Eligibilities Granted under Special Laws and CSC Issuances

The career service examination is not the be-all and end-all of acquiring civil service eligibility.
Do you know that the CSC also g rants eligibilities other than the Career Service Professional and
Sub-Professional eligibilities? You can acquire a civil service eligibility even without taking the
Career Service Examination. The CSC for some time now has been granting eight (8) different
eligibilities under special laws to qualified individuals. You may be qualified for the grant of any of
eligibilities.
• Bar/Board Eligibility (RA1080)
• Barangay Health Worker Eligibility (RA7883)
• Barangay Nutrition Scholar Eligibility (PD1569)
• Barangay Official Eligibility (RA 7160/CSC Resolution No. 933666/943635)
• Electronic Data Processing Specialist Eligibility (PD 1408/CSC Res. 90-083)
• Honor Graduate Eligibility (PD907)
• Scientific and Technological Specialist Eligibility (PD 997)
• Skills Eligibility (CSC MC 11, s. 1996, as amended; CSC Res. 072244/CSC MC 3, s. 2008)
• Veteran Preference Rating (EO 790)
• Revised Guidelines in the Acceptance and Processing of Applications for Veteran Preference
• Veterans Preference Grantees Advisory

Classes of Positions in the Career Service.  

Positions in the career service shall be grouped as follows: 

(a)        First Level - includes clerical, trades, crafts and custodial positions whether in a
non-supervisory or supervisory capacity; 
(b)       Second Level - includes professional, highly technical, scientific or other highly
specialized positions in a supervisory or non-supervisory capacity requiring at
least a baccalaureate degree or its equivalent as determined by the Commission;
and  

(c)       Third Level – includes the highest-level positions in the career service as


determined in the Position Classification and Compensation System.

            Except as otherwise provided in this Code, entrance to the first two levels shall be
through competitive or special examinations to be given by the Commission.  Entrance to the
third level shall be based on qualification requirements prescribed by the Commission through
the CESB.  Entrance to a higher level does not require previous qualification in the lower level.  

            SEC.  AUTONUM 12.    The Non-Career Service.  -  The non-career service shall


be characterized by merit and fitness to be determined by  (a) modes other than those of the
usual tests utilized for the career service;   (b) tenure which is limited to a period specified by
law; (c) tenure which is coterminous with that of the appointing authority or subject to his/her
pleasure or which is limited to the duration of a specific project for which purpose of
employment was made; and (d) the primarily confidential nature of the position.
