HSE IMPLEMENTATION POINTS (22

01. HSE COMMITTEES *

All projects to appoint an HSE Committee


consisting of Supervisory Staff, the Project
Manager and HSE Staff to be responsible for the
overall HSE implementation on the project.

02. WEEKLY HSE MEETINGS *

Project Director/Project Manager to convene


Weekly Site Meetings with all Construction Staff,
including Line Supervisors, to discuss HSE issues
and make recommendations for improvement.

03. CHARGE-HANDS *

• The key is successful communication on all


levels on site, including Charge-hands and
Workers. Information and communication
shall be cascaded from the Project Manager
and Project Management Team to the
Engineers and Foremen. We must encourage
our Engineers and Foremen to discuss HSE
one-to-one with our Charge-hands.

• The Project Management Team (Section


Heads) shall meet all Charge-hands in the
mess hall, on a weekly basis, and brief them
on HSE concerns.

• The Project Manager to meet with 40-50
Charge-hands on a weekly basis to discuss
HSE issues.

• HSE Manager/HSE Representative to attend


all the above meetings.

• All meetings should be documented


(attendance and minutes).

04. TOOL BOX TALKS *

The daily running of Tool Box Talks is one of the


most effective tools we have to communicate
with the Workers. This should be done by the
charge-hands every day, however, the Engineer
to conduct tool-box talks to the charge-hands
and workers on routine basis.

05. METHOD STATEMENTS *

We must ensure the Workers/Charge-


hands/Engineers have a clear Method Statement
for their construction activities and have
identified the risks involved (Job Safety
Analysis).

06. INCENTIVE SCHEMES/DISCIPLINARY ACTION


*

Projects should be geographically broken down


into smaller areas (50 to 10 men per area).
These areas should be HSE-audited (inspection)
every week and those with good HSE
performance should receive cash payments for
all concerned Workers in this area. At the end of

each month, the best performing areas should
gift-reward their Workers/Supervisors during a
social function in the presence of the entire
Workforce.

To make this more fun, some projects give


colour codes for HSE performance on each area
so when one walks around can see what HSE
status they are at. These are put on Sign Boards
on Site or they can use coloured flags. HSE flag
to be raised in the good areas.

Disciplinary Enforcement Procedures shall be


applied to Workers/Charge-
hands/Foremen/Engineers who are risk violators
as per Project Specific Procedures and local
Labour Law.

07. STAFF OBSERVERS

Each month, a different Group of


Operations/Office Staff is selected as HSE
Observers (30-50 people). They have to go to
Site at least twice per week and report on non-
compliance with HSE standards. Their reports
and recommendations are included in
Observation Reports to be compiled by the HSE
Department and presented in the Weekly
Meetings.

08. HSE VIOLATORS *

Every week, the HSE Department picks out the


Safety Violators and they are assigned to
accompany HSE Officers on the project for a

period of one week in order to appreciate the
importance of and improve his HSE knowledge.

09. SAFETY STAND-DOWNS

At least once every three months, Site is shut-


down completely for one hour in order to focus
on HSE issues. This is the best way to
communicate the importance of HSE to the
entire Workforce.

10. HSE MANAGEMENT WALK-DOWNS (WALK-


THROUGH) *

CCC Site Management, and the Client, must


agree on a Weekly Site HSE Walk-down to go all
around Site and audit HSE functions, enforce
conditions and talk to people on Site.

11. GUD’S *

All young Engineers on Site, including GUD’s, will


accompany an HSE Officer on Site for a period of
2 weeks.

12. TRAINING & EDUCATION *

• With the increasing number of new Site


Labourers and Supervisors, we must increase
our training efforts on Site as well. This
includes training the Staff and Workforce on
HSE as well as some Trade Training.

• HSE education is very important on all


project levels especially the training of our
Supervisors on how to prepare Job Safety
Analysis Reports for all construction activities.

• Training will not be ONLY for newcomers but


also for ALL construction team on site.
Training/refreshing training will take place
during ALL the project period according to our
training matrix.

13. STOP-WORK CARDS

• All project personnel (including workers)


should be encouraged to stop work upon
recognition of an unsafe act/unsafe
condition/hazard.

• Each project should establish a Stop-


Working Card System, authorizing some staff
to stop work if they feel there is Safety Risk.

• Extensive training to be provided.

14. HSE REPORTING *

We must establish a good Site Reporting System


and this data should also be analysed and made

public to all Supervisors. The reporting should
be communicated to MO-SCD as per the
reporting criteria.

15. SPEED MONITORING *

• Vehicle accidents are one of the major


sources of accidents. In order to better control
this, In-vehicle Monitoring Device should be
installed in all CCC vehicles, light vehicles,
trucks, prime movers etc (Group 5 and 9).

• Increase pro-active (Defensive Driving)


training for all personnel driving, including
speed limits, seat belt, usage of mobile
phones etc.

16. INFORMATION SHARING *

All good HSE Practices, as well as major


incidents, to be shared among projects, in order
for Sites to take immediate preventive measures
for such incidents.

17. SAFETY CHECK CARDS (CCC HSE


HANDBOOK) *

All Supervisors and Charge-hands will be given


the CCC HSE Handbook, in various languages,
which includes various HSE topics.

18. EMPOWERMENT OF HSE STAFF

Project Director/Project Manager to convene a bi-


monthly meeting to empower the HSE Manager
and the HSE Team on the Project.
This meeting to be documented.

19. PLANNING (FRONT END LOADING) *

Look Ahead Planning is an important tool.
Project Management Team to ensure the HSE
Front End Loading procedure is implemented
prior to start of activities.

20. RECRUITED HSE STAFF *

ALL recruitment of HSE staff should meet the


requirements of the HSE JOB Family, and should
be approved by SCD-MO.

21. PERSONAL PROTECTIVE EQUIPMENT *

PPE to be in accordance with international


standards as per SCD PPE procedure.

22. HSE DOCUMENT DISTRIBUTION MATRIX


(DDM) *

Project Manager to ensure communication of the


relevant HSE Documentation (plant procedure)
to the concerned project staff.
