SYNOPSIS
Over 30 years experience as the Manager of Submarine Training for SWL, Incorpora
ted, Director of the EW Systems Support Division for Statcom, Inc., Director of
Special Operations for Research and Development Solutions, Inc. (RDSI), Vice Pre
sident of Operations for Systems Integration & Management, Inc. (SIM), Manager o
f TSA Program Support for CACI, and Program Manager/ Business Development for Ch
ugach Industries, Inc. (Tidewater area) Proven successful track record for drama
tically increasing corporate revenue. Thoroughly knowledgeable and experienced
in the Small Business Administration's specialized programs as well as all Feder
al Government contracting practices.
CHRONOLOGY OF PROFESSIONAL EXPERIENCE
2008 - Present - Chugach Industries, Inc.
Program Manager/ Business Development (Tidewater Area) - Beginning in May 2008
became the Director of Business Development for Chugach Industries, Inc. (Tidewa
ter area) . Ultimate goal is to increase Information Technology (IT) efforts thr
ough additional contacts (PACTS, GSA schedules, new contract vehicles, partnersh
ips, and acquisitions). Responsible for development of the Chugach IT Marketing
Plan as well as the development of proposal material such as past performance d
ata, resumes, etc. Responsible for establishing and vetting potential teaming pa
rtners and associated documentation.
2007 - 2008 - CACI
Manager, TSA Program Support - Began in April 2007 as the CACI Transportation S
ecurity Administration, Operational Process & Technology (OPT) Program Manager.
The task was clearly defined as OPT Preparedness Support and 4 additional positi
ons have been included on the order. Tasking consisted of the development of do
cumentation related to Continuity of Government, COOP, emergency procedures, as
well as other emergency preparedness documentation. Acted as assistant Office E
mergency Coordinator and in that capacity participated in organized COOP actual
or exercise events. Reviewed technical documentation developed and/ or delivere
d by the Department of Homeland Security and the Transportation Security Adminis
tration.
2005 - 2007 - The Avenal Group, LLC
Partner - Principal in the firm with primary responsibility to commercial and G
overnment clients for consulting and services support in business development, c
ontract development and management, and service delivery. Served as the primary
Client Services Representative for a variety of clients dealing with DoD and st
ate and local agencies. Wrote and established a GSA Schedule 70 IT services con
tract for The Avenal Group.
2000 - 2005 - Systems Integration & Management, Inc. (SIM)
Vice President of Operations/ Director of Contracts/ Director of Business Devel
opment -
Was responsible for the operations of Systems Integration & Management, Inc. (SI
M), a small disadvantaged, veteran owned business operating under the Small Busi
ness Administration's 8(a) program. SIM is an engineering and technical service
s organization, specializing in the IT sector. Services range from general tech
nical/ analytical support to C4ISR system design, installation, and maintenance.
During my tenure, SIM grew from 45 to over 200 employees with revenue starting
at $3.5M (year 2000) increasing to over $24M (year 2004). While physically loc
ated at corporate headquarters in Arlington, VA, I was responsible for field off
ices in Tidewater, VA, Washington DC, Tampa, FL, Charleston, SC, Havelock, NC, N
ew Orleans, LA, and San Diego, CA. Member of the SIM Board of Directors.
As Vice President of Operations responsibilities included:
* Developed the yearly company-wide operating budget and submitted the provision
al indirect rate request to DCAA.
* Ensured approved provisional indirect rates were utilized and maintained.
* Accountable for Corporate Profit and Loss (P&L).
* Coordinated the implementation of Deltek GCS Premier accounting system as well
as obtaining DCAA approval.
* Responsible for business base growth at all field offices.
* Responsible for the SIM Purchasing Department.
* Responsible for the SIM Accounts Receivable/ Accounts Payable Department.
As Director of Contracts responsibilities included:
* Reviewed RFPs/ RFQs and determined their applicability to SIM.
* Established and maintained a SIM Bid/ No Bid document as well as a Forecasting
document to continually track target existing contracts of interest.
* Formulated a Team of Subcontractors to respond if necessary.
* Developed, negotiated, and signed all SIM Non-disclosure Agreements, Teaming A
greements, Subcontracts, and any other required contractual documentation.
* Coordinated and finalized all Technical and Cost Proposals and coordinated sch
edules with Subcontractors if necessary.
* Handled CPFF, ID/IQ, FFP, T&M, and CPAF contracts.
* Negotiated all final Contracts and Delivery Orders with Government Contracting
Officers or their representatives.
* Primary point of contact for DCAA and DCMA for annual incurred cost audits, pr
e-award cost proposal audits and any other necessary general information.
* Developed. negotiated, and executed a GSA IT Schedule 70, a GSA MOBIS Schedule
, a $33M ID/IQ Department of Treasury contract, a potential $100M Multiple Award
ID/IQ Contract from the Department of the Navy and the award of a $65M competit
ive ID/IQ CPAF contract from the Space and Naval Warfare Center, Information Tec
hnology Center, New Orleans, LA.
* Responsible authority on all matters related to the FAR or DFAR.
* Developed and maintained great working relationships with all Contracting Offi
cers and their representatives as well as the Technical Offices.
As Director of Business Development responsibilities included:
* Developed detailed company briefs for prospective clients.
* Attended, presented and participated in briefings and Trade Shows.
* Routinely met with existing customers to gauge prospective business.
1994 - 2000 - RDSI, McLean, VA
Director of Special Operations - Direct responsibilities included hardware and
software engineering, design, development, integration, and test of specialized
electromagnetic environment simulators and stimulators, and training development
and implementation. Developed a 5-stage plan to upgrade Submarine Electronic W
arfare Training ranging from basic signal recognition to integrated on board tra
ining. Indirect responsibilities included corporate marketing, proposal developm
ent, and all contractual aspects related to RDSI business. Developed and negoti
ated RDSI being awarded three ID/IQ CPFF contracts with a total value exceeding
$33M, two of which have special security requirements. Responsible for ensuring
the effort is properly staffed with all personnel in place and working from day
one of the contract. Acted as the Program Manager for the Submarine Advanced S
ignal Training System (SASITS) Program. As Program Manager, provided hardware a
nd software engineering support to the Government Program Office. Developed spe
cialized documentation including Teaming Agreements, Consulting Agreements, Empl
oyee Agreements, and Overhead Budgetary Estimates.
1989 - 1994 - Statcom, Inc., McLean, VA
Director, EW Systems Support Division - Division responsibilities included Tact
ical EW System integration, installation, and Life Cycle Support, Hardware and S
oftware Design, Engineering Support, Navy Training Plan Development, Equipment F
acility Requirements Plan Development, Computer Based Instruction Development, E
lectronic Bulletin Board design, integration, installation, and support, and oth
er various U.S. Navy issues. In a period of less than 2 years, the Division gre
w from inception (one person) to eighteen individuals at Statcom Headquarters an
d associated Division revenues rose to over $1.5M per year. Also responsible fo
r the establishment of a $24M T&M 8(a) set-aside, Technical Services contract th
rough the Naval Supply Center, Norfolk, VA. Established entire cost center incl
uding overhead rates, locating and negotiating office space, direct negotiations
with both the customer and subcontractors, overall responsibility for Cost and
Technical Proposal development, as well as the staffing and overall contract coo
rdination. Collateral duties included other non-related Statcom Cost Proposal a
nd marketing efforts.
1978 - 1989 - SWL, Inc. McLean, VA
Manager, Submarine Training Group - Group responsibilities consisted of the dev
elopment of Navy Training Plans, Equipment Facility Requirements Plans, and othe
r Submarine Training related material. Responsible for the design, development,
integration, installation and testing, and Life Cycle Support for the Submarine
Advanced Signal Training System (SASITS) at both the Naval Submarine School (NA
VSUBSCOL) and the Naval Submarine Training Center, Pacific (NAVSUBTRACENPAC). D
esigned and managed the installation of 5 RF Shielded Enclosures as well as the
associated Air Handling System. In the two years as Manager of the Submarine Tr
aining Group, the Level of Effort as well as revenue more than tripled from $242
K to $768K per year.
1974 - 1978 - U.S. Navy, Ft. George Meade, MD
Cryptologic Technician Technical - Assigned to the Direct Support Group at the
Assistant Commander Naval Security Group (ACNSG) Command. Was part of the initi
al group of junior E-3/ E-4 personnel assigned within the Direct Support Program
. Within two (2) years was elevated to Supervisor overseeing E-7's and E-6's du
ring deployments.
