Objective:
Obtain a challenging position in engineering/project/construction management/for
ensic engineering in metropolitan area that will effectively use my professional
knowledge, experience and skill levels.
Major Accomplishments:
Licensed Professional Engineer/civil/structural/forensic engineer in FL, GA, NC,
PA, OH & NJ: plus NCEES Registration #35090. Accepted as a civil engineering ex
pert in NJ local courts, Federal Court in Trenton, NJ. Appointed an engineering
expert in drainage in flood plain development in Union County, NJ. Demonstrated
ability to effectively manage large work forces (100 +) required for constructio
n and/or certification of multimillion dollar projects: bridges, highways, regio
nal sewerage systems.
Work History
1996-present: Independent consulting engineer/civil/structural/forensic engineer
. Investigated complaints on defective underground utility construction (sanitar
y/storm sewers). Wrote reports on alleged construction deficiencies following de
tailed investigations. From 2004 to 2008 also worked full time as an in house s
tructural/forensic construction engineer evaluating craftsman errors, revisions
or design changes to reinforced pcc foundations/ shipment/installation damages t
o wood floor truss and light gage steel floor joist panel systems, wall panels,
wood roof truss systems for single family and townhouse developments. Most rece
nt independent assignments were (1) evaluate and distinguish between wind damage
and flood damage in residential and commercial buildings in LA as the result of
Hurricane Gustav: (2)Evaluation of a dwelling foundation subsidence problems th
at rendered doors and windows inoperable and caused numerous cracks in the found
ation and walls of the living area. .
1982-1996: President of Bergman Engineering Associates, PC consulting Engineerin
g Firm specializing civil engineering design of infrastructure, storm and sanita
ry sewers, pump stations, road/highway design; review of site development plans
for residential and commercial sites including storm water management. Later emp
hasis was on forensic evaluation of alleged defective construction. Testified in
local, State and Federal Courts in NJ as needed.
1976-1982: Vice President of Fellows read and Associates, PC, Toms River, NJ. H
ad complete charge of a staff of over 100 inspectors, specialty inspectors, engi
neers and

clerical staff to mange the inspection and certification of $200,000,000 of USEP


E and DEP funded regional sewerage projects. Responsibilities included initiatio
n of change orders (for changed site conditions); negotiated change orders with
contractors and handled change order administration from initiation of contracto
r alleged claim to final approval of USEPA and the owner. Kept cost over-runs to
less than 2 % 0f original bid prices. Began forensic engineering portion of car
eer representing JCP&L and a defense witness expert in major class action suit a
lleging that the JCP&L owned and operated atomic powered electric generating sta
tion increased the temperature of the Barnegat Bay due to the high demand for co
oling water recycled into the Bay. Result, case against JCP&L was dismissed base
d on my expert testimony as expert in marine engineering and construction.
1970-1976: Vice President of John J. Dunn Construction Co., Runnemede NJ.- Inter
state. Complete charge of profit oriented company as manager of bridge division
of the highway and bridge construction contractor. Full responsibility of bridg
e division: included estimating, project planning and scheduling and material su
pplier negotiations. Made all project management decisions for day to day field
operations for several concurrent projects worth over $10,000,000/yr worth of br
idge construction. Designed, built and used several unique pieces of constructio
n equipment and concrete forming systems that provided significant labor cost sa
vings.
1959-1970: Registered professional engineer/superintendent/estimator for Ole Han
sen and Sons Inc., Pleasantville, NJ. Designed, had shop built and used in the
field several pieces of construction equipment that improved the construction pr
oductivity such as mandrel driven composite piles. Designed production driving h
ead for pre-cast /pre-stressed concrete piles that had two feet of reinforcing s
teel protruding from the driving (top) surface of the pile. This was the beginn
ing of a bridge building career that covered 18 years and approximately 50 bridg
es.
