FOREIGN ASSISTANCE

(U) A total of 118 countries and 12 international


organizations have generously offered assistance to the
Hurricane Katrina relief effort. A new offer of
assistance has been made by:

The Iraqi Red Crescent Society, in a Sept. 6 letter in the


name of Prime Minister Jafar, offered a $1,000,000
donation to the American Red Cross. (Embassy Baghdad/Task
Force)

ARRIVALS OF ASSISTANCE

(U) Thailand's Prime Minister Shinawatra arrived early


this morning at JFK with a planeload of relief supplies,
including blankets and rice. A second Thai plane already
at JFK will carry the supplies to Little Rock, Arkansas as
requested. ETA at Little Rock AFB is 1520 on 9-11-05.

All - the Iraqi PM Ja'afarithru the Iraqi Red Crescent Society, on behalf of the Iraqi people, has donated $1 million to
help in the relief efforts in the US from Hurricane Katrina. This just occurred today. Ambassador Khalilzad wants to
put out a statement tonight (see attached) thanking the PM and the people of Iraq.

Hurricane Katrina Relief


September 10, 2005

On behalf of the United States, I wish to thank Prime Minister al-Ja'afari, the-lraqt Red
Crescent Society, and the Iraqi people for the sympathy expressed by them for the victims of
Hurricane Katrina. I also wish to express gratitude for their decision to donate one million dollars to
support relief operations for this unprecedented natural disaster. Despite the great suffering inflicted
by terrorists and the difficulties Iraqis are experiencing during their transition to democracy, Iraq's
leaders and people have shown their profound humanity and their solidarity with the people of
America's gulf coast states.

The mission of the United States here in Iraq is to help the Iraqi nation to stand on its own feet
after decades of dictatorship. Iraq's action in reaching out to help Americas who are SUffering sends
a clear message that the United States and the new Iraq share common values. They are partners
standing together in common cause. This expression of solidarity will never be forgotten.
