Peter Courtney regarding a judiciary committee meeting relating to gun
rights issues. It seems now “OFF” needs to fight for their first
amendment rights as well as the second amendment rights.

Dear President Courtney,
Having now sat through my second “informational meeting” in the
Senate Judiciary Committee, I felt obligated to contact you about the
“procedure.”
As you no doubt know, the Judiciary Committee scheduled three bills to
be heard last Thursday. However, the hearing was also to be used as the
setting for an “informational meeting” on three “concepts”:
Guns in schools, restoration of a felon’s gun rights, and “mental health
issues.”
The hearing on the bills and the “informational meeting” ran
concurrently, so those who wanted to testify on the bills themselves were
sandwiched into the “informational meeting.”
Of course, the first speakers were all representatives of groups that
wanted to lobby on behalf of banning concealed handgun license holders
from school grounds. Interestingly, all of these people had testimony
that referred to a specific amendment to a specific bill.
No one who came to support gun rights saw any amendment nor did
either of the two Republican members of the Committee.
Chairman Prozanski insisted there were no amendments, yet even after
making that statement, references were made to “the dash-1”
amendments.
The first speakers were given an unlimited amount of time to speak. By
the time anyone who supported gun rights was given an opportunity to
testify, their time limit was down to 2 minutes.
No representative of any organized pro-gun group was given a chance to
present testimony in spite of having signed up before many of the anti-
gun, school representatives.
When time ran out, we were informed that the “meeting” would continue
today, Tuesday. When we arrived, sign up sheets for all three bills and
the “informational meeting” were available on the table in the hearing
room. Several people signed up.
From the beginning of this “hearing” we were informed that testimony
would be limited to 2 minutes. So now, we were limited to two minutes
to testify on three bills, all of which we requested and worked on, and all
of which received overwhelming support in the House. But we also had
to testify on three “concepts”, none of which we were allowed to see in
spite of a direct request to Senator Prozanski to share them with us.
Having listened to extensive and inaccurate testimony from the
government school representatives last week we now had two minutes to
refute their comments, discuss two other “concepts” (still unseen) and
three important gun bills. In all we were afforded 20 seconds for each
issue.

Clearly, the bills in question never received an adequate hearing. They
were barely discussed at all.
“Mental health” received almost no comment, felons’ rights restoration
received no comment at all, and the hearings were instead used as an
opportunity to bash license holders by people who clearly seemed to be
familiar with amendments Senator Prozanski claims do not exist.
Today, as you well know, a number of people who had signed up to
testify were simply ignored, although one person who signed up today
was inexplicably given her two minutes.
After the hearing, Senator Prozanski contacted several inviting them to
come in to testify tomorrow, claiming he had “overlooked” the new “sign
up” sheet even though one person who did get to testify was only on the
new sign up sheet, not having been there last week.
As you also know, this invitation came only after those people came
together to your office to complain about the shoddy treatment they had
received after taking time off from work to participate in the process.
If it is the desire of your caucus to kill these bills, that is their
prerogative. They can take no action on them, amend them or simply
vote them down. But this process, wherein bills of importance to enough
people to have received overwhelming support from the House are used
as a theatrical event to promote the erosion of the rights of the most law-
abiding people in the state is an outrageous misuse of the system.
At a time when the idea of “government transparency” is gaining public
attention, it’s absurd to invite people to testify and then refuse to allow
them to know what they are testifying about.
Frankly, we’ve seen this before on the same issue. Several years ago
Senator Burdick held hearings on a school gun ban in a courthouse,
where, of course, CHL holders are forbidden with their self-defense
tools. The hearing date was given to the opponents of gun rights before
the Republican members of the Senate were told when it was, and
seating was “reserved” for anti-gun speakers.
If members of your body want to disarm CHL holders in spite of their
own admittance that there have been exactly zero problems, they can
introduce a bill and make an effort to pass it. But to misuse the process,
prevent proper testimony about important bills from getting on the
record and refuse to allow the public to know what members’ intentions
are is a sorry excuse for governing.

prohibited on the rest of the TAMUK campus. Despite Senator Lucio’s
claims to the contrary, allowing concealed carry at TAMUK would not
mandate allowing concealed carry in the high school itself, something he
erroneously suggests would conflict with federal law.
While attempting to amend Senator Wentworth’s campus carry
legislation, to exempt any college that houses a primary or secondary
school, Senator Lucio argued, “This amendment is necessary to uphold
the—quote—Gun-Free School Zones Act—unquote.” But in reality, the
federal “Gun-Free School Zones Act” includes an exemption for holders
of state-issued concealed handgun licenses. The State of Texas already
utilizes that exemption by allowing CHL holders to carry concealed
handguns in the parking lots, parking garages, and outside walkways of
primary and secondary schools—all locations covered by the act.
Like Senators Ellis and Gallegos, Senator Lucio needs to perform his own
due diligence before repeating as fact the arguments fed to him by
college administrators seeking to carry out their own political agendas.
W. Scott Lewis summed up the underlying folly of Senator
Lucio’s arguments: “Opponents of campus carry want to
create fear and paranoia about the prospect of allowing
trained, licensed adults to carry concealed handguns in close
proximity to teenagers. Yet, few parents have any
reservations about dropping off their kids at a movie theater,
a shopping mall, or a church—all locations where licensed
concealed carry is typically allowed.”

This fun-filled event runs from 10 a.m. to 2 p.m. at the Charlie Elliott
Wildlife Center’s (CEWC) Discovery Area in Mansfield.
Sponsors for the JAKES Day include the Georgia Chapter of the National
Wild Turkey Federation (NWTF) and the Georgia Department of Natural
Resources’ Wildlife Resources Division (WRD).
Admission is free and includes an array of activities that focus on
wildlife, conservation efforts and outdoor recreational opportunities in
Georgia. Children can try their hands at archery, fishing, shooting sports,
and can go on a mini-boat ride with a WRD Conservation Ranger. Show
your spirit for the outdoors by getting your face decorated with wildlife
art! Presentations scheduled for this event include retriever
demonstrations, and live snake and bird of prey programs. Several
exhibitors from wildlife-related organizations also will be on hand to give
out information and goodies to those interested in expanding their
outdoor horizons.
The first 500 kids will receive a free t-shirt and a free hot dog lunch from
the Georgia Chapter of NWTF (adults can eat for a nominal fee). For kids

South Charleston, W.Va. -(Ammoland.com)- West Virginia residents
are reminded that feeding black bears is a violation of state law, as well
as a misguided disservice to our state animal, according to Colin
Carpenter, black bear project leader for the West Virginia Division of
Natural Resources.
“It is understandable that some people will illegally set out food so they
can observe this often secretive animal,” Carpenter says. “However, these
actions often lead to the destruction of the bear. Bear movements are
tied to food sources and animals that roam in and around residential
areas in search of food are less likely to stay if they do not find anything
to eat.”
Capturing and moving bears that have become accustomed to humans is
a costly and often ineffective way of addressing the problem, especially

when faced with the possibility of merely moving a problem bear from
one area to another. That is why wildlife agencies around the country tell
people that a “fed bear is a dead bear.”
Bear populations have increased in both number and distribution in the
past 20 years. Bears are now found in areas where they have been absent
for decades and have been reported in all 55 counties. Multiple reports of
sows with cubs have been received from the northern and western
portions of the state.
New Jersey Bear Hunt
Human-bear interactions increase during the spring and summer for
several reasons. Natural food sources are at their lowest point when
bears leave their dens in the spring. Bears often spend several weeks
feeding on green vegetation while continuing to lose weight. High-energy
foods such as serviceberries, blackberries, raspberries, and blueberries
do not become available until later in the summer.
In addition, the bear breeding season, which peaks from late June
through July, puts many bears on the move. During the breeding season,
males will cover large areas while searching for females. This is also the
time of year when adult female bears will chase off their yearlings so that
they may breed again. Human-related food sources are higher in calories
and easier to obtain than natural foods. All bears, especially yearlings
that are on their own for the first time, will take advantage of easy food
sources. Bears will continue on their way if they do not find easy food
sources.
Bears quickly become habituated to handouts in the form of trash, bird
seed, pet food and feed placed out for other animals, and lose their fear
of humans. Bears that have lost their fear of humans resort to raiding
garbage, outdoor freezers, storage sheds, vehicles and other structures
associated with people. Unfortunately, when these activities are
repeated, DNR personnel are forced to humanely destroy the offending
animal for safety reasons.
“The unintentional feeding of black bears is something that can be
prevented,” Carpenter says. “Garbage needs to be secured in a bear-proof

facility and placed out for collection on the morning of pick-up, not the
night before. Food scraps that produce large amounts of odor should be
sealed in a plastic bag before being placed in the trash. Food scraps
should not be placed in a compost pile during the summer months.
Residents should remove all outside pet food at night, and bird feeders
should be taken down, cleaned, and stored until late fall to further
discourage bears from feeding around human habitation.”
Feeding of any wildlife should be avoided for numerous reasons,
including, but not limited to, disease transmission, increased predation,
habitat destruction around the feeding site, ethical concerns, and the
animal’s overall health. Following these practical and common sense
recommendations will reduce human-bear conflicts and assure that
more of the state’s animals remain wild.

Slam or the Five Gauge Challenge, but when Tom Gresham and Ryan
Gresham decided to go quail hunting, they wanted a new challenge and
set the goal of shooting quail with five different gauges.
Heading out to Covey Rise Lodge in Husser, LA one morning, Tom and
Ryan each brought out five different guns to use – including over and
unders, side by sides, pumps, semi-autos and even a handgun (YES a
handgun) – in this “Five Gauge Challenge”.
Well, four gauges and a .410 Caliber to be exact.
Using both pointing and flushing dogs, they put their firearms and their
hunting skills to the test. Tune in this week to find out who made the
surprising choice to use a handgun, and who won the “Five Gauge
Challenge”!

range with Baucom for many days of one-on-one shooting instruction.
Abbate, one of the nation’s first competitive shooters to earn the
classification of “Grand Master”, is a high ranking competitor in many
shooting disciplines and possesses a vast amount of shooting experience.
Abbate has witnessed Baucom’s growth as a shooter.
“Trevor has really developed a burning intensity to improve
his shooting over a very short period,” said Abbate. “We are
training for the upcoming Bianchi Cup in Columbia,
Missouri. Trevor will be on the range, competing head-to-
head against able-bodied competitors, and I am confident
that he will have a great showing.”
Baucom’s competitive shooting debut will take place over Memorial Day
weekend at the National Action Pistol Championship (Bianchi Cup) in
Columbia, Missouri. The Bianchi Cup offers a challenging course of fire
that requires precision, mistake free shooting. For someone like Baucom,
who has been a recreational shooter in the past, the Bianchi Cup should
be a new and exciting experience. Baucom will be shooting against some

GLASGOW, Mont. --(Ammoland.com)- A free youth shooting and
archery skills event is scheduled for Tues., May 10 at the Glasgow Trap
Club.
The event — which will include clay pigeon, turkey silhouette and air gun
shooting stations, as well as an archery range — is open to area youths
from fourth grade to age 17. Registration begins onsite at 5 p.m., and the
field events will start at 5:30.
The event ends at dark.
Shotguns, ammunition, targets and archery equipment will be provided
at no cost, and participants may bring their own firearms and
ammunition if they prefer. Each educational station will be fully staffed
by qualified instructors.
Also included at the event will be a section on wildlife identification and
adaptation and a barbeque. The barbeque will be free for participating
youths, but volunteers and parents who wish to eat will be asked for a
free-will offering to help cover expenses. Door prizes will be awarded,
and additional volunteers are invited to attend.
The Youth Day activities are co-sponsored by local chapters of Ducks
Unlimited and the National Wild Turkey Federation, as well as the
Glasgow Trap Club and the Montana Department of Fish, Wildlife &

PHOENIX --(Ammoland.com)- Two Mexican nationals have pleaded
guilty and a third has been found guilty by a jury in recent days for their
roles in a conspiracy to trade drugs and cash for military–grade weapons
— including a Stinger anti–aircraft missile – for use by Sinaloan drug
cartels.
The defendants were arrested in late 2009 as part of a multi–agency
joint undercover operation known as Operation White Gun.

David Diaz–Sosa, 26, of Sinaloa, Mexico, pleaded guilty on April 19,
2011, to one count of Conspiracy to Acquire and Export an Anti–Aircraft
Missile, one count of Conspiracy to Possess Unregistered Firearms
(Machine Guns), and Transfer Firearms for Use in a Drug Trafficking
Crime, one count of Conspiracy to Possess with Intent to Distribute
Methamphetamine, and one count of Possession with Intent to
Distribute Methamphetamine for his role in conspiring to acquire,
transfer and export military–grade weaponry to a Mexican drug
trafficking organization. He is set to be sentenced before U.S. District
Court Judge James Teilborg on August 1, 2011.
Emilia Palomino–Robles, 42 of Sonora, Mexico, entered a guilty plea on
April 13 to one count of Conspiracy to Possess with Intent to Distribute
over 500 grams of Methamphetamine for her role as a courier delivering
both 2,029 grams of actual pure methamphetamine and $139,900 to be
used as a partial payment for the military–grade weaponry, that was
ultimately destined for export and transfer to the Republic of Mexico,
and a Mexican drug trafficking organization. Her sentencing is set before
Judge Teilborg on July 25, 2011.
Finally, a federal jury in Phoenix last week found Jorge
DeJesus–Casteneda, 22, of Sinaloa, Mexico, guilty of Possession with
Intent to Distribute 500 grams of more of Methamphetamine (11.8
pounds). DeJesus–Casteneda was arrested while delivering
methamphetamine that Defendant Diaz–Sosa intended to use as a
partial down payment to complete a military–grade weapons deal. The
case was tried before Judge Teilborg on April 19, 2011. The defendant
being held or remanded after trial. His sentencing is set for July 25, 2011.
“It is a chilling thought that warring Mexican drug cartels are
actively seeking military–grade anti–aircraft missiles and
explosives in Arizona, so I am extremely proud of the work
this office and our law enforcement partners have done to
uncover and stop this particular scheme,” said U.S. Attorney
Dennis K. Burke. “This was a complex investigation – a
tremendous team effort – that put a stop to a well–financed
criminal conspiracy to acquire massive destructive
firepower.”
In late 2009, David Diaz–Sosa, a weapons and narcotics broker, began
negotiating the purchase of high–powered, military–grade weapons for
the Sinaloa Drug Cartel, the largest of the Mexican Drug Cartels. Shortly
after the weapons negotiations began, Diaz–Sosa arranged for the
delivery of 4.5 pounds methamphetamine to serve as a down payment
for the weapons. Emilia Palomino–Robles made that initial delivery on
behalf of Diaz–Sosa. For approximately the next three months,
Diaz–Sosa and his partners negotiated with undercover federal agents
for the purchase of the following weapons: A Dragon Fire anti–tank
weapon; two AT–4s (an 84–mm unguided, portable, single–shot
recoilless smoothbore weapon); a Law Rocket (a Light Anti-Tank
Weapon); a Stinger Missile (a portable infrared homing anti-aircraft
surface-to-air missile); two Def Tech grenade launchers and a dozen 40
mm grenades; one M–60 machine gun; one .30 caliber machine gun;
and three cases of hand grenades. As these negotiations continued,
Diaz–Sosa and his associates agreed to exchange both cash and

methamphetamine as a final payment for the weapons. On February 17,
2010, Diaz–Sosa went to an undercover warehouse maintained by the
Bureau of Alcohol, Tobacco, Firearms and Explosives, to finalize the
weapons exchange at which time Diaz–Sosa and DeJesus–Castenada
were taken into custody by federal agents. At the time of his arrest,
DeJesus–Castenada was responsible for possessing with the intent to
deliver over 11 pounds of methamphetamine. Later that same day,
Palomino–Robles was arrested in possession of $139,900, which was
determined to be additional portion of the weapons payment.
Methamphetamine carries a maximum penalty of life, a $4 million fine
or both. This charge additionally carries a mandatory minimum of 10
years. Finally, a conviction for Possession with Intent to Distribute 500
grams or more of Methamphetamine carries a maximum penalty of life,
a $4 million fine or both. This charge also carries a mandatory minimum
sentence of 10 years. In determining an actual sentence, Judge Teilborg
will consult the U.S. Sentencing Guidelines, which provide appropriate
sentencing ranges. The judge, however, is not bound by those guidelines
in determining a sentence.

to $2,500 for information leading to the arrest and conviction of the
persons responsible for the theft of firearms that occurred at 111 Gun
Shop, a federal firearms licensee, in Jeffersontown.
The burglary occurred on April 26.
“Firearms theft from licensed gun dealers is a top priority for
ATF. Experience shows us that these guns will likely end up
being used in a crime. These guns in the hands of criminals
endanger everyone’s safety.
With this reward, it is ATF’s hope that someone will come
forward with information that will lead to the arrest of the
suspects responsible,” said Vido.

SOUTH CHARLESTON, W.Va. – -(Ammoland.com)- I think it was
Ben Franklin who said the wild turkey should be the national bird
instead of the bald eagle.
He was probably right as the wild turkey has flourished and expanded its
range even though heavily hunted, while the bald eagle had to have
protection for its species to survive.
have had them come in with their hen. But most of the time I have had
little success in this situation.
Our back and forth banter went on for about 15 minutes. Then, all of a
sudden, he got completely silent. Experience has taught me that when
the gobbler shuts up you need to sit perfectly still for one of two things is
happening – the gobbler is either coming or going. Well, in this case he
was going and taking the hen with him. I remained still for about 30
minutes and never heard him again.

The second reason old Ben spoke up for the wild turkey was that our
gobblers carry the national colors of red, white and blue.
So all of this was going through my mind as I sat on a fallen log at
daylight the first Monday of the spring gobbler season, waiting for that
first gobble.
I always like for the gobbler to sound off first, giving away its location.
When nothing came from the high ridges and deep hollows, I decided
that it was time to make a move.
As I walked along the old logging road, the forest creatures were coming
to life. Birds were starting to chirp, chipmunks and squirrels were
beginning to scurry around and deer were slinking off ahead of me. I was
in mid-stride when an old long-beard gobbler rattled the ridge across
from me. I stopped in my tracks to listen and, again, the old Tom
sounded off.
Was I disappointed? Sure, I would have liked to have called him, but on
the other hand my hunt would have ended the first hour of the first day
of the season. But now I can get up again and head out in the dark to
watch the sun usher in another glorious day.
If you have had similar experiences the first couple of days, don’t get
discouraged. Most of the gobblers I have killed have been taken during
the second week. So be careful out there and take a moment or two to
observe all of nature’s blessing around you.
All of God’s creatures and plants combine to make May a

As I quietly cleared some of the sticks away from the tree where I wanted
to set up, he continued to gobble on his own. In a minute or so I had a USAMU Soldiers Marksmen Set To Compete In Spain

now ready and took out the old Lynch box call I have had since 1961.
Years ago, I started to cut small notches on one side for the hens and one
side for the gobblers. After about 20 notches I decided that if I kept it up
at that rate there might be little left of the call.

I let out three or four soft yelps and immediately the old gobbler came
right back at me. I waited a couple of minutes and hit the call again with
the same response. I remember thinking that this was going to be too
easy. I settled in and took up a conversation with the old gobbler. I would
call and he would gobble. He would gobble and I would call. He would
get silent and I would too. Sometimes he would outwait me and
sometimes I would not call again until he gobbled.

He sounded ready, but something also seemed wrong. Then I heard it. A
hen began to call and even cut right where I thought he was. He had a
hen or two with him on the roost. I have found it difficult to call a
gobbler away from a hen. I have had them leave a hen and come in and

With over 240 athletes from 46 federations, this event is the largest ever SCI Members Meet with Congress to Discuss Hunters’ Rights

Athletes will compete in 12 different IPC events-the same events that will
be contested in the 2012 Paralympic Games in London.

Much like able-bodied competition, the Paralympic Team needs to win

quotas in order to compete in London.

Some slots are allotted based on the total number of minimum qualifying
scores a country has, but it’s often a gamble.

Quota places are in high demand and will make a gold medal even
sweeter.

Washington, D.C. –-(Ammoland.com)- Safari Club International

(SCI) members will participate in more than 170 meetings this week with
members of the U.S. House of Representatives and the U.S. Senate on
behalf of hunters everywhere.

Safari Club International’s lobby day on Capitol Hill represents the

largest annual gathering of U.S. hunters in Washington, DC. This year’s
focus will be on working with Congress to modernize the Endangered
Species Act (ESA) to better manage species recovery and address the
Act’s numerous failures.

The ESA was originally intended to help recover species at risk of

extinction, but unfortunately the ESA has failed in its species recovery
efforts. Currently there are over 2000 species listed as “threatened” or
“endangered” while only 20 recovered species have been removed from
these lists since the ESA was enacted.
In addition, scientific decisions for species conservation are
inappropriately being made by the courts and not by the wildlife
professionals within the federal agencies tasked to administer the ESA.
The ESA also has a detrimental impact on jobs and the economy,
particularly in rural communities, and imposes unnecessary and
burdensome requirements. Radical anti-hunting and protectionist
organizations have spent millions of dollars in an effort to manipulate
the mandates of the ESA to list animals for the express purpose of
regulating greenhouse gases. This extreme agenda is diverting the scarce
resources of the U.S. Fish and Wildlife Service to lawyers and legal fees,
rather than to conservation and species recovery.
“SCI’s 53,000 worldwide members – particularly the 200
that will be traveling to Washington this week – are insisting
that Congress take real action to reform the Endangered
Species Act,” said SCI President Dr. Larry Rudolph. “Since
the late 1980s, there have been over one hundred
Congressional hearings on the ESA as well as dozens of public
‘listening sessions’ across the country. It is time to actually
update and modernize the Endangered Species Act so that we
can do a better job in recovering species.”

National Bobwhite Conservation Initiative – Without The
States We Are Nothing
Even as this post aims to highlight the central importance of
the states to the future prospects for restoring bobwhites,
our thoughts and prayers go out to those in many of those
states – including Alabama, Georgia, Tennessee, Kentucky,
Virginia, Mississippi and Arkansas — who have lost family
members or friends, or have seen their or their neighbors’
homes and businesses destroyed during waves of violent
weather this spring. In fact, 328 people across those seven
states died just last week in the nation’s deadliest tornado
outbreak since the Depression. While my family has spent a
lot of time in our own “fraidy hole” ducking multiple close
tornadoes in central Arkansas, the impact personally has
otherwise been limited. Rising waters forced the evacuation
of my office and equipment storage areas. My brother
watched helplessly as a giant tornado gutted his hometown
of Tuscaloosa. So many other others have not been as
fortunate. Let’s all keep those folks in our thoughts.
National Bobwhite Conservation Initiative
Knoxville, TN --(Ammoland.com)- Bobwhites are the legal authority
and responsibility of the state wildlife agencies. That’s just the way it is
for resident (non-migratory) species of wildlife.
The federal government has no formal role or responsibility … unless
bobwhites get listed under the Endangered Species Act. No one wants to
go there.
The NBCI started out in 2002 as a strategic plan of the states, but has
become much more. The plan started the ball rolling in earnest; since

then, collaborations have made it snowball to the national level. At first
glance, the NBCI now may appear to have developed a life of its own – a
national operational center, a national staff, and a national

wildlife agencies across the bobwhite range are the core of bobwhite
conservation responsibility and leadership. The NBCI remains an
initiative of those states. I state this so clearly not because my position as
NBCI Director is funded by those states; rather, my position is funded by
those states because the NBCI is their initiative.
The NBCI currently has united 25 states; in addition, all three of the
main regional associations of state fish and wildlife agencies —the
Southeastern, the Northeastern and the Midwest— have formally
endorsed the NBCI. This scale of state engagement for quail is
unprecedented. Without that active state core, the NBCI is nothing. In
fact, without that core of state responsibility, leadership, engagement,
capacity and drive, nothing else and no one else matter much in the big
picture.
