Process: Measurement and Analysis (M&A) Phase: Global

Description: The purpose of Measurement and Analysis (M&A) is to collect and provide, in a
sustainable manner, objective data on the actual progress of a project to support management’s ability to
understand and communicate project and product status.

Roles:
• Project Manager (PM): Establishes the measures to be collected, approves the measurement plan
and ensures the measurement data is analyzed. Tracks project progress using status (metrics)
reports.
• Data Analysis Team: Collects, validates, analyzes, maintains, and reports measurement data.
Updates the metrics database.
• Project Staff: Helps define appropriate measures. Submits data and updated resources, as required,
to Data Analysis Team.
• Quality Assurance (QA): Objectively verifies implementation of this process and its work products,
by evaluating Project Measurement Plan against standards, procedures, and process descriptions.
• Configuration Management (CM): Controls designated work products of this process.

INTRODUCTION:
This process is one of the Organization’s Set of Standard Processes (OSSP) described in the SSC Pacific
Standard Process Assets Architecture (SPAA) Definition, reference (b). The process satisfies applicable
requirements in reference (a). The process was developed using standard process documentation
guidance and was verified through peer reviews as described in the Peer Review Process for SSC Pacific,
reference (c). A diagram of the M&A Process is in Figure 1.

TASKS:
1. Establish Measurement Objectives
The PM and project staff review the project’s scope, schedule, and cost requirements from the project
WBS, the organization’s business objectives and other information needs to determine appropriate
measurement objectives. For example, the project’s schedule, cost and quality objectives may be to
complete within X months, expend not more than Y amount of hours, and receive fewer than Z defects
within six months after deployment. The PM may also add one or more objectives that align with
organization-level objectives.
2. Specify Measures
The PM and project staff identify and prioritize the measures that support the project’s measurement
objectives. Both raw data measures (e.g., effort, progress, cost, number of defects) and metrics derived
from combining raw data (e.g., effort spent per requirement or defects per work product) are determined.

The PM may use many methods to select measures for a project, including those described in reference
(b). Project parameters established during execution of the Project Estimation Process for SSC Pacific,
reference (d), provide one source for determining project measures.
After the measures are selected, the PM (or designated project staff member) fully describes the measures
in a precise manner to ensure that the project’s measurements are collected consistently and correctly.
3. Specify Data Collection, Analysis, and Storage Procedures
The PM ensures that the requirements prompting the need to collect data are fully understood. The PM
(or designate) defines the data required, identifies data sources, defines a data collection and reporting
formats, and determines an information reporting scheme that is effective and efficient (preferably
automated). A simple example of a data collection method could be that on the first day of every month,
a project staff member is responsible for manually totaling the number of defects found in a particular
product since the beginning of the previous month.
The PM and project staff determine analysis methods and procedures to be performed on the measures.
Analysis procedures include the contextual information for understanding the data and preliminary
guidance toward determining measurement objective achievement.
The PM (or designate) identifies the data storage location for the measurement data and the results of any
analyses performed, and provides any relevant procedural information necessary for storing and retrieving
the data (e.g., account access privileges, directories, media used, security, integrity, redundancy, etc).
Note: This activity overlaps with the Data Management planning activities of the Project Planning
Process for SSC Pacific, reference (e), where storage planning is determined.
4. Document Plans and Procedures
The PM (or appropriate project staff members) documents the finalized objectives, measures, and metrics
in an appropriate vehicle, such as a measurement plan or the PMP (references (f) and (g) apply). In
addition, the PM (or appropriate project staff members) documents the data collection, data storage, and
data analysis procedures. The PM ensures that these procedures are reviewed and agreed upon by
affected project staff members prior to being placed under configuration control.
5. Collect and Analyze Measurement Data
Project staff members submit data as defined by the project’s measurement plan and procedures. The
Data Analysis Team collects, verifies and analyzes the measurement data, looks for deviations from
plans, estimates or expected results, and documents them. Estimates for project parameters against which
actual data are compared are established in reference (d). The Data Analysis Team formats the data for
presentation and draws preliminary conclusions based upon the data submitted against the documented
contextual guidance.
6. Store Data and Results
Project staff members, such as the Data Analysis Team, store measurement data and results (metrics
reports) in accordance with the project’s documented project storage procedures.
7. Communicate Results
The PM or other project staff members review the measurement results to determine if measurements
objectives are being met, finalize the results and report them in status or metrics reports in accordance
with the project’s measurement plan. Note that the reporting of measurement results may be a “self-
service” step, depending on the project’s storage and distribution media (e.g., website on an intranet) and
retrieval tools (e.g., browser software). These results are used by the PM to re-plan in accordance with
the project’s measurement plan or PMP. See the Project Monitoring and Control Process for SSC Pacific,
reference (g), for more information on re-planning.
