Judge Richard Leon and Clerk Nancy Mayer-Whittington conducted simulated litigation, as part of a
pattern seen in the US Courts from top to bottom: Refusal to protect the rights of individuals in view of
rampant corruption of state and US judges.

In Windsor et Evans et al (1:10-cv-00197) in the US Court, District of Columbia, pro se Plaintiff William
Windsor filed complaint under cause of actions of Deprivation of rights under the color of law, 42 USC
§1983, pertaining to conduct of US Judge Olinda Evans of the US District Court, Northern District of
Georgia. [i ]
The case is of particular interest, since it provides evidence of cover up of judicial corruption, not only by
Judge Richard Leon in the US District Court in Washington DC, but also by the US courts of appeals and the
US Supreme Court. [ii ]

Judge Leon and Clerk Mayer-Whittington denied Plaintiff Windsor the right to file papers in court.
Plaintiff’s papers were returned with the hand inscription “Leave to file denied, RJL”, in apparent violation of
First Amendment and Due Process rights.
Judge Leon and Clerk Mayer-Whittington engaged in the same conduct in other, similar cases as well
The exact same conduct is seen in records of Zernik v Melson et al (1:09-cv-00805), pertaining to
corruption of the California courts and refusal of FBI and US Department of Justice to take action.

Judge Richard Leon and Clerk Mayer-Whittington refused to file eight (8) papers in that case, which
provided evidence of corruption of judges to benefit Countrywide and Bank of America. [ iii ]
Conclusion
The case of Windsor v Evans et al, Zernik v Melson et al, and other cases in the US District Court,
Washington DC, combined with similar cases in the US District Court, Central District of California, US
Court of Appeals, 9th Circuit, and the US Supreme Court, document that the US courts have effectively
established a policy, excluding papers, which document judicial corruption, from First Amendment and Due
Process rights, and refuse to permit their filing in the courts. [iv ]
Such conduct makes it clear that the US courts are not ready, willing, able to address corruption of the state
and US courts.

26, 2010. This Court enjoined plaintiff from submitting any additional filings in this matter and

On December 28, 2010, the Court of Appeals vacated the Order and remanded the matter for
proceedings consistent with In re Powell, 851 F.2nd 427, 431 (D.C. Cir. 1988). Thus, in order to
create an adequate record for review and follow the directives set forth In re Powell, it is
hereby ORDERED that the Clerk of the Court shall retain copies of any complaints or other
pleadings plaintiff seeks to file; and it is further ORDERED that plaintiff shall file a response
with 30 days of this Order setting forth reasons why the Court should not issue an injunction
barring plaintiff from submitting any additional filings in this case and from filing new complaints
in this district. In his response, plaintiff shall alson set forth the reasons why his repeated filings
are not frivolous, harassing, or duplicative of prior filings; and it is further ORDERED that
failure to comply with this Order may result in sanctions, including the isuance of an injunction

MEMORANDUM OF LAW IN SUPPORT THEREOF

William M. Windsor ("Windsor" or "Plaintiff') hereby files this MOTION TO ALTER

OR AMEND ORDER ENTERED ON FEBRUARY 15,2011 AND MEMORANDUM OF LAW

IN SUPPORT THEREOF ("Motion to Alter"), pursuant to Federal Rules of Civil Procedure

("FRCP"). Windsor shows the Court as follows:

1. Windsor submits that the Order dated February 15,2011 ("Order") should be

altered or amended for a specific legal reason.

2. Judge Richard T. Leon ("Judge Leon") ignored the law in issuing an <?rder dated

March 26, 2010 that placed filing restrictions on Windsor.

3. The United States Court of Appeals for the DC Circuit issued an order on

December 28,2010 that vacated the order entered by Judge Leon that inflicted filing restrictions

on Windsor.

4. The legal term vacated means "to set aside and render void." In other words, the

DC Circuit says there are to be no filing restrictions because Judge Leon did not folloW:,ffMe~i,;=r

MOTION TO COMPEL PRODUCTION OF DOCUMENTS


FOR IN CAMERA INSPECTION
Plaintiff William M. Windsor ("Windsor" or "Plaintiff') hereby moves for an Order

compelling Judge Orinda D. Evans ("Judge Evans") or a Clerk of the District Court for the Northem

District of Georgia to produce documents for in camera inspection by this Court. Judge Evans or a

Clerk of the Court must be compelled to produce the documents filed under seal in Doc.168 in Civil

Action No. 1:06-CY-0714-0DE ("MIST-I").

The production of these documents will prove that there has been fraud upon the courts in

the underlying actions. The documents will prove that Windsor's complaint in this civil action was

not frivolous or improper in any manner.

Judge Evans is the only person in the world with information about and access to these

documents. Windsor tried to obtain the documents through discovery requests, motions to

compel production, two subpoenas, and a motion to lift the seal. All were denied or ignored.

The documents are now public, so they cannot be claimed to be "confidential" as Judge

Evans and Maid and their attorneys claimed.

MOTION TO DIRECT CLERK OF THE COURT TO ISSUE SUBPOENAS

William M. Windsor ("Windsor") hereby files this MOTION TO DIRECT CLERK OF

THE COURT TO ISSUE SUBPOENAS. Windsor shows the Court as follows:

1. As a pro se party, Windsor does not have the ability to notice witnesses for

depositions. Windsor must rely on the Clerk of the Court to issue signed subpoenas.

2. As Judge Richard J. Leon has ignored the uncontroverted facts in this matter,

Windsor has no means to prove the facts required to defeat the Order dated February 15, 2011

unless he can first obtain sworn testimony from key witnesses.

3. Windsor needs the Court to order the Clerk to provide signed subpoenas to

Windsor as needed for depositions and a hearing.

4. Windsor needs to take depositions before he can be expected to file a response to

the February 15,2011 Order.

EMERGENCY MOTION FOR RECUSAL OF JUDGE RICHARD J. LEON

Comes Now Plaintiff William M. Windsor ("Windsor" or "Plaintiff'), and asks that

Judge Richard J. Leon ("Judge Leon") be recused from the above entitled matter under 28 U.S.C.

§ 144 of the United State Code or 28 U.S.C. § 455, Canons 1,2, and 3 of the Code of Judicial

Conduct, all other relevant statutory and state and federal case law, as well as the First, Fifth,

Sixth, Eighth, and Fourteenth Amendments to the United States Constitution, the Due Process

Clause of the Fifth Amendment to the U.S. Constitution, the Constitution of the State of Georgia,

and the Court's inherent powers. Based upon this motion, the attached Affidavit of Prejudice

(Exhibit A), the 28 U.S.C. § 144 Certificate (Exhibit B), and exhibits hereto, Windsor moves for

recusal of Judge Leon from all further proceedings in these matters. Windsor shows the Court as

follows:

1. Judge Leon has made significant errors of law and fact in the orders he has issued

in this case
