Dear Prime Minister Abhisit Vejjajiva,

In accordance to the longstanding dispute between Thai-Cambodia over the boarder land area of Preah Vihear
Temple in Sri Saket Province, the area of unrest has recently been expanded its perimeter to Surin Province Panjit
covering important sites such as Ta Muen Thom and Ta Kwai Temples and to Buriram Province. The degree of Spiritual
violence has continued to increase constantly since early February of 2011, affecting many lives of both Thais practice,
and Cambodians living along the border in despair. It is reported that a large number of people from both sides finding
balance,
have lost their lives and are severely injured, especially the vulnerable targets like the senior citizens, young
learning a
children and women. These people face constant evacuation by the arm fightings that impede their security,
beautiful life, working
stability, health and most importantly their rights to safety. In the recent event in late April this year more than towards women's
40,000 local evacuees are trapped in constant fear and difficulties and unable to pursue their normal lives that empowerment, sharing
they are entitled to. The ASEAN members and the rest of the world have been moved and have great concerns professional skills and
for the very issue. experience

Women Network for Advancement and Peace (WNAP) which consists of women organizations from all regions of
Thailand feel apprehensively for those affected, injured and dead from both sides by the clashes over the
boarder land dispute despite their good relationship that enable them to together living in peace for a long time.
We, thus, demand that actions should be taken immediately to protect those living along both the border of Thai
and Cambodian.

Propositions are as follows:


- Cease fire should be applied immediately.

- Both sides should stop applying the Preah Vihear Temple as a condition to seek benefit for their internally
political affairs.

- Conflicts should be resolved by peace approach. Human rights of citizens of the two nations should be
respected especially their rights to live, safety and protection of their belongings and sanctuary in accordance
with the UN International Covenant on Civil and Political Rights and the ASEAN Charter that emphasizes peace
and harmony among ASEAN Community.

- Participation of civil society including women groups especially those living along the border who are directly
affected by the unrest should be encouraged and supported. Inconformity with the UN Resolution No. 1325, the
states are to recognized the voices of the people especially women and respond to those seek help and
protection.

- UNESCO should be urged to extend the registration of the Preah Vihear Temple as a world heritage site to
reduce any tensions that may occur during the peace development until resolution between the two countries
has been present and executed.

Women Network for Advancement and Peace (WNAP) anticipates that the Prime Minister will put forth on the
consideration of these propositions recommended as a response to the peace resolution for the great benefit of
peace, harmony and stability between the two countries and among the ASEAN community.
