LOK-SABHA SECRETARIAT

Sealed tenders are invited from the Manufacturers / Authorized Distributors for
supply of the following security equipments.

Terms & Conditions for 4-in1 cell phone De-activator (jammer)

1. Prices should be quoted in Indian Rupees and F.O.R. Lok Sabha Secretariat.

2. The prices should be inclusive of all taxes/duties prevalent at the time of furnishing tender(s).

3. The offers should be valid for 180 days from the date of opening of tenders.

4. The tenders should be accompanied with Earnest Money of Rs.25,000/-(Rupees Twenty Five
Thousand only) in the form of “Demand Draft” drawn in favor of “Drawing & Disbursing Officer, Lok
Sabha”. Tenders without Earnest Money will summarily be rejected. Earnest Money of the
unsuccessful bidders will be returned only after the completion of the procurement process. EMD of
successful bidder will be retained as security deposit/performance security and will be refunded on
receipt of Performance Security @10% of the contract value in the form of bank guarantee.

5. The bidder is to submit tender bid in two parts, in separate covers. One containing the Technical
bid and the other containing the Financial bid. The sealed Technical and Price bids should be placed
inside a large sealed cover. In the Technical bid the bidder must submit all the relevant details for
alternative/optional items offered.

6. The tenderer(s) should ensure availability of after sales service and spare parts. All the tenderers
should give an undertaking that they would provide after sales service to the cell phone de-activators
(jammers) and supply spares throughout the declared life of the equipment i.e., Five to Seven years
from the date of supply to this Secretariat. The firm should also provide complete operational training
of the equipment to the concerned staff members of this secretariat at no extra cost.

7. The tenderer(s) should ensure the availability of on site after-sales service during the warranty
period, the service should also include replacement of spares, repairs and testing of the equipment.
During the warranty period if the equipment becomes defective and requires to be shipped to the firm
for repairs, the cost of shipment would be borne by the firm and a replacement unit would have to be
provided till the defective equipment is repaired and returned.

8. Only those firms who are in a position to arrange the working demonstration of the equipment(s)
offered within 10 days of notice and supply the equipments within 30 days after the placement of
purchase order should furnish their offer.

9. WARRANTY

i) Two years warranty period will commence from the date of supply and satisfactory commissioning
of the equipments.
ii) Warranty will be comprehensive i.e. inclusive of spare parts
iii) Successful tenderer will have to submit performance security @10 per cent of the total contract
value. Performance Security may be furnished in the form of an Account payee Demand Draft /Bank
Guarantee from a Commercial bank in an acceptable form. Performance Security should remain valid
for a period of sixty days beyond the date of completion of all contractual obligations of the supplier
including warranty obligations.
10. AMC:

(a) Tenderer(s) should quote for AMC period of Five years. There should be no
annual escalation in AMC charges.
(b) Final price will be compared after adding AMC charges.
(c) AMC will be comprehensive i.e. inclusive of all spare parts.
(d) AMC period will start after expiry of Warranty period. Payment of AMC charges will be
made on half yearly basis.
(e) It will be at the discretion of this Secretariat to enter into AMC.
(f) All complaints should be attended within 24 hours.
(g) A replacement unit should be provided till the defective equipment is repaired & returned.
(h) Penalty for not providing replacement unit would be @ 1% of the cost of the equipment
per day in addition to the deduction of pro-rata AMC charges for the period the equipment
remains unserviceable.
(i) The firm will have to furnish performance security @10% of the contract value in the form
of bank guarantee.

9. In case Tenderer(s) is/are a distributor(s), a copy of certificate issued by the principal firm should
be enclosed.

10. Technical literature/Manual on the equipment(s) and list of customers with their detailed addresses
should be sent along with tenders.

11. Tenderer(s) should quote on their letter pads.

12. Disputes, if any, emanating from the resultant contract will be interpreted under the Indian Laws.

13. Sealed Tenders super scribing “Tender for 4-in-1 Cell Phone De-activators (Jammers)” complete in
all respects and addressed to The Director (Security) Lok Sabha Secretariat, Room No.78A, Parliament
House, New Delhi-110001, should reach this Secretariat on or before 11/04/2011 by 1300hrs. Tenders
will be opened on 13/04/2011 at 1515hrs in Room No.47, Parliament House, New Delhi-110001 in the
presence of the tenderer(s) who may like to be present on the occasion with prior intimation to A.S.
Wing (Tele Phone: No.011-23035279) latest by 1330 hrs on 13/04/2011.

14. This Secretariat reserves the right to accept or reject any or all tender(s) without assigning any
reason whatsoever at any stage of the procurement process.
