As the Sr. Program Manager Process Development & Manufacturing, I was res
ponsible for leading the Process Development, Engineering, Procurement and Const
ruction Team activities associated with the construction of an Alternative Fuels
Processing Facility located in the South-Central region of Brasil.
1. I led the selection process to secure the services of a provider with EPCM ca
pabilities in both the US and Brasil. Developing the in-depth qualification ques
tionnaire, defining the extensive interviewing process for 6 Brasilian National
firms and 3 US National firms and development of a numerical selection process.
2. I led the effort to develop and submit our Environmental Permit Application t
o the Brasilian state regulatory agency. This includes the development of the do
cuments necessary for the application, General Arrangement, Process Description,
Process BFD, Mass and Water Balance, Process Equipment List and Legal Review. T
o be followed by securing the Construction Permit and Operations/Occupancy Permi
t.
3. I led the effort to define the Project Scope of Work, the Project Organizatio
n Chart, the Matrix of Responsibilities and User Requirements. I worked closely
with the Process Basis of Design team to refine the Project Feasibility and est
ablish the Project Conceptual Design, Basic Design and Detailed Design. I led th
e effort to develop the Project Total Installed Cost (TIC).
4. I led the effort to create an integrated project schedule reflecting timeline
s and milestones based upon input from the EPCM provider, the joint venture part
ner, contractors and the company.
5. I led the effort to develop Procurement General Terms and Conditions for acti
vities associated with the purchase of Long Lead Process Equipment, BOP Construc
tion Materials and Equipment and Contractor Services. In addition, I developed t
he Procurement BFD defining the Go / No-Go activities associated with procuremen
t. I worked closely with the EPCM provider to define the equipment Technical Spe
cifications, vendor qualification and selection, issuing of RFQs, Bid Analysis C
riteria, Commercial Negotiations and Contractual Conditions.

6. I was the Construction Leader responsible for working closely with our joint
venture partner, to successfully integrate our Fermentation, Separations and Pur
ification process into a working sugar mill environment. Involving Process, Civi
l, Structural, Piping, Mechanical, Insulation, Electrical and Instrumentation/Au
tomation/Control, HSE, Equipment and Process Systems Commissioning, Start-up, Op
erator, Vendor and Maintenance Training. This includes the development of the or
ganizational structure for the actual construction activities, and operations or
