My recollection, backed by some emails I have, is that:
A) Greece offered 2,000 ftfacial- towels and 2,000 -bodyft towels. (From a USAID-OFDA
Movements [of stuff]matrix, it appears 2,000 towels left on a NATO flight on 9/16,
arriving in Little Rock on 9/20.*) Could it be the 2,500 figure was a mistake on the Exec
Summary? Could it be we received slightly more than 2,000, and that represented a mix of
the two types?
(I do recall that, originally, OFDA thought the towels were from a country other than
Greece, and we had to get that changed ... )
B) Finland offered many things, and NATO Sit Rep (#12) indicates that included a search &
rescue team (of 30 persons, declined by FEMA), as well as commodities such as sheets,
first aid kits, tarps & pillow cases (accepted by FEMA). (Other items were declined in
STATE 167044, I believe) In addition, it seems 3 "logisticians· went to help the Am. Red
Cross (STATE 069097). From a late version of the matrix, it seems that the Finnish Red
Cross was supposed to donate to the Am Red Cross, NOT the USG. (I'm not sure sure why GAO
assumes it all goes to the USGi however, perhaps Roger can confirm whether Charlestown's
records suggest receipt of money from Finland.)

• Confirmed Hurricane Katrina fatalities rose to 792 (source BBC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion litres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related.
bacteria and toxic chemicals.
• Ophelia, at present, is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebUilding plans for the region in a televised address from New Orleans.
• Local response arrangements have not been changed. (See MIC Message 15)

In total, over 120 countries, and 13 international & regional organisations have
offered assistance, including all countries participating in the Mechanism.
The following European assistance has been provided or is accepted in support to the
relief operations:

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain a correct overview, Member
States are kindly asked to notify any changes in the offers, acceptances or delivery'
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23 rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been received).
The second NATO flight with assistance from Austrian and the Slovak Republic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
'from the Czech Republic is scheduled for 17th Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The list may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and

The commodities are being called forward by FEMA field elements including JFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to

FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

Romania PM Tariceanu's chief of staff told Embassy Bucharest that the GOR would meet Tuesday afternoon
to make decisions about assistance Romanians can provide for Katrina effort. He confirmed that providing a
C-130 with humanitarian supplies & logistics/medical staff was on the table (cf below). He said he had urged
the PM to go public with the offer; I told him we would be very grateful and willing to be part of a media
announcement by the PM if he so desired. Otherwise we would express our appreciation afterwards through
Romanian media.

Re State 163366, USG Priority Areas for Hurricane Katrina Relief
Had a no-notice meeting at 1300 today·with Gen Badalan and LtGen Medar to discuss how the
Romanian military could help in the aftermath of Katrina. After some discussion, these are
the six things that Gen Badalan will propose to the government:
1. Between 25 and 50 people to provide logistics support alongside the US military forces
(perhaps up to 100 if requested) .
2. Tents (number not specified) .
3. C-130s (lor 2) to transport people and things from Romania to the US. At least one
plane probably to stay as long as troops stay to help transport things.
4. UAVs or at least UAV technicians if desired to assist in search.
5. One or more medical teams -- a surgical team and an ~pidemiology team were mentioned
specifically.
6. Small water purification systems.
I expressed our thanks to both gentlemen, particularly in light of what Romania has all
suffered from this year. Both the generals realize that not all these things might be
needed -- or in the case of the med teams could cause problems, but all were things they
felt could be offered.
They expect to have an answer from the government within 48 hours, but asked if we could
forward th~ tentative list to DC for consideration.
The State message did not provide any POC information, so I'm not sure who in State to
send this to.

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricane relief supplies. The representative mentioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for Official Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-310 listed below) before we will allow it to land at any Air Force
base besides Little Rock. '

NATO Flight Approvals: The following flights were approved by OFDA and FEMA:
GOD agreed to provide an AN~ 124 aircraft at the GOD's expense to pick-up supplies at
Ramstein AFB, and then deliver them to Little Rock, APB on September 19. ODFA
approved control # for mission pending. The aircraft is already at Ramstein. Plane will
carry a full load (up to 105 tons). Supplies include 15 tents, 2,000 blankets, 4,000
bedsheets, 2,000 pillows and pillowcases, 30,000 bandage packs.
EUR representative is sending out an updated thank you cable for clearance in regards to
Ukraine's offer of assistance. The Task Force Director would like to have all final cables
sent out for clearances by 5:00 p.m.

A final caveat: although we (PM) have no indication from NATO that they intend to use civilian charter aircraft
for these two flights, SHOULD this be the case. Tim is correct that DOS wouldn't issue dip clearances.
HOWEVER, they would still need to provide justification to USAF and obtain USAF permission to fly into
Ramstein and/or Little Rock AFB (POC: I fc·d).

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricane relief supplies. The representative mentioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for Official Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-31 0 listed below) before we will allow it to land at any Air Force
base besides Little Rock.

TF: request TF assistance in receiving revised itineraries from NATO that correspond to OFDA Control #'s 09-16-
N004 NATO CA F A310 and 09-16-N006 NATO AN 124. The arrival times/dates listed for these flights do not
correlate even closely to itineraries submitted by NATO on 9/15 (ie as much as five days difference). Request the
new itineraries be faxed to PM/ISO flight operations as soon as possible at 202-647-4117. Please note we need
full flight information, including aircraft and itinerary details (particularly all US ports to be used), not just
arrival/dept times at Ramstein and Little Rock.
It's our understanding that ailS NATO Flights, given their humanitarian nature. are to go to the AFB side of Little
Rock. Pis advise should this not be the case.
Finally. please note we're processing the dip flight clearances for the other three flights referenced below, and will
have those out to ALCON shortly.
