Albania: $300,000 and sanitary-medical teams;


Croatia: 6 forensics experts for victim identification;
Macedonia: GOM was to decide on details of assistance offer 9/9, no word yet;
SAM: Serbia considering, possible offer of wildlife experts; Montenegro considering offer
of technical experts .
Kosovo: 400,000 Euros ($495,000) to American Red Cross (USOP checking whether
donation has been wired yet); and offer ofKosovo Protection Corps help with disaster relief
Bosnia: considering state-level offer; municipality of Sarajevo offered $6400
As far as we know, no concrete offers have been accepted by our side yet.

Following is guidance for drafting, clearing, transmitting cables declining 100% of a


foreign government's offer of assistance:

Cable template is attached. 'AII content must- be included as drafted in attached.

Please get clearances from TF, L, P, and Regional Bureaus as indicated in attached.

Take one printed copy and an electronic copy on diskette (both including indication of TF,
L, P and. Reg Bureau clearances complete) to Natalie Chagnon in HST 7512. Natalie will
clear for S/ES-CR and deliver to Arnie Chacon for approval and transmission.

I had a phone call from Mr. Ivica Toljan who is in management board of Croatian Power
Utility CHEP) that USAID provided them TA in various tasks in past few years.

He offered possible HEP's assistance on reconnection of transmission lines in power


sector of New Orleans that affected by Hurricane Katrina. Mr. Toljan asked me to call
him either on Thursday or Friday and let him know if US can accept HEP's offer. Please
advice on this matter.

I am sorry, but I am afraid I have not been able to make myself understood.

I have hard copies of a dip note (from the Croatian Government) and a letter (from the Albanian Government) -- these are
not on email and cannot be emailed.

The raw facts you already have - for Albania it's $300,000 and "sanitary-medical teams of doctors and nurses" and for
Croatia it is six (6) forensic specialists.

What I have been trying to find out is to whom. should I send the formal notifications of the above? If it is not the Task
Force then I would appreciate knowing that.
