Director of Construction Administration
Recruited to develop first Construction Administration (CA) Department for this
fast-growing Albuquerque firm. Hired Department staff and established role of Co
nstruction Administration for successful project completion and client satisfact
ion.
Created and conducted a set of seminars on CA to ensure the A/E staff understand
s how CA serves as a catalyst to coordinate their operations with those of the c
ontractor, consultants, and the Owner. Also authored the publication "Constructi
on Administration" that is used in the seminars. All A/E staff members are requi
red to attend the seminars.
In 2002 transferred to the new Las Vegas office to establish urgently needed CA
Department.
Key Project: Construction Administration management of the hallmark of Las Vegas
's Medical District Upgrade, the North East Addition to the University Medical C
enter of Southern Nevada. This complex $60 million project consisted of a 5-stor
y, 200,000 sq ft building addition, remodel, and 4-acre site renovation to the e
xisting University Medical Center Campus.
Enhanced quality of project's existing drawings and specifications prior to bid
via thorough QA plan/check review and revisions. Slashed costs during the bid pe
riod to bring project within budget by applying value engineering re-design.
After award, as the Architect's Chief Representative, assumed full control of Co
nstruction Administration for the entire project. Worked closely with the Medica
l Center's Director of Construction (the Owner) throughout.
The successful completion of this 5-year construction project and grand opening
of the North East Addition was celebrated on November 13, 2009.

* Pay Applications: Review pay applications from contractors for content, validi
ty, and accuracy. Implement modifications before authorization signature and tra
nsfers to Owner for payment.
* Proposal Requests (PR's) and Architects Supplemental Instructions (ASI's): Pre
pare and issue Proposal Request to the Contractor for Cost/Time related revision
s to the Contract, and Architects Supplemental Instructions for no cost/no time
related revisions to the Contract. Frequently involves preparation of supplement
ary drawings and specifications revisions.
* Construction Change Directives: Prepare and issue Construction Change Directiv
es to the Contractor for either Cost/Time or No Cost/ No Time related revisions
to the Contract. Usually for urgent revisions on Time & Material basis, or for d
isputed issues.
* Cost Proposals and Change Orders (CO's): Analyze submitted Contractor Cost Pro
posals involving contract modifications for content, accuracy, and validity befo
re Change Order preparation, authorization signature and transfer to Owner for e
xecution.
* Meeting Minutes: Conduct and prepare minutes of all meetings, including the Pr

* Field Observation Reports: Conduct regular on-site observations of constructio
n progress. Prepare and issue Field Reports to record and inform.
* Construction Schedule: Constantly review, track, and record actual progress ag
ainst the contractor's construction schedule.
* Photographic Records: Obtain and distribute photographic records of site obser
vations and construction progress.
* Architect's Record Set: Regularly post any and all revisions to keep the Archi
tect's Record Set up-to-date at all times. Revisions can result from PR's, RFI's
, ASI's, CCD's, CO's, Submittal Reviews, Field Directives, etc.
* Contractor's As-Built Set: Regularly review status of Contractors As-Built/Rec
ord Drawings for completeness and current up-dates.
* Contractor's Daily Reports: Regularly review Contractors Daily Reports for pro
gress, issues, and construction status.
* Test & Inspection Reports: Review for conformance with contract requirements a
nd for quality control. Often involves distribution to Consultants/Engineers.
* Punchlists and Certificate of Substantial Completion: Conduct Substantial Comp
letion Walk-throughs at project completion, issue Punchlists, and grant Substant
ial Completion, as is applicable to the quality and completion observed.
* Close-Out Documents: Review all required contractor submitted close-out docum
ents including; Certificates of Occupancy, Final Pay Application, O&M Manuals, A
s-Builts, Warranties, T&B Reports, Release of Liens, Consent of Surety, Payment
