed documents instead, and Hawaii’s
form also meets State Department standards for establishing
citizenship.”
Ironically, when pressed for a copy of his birth certificate,
Trump also produced a “Certificate of Birth.”
It shows that Donald John Trump was born at 10:54 a.m. on
June 14, 1947 at Jamaica Hospital in Queens, N.Y.
In an interview on “Good Morning America,” Trump
claimed, “He [Obama] grew up and nobody knew
him.…Nobody ever comes forward.  Nobody knows who he is
until later in life. It’s very strange.  The whole thing is very
strange.”
What is strange is that Trump never saw the many
television programs and newspaper articles about Obama’s
early years in Hawaii.
For example, the Maui News published a story Jan.
21, 2009 in which it quoted Aimee Yatsushiro, who was
a student teacher in Obama’s kindergarten class. She
remembered 5-year-old Obama as a “cute, likable, heavy
build child.”  Katherine Nakamoto, who retired as a teacher
at Noelani Elementary School, said, “We called him
Barack.…He was very well mannered, respectful, confident and
independent.”
Trump struck out at every turn.
FactCheck.org stated, “If Donald worked for us, we’d have
to say: ‘Donald, you’re fired – for incompetence.’”

young people to get involved.
The student-led protest on
April 15 followed a similar
protest April 11, in which
41 people were arrested,
including Mayor Vincent Gray
(D) and D.C. Council Chair
Kwame Brown. In a scramble
to prevent a government
shutdown, Republicans and
Democrats agreed on a budget
April 9, which included the
imposition of a schools voucher
program on the District and
a ban on federally-funded
abortions for low-income
women in D.C. Protestors
were also upset that a needle
exchange-program—used to
stop the spread of AIDS—
would be banned, but the final
2011 Continuing Resolution
(CR) budget on April 14 did not
include the rider.
“Congress knew we
didn’t want this and pretty
much threw us under the
bus so we could pass the
budget,” Freeman, a Howard
University student from
Columbia, Md., said. “As
much as I love Barack
Obama, I’m very, very,
very disappointed in our
president.” Freeman added
that residents of D.C. should
be able to govern their own
affairs, even though the city
does not have statehood.
Norton commended
students who participated in
the student-led rally, in which
three people were arrested by
U.S. Capitol Police.
The city is elected one
representative in U.S.
Congress, Del. Eleanor
Holmes Norton (D-DC), who
still cannot vote on legislation,
which angers some residents
as they continue to pay taxes.
The representative, who was a
former member of the Student
Nonviolent Coordinating
Committee (SNCC),
commended students for their
activism.
“With their daring spirit
and their freedom from the
past, students can lead in
ushering change,” Norton said
in a statement. “I applaud
students for giving meaning to
Emancipation Day by acting
to emancipate the District
from continuing congressional
violation of our rights.”
D.C. has seen its share of
political protests. In 1988,
students at Galludet University,
a school housing predominantly
deaf students, shut down their
campus and demanded a deaf
president. In 1965, organizer
Marion Barry and members
of SNCC boycotted D.C.
transit when told fares would
be raised. SNCC said that
130,000 to 150,000 fares were
lost that day.
“You don’t necessarily
have to live in the District to
be specifically impacted by
the things that happen here,”
said Ben Marcus, 27, a senior
at the University of District
Columbia and chair of D.C.
Student Alliance.
Marcus said his
organization has existed for
15 years “on and off,” but in
2009, students from George
Washington, American and
Howard universities decided
to restart the organization or
“bring it back from the dead,”
as Marcus said.
“There was no single
voice for students,” he
said. “Our central focus is
the District and how the
District’s policies will affect
how people live in the area.”
Currently, the organization
is fighting a noise ordinance
the organization calls
“unreasonable” and has
delivered a letter to Gray,
Chief of Police Cathy Lanier
and other officials.

Ford Motors Targets Urban Market with Latest Campaign

With gas prices steadily climbing toward the $5 mark, the
Ford Motor Co. is going full speed ahead with its efforts to
pepper consumers with fuel efficient vehicles. But Ford is
also looking to tap into a broader arena that generally goes
unnoticed—the urban market. Starting this spring, Ford will
push its new Ford Focus with radio, TV and print ads using
popular Black forums such as the “Tom Joyner Morning
Show,” the “Steve Harvey Morning Show”, BET, TV One and
magazines Essence, Upscale, Vibe, Sister 2 Sister Magazine,
Juicy and Rolling Out.
Ford’s newest campaign titled the “Inner Child,” was put
together by the UniWorld Group, Ford’s African-American
advertising agency. With more motorists electing to purchase
vehicles that are easier on gas, the marketing style and
decision to broadcast along the urban market for the “Inner
Child” comes at an opportune time for the leading car
company.

The promo commercial for the 2012 Ford Focus features
a mid-20s African-American woman recalling when she first
learned to ride a bicycle as a little girl. Then the commercial
fast forwards to present day with the girl, now a woman,
raving to her friend about the Focus’ new features in the voice
of her younger counterpart, while the two women take a drive.
Ford Co. representatives explained the reasoning behind the
commercial was that driving the new Focus registered a child-
like reaction from its test drivers.
“What we found in doing in research and focus groups,
was that people who [drove the vehicle] got extremely excited
about it. It was more like a child-like reaction that you see
some times when you think about how you felt when you first
learned to ride a bicycle without training wheels,” Matthews-
Alexander said. “So we thought that it would be pretty cool to
channel that sort of emotion into the new campaign.”

anniversary gala on April 28. The Williams
sisters will be the event’s guests of honor
and Mayor Vincent Gray will serve as the
honorary guest chair.
“In the past decade, the Center has become
an invaluable institution in Washington, D.C.
as we have served thousands of youth through
our tennis and education programs that have
successfully changed children’s lives and
the future of our community,” Cora Masters
Barry, CEO of the Recreation Wish List
Committee (RWLC), said in a statement.

victorious contestant was Georgia native
Katori Brown.
The Alabama State alum has lived in the
District since 2008 and recently received a
master’s in mass communication and media
studies from Howard University. She works
at the Middle Eastern Broadcast Network and
is a dedicated volunteer at her church.
The AFRO spoke with Brown about being
named Miss Black District of Columbia, her
future plans and a cause that motivates her
pageant win.
