The Chairman of the State Duma Vyacheslav Volodin has declared that the bill on the use of
QR codes on some types of transport will be removed from consideration. He stressed that the
decision was the result of the dialogue with the government, based on the opinions of the regions
and citizens' appeals. Earlier the President of Russia Vladimir Putin pointed out the
inadmissibility of hasty decisions. As the head of the state underlined, it is necessary to carefully
study the readiness of the transport system "not to limit people's rights".
A draft law on the introduction of QR-codes on certain types of transport will be removed
from consideration. This was reported in his Telegram channel by the chairman of the State
Duma Vyacheslav Volodin. According to him, this issue will be discussed on Monday,
December 13, at the Council of the Lower House of Parliament.
"The decision to withdraw from consideration the bill on the introduction of QR codes on
transport is the result of a dialogue between the State Duma and the government, based on the
views of the regions and appeals of citizens", - said Volodin.
It is the draft law "About amendments to the article 107 of the Air Code of the Russian
Federation and the Federal law "The Statute of the Railway Transport of the Russian
Federation". It was submitted by the government in the lower house of parliament on November
12 along with another bill - "On Amendments to the Federal Law "On Sanitary and
Epidemiological Safety".
It is assumed that their rules will be valid until June 1, 2022. The documents say that QR
codes will be needed while visiting cultural institutions, non-food stores, and cafes. They will
also be necessary to show them in long-distance trains and on flights - intercity and international
flights.
December 9 Vladimir Putin at a meeting of the Council on Civil Society and Human Rights
stated that the draft laws on QR codes are of framework nature, so before making a final decision
they need to be carefully worked out in the regions.
"I assume that we together with you, together with the professional community will find
solutions to guarantee the rights of all citizens. We will work on this most carefully and try to
prevent any hasty decisions," said the President.
"Before making, say, the restrictions, connected with the usage of vehicles, we have to
carefully see what it will result to, whether the transport system is ready not to limit the rights of
people, on the one hand, but to provide safety and health of the same citizens", - explained Putin.
According to the latest data of the operative center for the prevention of entry and spread of
coronavirus infection in the Russian Federation, 74,189,385 people in the country have received
the first component of COVID-19 vaccines and 67,260,355 Russians have been fully vaccinated.
The overall level of collective immunity in the country is 55.7%.
Five vaccines against coronavirus infection have now been approved for use in Russia:
"Sputnik V" and "Sputnik Lite" of the Gamaleya Center, "EpiVacCorona" and "EpiVacCorona-
N" developed by the Novosibirsk Vector Center and "CoviVac" of the Chumakov Center of the
Russian Academy of Sciences.
However, the Ministry of Transport of Russia informed that they didn`t wait until the end of
the official procedure of preparation to consideration of the bill on implementation of QR codes
on transport in the first reading in the State Duma and held the discussion of the document with
MPs, experts, carriers and public organizations.
"As a result of the meetings, it was decided to work further on the draft law", - RBC quotes
